KSB to close Mt. Morris Clinic Clinic was temporarily closed due to COVID-19 resource reallocation

KSB CEO Dave Schreiner announced the permanent closure of its Mt. Morris clinic location at Tuesday’s village board meeting.

The clinic had been temporarily closed as part of the hospital’s COVID-19 resource reallocation plan. Among the reasons for its permanent closure were a low number of patients, its lease being up after this year and a lack of lab and x-ray services.

“We were looking at the volume in the clinic, which has gone to eight patients a day,” Schreiner said. “At our other clinics, that number is mid-20s or low 30s. Dr. John Plescia, who has been here, relocated his office to Oregon and has been seeing patients there. The advantage is that we have lab and x-ray services in Oregon and not here.”

KSB was paying $5,000 a month for its lease with the University of Illinois

for the Mt. Morris location. There were three staff members, the physician and at times a nurse practitioner in the building.

Schreiner said with KSB not owning the building, it couldn’t invest in it and bring it up to the level it usually desires for its clinics. The clinic location dates back to the 1970s when it was built

by the University of Illinois College of Medicine as a community care site for medical students.

The lack of a KSB location in Mt. Morris may not be permanent, Schreiner said.

“We want to keep open the possibility in a post-COVID environment of having a clinic somewhere here in town,” Schreiner said. “Whether that’s partnering with Pinecrest, or some other place in town where we might have the ability to have a certain amount of half days or days to provide care.”

In the interim, Schreiner said KSB wants to put together a transportation system so people who want to see providers in Oregon would be able to be transported at the hospital’s expense on certain days of the week.

Mt. Morris Village President Dan Elsasser said he was unsure of how many residents attended the clinic for medical care compared to those that were already going out of town. He had hoped more residents would come to the meeting to give their thoughts on the change. There were no public comments on the closure.

“That’s why I invited them up here, KSB, hoping if people had questions that they’d be here to answer them,” Elsasser said.

After the storms of Saturday night, it was nice to relax in the cooler temperatures from today. We know that God will not remove the storms from our path, but He will be by our side as we weather the wind and rain. For His care and comfort, we are truly thankful.

This morning in our outside church ceremony, we were greeted by Sheryl Hopkins.

This past Saturday, my friend Teresa

and I headed out on a drive to Clinton and Le Claire, Iowa. Teresa is recovering from a broken foot and wanted to get out of the house. We decided we’d like to go back when she is healed and can walk around.

In the afternoon, my nephew Garrett Bittinger came over to help me film an instructional video for one of my classes.

We learned how to fold t-shirts with a quick and easy fold then made a video showing how to do it. It was a fun afternoon for us both.

My schoolwork has become a huge part of my free time. The added stress of these intensive classes has been a bit much for me. I am truly blessed to have made some wonderful friends in the program that are willing to take study breaks to chat.

The summer is going by very quickly.

I am reminded of my summers as a child.

We would spend many afternoons at the Polo Pool. I took swimming lessons when I was young, but still had a fear of the water.

I tried to get over the fear by jumping off the diving board. When I made the decision to jump for the first time, I was pretty nervous. My friend suggested I ask the lifeguard to get in the pool to help me get over my fear and bring me to the surface.

Even having the extra help in the water, I was still very scared. I climbed

the ladder and walked to the end of the board. The way the flexible board bounced underneath me did nothing to settle my nerves.

I stood there for what seemed like an eternity, trying the patience of the lifeguard, still treading water in the deep end. I couldn’t do it. I turned and walked the length of the board and back down the ladder. I never attempted it again.

I have let fear stop me from doing several things that looked really fun, like climbing into the basket of a hot air balloon, riding a horse, or flying down a water slide. So many times, we let our fear guide us, when what we really need is just a little faith.

Over the past few years, I have learned to take a leap of faith. I decided to change careers and go back to school. This will be my chance to do something I have always wanted to do. This time, there is no lifeguard waiting to catch me, but God is. I have no idea how it will turn out, but I have faith.

In many circumstances, I am learning to have faith. Faith has opened my life to meeting new people, helping others, and experiencing great joy. It isn’t easy stepping out in faith, but knowing that God is there makes it possible.

COVID-19 UPDATE

Twenty-one new COVID-19 cases were reported Monday

BY JEFF HELFRICH jhelfrich@oglecountynews.com The Ogle County Health Department reported four new COVID-19 cases on Tuesday, July 14, totaling 332. Recoveries of documented cases stand at 261, with none being reported Tuesday.

The OCHD reported its fifth death in the county on July 10, its first since June 1. Ages and locations of the individuals are not being released to protect their privacy.

On Monday, the OCHD reported 21 new cases.

Those include the weekend’s cases, but OCHD Public Administrator Kyle Auman still finds the number concerning.

“It’s one of our biggest jumps in cases,” Auman said. “It’s very concerning that we’re seeing this much activity this early in phase four. People need to be responsible in public.”

Auman said that his department is seeing an uptick and nothing is showing him it will decrease any time soon. He’s unsure if it’s a second wave or still part of the first.

Mitigating tactics like masking and social distancing are crucial for the county so it doesn’t regress further, Auman said.

“We could move back to phase three or earlier,” Auman said.

The OCHD fields hundreds of COVID-19 related calls a day, many being complaints about conduct at businesses. The OCHD has 13 staff members.

