County cases up to 767 as of Sept. 29

Fifteen new cases were reported Saturday, 12 on Sunday and 26 on Monday.

The leaves are changing at a rapid pace ushering in the new fall season. The vibrant colors will soon be joined with cooler temperatures. In every season, we see the beauty of His creation. For each moment, we give our thanks to our awesome God. This morning in church, we were greeted by Sheryl Hopkins. Pastor Charlotte Hoppe brought her message for the morning. Our church welcomed some new and old friends. It was wonderful to see so many families filling our chairs.

This evening, Charlotte invited me to help with a project. Bribed with a pizza dinner, I happily obliged. While we spent most of our time working, we also had time to catch up on life’s recent events.

We are truly blessed to have Charlotte as a pastor and a friend.

to help with a garage sale of items from the church. There weren’t too many visitors, but we enjoyed visiting with each other and sharing great memories of the church.

This past Friday was my nephew, Hayden Bittinger’s birthday. He celebrated his twentieth birthday at school. He is working hard at his classes and working part-time. We are all very proud of Hayden and his brother, Garrett.

It has been another busy week with school work. This semester seems much more difficult or my energy for work and school is starting to wane. Either way, with the encouragement of those around me, I tackle it just one step at a time.

A couple of weeks ago, my children set-up a Zoom meeting for my birthday.

At the end of the meeting, Stephanie suggested we do it more often. By the end of the night, she had sent out a recurring invitation. This Friday, I will get to spend an evening with my children, once again.

Today marks seven years since we lost our mom. There are small reminders of the day like Facebook memories of sympathies and stories posted by friends and families. I usually send a text to my brother and we agree that she is still missed very much.

In the past seven years, we’ve had four high school graduations, one college graduation, a wedding, two military graduations, several job changes and promo-

tions, and lots of laughs. I miss hearing stories about her latest find from the local garage sales.

Sometimes when I visit with Ben, I notice he has picked up her phrases and mannerisms. I am told that I look like her.

I see her in all five of her grandchildren.

She’s here, in so many ways that we never expected.

We learned everything from her, so it makes sense that we might act and sound like her. The values she instilled in us are as strong as ever. We are better for knowing our mom and grandma. That’s how it is with a parent, especially with our heavenly Father.

When we spend time with Him, we start to act and sound like Him. The love He gives to us is passed on to those around us. Just like my brother and I wanted to be like my mom when we were growing up, those who know God yearn to be like Him, too.

Today is a great day to meet, to learn, and to get close to God. We can know Him through prayer and reading His word. We can be more like Him when we show love to our friends and neighbors.

COVID-19 UPDATE

No indoor service for bars, restaurants

BY JOHN SAHLY jsahly@shawmedia.com Gov. JB Pritzker and the Illinois Department of Public Health announced COVID-19 resurgence mitigations will be implemented in Region 1, the northwestern most counties in Illinois, beginning Saturday.

Region 1 includes Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties.

The positivity rate trends had not favored Region 1 in recent weeks.

It hit 8% positive in each of the past two days, according to the most recently released state data, and mathematically needed to turn in a day on Wednesday with a low positivity rate it had not seen in weeks in order to get under 8% positive.

Looking at the most recent available public data for the region, Winnebago County has been a major

contributor to the uptick in the positivity rate. It has conducted about 40% of the region’s tests, and has a rolling seven-day positivity rate of 9.3%, according to the IDPH. Three of the past four days, Winnebago County has been at 10.3% positive or higher.

Whiteside County comes in at 7.5%, Ogle County at 6.9%, Lee County at 9.4% and DeKalb County at 7.4%.

“The concerning uptick in Region 1’s positivity – jumping more than two percentage points in two weeks even as the majority of Illinois continues to see downward trends – demands increased efforts to stop the spread in our northwestern counties,” Pritzker said in a news release. “As other regions have demonstrated, stricter mitigations will lead to safer communities when people mask up, keep their distance, wash their hands and respect public health. It is my hope that the residents of Region 1 can turn this situation around quickly, and Dr. Ezike and I continue to coordinate with local officials to make that happen.”

“COVID-19 spread can increase

very quickly, as we’ve seen in some regions in the state, now including Region 1,” IDPH Director Ngozi Ezike said in a news release. “As the pandemic continues, so must our fight against it: Please, don’t hold or attend large events or mass gatherings, wear your face covering and keep 6 feet of distance between you and others.”

In the past week, Region 1 also had an early indication of increasing hospital admissions for COVIDlike illness, according to the news release.

“Although this increase has not yet reached the threshold level, it indicates more severe illness is increasing and [the] IDPH will continue to monitor the region’s hospital capacity,” according to the release.

Mitigation measures taking effect Saturday in Region 1 include the following: Bars: no indoor service; all outside bar service closes at 11 p.m.; all bar patrons should be seated at tables outside; no ordering, seating or congregating at bar (bar stools should be removed) ; tables should be 6 feet

New restrictions are going to hamper local businesses

BY JEFF HELFRICH jhelfrich@oglecountynews.com Tuesday’s announcement prompted local officials to look at ways to help businesses weather the mitigation period—especially with cooler temperatures on the way.

Oregon City Administrator Darin DeHaan said the city is already looking at ways to help its businesses navigate through the mitigation period including public education, encouraging people to patronize curbside pickup and helping with public space utilization.

Outdoor heaters to extend outdoor dining during the colder months could also be a possibility.

“It’s a blow to us locally,” DeHaan said. “I know all the trouble our businesses have gone through and we have to find a way to create ways to help them.”

DeHaan said the city had been monitoring the situation with the recent uptick in cases. Oregon has just 60 cases in its zip code according to the Illinois Department of Public Health. DeHaan said he feels

“lumped in” with the rest of the area, but knows Oregon isn’t immune.

