The Ogle County Board agreed Tuesday to appointment IT Manager Larry Callant to its 911 ETS Board and Planning Commission.

Thomas K. Smith, (Rochelle) took issue with the appointment of Callant to both boards and requested a roll call vote instead of a usual consent agenda grouping.

“Larry Callant is a department head,” Smith said. “I think we need to reconsider. I’m not comfortable having a department head on a board we work with that closely. If the county wants something and the public wants something else, who does he side with?”

Susie Corbitt (Polo) disagreed with Smith and said Callant was “responsive” and did “impressive work” in their time together on the GIS committee.

Corbitt said county board member,

Marty Typer (Stillman Valley) and Ogle County Sheriff Brian VanVickle also serve on the 911 ETS Board.

“As far as conflicts, Marty Typer is on 911 and votes and so is Brian VanVickle.

Neither get any money from 911. I was on the interview committee and I feel Larry was most qualified,” Corbitt said.

Callant was voted onto the 911 board by a 19-5 vote and on to the planning commission by a 23-2 vote.

New Board Member The board unanimously appointed Jeffrey Billeter (Byron) to a vacancy in Dis-

Rolling said 4,000 man hours were put into the project last month, bringing it to 72,000 total.

The project stands at 51 percent of its allowances, 28 percent of its contingency funds and has extended 72 percent of its budget.

Rolling said his team is working on managing delays with receiving metal panels for the outside of the building that were delayed from mid-June until early to mid-Aug. “We don’t anticipate major problems from that,” Rolling said.

Next Meeting Board Chairman John Finfrock (Mt. Morris) said it’s possible the board could meet in person at its next meeting on July 21 if the state moves ahead to the next phase of its reopening plan.

OHS drive-in graduation to offer mix of old tradition, new pandemic rules Event slated for Friday, June 19 at 8:30 p.m. in Blackhawk Center lot The Oregon Community Unit School District will conduct a “Drive-In” Graduation Ceremony on Friday, June 19,beginning at 8:30 p.m. in the parking lot of Blackhawk Center, 1101 Jefferson Street, Oregon.

The drive-in graduation will include traditional aspects such as a stage, lights, music and student speeches.

Graduating seniors will have the opportunity to walk across the stage while following all social distancing guidelines.

When they arrive at Blackhawk Center, students will receive one assigned

parking spot for themselves and immediate family members.

Families are asked to remain in their vehicles during the duration of the ceremony.

Families will drive students to the stage where students will get out of their cars, walk across the stage one by one maintaining social distancing, and return to their cars to observe the remainder of the ceremony.

Student speeches will be shown on a projector at dusk.

“Our students expressed a strong preference for waiting to have graduation in-person and together as a class one last time,” said Superintendent Tom Mahoney. “The school district is prepared to make the drive-in graduation ceremony happen in the safest way possible.”

Polo’s Young starts new lawn, landscape business Business is booming at new location in his hometown, Polo

BY CODY CUTTER ccutter@saukvalley.com It’s not just his name: Justin Young, owner of Applewood Lawn and Landscape, is only a year removed from Polo High School, a business he started as an underclassman.

He’s come a long way since and recently moved out of his parents’ garage and into a 6,000-square-foot building he bought in the South Division business corridor.

“I’m very blessed,” he said. “It’s a great opportunity, and I’m glad that now we can actually put everything into one location, where before we were kind of bouncing around all over the place.”

Young bought the building at 915 S. Division last month, and his arsenal of Exmark mowers and Case skid loaders have been buzzing in and out quite a bit lately, now that grass is growing high.

While several businesses are feeling the pinch of the coronavirus economy, Applewood is not. Young gets as many as five calls each day,

“We’re swamped all of the time,” he said.

Young knew a thing or two about business early in high school, but it wasn’t until he enrolled in Whiteside Area Career Center’s Creating Entrepreneurial Opportunities CEO class his junior year that he learned that business was more than just trimming grass.

While his classmates were creating businesses, he started looking to expand his own.

“Networking was a big thing, [and so was] learning the actual business side of the business,” he said. “Anyone can mow a lawn or spread some mulch, but to run a business takes a special breed.”

Now, not only has he added fertilization and larger landscape projects that involve retaining walls and

patios to his repertoire, but he’s also got a crew of four to five people to help him get the work done.

