Oregon man is shot, killed in Rochelle Polo man charged with first degree murder, bond set at $500,000

BY JEFF HELFRICH jhelfrich@shawmedia.com An Oregon man is dead and a Polo man has been charged with his murder.

Devin S. Bailey, 37, of Oregon, was shot and killed on Oct. 29 by Cody Neuschwanger, 24, of Polo, Rochelle Police Chief Eric Higby said Oct. 30.

Neuschwanger was charged with first degree murder and mob action in connection to the homicide. He was taken into custody at the Ogle County Jail and his bond has been set at $500,000

Two 17-year-old juveniles from Polo were also charged with mob action in the incident.

Higby said the three individuals entered a Rochelle home at 1122 1st Ave. where Bailey was inside.

Cody Rochelle Police Neuschwanger responded to a 911 call about the incident at approximately 9:11 p.m.

“They were still on scene when we got there,” Higby said. “They just didn’t leave after the incident. They weren’t trying to elude us.”

Upon arrival, officers located the victim suffering from an apparent gunshot wound. He was transported to Rochelle Community Hospital where he was pronounced deceased.

Higby said Bailey sustained one gunshot to the torso.

Higby said it’s “too early to know” if the gun was registered to Neuschwanger.

Mob action is essentially when a group gets together to do something unlawful, Higby said.

The two juveniles were released to their parents. Higby said that is normal even in a murder-related situation, due to mob action on its own not being high on the county’s “point scale” system that calls for different scenarios.

Higby said there are no plans for additional charges at this time, but the investigation is ongoing.

The Rochelle Police Department and the Illinois State Police Crime Scene Unit are conducting the investigation. RPD was assisted on scene by the Rochelle Fire Department and Ogle County Sheriff’s Office.

Officials considering change of structure

BY JEFF HELFRICH jhelfrich@shawmedia.com A City of Oregon personnel change earlier this year may lead to a permanent change in government style.

A committee has been assembled to look into Oregon changing to a city manager style with current City Administrator Darin DeHaan taking the position.

DeHaan moved to that role from police chief when former City Clerk Charlene Ruthe retired.

DeHaan and new City Clerk Cheryl Hilton have been splitting Ruthe’s old responsibilities and some new ones.

The announcement of the committee assembly was made at the city council’s Oct. 27 meeting when community member Roger Cain urged the city to look into the change.

“The one thing to look at is how the mayor and council set this up, a lot of those duties I have already,” DeHaan said. “Decisions, projects, working with department heads. And it continues to develop. I love this community and would take any opportunity in a leadership role. If that’s what they want, I’d

love to do it.”

DeHaan said he had some anxiety when he moved to city administrator and has felt great since after making an impact early on. Being city manager would give him more duties and authority to run the city’s daily operations.

DeHaan said Galena (city administrator) and Morrison (city manager) are cities of similar size to Oregon that demonstrate that those styles can work at its level of population.

DeHaan said he has considered that the change would come with more responsibility and criticism, both of which he’s used to after his years as police chief.

“Really I never thought it would happen after 25 years being set in my ways,” DeHaan said. “Having education and connections, I was interested. I’m very glad for the opportunity.”

Mayor Ken Williams said the city started thinking about changing to a city manager style “maybe two years ago.” It was never possible until Ruthe’s retirement and DeHaan’s move to administrator due to not having to pay additional salaries.

Williams is unsure how long the committee will take to make a recommenda-

tion on a potential change. A referendum would follow.

“From watching what Dixon did, they put theirs on a referendum on the ballot the same time they had council elections,” Williams said. “It might be on the ballot when we elect new council members and a mayor. That election would be in Feb. 2022.”

Dixon City Manager Danny Langloss Jr. has agreed to speak with Oregon leaders about what the change was like for his city.

Williams said DeHaan currently has 80 percent or more if city manager’s responsibilities and the change would relieve the burden on commissioners by having them being chairpeople on committees rather than being fully in charge of their departments.

“I’m not against it personally,” Williams said. “I think our city is at a point where it could be very helpful. If it provides more day-to-day continuity. It would still rest with a legislative body.

The city manager would run the day-today. Seeing how well his last transition occurred, it was very smooth. He did a lot of additional things.”

BY EARLEEN HINTON AND JEFF HELFRICH Shaw Media When Oregon election judge Kathe Wilson arrived for work on Election Day the first thing she noticed was how few ballots they had due to more mail-in and early voters.

“This is about a fourth of what we usually have,” Wilson said. “It’s been a slow trickle since this morning. One of the ladies has been diligently cleaning. It still makes for a busy day. We were up at 3 a.m. this morning.”

Oregon’s voting precinct at the United Methodist Church saw its largest amount of voters on Tuesday from 6-9 a.m., Wilson said.

Nearly 300 votes had been cast by 1:30 p.m. at the Oregon precinct, election judge Tom Izzo said. He’s worked as an election judge for 20 years in different counties that he’s lived in.

Roxy Daniels was an election judge for the first time Tuesday at the location. She and Izzo both wore face shields at their table and other judges at the location touted the personal protective equipment they had for Nov. 3 that was far greater than for the primary in March, at the start of the pandemic.