Auman said his department is relatively small and started the pandemic at a deficit with not enough personal protective equipment or testing supplies.

“We’ve gotten some grant funding and we’re looking at more,” Auman said. Any time you’re in response mode like this, you never have enough.

It’s up to the residents of the county. If they go into a packed bar or party, they’re working against us. We need everyone’s participation.”

Police chief in quarantine after trying to help man Mt. Morris Police Chief Jason White is currently in quarantine after being exposed to COVID-19 after helping respond to a medical call on July 9.

Village Trustee Chris Kolling said White performed CPR on a COVID19 patient and has been self-quarantined since, outside of when he went to get tested.

He has not gotten his results back yet. If they come back negative, he’ll return to work, possibly by the end of the week, Kolling said.

“If not, he’ll do what he has to,” Kolling said. “I spoke to him earlier and he said he was feeling ‘100 percent.’ We’re hoping for the best.”

Oregon store reopens after COVID-19 outbreak Grocery store was ordered to close on July 8 by health dept.

BY JEFF HELFRICH jhelfrich@oglecountynews.com The Oregon SuperValu grocery store reopened Wednesday after a COVID-19 outbreak prompted its closure by the Ogle County Health Department on July 8.

OCHD Public Administrator Auman said Monday that the health department has half of the testing results back and made recommendations on cleaning and formulated a plan to send employees back to work.

Reopening was up to owners Jim and Kim Kaufman of Oregon. They announced their plans to reopen on Tuesday evening on Facebook. The hours Wednesday are 9 a.m. until 6 p.m., less than usual due to a shortage of employees.

“Only employees who have negative test results with all of the members of their households also testing negative are allowed to return to work, which means we will only have a partial staff for a few more days,” the Facebook post said.

As more employees are released to come back to work, open hours will be increased. The post, written

by Kim Kaufman, also said a lot of products had to be thrown away for various reasons.

“If you see out of stocks on certain items, know that we will be working hard to order those products and get them back on the shelf ASAP,” Kaufman wrote. “We expect our shelves to be back to what you usually expect at SuperValu by next week.”

Scott Schroeder of Oregon was glad to be able to shop for groceries again at the Oregon SuperValu on Wednesday morning. “I think I was starting to go through withdrawal,” joked Schroeder. at the door to remind all shoppers of this OCHD-mandated regulation.

The OCHD found out about the COVID-19 cases at SuperValu through its contact tracing process, Auman said.

On July 5, the OCHD learned of two cases at SuperValu. It later found out about additional linked cases and mandated the closure after initially planning to just recommend a closure, Auman said.

SuperValu is the second business closed by the health department due a COVID-19 outbreak.

Rochelle Foods, a food processing plant employing about 900, was the first to be closed in April. It was shutdown for two weeks before reopening.

“This isn’t even comparable to

Rochelle Foods,” Auman said. “It’s easy to get people tested fast and most were easy to work with.”

Auman said those two businesses aren’t the only Ogle County businesses that have had employees test positive, just the only ones that had to be mandated to close. He has heard rumors of recent temporary partial closings at Woods Equipment and E.D. Etnyre and Co. in Oregon due to COVID-19, but said nothing was mandated or recommended by the OCHD. “It depends on so many different factors,” Auman said. “People are moving all over the store at SuperValu. At those other places, they may be confined to one machine.

It’s a whole host of things. And the amount of risk a business poses to

the county. A store is a large risk.”

Auman said the health department gets hundreds of COVID-19-related complaints a day.

The OCHD has 13 normal staff members with 3-4 people handling those complaints a day.

He said the health department has communicated with several local businesses as well as corporate headquarters.

“We’re doing the best we can,” Auman said. “Facebook, email and phone calls. We try to prioritize the ones with the highest risk. We try to follow up on every one. It’s been overwhelming. Our phones ring off the hook.”

Shoppers ‘flabbergasted’ by closure of local store

BY EARLEEN HINTON ehinton@oglecountynews.com A steady stream of vehicles pulled into the empty parking lot at the Oregon SuperValu on July 8, not knowing the city’s only grocery store was temporarily shuttered by the Ogle County Health Department because some employees tested positive for COVID-19.

Amanda McCracken, of Dixon, was one of those customers who walked up to the entrance expecting to shop for her elderly father and saw the signs: “Establishment: SuperValu CLOSED by order of the Ogle County Health Department, 7/8/20.”

“I had no idea they were closed,” McCracken said through her mask.

“The store is always clean, the staff

are friendly. I grew up in Oregon, and my family has been shopping here for years.”

She said she was shocked because the store was following all the guidelines to prevent the spread of coronavirus, including requiring employees and customers to wear masks, adding social distancing markers on the floor, and constructing plastic shields at the checkout stations sep-

arating cashiers from customers, as state guidelines recommended.

Store owner Jim Kaufman of Oregon also bought T-shirts for employees that read “Please Remember to Practice Social Distancing” on the front with a graphic and the words “Please Stay 6’ Away” on the back.

On Friday July 3, I headed for the museum and as I entered I put my mask on.

I chose a different one and hoped I would not suffocate.

Guests were arriving to see the museum and it was good to get back.

Soon the door opened and in came four masked people.