“We try to be a one-stop shop to be able to do everything for people,” Young said. “It’s a lot to learn, but nothing that we can’t do.”

COVID-19: 236 cases reported in Ogle County

BY JEFF HELFRICH jhelfrich@oglecountynews.com The Ogle County Health Department reported two new COVID-19 cases on Tuesday, totaling 236. Recoveries of documented cases stand at 214, with 15 new ones being reported Tuesday.

The OCHD does not release daily reports when there aren’t new confirmed COVID-19 cases. There were no reports last Wednesday, Thursday or Friday.

Dad made a pull-out kitchen for the back of the trailer

Note the little kitchen on the back of the trailer. there was a wide spot. We might even be close to a filling station. In this day and age, you would never even consider something like that.

We always felt safe but there were times when a big truck went by that the tent would flap in the wind.

One time we pitched the tents after dark and we were in a park.

During the night a big storm with lots of rain took place.

I could hear water rushing and felt a tad uneasy. The next morning we found out that we were right next to a small stream that went out of its banks with all the rain.

We also camped right out in the desert and my father had to point out to me that scorpions were not something you would try and collect. I was always interested in little

bugs and small animals. I was told to leave them alone.

Later we arrived at Mesa, Arizona to visit and spend some time with an uncle who was a physician.

My sister Ruby was bitten by a scorpion that happened to get in a bed while we were sleeping in his home.

When she had to have medical help I found out just exactly what my father was talking about.

In Mesa, Arizona we visited orange groves owned by cousins, visited redwood forests in California, and had the experience of pushing the car over a hill in the mountains.

We loved camping in Yosemite National Park and Yellowstone National Park.

In Yellowstone we peaked out of our tent and watched the bears as they attempted to get into our trailer kitchen. They were not successful.

Kenneth and I were not campers with our children. Instead when we went to Yellowstone we stayed in the Old Faithful Lodge and had the luxury of beds.

My children did their camping with my sister, Ruby, who owned and drove a Cortez.

By that time RV equipment was getting quite sophisticated and today, the sky’s the limit. You can really go in style!

But there is something about a tent and cooking over an open fire that needs to be experienced.

In 1945 the Isley family headed for California and I would have just finished sixth grade.

This was a major trip of several weeks and the car was packed full of Isleys. Besides our family of five, my Uncle Hal Isley and his wife Ruth Ann went along.

The car was so full that my brother Ed, age seven, sat on a little camping stool in front of the back door.

Those big vans that we have now, had not yet been designed so we were packed in tight.

My father, O. Glenn Isley, had up graded our RV equipment. We had two tents for this trip and my dad made a small trailer that he pulled behind the car.

The trailer held the two tents, cots, and assorted camping equipment. The back of the trailer had a door that pulled down to make a table.

When you opened this pull down door it revealed a cupboard full of food, dishes, and other assorted things necessary for a trip.

It was like a small kitchen for my mother to prepare food for seven people. She was still in her house dress and apron, but on this trip she had my Aunt Ruth Ann to help her.

I always thought the little kitchen on the back of the trailer was very unique and clever.

We never ate in restaurants and instead had our food right along with us.

Stopping at a restaurant would have been way too expensive and fast food places were still to be invented.

We stayed in parks and many times we camped along the road if

Lincoln, Roosevelt, Hoover stopped in Oregon Editor’s note: Otto Dick, Oregon has researched the people, places and events important in the Oregon area’s history for the Ogle County Historical Society. The following is one of a series of the articles he has written.

BY OTTO DICK Three of our U. S. Presidents have made appearances in or near Oregon.

The first one was Abraham Lincoln who spoke in Oregon Aug. 15, 1856 on the campaign trail for the Republican Presidential hopeful, John Fremont.

This was five years before the Civil War. Lincoln came to Polo the night before the meeting and was the guest of Senator Aplington. There were two speeches that day, the first by John Wentworth who later became mayor of Chicago and then Abraham Lincoln.

The first time Lincoln was near Oregon was during the Black Hawk War in 1832 four years before Oregon was founded. Lincoln arrived at Stillman’s Run the day after the battle. He traveled up the east side of the Rock River riding horseback from Fort Dixon to Stillman Run (Stillman Valley).