Shirley Henson-Gilbert of Oregon was one of the voters who came out on Tuesday to vote.

“I had no second thoughts,” Henson-Gilbert said. “I think the president we have now is the right man for the job. I came out because I hope the right candidate gets it.”

Nearly 500 votes had been cast at the voting precinct at Mt. Morris Village Hall by 2 p.m. Tuesday.

Election judges Sandra Stengel and Gretchen Diab said they were surprised by the number of voters who came out.

“There’s surprisingly been a lot of people,” Stengel said. “I just think they’re engaged and care a lot about this election. And since we had such a long list of mail-in and early voters, I didn’t think we’d see this many people.”

Two different voters walked into the precinct wearing apparel supporting President Trump before being told to remove it. They complied, and Stengel said that hadn’t happened much at the location.

Oregon High School junior Isaac Brooks and Byron senior Collin Hardy worked at the precinct as election judges. Hardy plans to major in political science in college and Brooks said he chose to do it to see how the process works up close.

“I just always vote,” Mott said.

“Because somebody has to. I had no concerns. Because this is the way I’ve always voted. And I’m too old to change my ways.”

In Forreston, election judges had a line of people waiting for them to open on Tuesday.

“We had about 40 people waiting at the door this morning,” said Michelle Drayton. “Some people like to come in before work. My husband was one of them.”

A steady stream of voters made their way to cast their ballots for Forreston and Baileyville precincts throughout the morning.

“We’ve had a lot of turnout,” Drayton said at noon. “We’ve been very busy, but people have been very understanding and patient. We’ve had a lot people say they haven’t voted in years.”

Richard Gollmer, of Forreston, was one of those people who couldn’t remember the last time he had cast a ballot. When he tried to check in at Forreston 3 precinct he was told he’d have to go to the courthouse in Oregon to register.

“I voted years ago, but I haven’t been back to vote,” he said noting his job takes him out of the state.

“I’ve been a Democrat for years, but this time I’m going Republican. I don’t want to see Communism in the United States.”

Wyatt Hammer of Forreston decided to cast his ballot on Election

Day because he had also been out of the area.

“I thought why not just vote on Election Day. Besides, I was in college,” he said.

Deanne Groen, 53, and her son Gage Offill, 18, of Shannon, came to the polls as first time voters.

She said she came to vote for Donald Trump. “But if Biden makes it, I’m an easygoing person,” she said.

Gage, wore his Trump cowboy hat and “Four More Years” T-shirt to the polls, but was asked to remove the hat and turn his shirt inside out before voting.

“I was at the Trump rally in Dubuque, Iowa two days ago,” he said. “I like him because he’s more open about the Constitution, rights, and God. He’s trying to keep us free.”

In Polo, Gabriel Boothe, 18, of Polo, was also making his first trip to vote.

“My dad was supposed to come with me, but he’s home taking a nap,” he said. “I was very excited to vote. I’m not the biggest fan of everything Donald Trump does but I like his economic policies.”

Election judge David Donald said the Buffalo precincts had a line of around a dozen people when they opened the doors to the Polo Senior Center.

“It’s been steady all day so far,” he said noting that 537 people had cast ballots out of 1,631 by 1 p.m. “It’s been very good and subdued.”

Shellie Graden of Polo brought her 11-year-old son, Austin Gebel, with her to the polls to complete his studies on the Constitution.

“We are homeschooling because of COVID and we just did a whole unit on the Constitution. I brought him along to see how it all works,” she said.

Unofficial 82 percent turnout for Ogle County Voting turnouts above 70 percent for area counties

BY JEFF HELFRICH jhelfrich@shawmedia.com Eighty-two percent of registered voters cast ballots in the Nov. 3 election.

Ogle County election totals were delayed with unofficial totals not being reported until around 11:30 p.m.

A press release issued by County Clerk Laura Cook said there would be a delay for the 90th representative district due to electronic vote tabulators not reading oval marks correctly. A retabulation will be required. Democratic and Republican Party Chairpersons have been apprised of the situation, Cook said in a press release.

Cook’s office will begin the re-tabulation process on Nov. 5. Despite the issue, Cook said turnout numbers were very strong, bettering 2016 totals by 14 percent.

Election judges fielded calls from people who hadn’t voted in 15-20 years, some not knowing which precinct to go to, a phenomenon the county also saw in 2016, where it had a record turnout of 73 percent, Cook said.

“Today’s turnout was pretty big,” Cook said.

Ogle County election judges were “pretty good” at crowd control and solving issues for voters on election day, Cook said. She also said she’s ready to put the election year of 2020 to bed.

“I think it’s an experience I never want to go back though again,” Cook said. “With COVID-19 and everything, it was just completely different than what we’re used to.”

Whiteside County Clerk Dana Nelson called election day “smooth” compared to how hectic the past 40 days have been with early and mailin voting work.

Her county saw 27,501 ballots cast with all 61 precincts counted on election night. There are 38,436 registered voters in the county. Turnout was 71.6 percent.

“I was surprised,” Nelson said of in-person voters on Tuesday. “I didn’t think it’d be that high at the polls. Four years ago we were at 26,000 total votes. This year we had 13,000 just from early and mail-in voting. We did 68.5 percent voting four years ago.”