It was good to see Ed and Jeanne Garman of Crystal Lake and their son, Karl and his wife Liz of Alexandria, Virginia. The last time Ed and Jeanne had been in Polo was in 2002 and with them was his mother known as “Smitty” Garman.

“Smitty” had been raised in Polo and worked at the garment factory with Kenneth’s sister, Imogene.

They became great friends and our family has kept in touch with Ed and his family. I think “Smitty’s” given name was Gladys and she married Mel Garman. Mel was the son of Clyde Garman who lived over on Oregon Street and he raised asparagus.

I still can see in my mind that

Clyde also shoed horses and I am certain there might be people still in Polo who remember Clyde and horses.

Gladys, Mel and their son Ed eventually moved to Crystal Lake where Mel worked with big equipment and Gladys drove a bus for children to go to school.

We would stop by every time we

went up to Krista’s. Ed is a lawyer and he is still interested in Polo. He is on a board for Brookville Cemetery and a member of Polo Historical Society. So we do stay in touch.

As they looked around the museum Ed became interested in the big picture of the B-17 bomber that was in Polo for a number of years. The picture was taken at our airport. Ed remembers going there as a little boy and he has fond memories.

He wanted to know the status of the bomber and where it went when it left Polo. So I sent him a little information and will send him more when I go again to the museum.

If you remember, the bomber is being put back together again at Mesa, Arizona for a museum there.

We stood and talked about the bomber on that Friday. On Saturday, the 4th of July when we watched the program at the White House in Washington, they had a fly-over of many planes. They explained about how all the planes were used in our country.

It was a fantastic program. At one point, there was a B-17 flying over.

There are very few of them left.

It was interesting how we had just talked about the plane that had been at Polo for a few years. Then the next day I watched it fly over Washington, D.C. Now I must dig out the file and send the information to Ed Garman of where the plane has been since it left Polo. Our B-17 has a long history and maybe someday it will be standing in a museum in Arizona in all of its glory.

Woosung Township named after Wusong, China Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK Woosung Township is located south of Polo along Illinois 26. The now unincorporated community was named by a railroad official of the Illinois Central Railroad.

The Illinois Central, built in 1853, traveled from Dixon through Woosung directly north through Ogle County. The first railroad station on this line between Dixon and Freeport was Woosung.

The Illinois Central Railroad and its president, J. N. Griswold were instrumental in the founding of the town of Woosung. As two retired sea captains, Roundy and Anderson had made fortunes in the China trade and came to the Woosung area to retire.

Being friends with Griswold they suggested the name Shanghai. The railroad officials objected, so the captains chose Woosung from a town on a branch of the Yang Tse River in China. So we now have Woosung.

Originally Woosung Township was part of Buffalo Township. In 1880 Woosung was one of six new townships created in Ogle County.

In size this is a half township consisting of approximately 18 square miles. The 2010 census shows a population of 373 with a density of 22 people per square mile.

Woosung is bounded by Buffalo Township on the north, Grand Detour Township on the east, Lee County on the south and Whitseside County on the west.

In 1885, the township assessor reported 3,217 horses, 1,446 cattle, 9 mules and asses, 323 sheep, 1,665 hogs, one steam engine,190 carriages and wagons, 71 sewing machines, 28 Organs, and one burglar-proof safe.

The total evaluation was $2,768,040.

Today there are three small communities, the unincorporated community of Woosung, Willow Lake and McKeel’s subdivisions. Highways 52 and 26 pass through the township. Route 26 takes you to Forreston and route 52 to Mt. Carroll.

Like many other small communities in Illinois the village of Woosung was a thriving community. The business consisting of two ice cream parlors, a boarding house, barber shops, carpet weavers, well drillers, butchers, windmill and pump repair

men and wagon makers.

A large hall located over the store was used for dances. Baseball was their favorite sport and many games were played in Russell Park.

Today Russell Park at Woosung contains a large boulder which contains the names of 55 men who served in WW II. A dedication ceremony was held June 23, 1945.

The Peek Home for Children was located in the northeast part of Woosung Township, one mile from Illinois 26 on 151 acres of farmland that belonged formerly to Mr. and Mrs. Frank Peek.

The Peeks gave this land to the Woman’s Home Missionary Society of the Presbyterian Church. They were members of the Presbyterian Church.

The land was given for the purpose of establishing an orphanage.

Later the name of the home was changed to the Peek Home for Children.

The original farm house was removed and replaced with a brick building of 31 rooms and 9 bathrooms. In 1937, 36 children from broken homes were cared for at the Peek Home for Children. The Peek Home is located on Peek Home Road.

The original owner of this property was Frank Peek’s parents John and Lucretia Lamb Peek. The Peek family came to Ogle County with John Deere. Mrs. Deere and Mrs. Peck were sisters. A year after they lived in Grand Detour John and his wife Lucretia located in what is now Woosung Township.

Faith Christian School student earns $1,000 after holding a blood drive in May Julia Heller unteer blood donors.

As a result, Heller was entered to win a college scholarship and was chosen as a winner. She was also awarded a gift card.

Heller is currently a senior attending Faith Christian School and anticipates graduating in July 2020 and then plans to attend the University of Illinois at Urbana-Champaign and major in Animal Science.

During these uncertain times, local student Julia Heller of Dixon made an impact in her community and answered the call to help save lives this spring by planning an American Red Cross blood drive.

