StoryWalk is coming to Park West 20 reading stations on path will greet visitors

BY JEFF HELFRICH jhelfrich@oglecountynews.com With indoor activities discouraged due to COVID-19, the Oregon Public Library’s latest project tailors perfectly to the needs of the community’s readers.

And it’s permanent.

Twenty posts were installed in July by the Oregon Park District at Park West for the library’s new StoryWalk, which is a book that has been dismembered, laminated and presented page by page on a path to promote reading and exercise.

“I’m looking forward to seeing the response from the community and the schools,” Oregon Public Library Youth Librarian Debbie Herman said. “We think of reading as a sedentary thing.

Now you have to get up and out and move to read. In the fresh air, it’s even better now with everything going on. We can do this year round. “ The StoryWalk, slated to open next week, was paid for with a $6,010 grant from The Etnyre Foundation. StoryWalks were created by Anne Ferguson of Montpelier, VT and developed in collaboration with the Vermont Bicycle & Pedestrian Coalition and the Kellogg Hubbard Library.

Many other StoryWalks exist across the country. Some are temporary. Herman and Oregon’s staff saw an article about one in Peoria.

Oregon Park District workers installed posts for the new StoryWalk at Park West. for programming and things,” Herman said. “I called the Etnyre Foundation and we applied for a grant. Cost is the biggest obstacle.”

The library got the grant in April and put the plan to make the StoryWalk in motion.

With just 20 posts, the design works best for picture books, which can be “detailed or simple,” Herman said.

Herman said the library having to close its doors during COVID-19 was “frustrating.”

“You want to serve the community,” Hermans said. “We see our patrons and know them. It’s a friendship. I used to think of it as kind of like “Cheers.””

MT. MORRIS EVENT

Straw sculpting returns The Fifth Annual US National Straw Sculpting Competition will open Aug. 7 and remain on display through Aug. 23 on the Mt. Morris Campus.

Five new sculptures are entered in the competition this year. All are built by returning sculptors/teams; Steve and Michele Lentz, Doreen White (Polished Hair & Nails), Chris, Cecilia and Ellen Mann, Danica and Mark Rogers, and Fran Volz.

Straw Sculptures from previous years representing the same sculptors, and Mt. Morris Big Build, will also be on display, all with spacing for comfortable social distancing.

Voting will be on-line at StrawUSA. com from 6pm Saturday, Aug. 8 through

4 p.m. Sunday, Aug. 23.

There will be no StrawFest day, normally scheduled for the closing weekend.

Smaller events may be announced.

She was relieved when it could start doing curbside pickup. Now, patrons are allowed in with a mask. Books are put into quarantine for three days after being returned.

The library originally planned to hold a grand opening of the StoryWalk, but that plan is on the backburner due to the pandemic.

The location of Park West was preferred because of its proximity to Oregon’s schools.

“Not knowing what’s going to happen with openings and the schools this fall, this is something families can come and do,” Hermans said. “The kids can go do this while still working on literacy.”

The Polo Pool reopened last week after enough staff members tested negative after possibly being exposed to COVID-19.

All clear for swimming pool

BY JEFF HELFRICH jhelfrich@oglecountynews.com The Polo Pool reopened Friday, July 31 at normal hours after employees found out July 27 that they may have been exposed to an individual who tested positive for COVID-19 after Polo High’s prom on July 18.

The pool had nine employees tested July 28 and received seven negatives with two still waiting on results, Pool Manager Kayla Bergstrom said on July 30.

The popular outdoor pool was closed for four days.

“We have enough negative tests and staff to run the pool,” Bergstrom said last week. “We cleaned the entire facility during the closing.”

The Ogle County Health Department was notified of the negative tests and the pool’s intentions to reopen. Bergstrom said she understands why some of the public would not want to attend the pool after the scare, but she isn’t worried about the turnout, with attendance already limited due to state guidelines.

“We’re opening for the people who are comfortable coming here,” Bergstrom said. “And we’re ready.”

The Ogle County reported eight new COVID-19 cases on Tuesday, Aug. 4 totaling 398. Recoveries of documented cases stand at 347, with no new ones Tuesday.

The OCHD reported its fifth death in the county on July 10, its first since June 1. Ages and locations of the individuals are not being released to protect their privacy.

The Illinois Department of Public Health has issued warnings for 11 counties, including Jo Daviess and Whiteside counties, which fall in the Northwest Illinois region that includes the Rock River region.

According to the IDPH, the counties under warning saw outbreaks associated with business operations and activities posing higher risk for disease spread, including school graduation ceremonies, a rise in cases among late teens and

20s, parties and social gatherings, people going to bars, long-term care outbreaks, clusters of cases associated with restaurants and churches, and big sports events including soccer, golf, and softball tournaments.

Residents of many communities are not wearing face coverings that have been proven to reduce the spread of COVID-19. Public health officials are finding that most contacts to cases are testing positive as well, the IDPH said.

The IDPH site said Tuesday that there are 191 cases in the 61068 zip code that includes Rochelle, Creston and White Rock.

Stillman Valley’s zip code, 61084, has 14 cases in it according to the IDPH site. Byron’s zip code, 61010, has 47 cases. Davis Junction (61020) has 18 cases.

The zip codes that house Oregon (61061) and Mt. Morris (61054) have 34 and 26 cases, respectively.

Polo’s zip code, 61064, has 22 cases in it.

Christen hits 30-year mark on Polo police force ‘Looking back, I’m glad I could stay here and experience it all’

BY JEFF HELFRICH ​​​​​​​jhelfrich@oglecountynews.com After being Polo Police Chief for over 18 years, Dennis Christen decided in 2016 that he wanted to go back to the rank of sergeant.