Oregon’s tourism attributes make it a destination for those from out of the area, and that could make for additional possible exposure, he said.

“This certainly is frustrating,” DeHaan said. “But we don’t have a bubble around us. We can’t be isolated even if our numbers are low compared to the rest of the area.”

A lot of Oregon’s businesses are on the “tipping edge” of trying to survive, he said.

“We’ve said all along the last thing we want is to lose a business,” DeHaan said. “It goes back to how we can help. If grants become available we could do that, or encourage people to still support them.”

Jason O’Neil, owner of Cork & Tap in Oregon, thinks the new mitigation restrictions may force his doors closed once again until circumstances change.

Jay’s Drive-in Oregon thriving amid COVID-19 Carhop system turns out to be convenient during pandemic

BY JEFF HELFRICH jhelfrich@oglecountynews.com At the outset of the COVID-19 pandemic, Jay’s Drive-in owner Terry Wilken had to ask himself some tough questions.

“It was a scary time,” Wilken said.

“We weren’t sure what was going to happen. ‘What if we had no business?’ was what we were thinking.”

What followed this summer was unexpected for Wilken.

“I would say this has been one of our best years ever,” Wilken said.

Jay’s Drive-in business has increased, even though Wilken doesn’t like to say it because he sees how other businesses are hurting due to COVID-19­­, restaurants especially.

The drive-in’s carhop system makes it a unique case in the pandemic. Patrons can wait in the comfort of their own car and order without making contact with employees.

Wilken has yet to open up his indoor dining room.

In years past, Wilken said the dining room has made up for at least half of Jay’s business. This year, it hasn’t slowed down business.

“We’ve had a lot of nice days this year,” Wilken said. “And we have a big backyard. You can often find people playing football back there and stuff.”

The dining room’s small size has been a concern for Wilken during the pandemic. He thinks it could reopen when things “get back to normal” or when the weather turns colder.

Another unexpected development this summer was how much more staff working during the pandemic takes. Wilken said he has more employees than ever with everything being outside and more cleaning required.

Jay’s hasn’t seen any COVID-19 cases with its staff. Some went to areas with higher case numbers considered “hot spots” and had to do a two-week quarantine. Others had to be quarantined due to potential exposures at school. Employees wear masks and gloves at work.

O’Neil isn’t sure whether Cork & Tap will be closed starting Saturday, but that seems to be the way things are trending.

“We don’t know when we’d be

able to reopen,” O’Neil said. “I don’t know. Closing is what we’ve been discussing. Without people in the facility, we’ve talked shutting down until circumstances change.”

An owner of five bars in restaurants in Lee and Whiteside counties said the cooler weather has him very worried.

“Outdoor dining in Illinois, during fall, at night — none of that sounds good,” said Matt Prescott, the owner of five bars and restaurants in Dixon, Rock Falls and Sterling. “And if this stretches into the winter, who’s going to want to eat outside? Nobody.”

“We’ve heard from people that they’ve never been here before this summer,” Wilken said. “The repeat customers say they make a point to come out. The good pricing is something we hear a lot about.”

For the future, Wilken said he may add more mobile devices to take orders with in the future. He recently came across an article about Burger King opening new places with small dining rooms and carhop services. The throwback system from the 1950s and 1960s seems to be back and here to stay.

“They said it’s the future,” Wilken said. “I think it’s funny it’s all coming back around again.”

“People will probably still do carryout, but 20 to 50% of my business is selling a drink, and selling one to-go doesn’t pay the bills,” Prescott said.

Prescott, who owns Candlelight Inn in Rock Falls and Sterling, the Palmyra Pub in Dixon, the Corner Tap in Rock Falls and Brink’s in Sterling, said owners and employees at bars that serve only alcohol indoors will likely suffer the largest losses from the restrictions.

A

nna Parmelee led an interesting life as a teacher in Polo, Sterling and as a member of the first faculty of Northern Illinois University at DeKalb.

Those were the days when it was called Northern Illinois State Normal School. If one goes back to the founding of this college, it almost could have been in Polo and we could have been a bustling college town. But that is another story for another time.

By the time Miss Parmelee had gotten to Sterling, she had become well known to educators in the state and when they needed an assistant math teacher in this new Normal School, she was suggested. The year was 1898-1899 and about 100 students were enrolled that first year.

While I did not know of Miss Parmelee, she only lived a block form me in my growing up years and had returned from her teaching days in DeKalb. I was interested more in her house as I walked each day to and from school. I loved her little house and her flower garden. I wished later that I could have met her.

I loved her picket fence, unique porch with ginger bready trim, white teeny, tiny house with black shutters, and of course her flowers.

The house always reminded me of a fairy princess cottage but I was never inside. I should have stopped by to say hello.

Anna was born January 30, 1857 in Milledgeville to Henry and Mary Parmelee. They moved to Polo in 1858 and Anna’s father built the house in 1859. Anna lived in the same house until her death in Oct. 10, 1954. She only left the house during her years

Anna Pamelee, is seated in the chair. Mrs. Burbank was a neighbor for years and years. of teaching in DeKalb 1899 to 1927 when she retired.

The children of Henry and Mary were: Fredrick William, Feb. 3, 1855 – Nov. 8, 1895, Anna, Jan. 30, 1857 – 1954, Walter Brace, Jan. 12, 1860 – Dec. 24, 1860, and Arthur Rollin, Dec. 7, 1862 – Oct. 4, 1872.

When Anna came back to Polo from teaching in DeKalb, a good friend and a primary school teacher at the college, Lida McMurry, came back to Polo with her.

Lida spent her remaining years in Polo with Anna and Lida is buried also at Fairmount Cemetery in Polo.

Lida was an author of children’s books. They became companions to

each other in later years.

As they came back to Polo and enjoyed the little house together, the house changed in many ways.