The Faith Christian School student earned a $1,000 scholarship in recognition of her hard work.

As part of the Red Cross Leaders Save Lives spring program, Heller hosted a blood drive at Faith Assembly of Grand Detour in Dixon on May 20.

The blood drive was successful, bringing in 38 pints of blood, thanks to generous vol-

ers Save Lives program from her advisor, Heller thought participating would be a great way to bring the community together. “I learned leadership skills, promotional and communications skills, and the ability to bring people from different circles of life together for a good cause,� Heller said.

She is also a Red Cross certified lifeguard and completed Red Cross training for CPR and AED, also known as automated external defibrillators and first aid.

The Red Cross Leaders Save Lives summer program is now running, which will award scholarships to 10 student participants who host drives now through Aug. 31.

BY JEFF HELFRICH jhelfrich@oglecountynews.com A Pinecrest Community staff member has tested positive for COVID-19, CEO Ferol Labash wrote in a letter to residents and resident representatives on Monday.

Last week, Pinecrest, located in Mt. Morris, performed COVID-19 testing of residents and staff to establish a baseline as recommended by CMS. It received the results of 202 tests and is still waiting for the results on 60 tests.

“Due to patient privacy laws, we are unable to share any further specific information about the confirmed case in our facility, but we have

notified the staff member and the local health department,” Labash wrote.

Pinecrest has notified the Illinois Department of Public Health and will work with IDPH to conduct additional testing of staff as required.

“We are following general public health best practices: handwashing, using alcohol-based hand sanitizers and wearing appropriate personal protective equipment (PPE),” Labash wrote.

Electronic recycling was up following stay-at-home Next collection event for Ogle residents is Friday, July 31

BY EARLEEN HINTON ehinton@oglecountynews.com Several weeks of staying at home, coupled with cancelled collection days, resulted in a very busy day for workers at the Ogle County’s electronic recycling event last month.

“We had 411 cars show up on June 26 and we accepted around 300 televisions, 66 microwaves, around 100 computer monitors, and a multitude of other electronic items enough to fill two semi trucks to ship to the processor,” said Reita Nicholson, administrative assistant for the Ogle County Solid Waste Management Department.

Vehicles were lined up in the southbound lane of Pines Road as they made their way toward the collection site at 909 Pines Road in Oregon. Workers and volunteers worked non-stop unloading the items from cars, vans, and trucks as owners waited inside the vehicles.

“Yes it was more than usual. We have had 300 before, but usually around 225-275,” Nicholson said.

“There were vehicles backed up onto Pines Road for the majority of the working day.”

The next electronics recycling event for county residents is slated for Friday, July 31 from 9 a.m. to 4 p.m. at the same location, the County Annex Building.

Ogle County residents are asked to only bring up to seven large items per monthly recycling event.

Due to the COVID-19 pandemic and for the protection of workers and residents, the following guidelines have been put in place for the event.

• All residents attending the event must stay in their vehicles at all times with the windows closed.

• Residents are to show their acceptable Ogle County identification (drivers’ license, voter registration card, or recent utility bill) to county staff through their vehicle’s window.

• Electronic items must be loaded into the trunk, truck bed, trailer, or rear of a van or SUV, and easily accessible to county staff to remove.

• There is a limit of seven bulky accepted items per vehicle. A box or tub loaded with smaller items is considered one bulky item.

• Residents are advised to bring

• Items must be removed from original packaging prior to arrival at the recycling event.

• If a resident or their family member(s) are feeling ill it is advised that they stay at home and recycle their electronics at another future recycling event.

• If electronic items have been in a residence with a positive COVID-19 individual, it is advised to not bring these items in for recycling until a future recycling event.

• Microwave ovens will be accepted for a fee of $5 per unit. “If you have a microwave oven to recycle please tape an envelope with payment to the outside of the device prior to arrival at the event,” Nicholson said.

Payments of cash or a check are only accepted. Checks should be made payable to Ogle County Solid Waste Management Department.

“Exact payment only, no change

will be available for larger denominations.” Nicholson said.

Accepted items include all televisions, computers, computer monitors, computer hardware and cables, printers, FAX machines, copiers, scanners, video gaming items, VCR/ DVD players, cable and satellite boxes, cell phones, tablets, laptops, radios, stereo equipment (no wooden speakers), digital clocks, holiday light strands, extension cords, phone systems, calculators, shredders (no plastic tubs), rechargeable batteries, CFL bulbs, and printer ink cartridges.

Items NOT accepted include smoke detectors, coffee makers,

toasters, bread makers, vacuum cleaners, fans, heaters, air conditioners or dehumidifiers, lamps, power tools, alkaline batteries, LED bulbs, exercise equipment, medical equipment of any kind, toys or drones, business or institutional electronic items, and any packaging from electronic items such as boxes, plastic wrapping, and Styrofoam.

The OCSWMD reminds residents that recycling events may be cancelled or abruptly ended due to weather conditions, warehouse volumes, staffing issues, events related to the COVID-19 global pandemic, or for other uncontrollable events or situations.

OCSWMD will also host a recycling event for household latex paint and used oil and antifreeze on Saturday, Aug. 15, from 8 a.m. to 12 p.m. at the Pines Road Annex located at 909 Pines Road in Oregon.