Nelson said her office had a busy day doing new registration and change of address for people. Out at the polls, things were smooth with

no issues, she said, with a “decent turnout.”

“I’d like to thank everyone for being respectful and coming out,” Nelson said. “There were no issues and we didn’t know what to expect with masks and potential volatility on both sides.”

Lee County reported 16,457 ballots cast as of 9:45 p.m. Tuesday with 22,291 registered voters in the county. That made for a 73.8 percent turnout.

County Clerk Cathy Myers called the turnout Tuesday “heavy” in a very busy day for her staff and election judges. She expected a high turnout going into Tuesday.

“We’ve seen high numbers here at the courthouse, so I knew,” Myers said. “Everything went smoothly.

I think we did fabulous. I believe we’ve got a bigger turnout than in 2016.”

Carroll County voters cast 8,087 ballots as of 9:45 p.m. Tuesday with all of its 23 precincts reporting. Carroll has 10,424 registered voters.

County Clerk Brian Woessner called the day “extremely active” and the turnout ended up at 77.5 percent.

Fifty percent of Carroll County’s ballots cast will end up being from early voting, Woessner said.

As far as at the polls on election day, election judges in the county didn’t encounter any issues, Woessner said.

“It was very peaceful,” Woessner said. “There were no skirmishes or anything at the precincts. We’re appreciative of that. There were small lines but everyone was social distancing.”

Dixon’s Tom Demmer headed for his fifth term

BY RACHEL RODGERS rrodgers@shawmedia.com State Rep. Tom Demmer was positioned to win his fifth term in office late Tuesday.

The Dixon Republican had received 18,616 votes and Democratic challenger Seth Wiggins had 10,348, by press time on Election Day in Lee, DeKalb and LaSalle counties. Ogle County had to delay results after difficulty with tabulation.

Those unofficial tallies also include early votes and the mail-in ballots received so far.

Demmer, 34, is the Deputy House Republican Leader, and is also director of innovation and strategy at KSB Hospital in Dixon. He said the turnout looked strong across the board and was pleased with the numbers.

“I really appreciate anybody willing to entrust me with their vote. It’s an honor every time,” he said.

After the dust of the election settles, there won’t be a period of rest, he said. They’ll need to hit the ground running, especially with the significant impact of the coronavirus pandemic.

“We have to try to work with opportunities and challenges as they arise,” he said.

Wiggins, 33, of Dixon and Amboy, comes from an agricultural and law enforcement family, served in the U.S. Air Force for 12 years, and is an associate attorney at the Law Office of Allison B. Fagerman in Rock Falls.

“This was a very humbling and inspiring season for me and my family,” he said. “I’m incredibly grateful no matter how it plays out.”

COVID-19 UPDATE

286 new cases were reported in a week

BY JEFF HELFRICH AND ERIC INGLES Shaw Media The Ogle County Health Department reported 37 new COVID-19 cases on Tuesday, Nov. 3, totaling 1,541.

One hundred and sixty eight cases were reported Friday through Monday. 286 new cases have come in the past week. Ages and locations of the individuals that test positive are not being released to protect their privacy.

Recoveries of documented cases stand at 1,223, with no new ones reported Tuesday.

One new death was reported on Oct. 29, the county’s eighth. The county’s seventh death came on Oct. 16. The county reported its sixth death on Sept. 15, a female in her 70s.

The OCHD reported its fifth death in the county on July 10 and its fourth on June 1.

The Illinois Department of Public Health site said Tuesday that there are 665 cases in the 61068 zip code that includes Rochelle, Creston and White Rock.

Other case totals are: Stillman Valley 75; Byron 261; Davis Junction 88; Oregon 122; Mt. Morris 70; Polo 70; Leaf River 30; and Forreston 47.

Regional Numbers The Whiteside County Health Department on Monday announced 50 new cases of COVID-19, as well as 12 additional recoveries. The new cases involved three people under the age of 20, nine in their 20s, 11 in their 30s, six in their 40s, 10 in their 50s, seven in their 60s, two in their 70s and two over the age of 80.

For the week ending Nov. 1, Whiteside County had 431 cases, up from 263 the previous week. There were increases in every age group, the largest coming in people aged 30-39, which went from 43 new cases for the week ending Oct. 25 to 83 for the week ending November 1.

Whiteside County had 694 cases for the two-week period of Oct. 19-Nov. 1, compared to 327 for the previous two weeks.

Lee County announced 33 new cases Monday, with 18 residents lifted off of isolation having recovered.

The new cases involved three people under the age of 12, three teens, nine people in their 20s, seven in their 30s, six in their 40s, two in their 50s, two in their 60s and one in their 70s.

Whiteside County has had 1,950 cases and 31 deaths. Lee County has had 938 cases, 604 recoveries and two deaths. Ogle County has had 1,504 cases, 1,223 recoveries and eight deaths. Carroll County has had 524 cases and 19 deaths.

Sterling has had 7,410 tests and 683 cases. Rock Falls has had 3,732 tests and 441 cases. Dixon has had 8,452 tests and 620 cases. Rochelle has had 5,207 tests and 660 cases.