“It got rid of a lot of stress,” Christen said. “We were short handed and it was demanding. It’s like two full time jobs. You work your own shifts and you have to manage the department too. It’s been nice since.”

Christen was recognized at last month’s city council meeting for 30 years of service to the Polo Police Department, the only one he’s ever worked for.

According to Christen, it hasn’t felt like 30 years. He called it an honor to be recognized.

“It was very nice,” Christen said.

“Polo is a nice place to live and work and raise a family. We don’t have bigger things that go wrong in bigger cities.”

Polo is still the “same old place,” Christen said. That has been part of the allure for him. The only major changes he remembers are all of the mayors and councils he’s served under.

Christen, a Lena native, did consider leaving to police elsewhere

early on. He decided against it due to having his family settled in Polo and making friends there.

Before being hired as a patrolman in 1990, Christen worked as a welder, a machinist and finally was running a dairy for three years before leaving for Polo PD.

“I was always very interested,” Christen said. “I liked to help people. This was my first policing job.

It was very neat to watch. I’ve seen kids go through school and I see second generations now. You really feel you’re part of the community.”

Christen thinks policing has evolved for the better in his 30 years.

He thinks more victims are being helped with more resources.

As far as memories, sometimes Christen thinks of times he’s forgotten about. Off the top of his head, he thought of Sept. 11, 2001 when he was serving as chief.

“I was at training in Rochelle,” Christen said. “The call came in and there was concern for the Byron nuclear plant. We headed home to each of our departments to see what would happen next.”

Christen, 55, says that retirement is “on the horizon.” He said he’d transition into it if “the right thing” came along and that he’d help the department find somebody else.

He’d still need health insurance and another job with benefits.

“It’s hard to believe all the time that’s elapsed,” Christen said.

“Looking back, I’m glad I could stay here and experience it all.”

School districts finalize fall plans amid COVID-19 Oregon, Forreston, Polo opt for in-person and remote learning

BY JEFF HELFRICH jhelfrich@oglecountynews.com Ogle County school districts Oregon, Polo and Forreston have finalized plans for returning to school in the fall amid COVID-19.

Each of the plans provide families with the option to choose in-person or remote learning for children. The in-person plans have been designed to abide by state guidelines like masking, social distancing, sanitization and certifying before school each day that COVID-19 symptoms aren’t present.

“You have to be careful not to make convenient decisions,” Oregon Superintendent Tom Mahoney

said. “We did surveys with parents.

We started with a framework and flushed it out. Transportation, food service and instruction. We brought it to the teachers and kept doing it until we got to where we are now. We also provided updates to the families so they could see the working plan.”

Oregon’s plan will consist of fivehour instructional days. There will be some outside learning and breaks in tents.

There will also be mask breaks, social distancing measures and additional cleaning and sanitizing.

For remote learning, assignments will be due on a similar schedule as in-person learners.

Families will serve as the learning coach for their students. There is a six-week commitment to stay as a remote learner.

“For all of us, the hardest thing, we all feel like we’re doing the right thing, but what if we’re wrong?”

Mahoney said. “Should it be parttime or full days? We just used the best information we had available.”

Mahoney believes about 75 percent of families will choose in-person learning. He said staff has been positive about returning to school, but that there are “pockets” of teachers concerned for everyone’s health.

As far as years after 2020-2021, Mahoney thinks some of this year’s changes will stick around, but he’s unsure which. The changes that help kids learn will become part of Oregon’s future practices, he said.

Ogle County Health Department Public Administrator Kyle Auman said at July’s Ogle County Board meeting that cases staying low to allow a safe return to school is among his chief concerns. Mahoney anticipates that in-person learning could go away.

“I would be foolish to give you any level of confidence,” Mahoney said.

“We’ve always built our plan around being able to go to remote learning if we have to. I think we’ll be in session in person. But at some point I think we’ll have to move into remote learning. We anticipate that.”

Polo

Kelly Mandrell’s first year as Polo Superintendent will be an unprecedented one.

Polo will have just over seven-hour days in its new system due to Polo wanting kids to have access to extra classes like foods or industrial arts.

Being a smaller district helps, Mandrell said.

Remote learning students will essentially be “Zooming” into the in-person courses over video chat.

Students will log in with attendance each morning and lunch will be delivered to them. Students must follow the school dress code while at home.

Mandrell believes less families in her district will choose remote learning. In-person learning is valued by the academic community because of the extra benefits it provides, she said.

“When you come to school, you get the social aspect,” Mandrell said.

BY BETTY OBENDORF Curator, Polo Historical Society I finally went over to the museum and looked quickly for some information on the Class of 1914.

There in the file was a list of the names of the graduates and it had been placed there by Betty Rogers.

I remember the days when Betty worked at the library to add information to our files and she enjoyed her days of researching.

She was always interested in animals and had a great love for her dog.

On the paper that she had written the names of the 1914 graduates was a picture of a dog and a cat.

That was so like Betty as we worked together for so many years.

As I looked at the list there were a few familiar names. In the back row was Geo. Niman and his father, Frank, owned the Niman Grocery Store. Then we have the name of Kathryn Keagy.

I remember seeing her and she worked for the Polo Mutual Telephone Co. She died in 1984. Standing beside Kathryn in the picture is Joseph Brooks and we know he is

the father of Lester Brooks.

Another name is Scott Miller and is he connected to J. P. Miller who was our carriage maker? We will wait and see.