The picket fence eventually was gone along with the unique trim on the porch roof. A porch railing with spindles was placed around the porch and very noticeable in a photo in 1954.

In August of 1954 Anna held her last gathering in her home of the Class of 1914 from DeKalb. They enjoyed seeing her in her neat little colonial home in Polo. They loved her sunny smile and talked about memories of when she was a good math teacher at the college.

At that time she was the only living person of the original faculty of Northern and she was approaching 98. The group gathered on the front porch of the little home for a picture that would later appear in the newspaper for Northern Illinois College.

I did find out the connection between Anna and Dorothy Read Graebel. Dorothy had lost her mother, Mary Read, when Mary died at the age of 54. Dorothy became Anna’s “adopted daughter” and they had a relationship that was very close.

This is why Dorothy had so much information and pictures about the interesting life of Anna Parmelee.

LOCAL HISTORY

Columbian Road has an interesting history Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

olumbian Road is a four mile road located in Pine Creek Township. Pine Creek Township is located south of Mt. Morris Township and west of Oregon Township.

Pine Creek Township is best known as the home of the White Pines State Park. Pine Creek originates in Northern Pine Creek Township and flows into the Rock River near Grand Detour. This creek is fed by several springs and run-offs from fields.

John Phelps, who was the founder of Oregon, built a sawmill operated by water power on Pine Creek in Section 27.

Columbian Road originates approximately one-half mile south of Mt Morris at the west end of Camp Road and heads south past the Pines Road at Columbian Corners continuing south as a gravel road and terminates at Judson Road.

Although this is only a four mile road that is part gravel, it contains interesting history. These points of interest are Columbian Corners, Pine Creek Town Hall, a Rainbow style bridge and Squire Sheely Farm.

Many of us have driven numerous times on the Pines Blacktop by Columbian Corners that obtained its name from the Columbian Exposition.

The Exposition was the 400th Anniversary of the discovery of America.

Pine Creek Town Hall built in 1897 was originally used for elections and Town Hall meetings. The first town meeting was held in a log schoolhouse in Section 29 in April 1950.

This was right after townships were organized in Ogle County. A two-room school was located south of Pine Creek Town Hall facing Columbian Road.

School buildings and churches were located at Columbian Corners.

Traveling on Columbian Road north from Columbian Corners you cross the CB&Q Railroad on a wonderful wood rainbow style bridge built by the Burlington and Northern Railroad.

The Burlington and Northern completed this line from Oregon to Polo in 1886. At this time there were two depots in Polo.

take the Burlington Northern to Polo and then board the Illinois Central to attend sporting events in Dixon.

This railroad extended to Savanna and then north to LaCrosse, Wisc.

Finally, on this route we traveled to St. Paul and Minneapolis, Minnesota on the (Twin Zephyr).

The Squire Sheely Farm was located on Columbian Road south of Mt. Morris. Mary Jane Schumaker a resident of Pine Creek living near the Pines Park wrote “everyone knew him”. He kept many animals on his farm including bison, a bear and exotic birds.

The structure where he kept the bear still stands and is visible as

you drive by. He entered his team of horses in parades. He stood with one foot on each horse until the end of the parade.

In early October, 2000 his stepson,

So Columbus discovered the New World in 1492 and 400 years later the World’s Fair Columbian Exposition was held in Chicago.

Dedication ceremonies for the Fair were held on Oct. 21, 1892. The fairgrounds opened to the public May 1, 1893.

Now a narrow road four miles long named Columbian Road in Ogle County reminds us of the Columbian Exposition and Christopher Columbus.

Even I with my short memory recalls 1492 (518 years past).

SPORTS COLUMN

olf and cross country got a boost last week when the IHSA announced that sectionals are being added.

Though a state meet isn’t planned, having sectional is a bit of consolation for those athletes seeking the best competition.

Oregon will host regionals in both boys and girls golf at Silver Ridge on Oct. 6 and 7 and a cross country regional Oct. 24 at Park West.

“Anything that can be done to make this year as normal as possible works for me,” Oregon AD Mike Lawton said. “I’m very happy the kids in that they now get an extra round.”

Golf has been much easier to establish protocols for fans and participants to adhere to than cross country.

According to my neighbor who went to watch his daughter run at Genoa-Kingston on Saturday, spectators were told by the starter that they had to stay at the start/finish line. With only coaches allowed on the course, it seemed a bit onerous.

“Yes, they can do that,” Lawton said. “It is up to local management as to how to best follow the IDPH/IHSA guidelines. Since each course layout in different, sometimes you won’t want people going into areas that could get crowded. We don’t really have that at Park West.”

However, the regional will be different for freedoms allowed the competitors.

“It will be tighter in that the runners themselves will only be allowed on the course for their race,” Lawton said. “They can not watch and

cheer for their teammates in other races as they normally would. They must stay in their team camp at all times unless running.”

Since there are 14 teams at a cross country regional, the races will be conducted in flights instead of one big race. That takes away form the spirit of the event, but with a cap of 50 runners per race, that is the only way to put a regional or sectional on.

It will be a long day, as well, with up to six races between both boys and girls instead of just two.

At this point, spectators at the regional will be allowed to roam the course without any major restrictions. One advantage of having meets at Park West is its size compared to other venues, such as Wal-Camp at G-K. “They must be masked at all time and maintain the 6-foot social distance,” Lawton added. “I’m sure we’ll have more info from the state as we get closer to the Oct. 24 date.”

Normally, Oregon would have been the sectional host, as it has been for past 10 years. But, without knowledge of that being contested, Lawton

opted for the regional. Instead, the sectional will be at Seneca on Oct. 31.

Another difference is the conference meet being divided into two days, Friday for the boys and Saturday for the girls - all because of COVID19 restrictions.

With how large Silver Ridge is, there shouldn’t be any concerns about intermingling at the golf regional.