The North region (Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties) has seen seven days of positivity increases and five days of hospital admission increases. The region’s positivity rate increased from 13.5% to 14.6%. This remains the highest rate of any of the state’s

11 regions. Currently, 36% of medical/surgical beds and 38% of ICU beds are available.

After failing to lower its positivity rate below 8%, the North region (Region 1) was moved into the IDPH’s Tier 2 mitigation measures – the only of the state’s 11 regions to reach the second tier. Among other things, this means gatherings are limited to 10 people and outdoor dining groups are limited to six people instead of 10.

The region’s counties reporting the highest positivity rates are

Boone (19.7%), Stephenson (18.1%), Lee (17.6%, a five-point jump in one day), Whiteside (15.5%) and Carroll (15.6%).

DeKalb County’s positivity rate decreased from 10.6% to 10.3%.

To get back to the standard Phase 4 restrictions, the region will need to maintain an average positivity rate of less than or equal to 6.5% over a three-day period.

Gov. JB Pritzker was asked about the possibility of Region 1 being moved to Tier 3 mitigations, which would put even more restrictions on the region.

“Of course we have to consider Tier 3 mitigations,” Pritzker said during Monday’s news conference.

“There are other things we can do.

But I also want to remind everybody that it takes a couple to three weeks to have mitigations start to take an effect on positivity.”

Illinois has seen 423,502 cases and 9,810 deaths.

Peace time and new political issues after WWI Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK The following are events that occurred in 1920 following WWI. Armistice Day was celebrated Nov. 11, 1918 so Oregon was in the process of adjusting to peace time and new political issues.

One of these adjustments was that women would be voting for the first time. It took 144 years for this to happen.

The following information was obtained from the 1920 Republican Newspaper.

The Standard Oil Co. purchased lots owned by the Odd Fellows at the corner of Washington and Fifth Streets and intended to erect a modern and up to date filling station there.

This was 18 years after the first car passed through Oregon.

The Eleventh Field Artillery was here en route to Camp Grant Thursday Night. In crossing the bridge some of the big guns broke through the creosote block floor but the wreck was promptly repaired and the damage was slight.

The division band gave a fine concert that was enjoyed by hundreds of citizens of Oregon and vicinity.

The division numbered close to 800 men, together with caterpillar tractors, trucks, autos and various sized field guns galore.

Friday Evening Program At Community House. Miss Enders reviewed briefly the early history of this country and its lack of a unified population. The different nationalities kept their ancient dress and traditions.

Lorado Taft built the Community House located on 3rd street. Later he supported building the Oregon Coliseum.

The Community House held an exhibit of old fashioned articles. On Friday evening Professor Heironymus from the University of Illinois will speak. Local speakers will also talk of early day events in and about Oregon.

Sherman Landers wins in World’s Olymic Games. Sherman, an Oregon High School athlete, was the son of the Ogle County newspaper owner and editor.

At the special election in Oregon on Thursday the voters sanctioned the sale of $7,500 bonds for the erection of a city office building by a vote of three to one.

Mr. and Mrs. T. K. Webster entertained a company of friends at their country home, Bee Tree Farm, north of Oregon, the affair being a celebration of the national holiday.

Rights now there is a greater shortage of laborers on Illinois farms that ever before, even during war time. Farmers are paying $40 to $80 a month with board and room furnished.

In spite of the fact that farmers are paying more than ever before, they can-

not compete with the prices paid by industries. Before modern equipment the larger farms had houses where the tenant workers lived.

Nationwide the Spanish Flu 1918-1920, Armistice signed, first domestic radio sets in the U.S., and after 144 years women won the right to vote.

I was not quite sure how to handle it from the inside, my family did not shop for any candy for me to give to the kids, and believe it or not, we have been in quarantine Yes, the virus finally came to the Obendorf Family. I have been feeling the day would come when we would come in contact with the virus.

I felt it was inevitable as it continued to spread.

Our family has been coming in small groups and they all have masks on.

We have been eating outside, but now the weather has gotten cold and sitting on the patio is not much fun. We have given up eating outside.

Our dining room is quite large and Steve and Cheri even set up a small table away from the bigger table to be on the safe side.

A while back Krista and Jim came on Friday and Krista helped me carry things over to the museum. It was nice to have her help especially since some of the things went upstairs at Aplington House. Bruce and Robin came that evening and we enjoyed carry-out from Pinecricker.

The next morning Krista and Jim went for a walk and visited the new bakery. They came back with pecan rolls that were absolutely delicious.

That and some fruit was our breakfast. Soon Steve and Cheri arrived all masked up.

Cheri was here long enough to say hi and she headed for Dubuque to spend the day shopping with Lori. I believe a new davenport was in order for Lori and you definitely need a mother’s help.

By the time Cheri arrived back in the evening, Krista and Jim were back in Kenosha.

Cheri had picked up pizza in town as she arrived back from Iowa and we ate all apart from each other in the dining room.

I do not like it when we are not all gathered around the big table. There is something about conversation when you are all gathered around the same table. But the virus has changed some of that.