The Ogle County Solid Waste Management Department (OCSWMD) will host a recycling event for household latex paint and used oil and antifreeze on Saturday, Aug. 15, from 8 a.m. to 12 p.m. at the Pines Road Annex located at 909 Pines Road in Oregon.

This event is for Ogle County residents only.

“Illinois Recovery Group (IRG) will be on hand with their vacuum truck to collect used motor oil and antifreeze,” said OCSWMD Director Steve Rypkema. “Used oil filters will also be accepted for recycling.

Residents will be able to bring up to 200 gallons of used motor oil to the event.

For quantities greater than 200 gallons residents should call Rypkema for more information.

“Small containers as well as oil drums may be brought to the event,” he said. “Oil containers will be returned for either re-use or proper disposal. No mixed automotive fluids, cooking oil, fuel, tires, or other household hazardous waste will be accepted.”

Latex paint will also be collected for recycling through EarthPaint.

Residents may bring up to 10 containers of liquid latex paint in for recycling. The cost for recycling is $2 per gallon container, quart containers are $1 each, and $6 for each five gallon container of paint.

“The remainder of the cost to recycle the paint will be subsidized by

Moratorium helps businesses battle COVID-19 impact

BY JEFF HELFRICH jhelfrich@oglecountynews.com Even with phase four of Reopen Illinois in full swing and some patrons allowed back inside, outdoor dining and drinking isn’t going away in Oregon for now.

The Oregon City Council unanimously approved a 90-day extension to its moratorium on Tuesday that lifted a law that banned drinking alcohol on public property. That moratorium was put in place when restaurants and bars reopened under phase three.

The Oregon Chamber of Commerce requested that the council extend the moratorium that was scheduled to end July 14.

Budget Approved

“I’ve said before it’s going to be a tight budget this year and I appreciate everyone’s help being frugal,” Finance Commissioner Terry Schuster said. “We don’t know if the

estimates will be true to what we’ll receive. We’re hoping the financial impact will be less than what we’ve budgeted for.”

Appropriations, which operate as

spending limits for the city, were discussed as well for the 2021 fiscal year and will likely be up for approval at the next meeting on July 28.

Autumn on Parade canceled due to pandemic AOP’s all-volunteer committee cites an abundance of caution Based on an “abundance of caution”, the 2020 Autumn on Parade festival has been canceled.

“While we are disappointed to share this news, protecting our small community and many faithful visitors and participants is of extreme importance to us,” the all-volunteer AOP committee said in a July 10 press release. “With the COVID19 pandemic continuing to evolve unpredictably, we feel strongly that the most cautious course is to allow more time for the situation to stabilize. We thank everyone for their patience as we have considered all the matters necessary to making this difficult decision.

Autumn on Parade’s Food Court, which benefits area not-for-profits, is typically packed with people during the two-day festival. This year’s event has been cancelled due to the COVID-19 pandemic. has been a tradition since 1970 and continues to be organized and run by volunteers.

It is held the first full weekend in October in Oregon, Illinois and

draws several thousand people each year.

It includes the Harvest Time Parade, food court, Kids Fun Zone, car and tractor show, a 60/40 raffle,

and the Olde English Faire at the Stronghold Camp & Retreat Center.

“Our all-volunteer committee was planning on adding some new events in 2020 to try and make this year’s 50th festival extra special,” the release said. “Our committee has taken a lot of pride in putting on a family festival that also benefits local businesses and nonprofit organizations. Obviously we are extremely disappointed, but please understand that these are unprecedented times.”

The release said the Autumn on Parade committee is looking forward to planning the 2021 festival, slated for Oct. 2-3, 2021.

The Latest Update: Good News! After a week of being closed and a full day of cleaning, the Health Department has given us the green light and we are reopening tomorrow!

For the first few days things will be a little different as we have a limited staff at this point because some employees are still awaiting family test results due to several outbreaks in Ogle County.

Only employees who have negative test results with all of the members of their households also testing negative are allowed to return to work, which means we will only have a partial staff for a few more days. So here’s what you need to know:

1. Wednesday, July 15 hours are 9 a.m. to 6 p.m. As we get more employees released to come back to work we will increase open hours and those hours will be posted here, so, stay tuned.

2. Sadly, we have had to throw a lot of product away for various reasons. If you see out of stocks on certain items, know that we will be working hard to order those products and get them back on the shelf ASAP. We expect our shelves to be back to what you usually expect at SuperValu by next week.

3. Masks will be required at the store. There will be an employee stationed at the door to remind all shoppers of this Health Department mandated regulation.

Whether you agree or disagree with face masks, know that we are simply following the Health Department’s mandates for reopening and keeping our community safe and

healthy.

Our employees are just doing their job. Please do not swear, yell at or call our staff hurtful names.

They are working eight hour shifts in their masks on 80 and 90 degree days with doors swinging open and humidity and heat flowing in.

They could really use your cooperation, encouragement, help and maybe even a “thank you.” They are hard workers, great people and your fellow neighbors and we are proud of them and grateful to God to have them as part of our Oregon SuperValu family.

Thank you for your patience, encouragement, support and prayers through this process. The outpouring from you all, our wonderful community and customers, has been a blessing beyond words.

“I am flabbergasted,” McCracken said. “They have the shields, and I always saw most of the customers wearing masks. I shop here for my grandfather, too. This is where we go when we need something.”