Just 20 years after Oregon was founded, Lincoln rode the Illinois Central Railroad to Polo, stayed overnight at Senator Aplington home and rode in a horse drawn vehicle to Oregon.

The Chicago (Democratic Press) wrote “a large crowd gathered at the Court House square then moved to a beautiful grove on the banks of the Rock River. After partaking of a repast prepared by the ladies of Ogle County the people listened to most excellent speeches from Hon. Abe Lincoln and Hon. John Wentworth.”

A boulder marking the location of this event on North Fourth Street was dedicated on Dec. 8, 1904.

The second president to visit Oregon was Franklin Roosevelt.

In July 1932, Governor Franklin Roosevelt of New York gave a campaign speech from the back of his private car at the Oregon Depot. He was a presidential candidate.

Roosevelt’s friend Governor Lowden met him at the depot. Governor Lowden was a Republican and Governor Roosevelt a Democrat. A photograph in the Oregon Newspaper shows Roosevelt addressing the crowd from the back of his car with Lowden standing at his side.

Oregon’s Chloe Gale used this newspaper photo to paint a wonderful painting. At this time Roosevelt used a cane. He contracted polio in 1921.

This painting is on display at the Oregon Depot.

of this campaign stop at the Oregon Depot, R. L. Sharick sent Governor Roosevelt a Western Union message asking if his two sons Chester and Horace could ride with him in his private car from Savanna to Oregon.

Roosevelt’s reply, dated April 19, 1832 to Chester and Horace Sharick, was sent from St. Paul, Minneapolis: “Will be delighted to have you boys with us on our train from Savanna to Oregon.” (Franklin D. Roosevelt) We have a copy of this Western Union message at the depot.

In July of 1932, Roosevelt received the Democratic Nomination for president at the Chicago Stadium. A telegraph message of his nomination is also on display at the depot.

The third President to visit this area was Herbert Hoover after his term in office in 1933.

He visited Frank Lowden at the Sinnissippi Farm and stayed overnight.

Harriet Madlener said her son, age 7, asked Mr. Hoover for an autograph.

“Mr. Hoover replied he would give not one of his autographs, but two, because he understood it took two of his to equal one of Babe Ruth’s.” She A rock marking Lincoln’s speech in 1856, was dedicated in 1904. Oregon BLM march draws nearly 300 people Local man speaks to crowd gathered around courthouse

BY JEFF HELFRICH jhelfrich@oglecountynews.com Oregon’s Erik Walton made sure the hundreds of marchers who took part in a Black Lives Matter march in Oregon on June 12 knew who and what they were marching for.

Walton took the microphone after the peaceful march around the Ogle County Courthouse Square and told the crowd what it is like to be profiled by police for being a black man.

“Growing up, have I been profiled by the police? Yes, I have,” Walton said. “Have I had the police pull a gun on me? Yes, I have. And I wasn’t doing anything wrong. He just said because of how tall I am, that he wasn’t going to wrestle me. He was going to pop two in me.”

More than 300 people gathered for the march at Oregon’s United Methodist Church before marching around the Ogle County Courthouse and back. Almost all of those attending the rally wore face masks.

Marches and protests have swept the country since the death of George Floyd, a black Minneapolis man that was killed while in police custody on Memorial Day. Megan Babler, of Mt. Morris, and Olivia Stafford and Mady Russell, both of Oregon, were the organizers of the march. They didn’t expect the turnout they got, and figured it would just be a gathering of “a few friends.”

“It was overwhelming,” Babler said. “This was beyond anything we could have imagined. It’s just amazing to see people listening and soaking in everything that’s happening.”

men were heard claiming they were there to protect the monument. Some of them embraced marchers as they walked by.

The dissenters did stand blocking a portion of the sidewalk marchers were walking on.

They’d occasionally yell back “all lives matter” and protesters chanted “black lives matter.”

They did stop a man carrying an upside down American flag for a short confrontation before letting him pass.

Scott Shepherd of Grand Detour was the man carrying the flag, and had his meaning of it inscribed on the flag pole.

“This is the international signal for a ship in distress,” Shepherd said. “Many Marines have come up to me and said, ‘That’s exactly how you should be hanging the flag right now.’ I came out to support black Americans.

Because we’re all Americans.”

Another man arrived shortly thereafter and argued briefly with the men at the veteran’s memorial, before Oregon Police Chief Shawn Melville arrived and spoke to them. That was the only police involvement in Friday’s march.