Then they left for Naperville. The next day Cheri felt a cold coming on and by Wednesday afternoon she began to think it was time to get tested. Was this more than just a little cold? One

really does not know.

Thursday afternoon late the family was put on alert!! Cheri had a positive testing for Covid.

We were told to call granddaughter Amy in the medical field and she would give us instructions.

Robin quickly lined Kenneth and I up for a test at KSB. This was to be a drive-thru at the emergency area of the hospital. The hospital called me to explain how this would work. She knew we were old and might feel apprehensive. We were definitely all of that.

We were told to simply get in line at the far left door of where the emergency vehicles enter. They offer this service every day of the week from 9 a.m. until 5 p.m.

The door opens and in goes a car. The door closes and each car is privately taken care of while occupants are tested.

Then you drive out the other said and head for the nearest place to get a treat!

The treat part was of course our idea. That day it was to Dairy Queen for a blizzard!!

Now we wait for the results and we are still feeling fine.

We have been told by our granddaughter, Amy, who is a physician that we are in quarantine until Nov. 7.

Thank heaven we voted early!

READING MATTERS

Storytelling can help with reading development T

here’s something magical about stories.

Humans have been creating stories for centuries and people of all ages enjoy hearing stories being read or told.

Passing stories from one generation to the next also passes on family culture and traditions.

Stories and storytelling also play an important role in the reading development of our children and grandchildren.

Oral language development provides a vital foundation for learning to read. Children learn to speak by listening to the language around them.

Back and forth conversations help children’s vocabulary and language skills grow. They quickly learn about language and communication.

Reading aloud to children or telling them stories will also contribute to oral language development in positive ways.

Additionally, stories have an important role in reading comprehension. As children hear a variety of stories they learn about the language of stories.

They learn about characters, setting, and the problems and solutions that tie them together.

Listening to stories being read or told from an early age fills them with the wonderful language of stories such as “once upon a time” and “a wee little baby bear.”

They carry that knowledge and language with them as they learn to read and discover stories on their own.

So, we can, and certainly should, read aloud to our children and grandchildren. We can also tell them stories.

We can tell them about things that happened when we grew up. We can tell them stories we heard from our families.

They do not have to be long. A memorable or funny event from our family history would be perfect.

At this time in 2020 we are all building stories about how we are getting through the pandemic.

You might even consider recording some of your family’s stories.

It will be important to look back at them in the future. Perhaps you have a funny story about the first family Zoom meeting.

Maybe it is a story of the difficulties you are facing. Creating these stories can help everyone deal with the emotions of these times and build family bonds.

We can also find stories in books or on the Internet then learn them and share them.

Traditional fairy tales are good choices and there are still many references to them in our culture, so there is value in knowing traditional fairy tales. Myths and legends are also favorites.

Children enjoy the Porquoi stories that explain how things in nature came to be. For example, there are stories about why the bear has a stumpy tail and why mosquitoes buzz in people’s ears.

Trickster tales are also fun to share. It is interesting to locate them from a variety of cultures.

I have used the trickster tales from Africa about Anansi the spider on several occasions and have been amazed at how long the children remember them.

No matter how you choose to share the magic of stories, remember they can contribute to your child’s reading development. There’s also value in the time spent together and that’s another kind of magic!

Mike and Karen Scholl of Polo will celebrate their 60th wedding anniversary on Friday, Nov. 13.

They were married Nov. 13, 1960, at the Oregon Methodist Church.

An early family celebration was held Oct. 18 at an open sheltered area given by their children, Kent and Mary Scholl of Kaneville, Mark and Kathy Scholl of Polo, Dawn and Steve Glassburn of Tampico, and Michael and Tracy Scholl of Louisville, Colorado.

Several grandchildren came to celebrate with the family. Also attending were John and Jackie Cavanaugh and Kurt and Susan Cavanaugh of Polo.

The couple has 13 grandchildren and one great-granddaughter. Two great-grandsons are expected to arrive in 2021.

Ogle sheriff helped out with wildfire response ‘It takes passion. It’s 16 hour days in an emergency trailer.’

BY JEFF HELFRICH jhelfrich@shawmedia.com Brian VanVickle spent two weeks sleeping in a tent and working 16-hour days in an emergency trailer in California.

The Ogle County Sheriff was tasked to help California Instant Management Team 13 fighting wildfires at Sequoia National Forest out west as a public information officer. VanVickle is part of a state team that fielded a federal request for the position.

“It’s been a long fire season out west,” VanVickle said. “The two weeks I was out there I was doing media relations. Several of the giant trees caught on fire. We handled the media in the area. I flew back home Wednesday.”

VanVickle worked with first responders from all over the country including people from Florida, Utah, Idaho and Colorado.

This was Team 13’s 16th operation fighting the fires. Fire crews from Mexico came to help, marking the first time that’s happened in U.S. history, VanVickle said.

“People were tired and needed help,” VanVickle said. “That fire has been going for two months.”

As sheriff, VanVickle has always placed an emphasis on emergency response, practicing for drills involving the Byron Nuclear Plant often and dealing with past county events like the F4 tornado that hit Rochelle in 2015 and the Aug. 10 wind storm that hit Forreston this year.