The Hawk girl golfers are young, but have a chance to be one of the two teams to advance out of the regional. Dixon and Rock Falls are the ones to beat.

“We’re capable,” coach Jim Spratt said. “We scored 176 against Genoa-Kingston in a meet at Silver Ridge, which I think might be a school record.”

Playing on its home course might be the edge the Hawks need. The boys are also young, with only one senior.

“Our hope is in the future,” Spratt said.

With football, soccer and volleyball not be contested, Spratt ended up with 34 total golfers.

Assisting him for the first time was former basketball coach Quinn Virgil.

“I’m thankful for the help Shane Stuart at Silver Ridge gave us too,” Spratt said. “It was nice to have all those kids out.”

On a final Oregon sports note, the softball team is looking for its fourth different coach in five years. After winning the regional in 2017, the program has gone 10-44 the last two years.

READING MATTERS

Non-remote interaction with students is still important

A

lot has been discussed about online learning. It is a change and many learners of all ages find it is not a positive experience.

What about teaching online?

Northern Illinois University has done an outstanding job of providing extensive training and support for faculty and staff since the sudden shift to online classes in March.

Blackboard Ultra, Kaltura Capture, Microsoft Teams, Zoom, Google Classroom, plus many more ways to submit assignments, journals, monitor tests online, and hold virtual office hours are all a part of how we teach online.

We are all trying our best to make our classes a positive, engaging learning experience.

However, I was not prepared for a session where I was meeting my students online with no cameras on. I was talking to circles with initials.

area and some responded verbally. They virtually “raised their hands” when asked a question.

To be fair, this new way of meeting is an invasion of privacy. Who could have imagined that we would be inviting many people into even a small area of our homes on a regular basis?

I understand why one might choose to keep the camera off.

I left that meeting with a new, strange feeling.

I think I have an idea of how the late-night talk show hosts must have felt when they taped their

shows from their basements or garages.

I have been in education for over 45 years. Like most of my colleagues at all levels, one of the joys of teaching that keeps me coming back day after day is the social interaction with students. But the camera does not smile, does not laugh at my jokes, does not show me if students understand.

The pandemic has forced us all to suspend many of our everyday interactions, or at least change them in some way.

Whatever lies ahead, we need to be mindful of this and strive to find ways to keep interacting with our students and with each other.

It seems it is a human need right up there with shelter, food, water, and air. We will have to work extra hard to make it work virtually.

I am also quite sure that we need to be extra kind and have extra patience and understanding for each other as we all work through the changes we are navigating in school and in our world.

‘There was a line around the site when I got here’

Cecilia Herrera, a tester for Aunt Martha’s Health and Wellness out of Rockford, noticed the difference immediately.

“There was a line around the site when I got here,” Herrera said.”We heard people say they missed it last week in Mt. Morris. There are higher numbers turning out for sure.”

Aunt Martha’s Health Educator Oswaldo Lopez said he expected to test 100 people on Monday. Less than 20 tests were done at both Forreston and Mt. Morris by the same testing organization last week.

Lopez said Aunt Martha’s fielded 150 calls about the Polo site prior to coming out to test. People were calling to ask if they had to make reservations, which they didn’t. No

calls came in last week for the other Ogle County sites.

“It means people are being more conscious about it and really want to know their status,” Lopez said.

“It’s just absolutely great. Everyone has been calling. Not everyone shows up, but it gives an estimate. I think the flyer had our number and people thought they had to call it to reserve a spot.”

Lopez and Herrera said most of the 19 people they had tested 30 minutes into testing on Monday were senior citizens. The testing was done from 11 a.m. until 1 p.m. at 212 S. Division Ave. near the Shell station.

The testing was done in a drive-thru format. Testees are given a form to fill out and self-test. If they don’t want to test themselves, the test is administered to them. Insurance is billed for the testing and free for those without it.

There were no symptoms required to be tested. The testing method was PCR format, not a rapid test. The PCR format is more accurate, Lopez said. The rapid test method can have results back in 15 minutes, but has a larger margin of error, he said.

The return rate for the tests is 3-5 days and testees find out results through Aunt Martha’s.

12 To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article.

The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment.

Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted.

PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed.

EXPLANATION The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "flat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution.

ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT Illinois' current tax system unfairly benefits millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people.

Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it.

This Amendment Would Make Illinois' Tax System Fair.

Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people.

Illinois' current tax system unfairly benefits millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people.

This amendment will help small business owners by creating a stable economic environment for their businesses to thrive.

While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate.

In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income.

The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois.

Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "flat tax" that penalizes middle-class and working people and benefits higher income individuals.

A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes.

Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems.

Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services.

While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "flat tax" rate continues to rely unfairly on taxes from middle and lower income earners.

Under Illinois' "flat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more.

Because of the way our current tax system is set up, the bottom fifth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers.

If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less.

Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less.

Over 95% of small businesses earn $250,000 or less a year in profits, and their owners will not see a tax increase under the new tax structure.

This change will generate additional revenue each year that can help address Illinois' budget deficit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters.

After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People.

Working people and essential workers like nurses, first responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year.

Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials.

When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

ARGUMENTS AGAINST THE PROPOSED AMENDMENT 1) The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

2) Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

3) In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

The proposed amendment would give the Legislature unlimited new authority to increase income tax rates on any group of taxpayers at will, including low-income and middle-income families and small business owners. There would be no limit on the number of tax brackets that could be created and no limit on how high tax rates could be increased on individual taxpayers. In addition, this proposed change will pave the way for a tax on retirement income.

Nothing in the amendment requires the Legislature to do anything to control spending. Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability.

Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in Springfield.

Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deficit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse.

Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target.

In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.

sually this time of year, the Autumn on Parade (AOP) Committee is scrambling to tie up all the loose ends before the festival begins. This year, the festival was put to an abrupt halt due to the COVID-19 pandemic.