The organizers held a sale to raise money for BLM causes and distributed pamphlets containing information on “what to do after the protest.” The pamphlet gave lists of BLM causes to donate to as well as a reading list, a movie watch list and a list of blackowned businesses near Oregon.

Oregon High School Dean of Students Shannon Cremeens attended the march in an unofficial capacity and helped with the sale. Cremeens said she wanted to support former students who were planning and attending the event.

Cremeens also talked about the school district’s plans to form an equity group.

“It will address issues of equity, celebrating diversity, cultural competency and not just the idea of racism and diversity,” Cremeens said. “How do we celebrate being different? How do we make sure all of our special populations have an equal shot at things?”

After returning to the church, the marchers held a moment of silence for 8:46 in honor of Floyd.

That amount of time symbolizes how long the Minneapolis Police Officer Derek Chauvin kept his knee on Floyd’s neck for before he died.

“If that 8:46 infuriated you, it should have,” Stafford said.

FLAP aids latino farmworkers, landscapers Advocacy group is helping a population that is “invisible”

BY JEFF HELFRICH jhelfrich@oglecountynews.com Alexandra Sossa came to the United States from Colombia nearly 20 years ago.

Around that time, she was at the DMV to get her driver’s license and saw a woman that didn’t speak English getting discriminated against for it. She knew then that she had to get involved to help people like that woman, and herself.

Sossa is now the executive director of the Farmworker & Landscaper Advocacy Project, which has been advocating for Latino workers in Ogle County and 23 other Illinois counties since 1999 through community outreach, education and litigation work.

“It’s a population that’s invisible,” Sossa said. “People need to consider where their food comes from.”

FLAP has recovered more than $4.7 million in back wages and illegal deductions since its inception. Its services come free of charge to clients and are funded by donations from foundations and the public.

Sossa cited violations that impact workers such as illegal deductions, overtime violations, uniform and equipment expenses and discrimination.

“The population is very low income, like $10,000-$14,000 a year,” Sossa said. “They don’t notice the deductions. There’s violations like discrimination if you’re a woman, old, pregnant, or spanish-speaking, Injuries happen and they’re told they don’t have to pay injury damages since they’re not citizens.”

Those on work visas are sometimes not paid for their travel expenses or passports are taken away. FLAP holds informational sessions to help the workers know their rights. More than 16,000 of those presentations have been made, averaging four per day.

The COVID-19 pandemic brought

on more work for Sossa and FLAP. “They don’t have the privilege of working from home,” Sossa said.

“Those in the food industry, they’re the most affected. There’s no proper protection, it’s 14 hours a day and they can’t stay apart. They can’t take days off.”

FLAP averages about 12 calls a day from workers reporting violations or looking for information. When the pandemic started, it was receiving over 100 calls a day from workers wondering about rights and unemployment.

Some workers were asked illegally to buy their own protection equipment. FLAP, in conjunction with the Rochelle Area Community Foundation and local United Way organizations, distributed COVID-19 information and resources.

FLAP also offered and gave $500 cash transfers to supplement lost wages to those that were laid off like restaurant workers.

“They really are invisible,” Sossa said. “We don’t realize how important it is that someone is preparing our food, landscapes and roads. What would happen without them? That’s why they’re essential.”

FLAP is currently looking for two board members in Ogle County. It takes monetary donations and other types including cell phones, paper and water bottles which are distributed to workers on hot summer days.

Dairy industry still trying to survive COVID-19 Area producer’s farm is north of Byron in Winnebago County

Schools and restaurants that were closed due to COVID-19 are just two of the supply chain impacts that have put area dairy farmers in a tight spot.

Brent Pollard runs a dairy farm in rural Winnebago County southwest of Rockford. He has 70 milk cows and 800 acres of cropland and sells grain as well.

“We were getting $13.25 per hundredweight of milk with the situation,” Pollard said. “Most farmers look at $18-19 to break even. We were doing OK before the COVID stuff. It’s going to become more of a

struggle. Dairy farmers have had a bad time since 2014. We thought 2020 would be a great year. It’s been a rough blow to our psychology. Dairy was already in survivBrent Pollard al mode to begin with.”