“We’ve always said, even before the tornado, we were successful because of practice in nuclear drills,” VanVickle said.

“It was another opportunity to be able to assist and learn.”

VanVickle said the team he worked with out west was part of a national system.

Over 1,000 people were working to fight the fire over the two weeks.

The concept of emergency management got its start in fire, VanVickle said. He’s trained to address any event whether it’s weather or civil unrest. He got to see how response worked on a larger scale in California.

He was able to attend planning, command, cooperators and general staff meetings relating to the incident.

“When we have a local or state incident we have the same meetings so it was very beneficial to participate and bring that operational knowledge back,” VanVickle said. “I always think it’s important. Emergency management and practice, it helps residents recover sooner. That’s always been the focus.”

Oregon VFW post 8739 will once again be assembling and delivering food baskets for Christmas to families and individuals who are in need in the Oregon area. “This has been a tough year for everyone with the COVID-19 which has led to lost jobs and sick families,� said VFW Commander Bob Coulter. “We are asking those who donate to this purpose to please be generous this year.�

Coulter said the Post normally provides at least 120 baskets. “We feel the number will be much larger this year,� he said. “We want to send a heartfelt thanks to those who donate. It truly makes people happy.�

‘It puts extra weight on our shoulders’

BY JEFF HELFRICH jhelfrich@shawmedia.com Madisyn Byerley’s older sister, Katelyn, was one of the girls that worked to get Oregon High School a girls soccer team in recent years.

Now, Madisyn, a senior on the team, doesn’t want to be a part of losing the program.

After not having a season last spring due to COVID-19, the program lost out on fundraising opportunities and is in jeopardy of not having a season this coming year.

The team is self-funded and the school board has only agreed to pay for the coach’s salary this year.

“It’s been very stressful,” Byerley said. We’ve been trying so hard to come up with fundraisers. With other school sports getting fundraising, telling us to do it ourselves. It puts extra weight on our shoulders.”

“I believe we can do it,” senior Dylan Burke said. “A lot of people really don’t support the girls teams.

It’s a big thing for us to see that money.”

The team reached the sectional round in its third year of existence in 2019, which was the last time it played.

The coach’s salary the board agreed to cover is about half of the cost that the team needs. Officials, supplies, transportation and more are expenses that still need to be covered before the season starts in May. “Golf also started out as self-funded,” Oregon High School Activities Director Mike Lawton said, “Bowling, too. There’s not many small schools like us that offer girls soccer.

It’s also unique that we do self-funding. Usually other districts say, ‘No, we don’t want any part of it.’”

Head Coach Seger Larson said it has made him happy to see the girls putting in time to raise funds.

“It means they’re in it to play soccer,” Larson said. “It’s been the senior girls. It was not my doing. It was all on them. It shows the girls are dedicated. It shows they want to be successful as a program.”

upcoming season, future seasons could still be in jeopardy due to limited funding. Seniors like Byerley and Burke are raising money even though they won’t be around to play.

Teams are evaluated for funding by the school board on a year-toyear basis. Lawton said especially with times being tough due to COVID-19, it’s tough to add teams.

“We were regional champions three years in and they won’t pick us up,” Byerley said. “We were ready for another season and figured they’d pick us up. There was a high chance we’d win regionals again. We thought maybe they’d pick us up then.”

Burke said the silver lining of the fight to raise money was that it gave the team something to bond over without a season last year.

“We learned how to be better leaders and push towards better goals and work together,” Burke said. “Last season, we couldn’t be together. It’s amazing how it can work out.”

BY ERIC INGLES eingles@shawmedia.com The Rock Falls girls cross country team followed up last week’s regional title by closing out the season with a second-place run at Saturday’s Class 1A Seneca Sectional.

That would have qualified the Rockets for the state meet for the fourth year in a row had the state meet not been canceled by the COVID-19 pandemic.

Rock Falls scored 109 points, second only to Big Northern Conference rival Winnebago’s 15. Winnebago also boasted the individual champion, Natalia Martino, whose 19:01.2 run beat East Dubuque’s Hailey Heiar by 14 seconds. Winnebago also had runners in third, fourth, fifth and sixth.

Calin Gaulrapp, running in the same phase as Martino and Heiar in the event run in four phases due to COVID protocols, had the top time for Rock Falls, finishing 17th in 21:11.0.

Martino went out quickly and built what proved to be an insurmountable lead, and Heiar was closest to chasing her down but could not quite chip away. A pack of three runners were slightly behind Heiar, and Gaulrapp was not far behind them.

“My plan was either to stay on their shoulder or to make sure I could see their backs in the distance,” Gaulrapp said. “If they got too far away, I knew I wasn’t doing good.”

Gaulrapp found herself in a sprint to the finish, but was able to hold off Mercer County’s Eden Mueller.

“II was using the people screaming,” Gaulrapp said. “I knew they were saying her name, so I knew she was pretty close to me.”

Tayli Hultin was 23rd with a time of 21:24.8, running in the third phase in which she was the third finisher behind a pair of Winnebago runners.

“I was just completely ignoring them,” Hultin said. “If I went out with them, I would have died.”