Although the cancellation of the 2020 Autumn on Parade Festival is disappointing to many, the AOP Committee thought this gives the perfect opportunity to share many potentially unknown facts about the festival.

Everyone who attends Autumn on Parade knows what the weekend has to offer but may not know the “behind the scenes” details. As Paul Harvey would say, “The rest of the story”.

Who oversees putting the festival on each year?

Is it the City of Oregon, the Oregon Chamber of Commerce or the Oregon Park District?

The answer might surprise you!

Although all three previously named organizations play a major

The Festival was started in 1970 by an all-volunteer committee and continues to operate the same way today. The Executive Board consists of five volunteers and the General Committee currently stands with six volunteers.

In addition to, approximately 300

locals donate volunteer hours over the course of the festival weekend and that doesn’t include the large number of volunteers that help run the food court for various local nonprofits! In order to keep the festival running smoothly, it truly takes an army of people.

How does the committee raise enough money every year?

Since Autumn on Parade is free to attend, there are various pieces to the puzzle that allow the festival to generate funds. The four major areas that bring in most of the funds include the craft show, sponsors, the food court, and the Autumn on Parade 60/40 raffle.

The 185-booth craft show charges each crafter a booth rental fee of $125 or $175, per space.

Local sponsors play a big role in generating funds for the festival by generously donating large amounts of money each year.

Without sponsors, the festival could not go on. The food court vendors pay Autumn on Parade a percentage of their sales. Forty percent of the money brought in from the 60/40 raffle ticket sales goes back to the festival.

How much does the festival cost?

This varies each year. The Harvest Time Parade alone, usually costs between $16,000 and $18,000. How? The South Shore Drill Team and Jesse White Tumblers cost $6,000 combined. There are costs associ-

Another large amount of money goes into festival facilities. This includes portable toilets, garbage disposal fees, tents, tables and chairs. Other festival costs include insurance, advertising, security, electricity, and the list goes on!

Why is Autumn on Parade so important to our community?

There are so many things that come to mind! Something that many can agree on, is the amount of people it brings to the area.

Whether it is friends, family or visitors who have never been to Oregon. The festival is a tradition for many and has been for years!

Family and friends spend the weekend with loved one and visitors fill local campgrounds, B&B’s and hotels. That brings us to the economic impact that Autumn on Parade has on local businesses and organizations like retail stores, bars/ restaurants, gas stations, hotels and nearly 30 nonprofit groups!

Bill Lindemeier and Larry Holland were busy making funnel cakes at the Oregon Knights of Columbus tent in the AOP Food Court. The Knights of Columbus are just one of the non-profit groups that take part in the event.

How does the festival help nonprofits?

The AOP food court is different from other festivals because it features only nonprofit groups or groups that support a nonprofit group. Fifteen to be exact. Just to name a few, the OHS Band, Boy Scouts, OHS Wrestling and the Lions Club all participate in the food court.

Many of which will tell you that it is their biggest fundraiser of the year! Other groups like Habitat for Humanity receive funds for taking care of festival security for the

weekend.

The OHS Cross Country team and the Village of Progress earn money from the Autumn on Parade 5k. In addition to benefiting local businesses and organizations, many skilled artisans sell their handmade goods at the craft fair and farmers market.

This not only helps their families and small businesses; it also gives festival attendees the opportunity to buy unique handmade goods!

The list of ways that Autumn on Parade positively impacts our com-

munity goes on and we hope to continue the tradition for years to come.

It is imperative that new members join the committee for the upcoming 2021 festival to prepare for leadership roles after the 50th.

Students take to the streets for census awareness County currently at 76% response rate

BY JEFF HELFRICH jhelfrich@oglecountynews.com A group of students took to one of Ogle County’s busiest intersections with signs on Monday in a final push to get passersby to fill out the 2020 census.

Oregon High School’s social entrepreneurship class was at all four corners of Illinois 64 and Illinois 2 hoping to push Ogle County’s current 76 percent response rate higher with little time remaining before the deadline.

The state of Illinois is at a 70 percent response rate. Students in the class have worked on raising the census count since last year.

“We decided it would be something important to work with because it impacts us for the next 10 years of our lives,” OHS Junior Abby Duke said. “We want to get that as high as possible since

we’ve had so much time to fill it out and because of everything going on this year we need the funding for the future.”

The census deadline has been extended due to the COVID-19 pandemic. Duke said that the census offers $1,700 per person for the next 10 years. Every person that isn’t counted is over $10,000 lost.

“You won’t count again for 10 years,” Duke said. “It impacts little brothers, sisters, nephews and even children. If they’re in preschool right now, they’re not going to have funding for them until they’re in high school.”

COVID-19 has made the census harder and easier to fill out, Duke said. Respondents have been able to fill it out online and over the phone. But not as many people have been able to go door-to-door to track down nonrespondents due to minimizing the possible spread of the virus.

Duke has been working with OHS’s federally recognized’ complete count committee since her sophomore year.

“It’s helped me with my per-

sonal growth in public speaking,” Duke said. “I also did not know about the census before I started doing this. This made me realize how big of an impact it was. We didn’t learn about it in school. We weren’t taught that it funds us.”

The social entrepreneurship course is part of Oregon’s threecourse changemaker pathway aimed at making change in the community. Technically, the social entrepreneurship course is supposed to involve the students starting their own businesses, which they’ll be doing in coming weeks.

Aaron Sitze is the instructor of the pathway’s courses. He said his students weren’t quite ready to give up on getting the census count higher.

“I have some of the same students again in social entrepreneurship and we just weren’t satisfied with 76 percent,” Sitze said.

“We cooked up this idea last week for a last push to try to get those rates up. It’s the last chance we’ve got.”