Wednesday afternoon, Snyder’s Pharmacy across the street posted this on its Facebook page: “Due to the unfortunate temporary closing of the grocery store in Oregon, our Oregon Pharmacy/Ace Hardware will be carrying bread, buns, milk, eggs, hot dogs, bananas, and possibly other items. Wishing a quick recovery for our fellow business in the Oregon community.”

Mayor Ken Williams said the health department notified city officials Tuesday of the store’s closure.

“We had the notice ahead of time,” Williams said. “The city has always followed the health department guidelines. Everything is really in the hands of the Ogle County Health Department.”

Williams said he did not know what criteria the health department uses to determine to close a store.

Nine county health departments in the Northern Illinois Rockford Region are urging the community to take action against COVID-19.

The Northern Illinois Rockford Region includes Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside, and Winnebago Counties. The press release, issued on Tuesday, is at right.

On Tuesday, the Whiteside County Health Department announced that it is looking for people who might have been exposed to COVID-19 at the Whiskey Barrel Saloon on the nights of July 8 and 9.

The potential exposure stems from a person who went to the saloon after 6 p.m. both days who was not showing symptoms at the time.

The department said there likely is minimal risk to most people who were there, but others may have had more direct contact with the person and could be at a higher risk.

The health department and the Whiskey Barrel are asking those who were there to monitor their health for symptoms of COVID-19.

Symptoms, which can develop 2-14 days after exposure, can include fever, chills, cough, shortness of breath, nausea and vomiting, headache, fatigue, sore throat, diarrhea, loss of taste and smell, congestion and muscle and body aches.

Those who may have been exposed should call the health department at 815626-2230, extension 1216. Even if they have no symptoms, they should take care to distance themselves from others and wear a mask when going out.

Anyone with any symptoms should self-isolate and call the health department.

People with severe symptoms, such as persistent pain or trouble breathing, should call 911.

Rotary provides technology to students during crisis The Oregon Rotary Club helped the Oregon School District provide additional Chromebooks to students during the school closure.

The club paid for the Chromebook’s through donations and receipt of Rotary District Grant.

As all public schools closed due to the COVID-19 crisis, the Oregon School District wanted to provide every student with a Chromebook to complete their 1-to-1 education initiative.

Access to technology was important to help the student to continue to learn and bridge the digital divide.

There were 14 additional Chromebook’s that were provided to OCUSD students through the grant.

The grant helped support one of

Rotary’s primary missions of supporting basic education and literacy.

The donation/grant will benefit more than a dozen students the first and potentially many more students over the next few years.

The Chromebooks will have a long-lasting impact on individual students growth in a school district that has a mission to educate students to be lifelong learners who are productive, responsible citizens.

The Chromebooks will be utilized throughout the summer to assist students in continuing educational activities.

In April 2014, Gabby and Derek Troha went on a Florida vacation anticipating wearing flip flops, enjoying sunshine and smiles as they waited for the birth

of their twin girls in August. However, while there, Gabby was rushed into emergency surgery at Winnie Palmer Hospital for Women and Babies. The girls, Lana and Ellie, were born later that day at 23 weeks 5 days and placed in the NICU. On April 28, Ellie’s health took a turn for the worse and she received a blood transfusion in an effort to help save her life. Unfortunately, it was not enough and Ellie passed away from a bacterial infection.

A week later, Lana caught the same bacterial infection in addition to having a meconium blockage in her intestines and a grade three brain bleed. Within her first four months of life, Lana miraculously survived all complications and received eight units of blood.

He was born Aug. 6, 1955 in Rockford, the son of Henry and Ruth (McLarty) Stahl.

Growing up, he lived on several farms in the Winnebago area and was a 1973 graduate of Winnebago High School.

He was employed by Woods Equipment Company in Oregon since 1979.

He was a member of the Evangelical Free Church of Mt. Morris, serving in the Head Usher role for many years.

He will be remembered for his picture taking around family get-togethers, his

generosity, his selflessness, caring nature towards everyone he knew, and friendly demeanor.

Survivors include his wife of 36 years, Diana; sons Thomas (Ashley) of Stillman Valley and Matthew Stahl of Mt. Morris; grandchildren Evan, Liam, Micah and Calvin Stahl of Stillman Valley; sisters Nancy Peter, Virginia (Joe) Styron, Debbie Stahl, Joann (Mike) Fane; brother-in-law Arlo Trickel, mother-inlaw Marian Leerhoff Garrett; brother-inlaw Murray (Susan) Leerhoff, sister-inlaw Karla Leerhoff, and several nieces, nephews, and cousins.

He was predeceased by his parents, sister Carolyn Trickel, father-in-law Clarence Leerhoff, and brothers-in-law Larry Leerhoff and Larry Peter.

To honor Steve’s life, there will be a drive through visitation at the Evangelical Free Church of Mt. Morris, 102 S. Seminary Ave, from 10-11:30am on Wednesday, July 22.

There will be a private funeral service that will be officiated by Pastor Bruce McKanna following the visitation. Burial will take place at Silver Creek Cemetery, Mt. Morris.

In lieu of flowers, memorials can be made out to the Evangelical Free Church of Mt. Morris.

She would start a family and go on to have two wonderful children, John Jacob Wagner and Katherine Elise Wagner, born in December 1991 and December 1993 respectively.