Bryahna Ganther was 27th in 21:38.3. If there were a state meet this year, the Rockets senior would have been able to cap it off with her fourth trip to Peoria in four years.

Ganther was in the same phase as Rippy, the second, and the two planned to go out at a slower pace after seeing Gaulrapp fade near the end of her race.

“Gracie has been in front of me every race, so I was just pacing off her,” Ganther said. “In the second mile, we were getting into the woods and it was hurting my legs, but all I knew was we had two laps of the woods and we’re out, and all I could

think was ‘chill out and keep running and the second [lap] try to get people’ which I did. A lot of people were struggling up the huge hill, and that benefited me a lot.”

Another Rock Falls senior, Sydney Reyes, finished 38th in 22:08.3 Oregon notched 221 points to finish 10th.

Faith Marquardt was the Hawks’ top runner, taking 28th overall with a time of 21:38.3 “It was kind of difficult, because the course is difficult because of all the hills, but it felt pretty good,” she said.

The Hawks had Leah Watters in 41st, Katlyn Ramirez in 45th, Jennica Ciesiel in 66th and Katelyn Bowers in 83rd.

Eastland was 13th with 295 points.

Mara Schmieder was the top Cougar, taking 58th place in 22:59.9 to beat teammate Delaney Wilhelms by one-tenth of a second. Addison Burkholder was 69th, Jenica Stoner

took 75th and Kennedy Burkholder was 96th.

Amboy was 14th with 316 points.

Lauren Althaus was the top Clipper, finishing in 22:28.2 for 47th place. Elly Jones was in 50th, Madelyn McLaughlin took 70th, Bailey Crouch was 100th and Brooklyn Whelchel was 111th.

Erie-Prophetstown’s Dylan Chandler finished 26th with a time of 22:03.5.

“It was pretty difficult, so it’s good I had such a good time for a difficult course like this,” she said.

Polo’s Bekah Zeigler capped off her first year of cross country with an 85th-place run in 24:00.2.

“I had absolutely no expectations coming into sectionals. I was just happy to get here,” she said. “It’s a nice end to this season. Obviously not my greatest race, but for my first cross country season, I enjoyed it a lot.”

Sitze nominated for Illinois teacher of the year ‘In this craziness, to be recognized is a shot in the arm’

BY JEFF HELFRICH jhelfrich@shawmedia.com For teachers in 2020, there’s no playbook for instruction during COVID-19.

People like Oregon High School English Teacher Aaron Sitze have had to improvise. His Changemaker programs involve interacting with the public. He’s spent five years developing the program. In months during the pandemic, his students have started delivery and mask businesses and created a federally-recognized census project.

Sitze has been named a finalist for teacher of the year by the Illinois State Board of Education.

“It’s a great honor,” Sitze said. “A lot of teachers this year are working like crazy and under pressure. In this craziness, to be recognized is a shot in the arm.”

Sitze has taught English at OHS for 18 years and was also a nominee during the 2012-2013 school year. He previously earned a teacher leadership award in the Illinois Principals Association’s Northwest Region in 2017.

Stize grew up in Wheaton and attended college at the University of Illinois, DePaul and graduated from NIU with my bachelor’s in history and as a master’s in curriculum and is currently working on his doctorate at NIU. “Every teacher has the same story,” Sitze said. “They either had a phenomenal teacher that changed their life or one that was so bad. I had the former. Two made me feel I was capable and my strengths were valuable. It motivated me.”

The program consists of three project-based classes that begins with immersing sophomores in self-discovery and reflection before the social entrepreneurship program as juniors, which teaches kids to start a business with a positive social impact.

In their final year, students complete a senior capstone that merges everything from the past two years into a culminating project that showcases their research, social impact and growth.

“Social entrepreneurship, I created that from scratch,” Sitze said.

“It’s the only class where kids run a business in the state. I haven’t seen

anyone else doing it, maybe in the country. No others have social benefits asking how the market can solve problems.”

The social entrepreneurship students started the census program last year and educated the community as well as themselves. Sitze was proud of how his kids threw themselves at the objective, even during the pandemic.

The students that created businesses during the spring had to either fold or pivot their businesses due to COVID-19.

“They evolved and didn’t give up,” Sitze said. “One girl took old t-shirts and started making face masks after it hit and she made hundreds. For

every one she sold, she gave one away. Others changed their business practices to be COVID-19-safe.

They just pivoted.”

Those with businesses that had to fold created District Delivery, which collaborated with Ogle County organizations to deliver groceries safely to those that couldn’t or didn’t want to go out.

When summer came, the students kept at the delivery service, even without grades or payment for it.

“When we empower kids to create change, they’re good assets,” Sitze said. “The adults had their plates full. I was floored by their creativity and commitment.”

Library Petitions Available Nominating petitions for four board positions at Polo Public Library District are available at the library.

Four of the seven positions will be open for election to four-year terms.

The election will be April 6. Library board members must be, on the date of the election, a citizen of the United States, at least 18 years old, a registered voter, a resident of the State of Illinois and must have resided in the library district (Buffalo Township) at least one year at the time he or she files nomination papers.