With restaurants reopening, milk markets have risen back to around $20 per hundredweight. Pollard says he’s lucky that most, if not all of his product goes to a plant in Rockford that produces small portions like gallon jugs, which are still in demand at grocery stores. His smaller farm will survive, he says. Others may not be as lucky.

Other farms were asked in recent months to dump milk due to there being nowhere to send it. Plants that supply milk in larger portions to places like restaurants had to shut down or cut back while they were closed. Ogle County Farm Bureau Manager Ron Kern said he read a in recent months about one farmer that dumped 4,700 gallons a day for two weeks.

“A lot of that is due to packaging,” Kern said. “They can’t switch over from bulk to retail sizing.”

Ogle County has just four dairy farms now, Kern said. Cows need to be milked every day, sometimes 2-3 times a day.

“We’ve lost a lot of dairy farms,” Pollard said. “With reopenings, everything is rebounding back to where we expected at the beginning of the year. We’re still trying to sur-

vive. We’re happy things are looking better. If we get another COVID scare, we realize the prices could drop again. We’re taking everything very cautiously.”

Pollard said he’s helped by the fact that he doesn’t have a lot of extra debt and that his wife works off the farm. He couldn’t imagine having to dump milk after putting so many hours into it. He’s downsized his

“Instead of milking 90 cows, we’re milking 70,” Pollard said. “It’s tough to lose money on every one. Why Ron Kern milk more? Half of our expenses go to just feeding them.”

For the farming industry as a whole, during the month of May corn was off 13 percent. Beans were off eight percent after being decimated recently. Cattle was off 25 percent and hogs were off 30 percent.

“The pandemic is doing a real number on agriculture,” Kern said.

“I would hope when this is all over, people better understand how the food system works.”

There’s also a chance the fire could have been caused by a faulty ventilator fan, Chief David Sawlsville said.

No one was injured; about a dozen fire departments responded.

The large, horizontal warehouse at 19560 E. State Route 38 can hold up to 2 million bushels, but had only 750,000 bushels at the time. By comparison, the more common round

grain elevators hold about 90,000 bushels, Sawlsville said.

Firefighters cut holes in the roof’s metal panels and used thermal energy cameras to find the hot spots, which they then targeted with streams of water that drilled down to the burning kernels, he said.

The good news was that much of it, even the corn the firefighters soaked, could be salvaged and sold, and the roof panels easily replaced, he said.

Once the corn cooled down, FS worked to empty the warehouse and save what it could.

Corn is going for only a few dollars a bushel, but ventilator fans can cost about $25,000 to replace, Sawlsville said.

Wright named All-American for Augustana track Polo native earns honor for indoor track season

BY ERIC INGLES eingles@saukvalley.com Mason Wright was named an All-American, but he doesn’t quite like how it all happened.

The Polo native and Augustana junior is one of three members of the college’s track and field team to receive All-American honors for the indoor season.

Under normal circumstances, All-American honors come with a top-eight finish at the national championships, but thanks to COVID-19, the national championships were wiped out. Wright found his way onto the list thanks to qualifying for the meet that never happened.

“I appreciate this one, but I’m hoping that next year I’ll have the opportunity to get one that means more,” he said.

The national championships were set to begin March 13 in Greensboro, North Carolina, and teams and athletes were there getting in the last few practices when the plug was pulled because of the pandemic.

That wiped out not only the indoor national championships, but also the entire outdoor track season.

“It was heartbreaking,” Wright said. “We had just got done practicing at the venue when we were told we couldn’t compete anymore. My heart really felt bad for the seniors, especially since we had the No. 1 ranked 60-meter [runner Michael Johnson] in the country, getting

“At least I have another year, and hopefully I can earn an All-American status.”

The last meet in which he competed was the conference meet February 29, in which he won the triple jump with a leap of 47 feet, 10.5 inches. He also took sixth in the long job, an event in which he was the conference champion in 2019.

“At St. Ambrose, which is one of our earlier meets, I jumped as far indoors as I have in my career,” he said. “So it looked to be going well,

Wright credited some of that improvement to improved techniques under assistant coach Travon Aldridge, a former Augustana athlete himself who was a senior when Wright was a freshman.

“He helped me out a lot, because he was in the same position I was,” Wright said. “He helped differentiate me between long and triple jump and how to approach both of them.”

He hopes to get back. He already

had one promising shot at placing at nationals slip away, but he will get one more shot in 2021.