In 1996, after an overnight seizure, Laurie was diagnosed with cancer - a brain tumor that required aggressive surgery and radiation to remove and treat.

In the immediate aftermath of the seizure and cancer, Laurie triumphantly returned to cycling and running, including the training and completion of at least two marathons and other endurance events, championing the causes of cancer survivorship.

On March 30, due to a cerebral aneurysm, Laurie was found unconscious and unresponsive in her home and transported to a local Austin hospital.

On the morning of March 31, 2020, Laurie passed peacefully with her sister Lisa and daughter Katie at her side.

She was preceded in death by her paternal grandparents, Elsie (née Houpt) and Ralph Watts; her maternal grandparents, Lucille (née Pierce) and Isaac Monnahan; and her uncle, Earl Monnahan.

She is survived by her children: son, John Jacob Wagner, Marble Falls, Texas, and daughter, Katherine Elise Wagner, Austin, Texas; father, Roger L Watts, Oregon; mother, Linda L Watts, Austin, Texas; sister, Lindy K Watts, Austin, Texas; sister and brother-in-law, Lisa Watts-Madolora and Matthew Madolora;

and many dear aunts, uncles, cousins and friends.

Due to the emerging coronavirus and CoVid-19, and with consideration of social safety, immediate services are being attended by immediate family only.

Laurie Jean Watts-Wagner, born May 27, 1963 in Dixon, died March 31, 2020 in Austin, Texas, at age 56, of natural causes.

Laurie Jean Watts was born May 27, 1963 in Dixon, the first of three daughters, to Roger L Watts and Linda L Watts (née Monnahan).

She attended grade school first in Chana and ultimately in Oregon through high school.

Upon graduating from Oregon High School in 1981, Laurie left Oregon to attend college at the University of Illinois at Urbana-Champagne to obtain her bachelor’s degree in fitness sciences.

From there, Laurie moved to Texas and began to plant seeds, starting her teaching career at Crenshaw’s Athletic Club before moving on to teach physical education with Round Rock ISD. Laurie enjoyed an active Austin life-

Rantoul.

Iva was a graduate of Oakwood Township High School. July 7 Brandon M. Three injured in three car wreck on Illinois 2 Three people were injured in a July 7 multi-vehicle accident on Illinois 2, south of Byron.

According to the Illinois State Police, the accident occurred at 12:39 p.m. near Town Line Road when a southbound car driven

by Daniel W. Eddy, 31, Rockford, crossed the center lane into the northbound lane striking a car driven by Tamara Rae Shorter, 48, of Rockford, head-on.

The impact from that crash caused Eddy’s car to strike another northbound pick-up driven by Jimmy F. Boyce II, 42, of Winnebago.

The impact from the crash with Boyce caused Eddy’s car to veer off the roadway, striking the guardrail on the east side of the roadway.

Shorter’s car came to rest in the

west ditch while Boyce’s vehicle came to rest in the northbound lane.

Eddy told police he was distracted by his cellphone while driving.

Eddy and Shorter were transported to local area hospitals with serious injuries and Boyce was transported with minor injuries, police said.

At approximately 12:55 p.m., all lanes were shut down for the crash investigation and cleanup of debris.

At approximately 4:27 p.m., all lanes were reopened.

Eddy was issued citations for driving while license revoked, improper lane usage and operating an uninsured motor vehicle.

All subjects are presumed innocent until proven guilty in a court of law.

The pickup entered into the turn lane to turn left into the Castle Rock State Park boat ramp parking lot. A Harley Davidson motorcycle driven by Mark Lampert, 64, of Batavia was traveling northbound on Illinois 2 approaching the pickup. The pickup then began to turn into the northbound lane before striking the motorcycle head on.

Lampert and his passenger, Candace Benton, 44, of Batavia were thrown from the motorcycle in the east ditch.

Lampert was later transported by React Helicopter to Javon Bea Hospital in Riverside for serious injuries.

Benton was also transported to Mercy Health in Rockton for non-life threatening injuries. Mowry was issued a citation for an improper left turn/oncoming traffic.

Oregon EMS, Oregon Fire, Oregon Police, and Mt. Morris EMS assisted at the accident. The accident remains under investigation.

Illinois 64 for an equipment violation.

Ngassa was given an individual bond and released from the scene with a future court date.

OGLE COUNTY SHERIFF Ogle County Sheriff Brian VanVickle reports the following police activity.

July 6 Vincent Giuffre, 18, of Freeport, was arrested at 5:41 p.m. for driving while license suspended and unlawful possession of cannabis following a traffic stop in the 1000 block of South Freeport Road. Giuffre was given an individual bond and released from the scene and will appear in court.

July 7 At 10:57 a.m., deputies attempted to perform a traffic stop on 2005 Gray Chevy Tahoe at the intersection of Barker Road and Mill Road. The vehicle then attempted to flee from deputies and a pursuit followed.

As the vehicle continued northbound on Barker Road and then eastbound onto Woodburn Road, stop sticks were deployed. The vehicle attempted to avoid the stop sticks by traveling off of the northside of the roadway before crashing with minimal damage in the 4,000 block of E. Woodburn Road.

After an investigation, Marc Clarke, 32 of Rockford, was arrested for two counts of possession of a controlled substance, aggravated fleeing to elude, driving while license suspended, and driving while under the influence of alcohol.