Then came Mary Dew and the Dew family was very prevalent in Polo out in Pine Creek. She was the third of 8 children of William and Fannie Dew. I looked up William Dew and in 1910 he purchased 24 acres among the White Pines trees south of the railroad. He put up cabins, drilled wells, and even built a suspension bridge in 1915.

They called it a swinging bridge that stood until 1930 and I was impressed. At the museum we have a post card with a cabin that they called Dew Drop Inn. Very clever.

Frank Wales is in the back row of the picture and Linda sent me the history of this man that I remember.

His parents were Emma Spear and Horatio Wales.

Frank went to University of Illinois, was a farmer, and also worked for Commonwealth Edison. In 1919, he married Carrie Lichty who was also a part of the Class of 1914.

His second marriage was to Lucille

Wade and Lucille was a teacher in our Polo Schools for many years. I went to school with several of their children. It has been interesting reading the history of Frank and Lucille’s family.

As we go on with the Class of 1914 we come to Billy Mack and Mildred Donaldson in the back row. The Donaldson family was an early family in Canada Settlement and Buffalo Grove.

If I remember correctly William Donaldson was part of our early education. Putting together the early education display was one of the first things I did when I started at the museum. That display is at Aplington House.

In the front row of the picture we have Carrie Lichty, then Roy Gibbs and the Gibbs family was also listed as early families in settling of Buffalo Grove and early Polo.

Next we have Dells Gilbert and George Waterbury. Gilbert was a popular name in Polo and we had many in the Waterbury family.

John Waterbury and Solomon Shafer came in 1836 to run the Underground Railroad.

There was a Waterbury that was

an architect and I would have to go over to Aplington House to find out what building he was involved in drawing up the plans.

The last two people in the picture in the front row are Nellie Mayborn and Henry Willett.

Gilberts Hardware ads featured a canine “Tige” Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK This article is in response to the unveiling of the Gilbert Hardware sign that was recently revealed on the south side of the old National Clothing House building in downtown Oregon.

The sign was revealed when current owners, Kevin Wiegmann and Mark Gale, removed a awning that had been added to the historic building.

Frank M. Gilbert was born in Platteville, Wisconsin, on Dec. 10, 1849.

He came to Oregon on Jan. 5, 1872 and worked for Sheets Hardware and Farm Implement Company.

In 1880, he established his own hardware business located on Fourth Street (Illinois 2) east of the Ogle County Courthouse.

The 1931 Oregon telephone directory shows the location of Gilbert Hardware at 402 Washington St. where this sign was painted onto the side of the building.

F. M. Gilbert’s Hardware newspaper ads featured a character named “Tige”. These give an interesting insight into life during 1915.

I have on file 21 “Tige” ads. Here are just a sampling a few of them.

Mandrell said staff was surveyed about the plan just like parents were.

Staff made concerns known and a lot of them felt more comfortable after seeing the plan.

As far as school changing after 2020-2021, Mandrell thinks some things might change, but that schools will return to full in-person learning.

This year, Polo is prepared to go full remote if it has to.

“It’s always in the back of our mind,” Mandrell said. “There’s some things out of our control. If the OCHD shuts us down, we have to. But we have to keep moving forward.”

has to go full remote learning, it will be the same process.

Early in its planning process, Forrestville Valley surveyed parents on whether they’d send their children to school. 59 percent said yes, eight percent said no and 32 percent needed more info. It was then that the twopart system was decided on.

Smith guesses that 20 percent of families will choose remote learning.

“Our hope is it will be for the first 3-4 weeks and then we’ll go to full days,” Smith said.

Health Department

Auman found the question of if school will actually happen hard to approach. He said state educational officials and superintendents are doing a “fantastic” job of planning.

The OCHD has spent time recently reviewing and approving district plans.

“Everyone is taking it seriously,” Auman said. “But it’s going to be tough. It’s almost guaranteed that we’ll see exposures in schools. Plans will be put to the test. Whether we pull out individuals, whole classrooms or shut down entire schools remains to be seen.”

The Forrestville Valley School District will have an in-person, five-hour day option and a remote option. It’s elementary school operations will be close to normal with teachers and students. The junior high will be divided into three sections and teachers will rotate to students.

Teachers have had to wrap their heads around things like students not being able to share materials, Smith said. She’s fielded questions from staff about quarantine and sick days.

As far as changes that could stick around, she cited Zoom technology that could be used when kids are absent and kids not using lockers, which they won’t be allowed this fall.

Smith is not 100 percent that in-person schooling will come to be in August as planned.

“I don’t know,” Smith said. “The states around us and what’s happening, that’s my concern. We opened later in Illinois. Will we see more cases with the timing?

County, business owners at odds over inspection

BY JEFF HELFRICH ​​​​​​​jhelfrich@oglecountynews.com Ogle County Sheriff Brian VanVickle disputed claims by Sledgehammer’s owner Jason Stombaugh that health department Administrator Kyle Auman “raided” his bar and “physically assaulted” him during an inspection on July 17.

Stombaugh leveled the allegations on Facebook.

Auman was at Sledgehammer’s, 1450 state Route 2, around 10 p.m. doing an inspection, and deputies responded after Auman tried to provide guidance that Stombaugh refused, VanVickle said.

The health department then sent closure orders that “weren’t well-received” when Auman returned with deputies. “[Stombaugh] reported there was a physical altercation prior to when we arrived,” VanVickle said. “They said they had video of it. There was no video evidence that any physical altercation occurred.”

A report that was a “general overview” of the situation was sent to Ogle County State’s Attorney Eric Morrow, VanVickle said.