Once he gets there, he will still be a reigning All-American, no matter how he got that title.

“I was thrilled,” he said. “I hadn’t heard anything in a month, so I just figured they weren’t going to do All-Americans this year. Then my coach told me on a video conference, and I couldn’t really believe it.”

Once things got called off, he took some time off to relax, but he is back working out now in preparation for his senior season.

Jane was born on June 23, 1931 in Freeport, the daughter of Clarence & Hazel (Bearman) Kielsmeier. Her mother Hazel passed away when Jane was an infant, and Clarence married Ruth Williams, who cared for Jane as her own child.

Jane married Russell F. Dietrich on Oct. 16, 1949 and he preceded her in death on Aug. 2, 2006.

Jane worked in the office copy depart-

ment for Kable Printing Company, and she cleaned many homes in the Mt. Morris area.

She was a member of the Mt. Morris Evangelical Free Church.

Jane loved to crochet, spend time with her family, especially the grandchildren and great-grandchildren.

DARLENE M. LEHNE Darlene M. Lehne, 85, of Freeport, died Sunday, June 14, 2020 at Manor Court in Freeport.

Darlene was born Oct. 30, 1934 in Harper, Illinois, the daughter of Carl and Della (Bocker) Schmidt. She married Robert E. Lehne Nov. 12, 1955 in Mount Sterling, Illinois.

Mr. Lehne passed away Oct. 15, 1996. Darlene worked as a registered nurse for many

Ogle County Sheriff Brian VanVickle reports the following activity June 8 Dale Ulrich, 37, of Rockford, was arrested at 11:03 p.m. for no valid driver’s license after deputies initiated a traffic stop in the 500 block of 1st Avenue in Forreston. Ulrich was released at the scene on an Individual Bond.

June 9 David Williams, 50, of Polo, was arrested for a battery that occurred in Haldane on June 7. Williams was trans-

ported to the Ogle County Jail where he posted bond and was released with a future court date.

At 1:24 p.m. the Ogle County Sheriff’s Office, Stephenson County Sheriff’s Office, German Valley Fire Department, and the German Valley Ambulance responded to a farm tractor vs. car accident with injuries in the 6,000 block of West Montague Road.

A John Deere tractor pulling a hay wagon was traveling westbound on Montague Road attempting to make a left turn into a field entrance when a Lincoln Town Car also traveling westbound

attempted to pass the tractor. The tractor and the Lincoln collided on the south side of the road.

The driver of the car, Gerald R. Diedrich, 83, of Pecatonica, was transported to Freeport Memorial Hospital by the German Valley ambulance with a head injury. The driver of the tractor, Benjamin J. Miller, 34, of German Valley, was uninjured in the accident. The accident remains under investigation.

June 12 Rhonda S. Conderman, 55, of Monroe Center, was arrested on two outstand-

ing Ogle County warrants for forgery and identity Theft. Conderman was unable to post the $10,000 or 10 percent and remained in the Ogle County Jail. Conderman was scheduled to appear in court on June 15 at 1 p.m.

June 13 At 4:02 p.m. Ogle County Sheriff’s Deputies responded to a one-vehicle accident in the 2,500 block of west Oregon Trail Road. After a short investigation it was determined that a 2003 Ford driven by Caleb Reinke, 19, of Oregon was traveling west on Oregon Trail Road in a work zone when he struck a marked bump in the road causing him to lose control and enter the south ditch, where he struck a tree head on.

A juvenile passenger, 16, was transported to a local hospital for minor injuries. Reinke was cited for driving too fast for road conditions and will appear in court on July 31 at 9 a.m. Deputies were assisted on scene by the Mt. Morris and Polo Fire Departments.

Miguel A. Almanza-Robles, 18, of Rockford was arrested at 9:20 p.m. for unlawful possession of cannabis in a vehicle after deputies conducted a traffic stop in the 3,000 block of South Woodlawn Road.

Almanza-Robles was also issued citations for no rear registration light and no insurance. Almanza-Robles was released on scene and will appear in court on July 31 at 9 a.m. Deputies were assisted on

scene by the Illinois State Police.

At approximately 1:03 p.m., deputies responded to a two-vehicle head-on accident with injuries in the 2,000 block of North Illinois 2. Upon arrival, deputies learned a 1999 Chevrolet Silverado driven by Dakota Miller, 18, of Milledgeville was traveling southbound in the 2,000 block of North Illinois 2.