Clarke was additionally issued citations for speeding, improper lane usage, and reckless driving. Clarke was transported to the Ogle County Jail.

At approximately 5:59 p.m., deputies responded to the 100 block of Main Street in Leaf River in reference to battery. Upon further investigation, Pamela Ignacio, 57, of Leaf River, was arrested for battery. Ignacio was transported to the Ogle County Jail where she was held in lieu of bond.

July 10 Daniel Morales, 48, of DeKalb, was arrested on an outstanding Ogle County warrant for possession of any amount of a schedule I & II narcotic. Morales was unable to post the $50,000 or 10 percent bond and remained in the Ogle County Jail pending a court appearance.

Jerred Allison, (age not provided), of Freeport, was arrested at 11:43 p.m. for driving while license suspended after deputies initiated a traffic stop in the 1,300 block of West Sterling Allison was given an individual bond and released from the scene with a future court date.

O’Neill’s bond was set at $10,000/10% pending a July 14 court appearance.

Paul Garner, 33, of Rochelle was arrested at 1:26 a.m. for driving while under the influence of alcohol after deputies were dispatched to the area of Illinois 251 and Illinois 72 for a subject laying on the side of the road. After a brief investigation, it was determined that Garner was driving southbound in the 8,000 block of North Illinois 251 when he ran out of gas. Garner was transported to the Ogle County Jail where he was held in lieu of bond.

Bowling group sues Pritzker over restrictions

BY KATHLEEN A. SCHULTZ kschultz@shawnews.com The Illinois State Bowling Proprietors Association has joined the ranks of those suing Gov. JB Pritzker over what it calls his “unconstitutional and improper” exercise of authority to issue consecutive emergency declarations.

Restore Illinois is the governor’s road map for lifting restrictions imposed by the COVID-19 pandemic; Phase 4, which took effect June 26, allows bowling centers a maximum occupancy of 50 people, regardless of the size of the facility.

The suit, filed Tuesday in Lee County Court, asks the judge to issue a restraining order prohibiting the state from enforcing the governor’s executive order and to rule it invalid.

The governor’s successive executive orders caused its members “tremendous emotional and economic hardship” during the past several months, the Lincolnwood-based ISBPA said in a news release announcing its suit.

“Frankly, Gov. Pritzker has thrown a gutter ball on this one,” R. William Duff Jr., executive director of the ISBPA, said in the release.

“Even medical experts agree that bowling is not a highly dangerous activity with regard to COVID-19 spread.

“The governor’s ill-advised policies have resulted in staggering losses for our members, and these unconstitutional moves threaten thousands of jobs and millions of dollars of tax revenue.”

Illinois has about 270 primarily independent family bowling centers that employ about 5,000 people, buy about $65 million in goods and services annually and participate in community charity events and fundraisers, Duff said.

Duff also noted that businesses such as gyms, waxing centers, tattoo parlors, retail stores, nail salons, restaurants and other businesses are allowed to have up to 50% of their capacity, which “makes no sense, is not based on science and needs to be addressed by the court.”

Bowling centers have instituted safety measures such as maintaining at least one empty lane between groups of bowlers, doing daily temperature and wellness checks of employees, sanitizing equipment and reducing touch points. Many also have installed floor markings, plastic shields and signage to enforce social distancing, and masks can be worn while bowling, Duff said in the release.

“While we tried to work cooperatively to find a solution, the state was unwilling to work toward a fair solution, so we were left with no choice but to seek a court order,” Duff said.

“We believe that we have both the facts and law on our side, and we look forward to presenting our case to the court.”

When asked about the lawsuit in Tuesday morning’s briefing with reporters, Pritzker said, “There are challenges that we all face in this world of a COVID-19 pandemic.

“What we’re trying to do is to measure what things are less dangerous that we can allow more capacity for, and what things are more dangerous, and ... I leave that to the scientists and the doctors to make decisions about.

“There’s nothing political about a focus on one industry or another.

It’s just all about, ‘Can we maintain safety and health guidance in these kinds of settings?’, and that’s all.”

Pritzker also noted that of the many state and federal suits filed challenging his authority in these matters, when ruling, all but one court has sided with him.

The ISBPA chose to file in Lee County because of Alan Nordman, owner of Plum Hollow Lanes in Dixon and Town & Country Lanes in Mt. Morris is a member of the association, Duff said in an email to Sauk Valley Media.

“He’s representative and symbolic of our great members across Illinois – from Chicagoland to Downstate,” Duff wrote. “This lawsuit could be filed in any Illinois jurisdiction, but our member in Lee County is symbolic of the important role bowling centers play in the civic life of communities.”

Plum Hollow Family Center reopened June 26 with many COVID19 safety features in place, including only allowing the use of every other alley, plastic sneeze shields, intensified cleaning schedules, and spacing out tables and game machines in the arcade.

Nordman, past president of the association and a member of a task force set up to help members navigate the restrictions, said “the 50-person limit is really the fundamental issue.”

He said he is committed to keeping patrons safe, and in fact is in a high-risk group himself, but he runs a facility that is more than 31,000 square feet and has 14 rooms, so the 50-person limit, compared to say, a 300-capacity restaurant that now can serve 150 people, simply makes no sense.

“It’s all about the equity in how [the restrictions] are being applied.”