“We were there to keep everyone safe,” VanVickle said. “Kyle did what the health department was required to do.”

Auman declined to comment Tuesday, saying it was a “pending legal situation.”

Stombaugh and his wife and co-owner, Melissa Stombaugh, said Wednesday that when Auman arrived he said he was there to shut Sledgehammer’s down, before “shoulder-checking” Jason with “intentional and extreme force.”

Statements were not taken that night, but deputies called later and asked for a list of witness contacts, none of whom have been called, the Stombaughs said.

Jason Stombaugh said he refused to allow Auman back onto the property without a deputy because of the alleged assault. He also said he was denied the right to press charges against Auman.

“They told us because of his position, we couldn’t,” Stombaugh said.

According to the Stombaughs, Auman has been “aggressive” with Jason for the past few years, citing a past incident in which he “slammed his fist down” and “got in [Stombaugh’s] face” at a council meeting the bar owner attended for well and septic issues.

“This guy has been at my throat for 2 years, and it’s been constant,” Stombaugh said. “He holds me to an extreme standard, and we’ve gone

above and beyond. I’ve been inspected for my kitchen four times this year when it only requires two.”

Technically, Sledgehammer’s has been open illegally since July 17, when Auman issued the closure order for what the Stombaughs said was a kitchen issue.

Their attorney has advised them to stay open, they said, adding that they reached out to the county for guidance on the matter, but haven’t heard back.

The bar has been open only on weekends in recent weeks because of the pandemic, and they spend weekdays cleaning, Melissa Stombaugh said.

In addition, the Ogle County Board plans to vote on a county noise ordinance at next month’s meeting after multiple complaints were made against the bar since it reopened May 29.

“The current county noise ordinance only deals with barking dogs,”

VanVickle said. “It’s loud and vulgar music. People can’t enjoy their property. I have an issue with that.

And it’s not just in that area. We’re getting complaints from across the river.”

Without a noise ordinance, though, there isn’t much the Sheriff ’s Office can do besides take the complaints, advise Sledgehammer’s of them and put them on file.

VanVickle said the focus of his office is to get a permanent solution.

“The conversations have been, we advise them of the complaint and then we leave and continue to get them,” VanVickle said. “The music is extremely loud. It’s not right.

“I was 1,300 feet away from it the other day and I don’t think you could have a normal conversation even at that distance.”

The Stombaughs say that they’ve been trying to be compliant by cutting bands off at 10 p.m. and abiding by “state ordinance rules.”

“Actually having a noise ordinance in place would help us more than it would hurt us,” Jason Stombaugh said. “This is a commercially zoned property. We have different standards. It would allow us to continue to operate without the consistent harassment.”

Deputies have been to the bar about complaints on most, if not every day of every weekend since they’ve reopened, he said.

Sheriff ’s vehicles also sit near the bar on state Route 2, deterring customers, Melissa Stombaugh said.

“I believe we’ve lost revenue due to that,” she said.

“It’s stressful for people to see the cops. We always have Ogle County on one end and Oregon Police on the other. That’s a deterrent for business.”

RIVER SEARCH No body found in Dixon after river search July 29

Multiple area fire department water rescue crews searched near Page Park in Dixon on July 29 after a report of a possible body in the Rock River, but no body was found.

Dixon Rural firefighters were conducting boat training just southwest of Page Park on the south side of the river when their sonar detected an object resembling a body on the bottom of the river, Chief Ryan Buskohl said in a news release.

Dixon City Fire Department was notified shortly after 4 p.m., responded

with its boat, and requested divers from the Ogle County dive team. They found the object, which was not a body, and called off the effort around 8:30 p.m., the release said.

Dixon City, Dixon Rural, Oregon, Rochelle and Byron fire departments responded.

The search for the body of fisherman Kent Dearborn Jr., 33, of Polo is ongoing. Dearborn and James Swift, 64, of Forreston, went missing when their boat capsized below the Oregon dam on Nov. 20.

Swift’s body was found near the Dixon dam on Jan. 3.

Questions still abound about COVID-19 & sports A

fter a 3-month furlough from the newspaper, permission was granted for me to return to doing a column.

A much-awaited announcement came from the IHSA on Aug. 29, giving a green light for high schools to proceed with sports, albeit with different seasons and limitations.

Without getting into the many-layered specifics, credit to the IHSA for coming up with a plan.

It is odd, unfamiliar and restrictive, but sure beats a complete shutout.

It was on March 12, the day before the boys 1A/2A state basketball championships, that the plug was pulled on prep sports.

At the time, I wrote that it seemed like an extreme measure by the IHSA, contending that it was a fear-based decision.

After having a few months to reflect on this, I haven’t changed my opinion much. We are trying to control something (virus) that can’t be controlled.

Even with a 100-page manual on behavior dos and don’ts, major league baseball’s season is in jeopardy. Basketball and hockey are in so-called

“bubbles”.

When I think of a bubble, a Seinfeld episode that had an actual boy in a bubble is what comes to mind, not an artificial environment for pampered athletes.

Pro and college football envision playing games, because isn’t it their manly right as America’s number one sport?

Though the IHSA pushed football to the spring, there are several nearby states playing this fall.

Who’s right and who’s wrong in all this madness?

Nobody, because as previously stated – we’re trying to control something we can’t control.

I think I am just as confused as to the severity

of COVID-19 now, as I was in March when the plan was to hunker down for a few weeks until this all blew over, as the bell curve was showing.

Wasn’t the heat of summer also supposed to tamper the virus down, as experts said?