Miller then traveled into the northbound lane before correcting back into his lane of travel. At the same time a 2015 Ford SUV driven by Melvin Cater, 61, of Oregon, was traveling northbound in the 2,000 block of North Illinois 2 when he observed Miller’s vehicle travel into his lane. Cater attempted to swerve to avoid Miller, but they struck head on causing both vehicles to sustain heavy damage.

Cater was later transported to Riverside Hospital in Rockford by Oregon EMS for minor injuries. Cater’s passenger, Julie Cater, 60, of Oregon was transported to Riverside Hospital in Rockford by React Helicopter for non-life threatening injuries.

Miller was transported to St. Anthony’s Hospital in Rockford for non-life threatening injuries by Mt. Morris EMS. Miller was later issued a citation for improper lane usage. The accident remains under investigation.

At approximately 5:51 a.m. deputies

responded to a one vehicle accident at the 1,000 block of South Union Road.

Deputies discovered the vehicle to be unoccupied. After an investigation, deputies learned that Jessy T. Mason, 30, of Carrollton, Texas, was the driver of the vehicle. Mason was issued a citation for driving while license suspended and leaving the scene of a property damage accident. Mason was released on an I-Bond and will appear in court at a later date.

June 14 At approximately 12:07 p.m. deputies responded to the 3,000 block of North River Road in reference to a single motorcycle accident with an injury.

Upon arrival, deputies learned that a Harley Davidson motorcycle driven by Tammy Hyde, 53, of Algonquin, was traveling southbound on River Road when she began to lose control due to steering issues.

Hyde then traveled off of the west side of the shoulder before overturning in the ditch. Hyde was later transported to KSB Hospital by Oregon EMS for nonlife threatening injuries.

Bradley Boyd, 40, of Mt. Morris was arrested at 9:07 p.m. for driving while license suspended after deputies initiated a traffic stop near the intersection of 3rd Street and Main Street in Leaf River.

Boyd was transported to the Ogle County Jail where he was held in lieu of bond.

Illinois Municipal League opposes early release Rita Crundwell stole $54 million and is serving 19 years in jail

BY KATHLEEN A. SCHULTZ kschultz@saukvalley.com ROCKFORD – The Illinois Municipal League is adding its voice to the chorus of those opposed to an early release of the woman who perpetrated the largest municipal theft in U.S. history.

Former Dixon Comptroller Rita Crundwell was sentenced Feb. 14, 2013, to 19 years and 7 months in federal prison for stealing close to $54 million over 20 years from her hometown.

She is seeking an early release from Pekin Federal Correctional Center, citing poor health and a fear of contracting COVID-19.

The letter to U.S. District Court Judge Philip Reinhard, who sentenced her, is signed by IML Executive Director Brad Cole. In it he writes: “Despite monetary recovery from multiple sources, the residents of Dixon will never fully recover the financial losses from this unprecedented betrayal of trust. Neither will the elected and appointed officials from throughout Illinois and our nation who carry an undeserved burden with them from Crundwell’s criminal behavior under the guise of public service.”

Cole called the irony of her request at this time, after the economic hardships she wrought on Dixon, “unmatched.”

“Now, through an economic collapse of possibly never-before-seen proportions, impacting every level of society and government, she seeks compassion over worry for her ‘deteriorating health condition and danger of the COVID-19 pandemic.’

“I am not the least apologetic to state, especially because of this second, current financial storm being weathered by the city of Dixon, that Crundwell fully deserves to complete every last day of her original sentence.

“Indeed, it may be the only thing she ever rightfully earned in her entire life.”

He noted that “this may be the

first, and hopefully will be the last time” the IML ever has weighed in on a criminal sentencing request.

“On behalf of the honest, trustworthy and hardworking elected and appointed officials of every community in Illinois, we request that you deny Crundwell’s attempt to diminish her sentence.”

The letter is dated May 12, 4 days before Crundwell withdrew her motion for early release to pursue her request through less public administrative means. It was filed and added to the court record Tuesday.

She can refile her request in federal court if she fails to get relief through the four-step Bureau of

Prison’ Administrative Remedy Program.