As an alternative, Friends of Nachusa Grasslands invited visitors to explore the preserve on their own. Several visitor resources were highlighted during the week, many of which have been developed over the past few months to enhance visits to the prairies, woodlands and preserves.

“We worked to create experiences for people to come out and do it on their own time,” Executive Director Bill Kleiman said. “The visitor’s center trail, the visitor’s center show garden, a scavenger hunt and there was an online guided tour.

There’s a YouTube video about bison. We still want people to come out.”

Kleiman called canceling Autumn on the Prairie a “disappointment.”

The decision was made in May. The board saw the writing on the wall and only took 30 minutes to discuss it. It guessed right, with gatherings still limited in the state due to COVID-19.

The silver lining for Nachusa Grasslands has been increased visitation with people looking for outdoor activities during the pandemic. Kleiman estimates attendance is up 30 percent.

“We’ve been open through most of this,” Kleiman said. “There’s been a lot of visitation and hiking. I saw half a dozen hiking parties yesterday. There’s a lot of people coming out. People don’t want to be stuck inside.”

Still, Nachusa Grasslands’ tough year started with its pole barn burning down in February and the loss of most of its equipment. Kleiman said the organization is resilient and will bounce back. A seasonal crew is continuing its work.

And the bison are doing fine, Kleiman said.

Nachusa Grasslands relies heavily on donations. Autumn on the Prairie wasn’t a fundraiser, but it created friendships and connections that can lead to donations from its usual attendance of 800-1,200 people a year, Kleiman said.

The board hasn’t discussed next year’s festivities yet.

“We hope people will get involved,” Kleiman said. “We’re looking for volunteers and trying to talk about the work we’re doing. We’re doing OK financially. People are still donating.”

Nachusa Grasslands, owned by The Nature Conservancy, encompasses 3,800 acres of natural prairie east of Dixon, along Lowden Road, near Franklin Grove.

The bison herd roams across a fenced-in 1,500 acres and can sometimes be seen from public roads or from the visitor center.

No hiking is permitted inside the fenced bison unit. Other areas of the preserve are open dawn to dusk for hiking. Dogs and other pets are not allowed in the preserve.

Volunteer opportunities are also available at the Grasslands with work days held every Thursday and Saturday from 9 a.m. to 12 p.m. Advance registration is required.

The Oregon High School Girls soccer team is reaching out for help.

“We are currently in desperate need for donations due to last season being canceled, along with all its fundraising opportunities because of COVID-19,” the team wrote in a letter. “Some of the fundraisers we have completed in the past were selling Butter Braids, helping youth soccer leagues, car washes, concessions, baseball ticket raffle sales, and a Penalty Kick Challenge.

“Currently, our team has been going around town asking businesses for donations, and we plan on placing donation jars in some local businesses as well. Our team is self-funded, so we receive no aid from our school, making it very difficult to even have a season.

“Our last full season we won Regionals, which was a huge accomplishment for a team that had been

around for only three years. In order to have a season, we need to raise around $14,000, otherwise we can’t afford buses, referees, coaching, etc.

“During our seasons, we learn many important life skills such as teamwork, leadership, perseverance, and sportsmanship. Without your help, we might not even be able to have a season, which would not only take away our season, but also the important life skills we learn on and off of the field.

She graduated from Mt. Morris High School in 1950 and became a dental assistant in the office of Dr. Ray Novak.

Lillian knew most of the people in the Mt. Morris area as a result of working at Felker’s Pharmacy (later Snyder’s) for over 30 years.

She could be found most days behind the counter operating the cash register or running to find something in the store that a customer requested.

She always had a smile on her face

and a kind word to share with everyone.

Lillian was active in the effort to keep the graduation class of 1950 connected over the years. Because of her efforts to renew a closeness and camaraderie, she was elected by her class on July 1, 1990, to the high office of Class President Emeritus for Life.

Lillian is survived by her two sons, Edward (Cindy) of Houston, Texas, and Bryan (Suzette) of Seguin, Texas; six grandchildren, Adam, Nathan, Hannah, Tessa, Andrew, and Victoria; and eight great-grandchildren, Laiklynn Elizabeth, Wellington Davis, Cohen Thomas,

Georgia Lynn, Lillian James, and Paxton Wade, Peyton Reed and Emery Grace; and her oldest sister, Ruth Stauffer of Mt. Morris.

ILLINOIS STATE POLICE The Trooper also learned Austin was illegally transporting open alcohol, had a suspended Illinois driver’s license, and that the registration for Austin’s vehicle was also suspended. An inventory prior to the towing of Austin’s vehicle, yielded a firearm.

Austin was arrested and charged with speeding, illegal transportation of open alcohol, operating a vehicle with a suspended registration, driving while license

suspended, and operating an uninsured motor vehicle.

Aurel was also arrested and charged with aggravated unlawful use of a weapon (two counts, Class 4 felonies), violation of an order of protection, unlawful possession of ammunition, and unlawful possession of cannabis by a passenger.

Austin and Aurel were both transported to Ogle County Jail pending court appearances.

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following police activity.

Sept. 19 Dylan DeYoung, 26, of Rockford was arrested at 4:40 a.m. for driving while under the influence of alcohol after deputies responded to a single vehicle accident in the 6,000 block of North River Road.

DeYoung was also issued citations for operating an uninsured motor vehicle, improper lane usage and failure to reduce speed to avoid an accident. He was transported to the Ogle County Jail where he was released to correctional staff and held in lieu of bond.

Amanda Reynolds, 45, of Sun Prairie, Wisconsin was arrested at 5:32 p.m. for driving while under the influence of alcohol after deputies conducted a traffic stop in the 1,500 block of East Illinois 64. Reynolds was also issued citations for improper lane usage and illegal transportation of alcohol. Reynolds was transported to the Ogle County Jail where she was released to correctional staff and held in lieu of bond.