I recall the IHSA even stating they hoped to resume spring sports on May 1, which would have been the day schools could start up again.

But, on April 17, the announcement came that schools would close the remainder of the year and sports were finished. In a symbolic gesture later that evening, athletic fields all over Illinois were lit up.

A person couldn’t even get out of their vehicle, as police patrolled the parking lots.

Looking out over Landers-Loomis Field that Friday, there was a sense of helplessness.

It was more like being at a funeral.

To be confined to our homes was bad enough, but to not have the freedom to step outside a car into the same environment where so many sporting memories have taken place acerbated a feeling of helplessness.

Area coaches grateful for any kind of season

BY ERIC INGLES Shaw Media If these were normal times, Lucas Healy would be a couple of weeks away from starting soccer practice.

These are not normal times. These are the days of pandemic, when everything has been upended and, instead of preparing for the next soccer season in the heat of August, he and the Dixon Dukes will be preparing in what might be the snowy, blustery days of late February.

“It will add to the fun of it, but I’m sure it will hurt the day after,” Healy said.

For football and volleyball players as well, the wait for next season will be longer than they thought, as those sports now are pushed to the spring.

Golden Warriors volleyball coach Dale Dykeman is thankful there will be a season, even if it has to wait.

“We just want a chance,” Dykeman said. “We just want to go out and play and do that. If we have to play in late winter and early spring, that’s when we’ll play. These kids are competitors. You tell them when to compete, they’re going to show up and compete.”

Forreston football coach Kyle Zick also is thankful that there will be a season.

“That alone is great,” Zick said.

“I think it will bring challenges, but looking at the alternative, I think all coaches in the area will be fine with playing in perhaps cold weather to start, maybe a lot of snow. That’s a better option than not playing at all.”

The IHSA would not commit 100% to there being a state tournament, although the association said it would do everything it could to schedule one on a sport-by-sport basis.

For some athletic directors, there still are unanswered questions.

“The two sports, cross country and golf, I told them ‘You’re on, you can just keep going.’ What they’ve been doing, they can continue to do within the restrictions and guidelines,” Rock Falls athletic director Rich Montgomery said.

“I told the other coaches, they should probably just shut down and then after Labor Day, which is the next time we can start contact days, by then we’ll have clarification on what can take place.”

There even are questions remaining about what exactly a spring football season might look like.

Jared Shaner said. “So obviously there’s still some question marks there that I know will be answered in time. Will those all be conference games? Will they be district-format games? Are we responsible for scheduling them? Will the IHSA do it?”

Shaner also pointed out that in a lot of the traditional spring sports, teams are lucky to get outside a few times a week early in the season, when the snow lingers and games and practices can get rained or snowed out. That is what football and boys soccer teams will face in spring 2021.

That makes Sterling AD Greg King thankful for the turf field at Roscoe Eades Stadium, and Newman AD Mike Papoccia thankful for its indoor multipurpose gym.

“I know what spring softball and baseball’s about. You’re lucky if you go 2 days in a week without rain,” Papoccia said. “It’s going to make it interesting.”

Should things go back to normal for the 2021-22 school year, that leaves football players wrapping up one season in May, attending summer camps and 7-on-7 competitions in July, and heading back onto the field for the next season just months after wrapping up the last one.

“It’s going to be different,” Zick said. “I have no concept of what strain that’s going to put on kids, the community, coaches, coaches’ wives. You’re going to go straight

through, because you’re still going to do the spring [sports] seasons in the summer, and so it is going to be different. … But if that’s the dilemma we’re facing in June, that’s a good problem to have, because it means we got to play football.”

Some fall sports are on as scheduled, although coaches and athletes in golf, cross country, girls swimming and girls tennis will have to adapt to some changes. It is likely that some of the larger meets will have to be dropped from the schedule.

“Right now, I would doubt we would have any big invites,” Montgomery said. “Everything’s going to be, for cross country it will be duals at best.”

The limitations on larger events could extend into the winter sports.

Bigger wrestling invitationals might not be possible, and the major holiday tournaments in basketball might be off.

Schedules also are going to need to be rethought, with some of the longer nonconference road trips having to be called off and athletic directors having to reconfigure things.

For a lot of teams, the restrictions will mean some changes in who they play in other ways as well.

Sterling’s volleyball team was planning a trip to a high-level tournament in Nebraska as well as a trip to Pleasant Valley in Iowa.

That trip is also off.

Ogle County residents can look to the skies this Friday night over Oregon to get their fireworks fix.

The Oregon Park District is hosting its annual fireworks show Friday, Aug. 7 at approximately 9 p.m. at Oregon Park East.

The event has been held at Oregon Park West in past years.

Fireworks will be launched from the lower edge of the park over the Rock River.

“The location will provide the greatest opportunity for people to see the fireworks from many locations in the downtown area and practice social distancing,” park district officials said in a press release.

Park East will not be accessible to the public by vehicular or pedestrian traffic. River Road will also be closed during the fireworks show.

“The park district’s goal is to bring this annual event to as many members of our community as possible

while keeping our community safe and socially distanced,” the release said. “A rain date for the fireworks show is scheduled for Saturday, Aug. 8.”

The park district is currently working with the Oregon Fire Department, City of Oregon and IDOT to finalize the details.

“Park East will remain closed to all spectators, but we encourage patrons to view from their vehicles and practice proper social distancing at all times,” the release said.