To be considered for election, candidates must file a petition with 13 signatures of qualified voters who live within the library district.

The candidates must complete a statement of candidacy, a statement of economic interests, and may complete an optional notarized loyalty oath.

All necessary forms are included in the candidate’s election packet available at the library.

The filing period is Dec. 14-21. Packets returned after Dec. 21 will not be consid-

ered for candidacy.

Prosecutors say they misused government credit cards; charges include theft, forgery A Winnebago County Grand Jury has indicted Winnebago County Coroner William Hintz and his wife Michelle Hintz, for stealing government funds, forgery and official misconduct.

William and Michelle Hintz, both 50, face multiple felony charges related to their alleged misuse of Hintz’s government credit cards.

William Hintz was charged with 37 felony counts, including two counts of theft, which carry a maximum sentence of 15 years in prison; 12 counts of forgery, which carry a maximum sentence of five years in prison; and 23 counts of official misconduct, which also carry a maximum sentence of five years in prison.

Michelle Hintz faces seven felony counts, including four counts of theft, which carry a maximum sentence of up to seven years in prison; and three counts of unlawful use of a credit card, which carry a maximum sentence of three years in prison. William and Michelle Hintz’s next court date is set for Nov. 4.

Dixon woman indicted on child endangerment charges in teen’s death A 49-year-old Dixon woman has been indicted with endangering the life of a child stemming from an incident that led to the death of a 16-year-old.

A Lee County grand jury issued an indictment last week for Kelli Riggen, 49, of Dixon, on two felony and two misdemeanor charges of endangering the life or health of a child, as well as charges of felony and misdemeanor reckless conduct.

The Illinois State Police (ISP) investigated the fraudulent use of a Winnebago County gasoline card and credit card issued to William Hintz, which were to be used for business related to his official duties as the county coroner.

“The Illinois State Police Division of Criminal Investigation is committed to upholding the public trust,” ISP Director Brendan Kelly said. “The Special Investigative Unit was created to focus on these very cases with the Attorney General and other partners to protect public integrity.”

Raoul said from April 2018 until as recently as July 2020, the couple used county funds for personal expenditures. According to the indictments, Hintz allegedly spent more than $10,000

on hotel rooms, car rentals, gasoline and tolls unrelated to official county business.

Raoul said Michelle Hintz was directly involved with the unauthorized use of her husband’s credit cards.

The indictment also alleges William Hintz altered and submitted to the county, various hotel billing statements to support what he purported to be authorized credit card spending.

Prior to submission, Hintz allegedly altered bills from stays at a Courtyard by Marriott in Auburn Hills, Michigan; a Courtyard by Marriott in Cranberry, Pennsylvania; a Drury Inn & Suites in Pittsburgh, Pennsylvania; a Holiday Inn Express in Buffalo, New York; and a Crowne Plaza in Minneapolis, Minnesota.

Raoul said Hintz even created a fake agenda as proof of his attendance at a conference in New York to justify his stay in Buffalo earlier in 2020, despite there being no evidence of his actual registration or attendance.

Raoul’s office is prosecuting the case based on a referral by the Winnebago County State’s Attorney’s office.Assistant Attorney General Haley Bookhout is handling the case for Raoul’s Public Integrity Bureau, and Assistant Attorney General Jonathan McKay is handling the case for Raoul’s Criminal Prosecutions and Trials Assistance Bureau.

The public is reminded that defendants are presumed innocent until proven guilty in a court of law.

St. after receiving a 911 call from Riggen, who reported that there was a subject at her residence who was not breathing, according to a news release.

Officers and Dixon City Fire personnel responded and found an unresponsive teenage boy, who was transported to KSB Hospital and then transferred to Mercy in Rockford.

He died at Mercy and police conducted an investigation surrounding the circumstances of his death.

“The investigation showed that he had been left outside, unattended, while intoxicated to the point of

unconsciousness,” the release said.

The results of that investigation were turned over to Lee County State’s Attorney Charlie Boonstra, who took the evidence in the case before a grand jury on Oct. 16.

The grand jury issued an indictment for the charges, and Riggen was processed by police Tuesday.

The felony endangerment charges carry a sentence of two to 10 years in prison, felony reckless conduct of one to three years, and the misdemeanor charges up to a year.

Mario L Smith, 37, of Oregon was arrested by deputies for a driving while license suspended warrant.

Smith was able to post bond and was released from the Ogle County Jail.

Jordan A. Shank, 22, of Mt. Morris was arrested on an outstanding Ogle County warrant for failure to appear. Shank’s bond was set at $ 2,229.50.

Oct. 28 Christopher J. Marmy, 25, of Davenport, Iowa was arrested by deputies on a failure to appear warrant.

Marmy had a bond of $481 and remained in custody at the Ogle County Jail pending a court appearance.

Nov. 2 Liza J. Angiano-Mascorro, 18, of Rochelle was arrested on an outstanding Ogle County warrant for failure to appear. Angiano-Mascorro’s bond was set at $221 pending a court appearance.

Oct. 31 Kathleen M. Burright, 59, of Oregon, was arrested at 9:52 p.m. for driving while under the influence of alcohol.