Sept. 21 At approximately 4:10 p.m. deputies responded to a motorcycle accident in the 6,700 block of West Illinois 72. After an investigation it was learned that Ronald Witherby, 50, of Rockford, struck the rear of another motorcycle, which caused Witherby to lose control of his motorcycle.

Witherby was airlifted to St Anthony’s Hospital for non life-threatening injuries.

Witherby was issued citations for driving on a revoked license, no motorcycle classification, expired registration, operating a vehicle with no insurance

and failure to reduce speed to avoid an accident. D & W Towing removed the vehicle from the location.

Sept. 22 Kenny Wollitz, 35, of Rockford was arrested for driving while license revoked and two outstanding Rockford warrants after being stopped by deputies on Illinois 251 near Davis Junction for speeding. Wollitz was held in lieu of bond at the Ogle County Jail.

Aaron Harvey, 30, of Holcomb was arrested for disorderly conduct after a disturbance at a residence in Holcomb.

Harvey was held in lieu of bond at the Ogle County Jail.

Sept. 23 At 5:11 p.m. deputies responded to Hogan Road and Rocky Hollow Road for a report of an overturned semi truck and trailer hauling corn. It was determined that a 2018 Freightliner driven by James T. Rife, 73, of Rockford, was traveling north on Rocky Hollow Road from Hogan Road when he went off the east side of the road causing the tractor trailer to roll over onto the roof.

Rife was extricated by Oregon Fire Department and transported to a Rockford Hospital by Oregon Ambulance for injuries sustained in the crash. Deputies were assisted on scene by the Illinois State Police. The crash remains under investigation.

Christopher Ireland, 47, of Bettendorf, Iowa was arrested at 9:34 a.m. for driving while license suspended after deputies conducted a traffic stop in the 7,000 block of South Ridge Road. Ireland was additionally issued a citation for operating an uninsured vehicle. Ireland was released on an I-Bond.

Martavius Woodson, 28, of Chicago was arrested at 10:20 p.m. for driving while license suspended after deputies conducted a traffic stop in the 7,000 block of North Illinois 2. Woodson was also taken into custody for having an active Cook County warrant and was issued citations for operating an uninsured motor vehicle and two equipment violations. Woodson was transported to the Ogle County Jail where he was released to correctional staff and held in lieu of bond.

Ramon Woodson, 26, of Chicago was arrested at 10:20 p.m. for driving while license suspended after deputies conducted a traffic stop in the 7,000 block of North Illinois 2. Woodson was transported to the Ogle County Jail where he was released to correctional staff and held in lieu of bond.

Sept. 24 Kenneth Tautkus, 39, of Sugar Grove was arrested at 7:47 p.m. for unlawful possession of cannabis (30-100 grams) and unlawful possession of cannabis in a vehicle after deputies stopped a 2011 Gray Nissan truck on Interstate 88 at mile marker 76 for speeding. Tautkus was transported to the Ogle County Jail and held in lieu of bond.

Sept. 25 Joseph D. Walker, 27, of Rockford was arrested at 1:48 a.m. for driving while under the influence of alcohol after deputies conducted a traffic stop in the 6,000 block of North Illinois 251 for a traffic violation. Walker was transported to the Ogle County Jail where he was released to correctional staff and held in lieu of bond.

Rebekah Parker, 36, of Rockford was

arrested for a failure to appear warrant.

Parker had a bond of $1,493.42 and went to court and received a $1,000 recognizance bond. Parker was released from the Ogle County Jail and is scheduled to return at a later date.

William Hagemann, age and residence not listed, was taken into custody on an outstanding Ogle County warrant for contempt in civil court with a bond of $345. Hagemann was transported to the Ogle County Jail and released to the correctional staff.

Sept. 26 Jason Stombaugh, 34, of Oregon was arrested at 7:33 p.m. for disorderly conduct after deputies responded to a noise complaint at Sledgehammer’s bar at 1450 N. Illinois 2 in Oregon. Stombaugh was released on an I-Bond and will appear in court at a later date.

Sept. 27 Justin M. Gates, 25, of Kingston was arrested at 12:23 a.m. for driving while under the influence of alcohol after deputies conducted a traffic stop at East Illinois 72 at Kishwaukee Road. Gates was also cited for improper traffic lane usage. Gates was transported to the Ogle County Jail where he was released to the correctional staff and held in lieu of bond.

Sept. 28 Robert Coldren, 34, of Polo was arrested for driving while license revoked after deputies conducted a traffic stop in the 1,300 block of Pines Road after learning the vehicle was possibly involved in a domestic dispute. Coldren was transported to the Ogle County Jail where he was held in lieu of bond.

Sept. 27 At approximately 1:07 a.m., an Illinois State Police (ISP) Trooper stopped a vehicle for speeding on Interstate 39 northbound at milepost 105, near Illinois 64.

The driver, Oshawn K. Austin, a 26-year old female of Rockford, had an active order of protection against the front passenger, Daniel S. Aurel, a 22-year old male of Rockford.

2020 List of Assessment Changes The following is a list of all assessments changes made in Brookville, Forreston, Lincoln and Maryland townships by the township assessor, and/or approved or revised by the supervisor of assessments. The values shown are after the application of equalization factors.

Under the authority of 35 ILCS 200/9-210 (Illinois Compiled Statutes), notice is hereby given that the following equalization factors (or multipliers) have been applied to all non-farm land and improvements on class 0010, 0011, 0020, 0028, 0030, 0040, 0050, 0060 and 0070 properties in the following townships, all other classes received a 1.0000 factor; Brookville 1.0425 Forreston 1.0425 Lincoln 1.0425 Maryland 1.0425 Pursuant to 35 ILCS 200/10-115, the farmland assessments for the 2020 assessment year have increased by 10% of the preceding year’s median cropped soil productivity index per acre as certified by the Illinois Department of Revenue.