“OPD has provided the community with a fireworks show since we celebrated our 50th anniversary several years ago, but due to COVID19 we were forced to change gears,” Erin Folk, the park district’s executive director said. “The district has had to make many sacrifices and limit programming because of COVID-19. Sheriff ’s department boat starts river patrols New boat will be used for enforcement as well as water rescues

BY JEFF HELFRICH ​​​​​​​jhelfrich@oglecountynews.com The 4th of July marked the Ogle County Sheriff ’s Office’s first time patrolling the Rock River with its new boat that was purchased in recent months.

Deputies have been out patrolling on weekends, some on multiple days.

Training with the Illinois Department of Natural Resources was completed in June.

“It’s been a good project and we helped a number of boaters get off the river that have had trouble,” Ogle County Sheriff Brian VanVickle said. “It’s been well worth it.”

On the 4th of July weekend, VanVickle said deputies helped four stranded people get a ride back to their trailer. One boat was drifting down the river close to the dam and was given a tow back to safety.

No citations have been written by the deputies on the water yet.

VanVickle said earlier this summer that traffic on the river was

fic,” VanVickle said. “We just want to make sure everyone is safe. Traffic is still significant. I don’t think that’ll change with the weather being nice and everyone wanting to get out.”

Paint, oil, antifreeze can be recycled on Aug. 15 Event will be held from 8 a.m. to noon for county residents The Ogle County Solid Waste Management Department (OCSWMD) will host a recycling event for household latex paint and used oil and antifreeze on Saturday, Aug. 15, from 8 a.m. to 12 p.m. at the Pines Road Annex located at 909 Pines Road in Oregon.

This event is for Ogle County residents only.

“Illinois Recovery Group (IRG) will be on hand with their vacuum truck to collect used motor oil and antifreeze,” said OCSWMD Director Steve Rypkema. “Used oil filters will also be accepted for recycling.

Residents will be able to bring up to 200 gallons of used motor oil to the event.

For quantities greater than 200 gallons residents should call Rypke-

man for more information.

“Small containers as well as oil drums may be brought to the event,” he said. “Oil containers will be returned for either re-use or proper disposal. No mixed automotive fluids, cooking oil, fuel, tires, or other household hazardous waste will be accepted.”

Latex paint will also be collected for recycling through EarthPaint.

Residents may bring up to 10 containers of liquid latex paint in for recycling.

The cost for recycling is $2 per gallon container, quart containers are $1 each, and $6 for each five gallon container of paint.

“The remainder of the cost to recycle the paint will be subsidized by the OCSWMD,” Rypkema said.

“Residents may bring more than 10 containers, but will pay the full price for additional containers over 10.”

Full recycling cost for gallon containers is $5 each, quarts are $2.50 each, and $12 for each five gallon

container of paint. Payment may be made via cash, credit/ debit card, or check payable to EarthPaint.

Dried up or hardened paint will not be accepted, only liquid latex paint. No oil-based paints, stains, varnishes, paint thinners, or other household hazardous waste will be accepted.

“Paint must be in original containers, please do not bulk paint together as the mingled paint cannot be recycled properly,” he said.

Due to the COVID-19 pandemic and for the protection of workers

and residents, the following guidelines have been put in place by the OCSWMD for this recycling event: • All residents attending the event must stay in their vehicles at all times with the windows closed, or wear an appropriate face mask if windows are open.

• Residents are to show their acceptable Ogle County identification (driver’s license, voter registration card, or recent utility bill) to county staff through vehicle window.

• Latex paint cans and/ or containers of used motor oil and antifreeze must be loaded into trunk, truck bed, trailer, or rear of a van or SUV, and easily accessible to county staff to remove.

• This event is limited to liquid latex paint in the original containers (no bulking of paint) and used motor oil, antifreeze, and used oil filters. No other types of material will be accepted at this event.

“All of these changes were necessary to insure the safety of our staff and workers at these events,” stated OCSWMD Director Steve Rypkema.

“We had over 350 cars at each of our last two collection events and we just couldn’t keep up with that many cars and the volume of TVs and other electronics people are bringing in. People were lined up an hour before we began, so we struggled to catch up. We are hoping these changes will result in safer, more efficient events.”

The Illinois Consumer Electronics Recycling Act limits the number of electronic items accepted up to 7, however, the OCSWMD will

now only allow up to 5 items to be brought in for recycling.

Accepted electronic items which are counted each as one item include all televisions, computer monitors, computer towers, laptop computers, printers, FAX machines, scanners, electric typewriters, DVD/VCR players, cable or satellite receivers, stereo equipment, video game consoles, and microwave ovens, which are $5 per microwave.

Smaller items such as computer cables, e-mice, keyboards, tablets, cell phones, home phones, calculators, digital clocks, rechargeable batteries, CFL bulbs and printer cartridges may be bulked together and will count as one (1) item in the total of five accepted items.

Please check with the OCSWMD to verify what items are accepted and what is not accepted if you are unsure.

Rypkema commends residents for their recycling efforts, but said changes are needed due to record

turnouts, long lines of vehicles on the roadway, and limitations of county resources to handle increasing volumes of electronics the last two months.

“We are happy that people want to recycle so much, but with our limited staff and workers, COVID-19 restrictions, and the large numbers of people attending the event, we had to change the way we run the event. It’s about safety, and we that hope people understand and adapt to the new ways of participating in these events,” said Rypkema.

In response to overwhelming attendance and volumes of electronics received at recent recycling events, the Ogle County Solid Waste Management Department (OCSWMD) is implementing some changes in the procedures to attend these events.

The next electronics recycling event and subsequent events will now have a limit of 250 county households, will require pre-registration, and will have a strict limit of 5 items per household.

These changes are to insure the safety of workers and participants at the events and to reduce the wait times for those attending.

The next residential electronics recycling event will be held on Friday, Aug. 28, from 9 a.m. to 4 p.m. at the County Annex Building at 909 Pines Road in Oregon.

The parking lot will open at 9 a.m. for residential electronic recycling.

OCSWMD staff requests that people do not arrive early.

To register for this event call or email the OCSWMD by noon on Aug. 26 (or the Wednesday before the event) to request a free Electronics Recycling Permit.

Information needed when you call will be your name, address, town, and email.

Requests received after this time or when the 250 permit limit has been filled, will have the option to be registered for the next monthly event. A permit will be emailed or sent by mail to each approved household.

Permits are limited to one residential address per month, and are valid for one specific event. Registration will be limited to Ogle County residents only, and addresses and identification will be verified.

Participants must show their permit and identification with proof of Ogle County residency when they arrive at the event.

OBITUARIES KATHERINE BARNEY LEAF RIVER – Katherine Barney, 92, passed away of natural causes on Saturday, August 1, 2020 in Marshfield, Wisconsin, surrounded by her loving family members.

Katherine was born on March 3, 1928 in Casey, the daughter of Charles & Virginia (Garner) Robinson. She graduated from Milton High School, Milton. Katherine married Leo Barney Jr. on July 5, 1958 in Rockford, for 57 years and he preceded her in death on Jan. 29, 2015.

Katherine worked at Leaf River Telephone Company for 57 years, from 1953

GILBERT G. DEWITT CHANA – Gilbert G. DeWitt, 97, died Thursday, July 30, 2020, at his home near Chana.

He was born Nov. 9, 1922 near Mill Creek, the son of James and Murray (Miller) DeWitt.

He graduated from Tamms Community High School in 1940. He married Hazel M. Mowery on Nov. 12, 1944 in Blytheville, Arkansas. Hazel preceded him in 2011.

ERMA R. DUITSMAN FORRESTON – Erma Ruth Duitsman, 93, a lifetime resident of Forreston, passed away in her home of 73 years Tuesday, July 27, 2020.

She was the daughter of John and Margaret (Korf) Schmitt and was born Jan. 10, 1927 in Stephenson County.

She attended the one room Forreston White Oak School before graduating from Forreston High School in 1944.

Erma and Robert “Bob” Duitsman met at Forreston Grove Presbyterian Church, and were married there May 18, 1946.

They had two daughters, and together

to 2010, serving as the president and CEO until her forced leave.

She also worked for Highway Trailer, Parker Pen and Wisconsin Telephone Company (The Bell Company), and started with her husband the first laundromat and Antique & Collectables in Leaf River.

Katherine lived a full life, enjoying traveling with her husband all over the US, loved Leo’s Navy ship reunions, playing piano, spending time on the lake at

Hazelhurst/ Minocqua, Wisconsin, collecting antiques, and most of all, being with friends and family.

Katherine is survived by her children, Diane Barney, Dodgeville, Wisconsin and Gene (Laura Stevens) Barney, Rockford; grandchildren, Ashli (Nick) Horneij and Colton Barney, both of Rockford; sister-in- law, Sally Robinson, Roscoe; many nieces and nephews; and many friends.

Katherine in her own words wrote to her eldest estranged daughter Maxine, “Nothing seems to make you happy.

Especially since you said I wasn’t much of a mother to you and now in my death I

am no longer.”

She is preceded in death by her parents; husband, Leo; brother, Max Robinson; and brother and sister-in-law, David and Grace Barney.

Funeral services will be held on Friday, Aug. 7, at 11 a.m. in Finch Funeral Home, 405 East Hitt, Mt. Morris, with Rev. Frank Lay officiating. Burial will be in Willwood Burial Park, Rockford. Visitation will be Friday, Aug. 7, from 9:30 a.m. until service time in Finch Funeral Home.

Gilbert farmed for many years, he also worked as a maintenance person for the Nachusa Lutheran Home for Children and then retired after over 20 years working in the maintenance Dept. from Eaton Corporation of Rochelle. He was a member of the Emmanuel Lutheran Church at Paynes Point.

During his spare time, Gilbert loved to go camping, attend to is vegetable and flower garden, and ride his motorcycle with his brother Carl having traveled throughout most of the United States.

He was predeceased by his parents; wife, Hazel; two brothers, Carl and Wayne; and an infant sister, Marie.

He is survived by his three children, Gareld “Jerry” (Jackie) DeWitt of Oregon, Ken (Sharon) DeWitt of Granville, Diane (Greg) Hodge of Anchorage, Alaska; three grandchildren, Gary (Chris) DeWitt, Tim (Sai) DeWitt, and Carolyn (Ian)

Her ability to create was obvious through her cooking, baking, sewing,

floral arranging, rubber-stamping, and crafting.

Friends of all ages and family were a great part of her life. She deeply loved her family, attending grandchildren’s events and rocking those great-grandchildren. Her legacy of love has created a lasting impact for family and friends.

She is survived by her daughter, Diane Duitsman of Forreston; son-in-law Allan Gravenstein of Shannon; three grandchildren, Jennifer (Jim) Ruzicka of Kildeer, Amy (Ron) Cahill of Winfield, and Jeremy (Janesa) Gravenstein of Forreston; and five great-grandsons, Jonathan and Jacob Ruzicka, Connor and Nicholas

Cahill, and Rhett Gravenstein.

Preceding her in death were her husband, Bob (1999); daughter, Carol Gravenstein (1998), her parents Margaret (1951) and John (1966); brother, Melvin Schmitt (1981); and sister, Pauline Krum (2005).