Data was provided by the Farmland Assessment Advisory Board and approved by the Ogle County Farmland Assessment Review Committee resulting in an increase in assessment of $32.01 per acre for each soil productivity index.

Pursuant to 35 ILCS 200/12-10, individual notices will not be mailed on properties with assessment changes due to equalization alone. The factors shown are determined by the Illinois Department of Revenue’s most recent sales-to-assessment ratio study, and take into consideration any assessment changes made by the assessor.

These factors bring the average assessment level in the townships to 33 1/3% of market value, and they will be applied to the categories of property listed above. Your township assessor is listed below.

Your property is to be assessed at the above median level.

You may check the accuracy of your assessment by the following procedure: divide your assessment by 0.3333 (median level of assessments). The resulting value should equal the estimated fair cash value of your property. If the resulting value is greater than the fair cash value of your property, you may be over-assessed. If the resulting value is less than the fair cash value of your property, you may be under-assessed.

If you believe your property’s fair cash value is incorrect or the assessed valuation is not uniform with other comparable properties in the same neighborhood, the following steps should be taken: 1. Contact your township assessor to review the assessment.

2. If you are not satisfied with the assessor review, taxpayers may file a complaint with the Ogle County Board of Review. For complaint forms, instructions, and the Rules and Procedures of the Board of Review, call (815) 732-1150 or visit www.oglecounty.org for more information.

3. File a complaint of assessment with the Board of Review.

The final filing deadline for your township is generally 30 days from this publication date. After this date, the Board of Review is prohibited by law from accepting assessment complaints for properties in this townships. Pursuant to 35 ILCS 200/10-115, the farmland assessments for the 2020 assessment year have increased by 10% of the preceding year’s median cropped soil productivity index per acre as certified by the Illinois Department of Revenue.

Data was provided by the Farmland Assessment Advisory Board and approved by the Ogle County Farmland Assessment Review Committee resulting in an increase in assessment of $32.01 per acre for each soil productivity index.

Pursuant to 35 ILCS 200/12-10, individual notices will not be mailed on properties with assessment changes due to equalization alone. The factors shown are determined by the Illinois Department of Revenue’s most recent

sales-to-assessment ratio study, and take into consideration any assessment changes made by the assessor.

These factors bring the average assessment level in the townships to 33 1/3% of market value, and they will be applied to the categories of property listed above. Your township assessor is listed below.

You may check the accuracy of your assessment by the following procedure: divide your assessment by 0.3333 (median level of assessments). The resulting value should equal the estimated fair cash value of your property. If the resulting value is greater than the fair cash value of your property, you may be over-assessed. If the resulting value is less than the fair cash value of your property, you may be under-assessed.

If you believe your property’s fair cash value is incorrect or that the equalized assessed valuation is not uniform with other comparable properties in the same neighborhood, the following steps should be taken: 1. Contact your township assessor to review the assessment.

2. If you are not satisfied with the assessor review, taxpayers may file a complaint with the Ogle County Board of Review. For complaint forms, instructions, and the Rules and Procedures of the Board of Review, call (815) 732-1150 or visit www.oglecounty.org for more information.

3. File a complaint of assessment with the Board of Review.

The final filing deadline for your township is generally 30 days from this publication date. After this date, the Board of Review is prohibited by law from accepting assessment complaints for properties in this townships. An assessment is not a tax bill. The assessment allocates the property tax burden based on the value of your real property, and the aggregate value of all property in the tax district. In general, the higher valued properties pay more taxes than the lower valued properties.

40 years of operation for Byron Forest Preserve Future is challenging with planned nuclear plant closure

COVID-19 has brought out three to four times as many visitors out to enjoy outdoor activities in the district’s nearly 2,600 acres that started as 200 acres in 1980.

The district golf course’s playability has improved and it recently added PrairieFire, a year-round golf and grill facility.

“It’s a nice milestone for all,” Executive Director Todd Tucker said.

“We’re one of the younger forest preserves and conservation districts. It shows nice stability. We’ve shown good growth, thanks to the nuclear plant. It means a lot to employees and patrons and the community. We help enrich people’s lives. It’s been more evident now.”

Tucker said that during 40 years, the district’s focus hasn’t changed from its mission statement, which is preservation, recreation and education.

In 2017, it added a 380-acre preserve at Bald Hill with the state’s largest tree. This year, PrairieFire was the addition.

The COVID-19 pandemic didn’t change much for the district’s staff.

It was able to catch up on some projects while the public wasn’t allowed on the premises. It also caused education to become more streamlined by putting things online.

Additional traffic now has complicated things, but hopefully for the best, Tucker said.

“The preserves are first and foremost for the plants and animals,” Tucker said. “And then recreation.

There’s been more trash cleanup and people going off the trails. But people aren’t cooped up. Hopefully we get some people to stick around for good.”

The Byron Nuclear Plant’s announcement of a planned 2021 closure came as tough news for the Byron Forest Preserve District.

The district received nearly $2.35 million in taxes from the plant last year, making up 75-80 percent of its tax base.

But he believes the plant is at more of an impasse with the state than ever before.

“We want to maintain all these facilities,” Tucker said. “Don’t run for the hills yet. But the plant is essential for Byron and the surrounding communities. We’d do whatever compromising we have to keep it open. It would be devastating.”

In Tucker’s words, the nuclear plant “birthed” the forest preserve.

He believes there wouldn’t have been one without it. Exelon has also been partners with the preserve on a number of projects.

Tucker says he can’t run the district off “what-if” scenarios. But he says the district will be careful going into next year on how far it extends things in case the closure goes through.

“We’ll be prepared to make those cuts,” Tucker said. “You always have to have stuff like that in the back of your head. I can’t put $500,000 away, though. It doesn’t work that way in government. There’s only so much preparation we can do. We will think about minimizing the possible impact going forward.”