Graveside services were Tuesday, Aug. 4 at the Forreston Grove Cemetery.

July 22 Genevieve I. Wurster, 50, of Stillman Valley, was issued a citation at 1:59 p.m. for speeding, 55 mph in a 30 mph zone.

Mt. Morris woman charged with sexual abuse A Mt. Morris woman was arrested July 29 for having an inappropriate sexual relationship between a 14-year-old male.

Oregon police made the arrest after receiving a report of an incident that had taken place over approximately three months.

“On July 29, after an investigation conducted by the Oregon Police Department, Courtney F. Carpenter, 22, of Mt. Morris, was arrested for the offense of aggravated criminal sexual abuse, a Class 2 felony,” police said in a press release.

Carpenter was taken into custody at the Oregon Police Department and transported to the Ogle County Jail pending a court appearance.

July 29 Dustin Smith, 40, of Rockford was issued citations at 6:09 a.m. for driving while license suspended and operating an uninsured vehicle after deputies responded to the 7,000 block of North Kishwaukee Road in reference to a suspicious vehicle. Deputies located the vehicle in the 7,000 block of North Winding Oak Lane. Smith was released on an I-Bond to appear in court at a later date.

Michael Huenefeld, 42, of Freeport was arrested at 7:01 p.m. for driving while license suspended and on an outstanding Stephenson County warrant after deputies initiated a traffic stop near the intersection of Freeport Road and James Road.

July 30 Kelsy Hohenstein, 26, of Lindenwood was arrested at 12:53 p.m. for driving while license suspended, leaving the scene of an accident and no insurance after deputies responded to the 7,000 block of North Illinois 251 in reference to a four-vehicle accident. Hohenstein was given an I-bond for her citations.

Shanya Koehler, 22, of Rockford was arrested at 5:42 p.m. for driving while license suspended after deputies initi-

ated a traffic stop in the 7,000 block of South Lowell Park Road. Koehler was given an individual bond and released from the scene with a future court date.

July 31 Heather Giger, 28, of Rockford was arrested for a possession of drug paraphernalia warrant. Giger’s bond was set at $3,000/10% pending a court appearance.

Jose Gutierrez-Hernandez, 35, of Aurora was arrested at 6:38 p.m. for driving while license revoked after deputies conducted a traffic stop on a vehicle on Interstate 39 at mile marker 102. Gutierrez-Hernandez was also issued a citation for improper lane usage. Gutierrez-Hernandez was transported to the Ogle County Jail and held in lieu of bond.

Jonathan R. Leverton, 27, of Monroe, Wisconsin was arrested at 2:10 p.m. for driving while under the influence of drugs, driving while license revoked and numerous other charges after deputies responded to a one vehicle accident in the 8,300 block of North Illinois 251.

While en route, witnesses report the offending car had left the scene and it was reported the only occupant was injured. The vehicle was located and stopped near the intersection of Illinois 251 and Illinois 72. Leverton was transported to Swedish American by New Milford Ambulance. He was arrested at the

hospital and released with a September court date.

Aug. 1 At 3 p.m. deputies responded to the railroad crossing in Chana in regards to a motorcycle accident involving a truck.

Upon arrival it was determined that Brian L. Balch, 43, of rural Chana was southbound on Chana Road in his work truck.

Balch struck the rear of a motorcycle driven by Thomas Thompson, 76, of Rochelle. Thompson was taken to the Rochelle Hospital for treatment. Balch was not injured. Balch was cited for failing to reduce his speed to avoid an accident and Thompson was cited for violation of classification (no Class M).

Aug. 2 At approximately 6:41 a.m. deputies along with the Oregon Fire Department responded to a vehicle versus pedestrian accident in the 3,900 block of South Ridge Road. The pedestrian was transported to Mercy Hospital for his injuries. This accident remains under investigation.

Aug. 3 Bambi L. Blanco, 53, of Davis Junction was arrested at 4:54 p.m. for driving while under the influence of alcohol after deputies responded to Illinois 64 east of Oregon for a report of a driver

traveling in the center of the roadway.

Deputies located the vehicle at Illinois 64 and German Church Road. Blanco was transported to the Ogle County Jail and held in lieu of bond.

Chad Chojnacki-Puffer, 25, of Sycamore was arrested at 9:17 p.m. for driving while under the influence of alcohol after deputies responded to Illinois 64 and Grandview for a single motorcycle crash.

During the investigation it was learned that Chojnacki-Puffer was traveling east on his 2014 Harley Davidson when he failed to negotiate a curve causing him to lose control of the motorcycle and enter the south ditch.

Chojnacki-Puffer sustained minor injuries and was transported to KSB Hospital

by Oregon Fire. He was released at KSB on an I-Bond and will appear in court on Aug. 9 at 9 a.m.

Deputies were assisted on scene by Oregon Fire. The crash remains under investigation.

Rebecca Gray, 41, of Dixon was arrested at 4:55 p.m. for driving while license suspended after deputies performed a traffic stop at the intersection of Illinois 2 and Canal Street in Grand Detour. Gray was later released on an I-Bond and also issued a citation for no valid registration.

A 23-year-old Rochelle man charged with predatory criminal sexual assault in 2019 was arrested July 30 in Columbia, Mississippi on an Ogle County warrant, the sheriff’s office said.

Rocky D. Lara, 23, still was in Marion County Jail, awaiting extradition to Ogle County.

His bond is set at $250,000.

The sheriff’s office received information Wednesday that Lara was living in Columbia; police there made the arrest.

No further information was available.