Crundwell is asking to be released in the wake of Attorney General William Barr’s March 26 memo to the Bureau of Prisons, advising that inmates deemed high risk, based on Centers for Disease Control COVID19 guidelines, be released to home confinement if they meet certain criteria under the federal First Step Act. She is citing health issues that include chronic hypertension, high cholesterol, chronic pain from severe scoliosis, and a pinched sciatic nerve in her lower back, a hip replacement 3 years ago caused by arthritis, and damaged kidneys, and a mass removed from under her arm on April 20.

The city of Dixon also is adamantly opposed to any kind of sentencing relief, and said so in its own letter in early May to Pekin prison Warden Frederick Entzel, to whom Crundwell first made her request on April 22.

“Rita lived a life of luxury while Dixon’s roadways crumbled, public infrastructure was neglected, public safety services were denied necessary funding and city employees took mulitiyear pay freezes,” City Manager Danny Langloss wrote.

“The damage she has done, both financially and psychologically, was and remains unprecedented. Early release of Rita Crundwell would destroy trust and confidence in our great judicial system, send a dangerous message to any public official considering theft, and reignite the rage and anger that our Dixon community has worked so hard to overcome.”

Poopy’s posted that letter, and its attorney’s response, on its Facebook page on June 3. It reads in part: “At no time relevant have any gaming machines ever been in operation on my client’s premises, so for the life of me I’can’t possibly imagine why you would be threatening its licensure.

“Unless your agency has recently been anointed pontiff over public health matters, we find no purpose for your correspondence other than to be another ‘tool’ of intimidation being wielded against the small businesses of Illinois by the executive branch.

“Having said that, our client thanks your agency for it correspondence and respectfully declines to take any action relative thereto, but rather chooses to exercise the liberties and freedoms given to them by God and guaranteed by law.”

The letter goes on to say Poopys’s will take “swift and decisive legal action” should the gaming board take any action against the bar.

The Promenschenkels are represented by Thomas DeVore; he also represents state Rep. Darren Bailey, R-Xenia, and and a handful of other clients with lawsuits across the state who argue that Pritzker lacks state constitutional authority to issue successive 30-day disaster proclamations, which in any event are not laws and therefore cannot be enforced.

The latter certainly seems to be the case: Local authorities – the Savanna Police Department, the Carroll County Sheriff’s Department and the county health department – as well as the Illinois State Police have made it clear that they do not consider it their job to enforce the executive order, that they will not arrest anyone who violates it, and that their position is, conflicts arising from it should be settled in court.

The Mount Carroll couple are not alone in their frustration with the restrictions: According to published reports, in addition to his clients, DeVore has said he’s helping more than 200 businesses that also are defying the order.

Poopy’s continues to serve food and drink to its patrons, hire bands, has opened its grounds to free camping, no coolers, though, you must buy your beverages from Poopy’s.

Spokesmen from the Gaming Board and the Liquor Commission say the

next step in the process would be for either agency to either issue fine, or a revoke or suspend either license, all moves that the Promenschenkels could appeal.

This in the email from Terry Horstman, Liquor Control Commission spokesman: “Also, as laid forth in guidelines provided in part of Phase 3 of Restore Illinois, businesses in violation may also be subject to additional regulations on outdoor dining by units of local government and local health departments.

SAVANNA – It’s pretty obvious: Poopy’s is taking great delight in poking the bear.

Of course, it helps that the bear has no teeth – or at least, seems pretty reluctant to bite.

It’s been 5 weeks since one state agency threatened to shut the biker bar down, and 3 weeks since it got its second cease-and-desist letter from yet another state licensing agency, but the owners appear to have no intent to comply with the restrictions outlined in the state executive order governing COVID-19 safety regulations.

Poopy’s Pub ‘N Grub, a major regional destination for motorcycle enthusiasts, opened for curbside delivery May 1 and, in violation of Gov JB Pritzker’s order, allowed patrons to eat and drink beverages, including beer, “on premises” – in this case, outdoors at tables spaced 10 feet apart.

Five days layer, on May 6, it got a cease-and-desist letter from the Illinois Liquor Commission, which threatened to pull its liquor license if the on-site activity continued.

In response, Poopy’s owners, Kevin and Peggy Promenschenkel, sued Pritzker in Carroll County Court on May 11, then had the case moved to federal court. They claim that, by issuing an order that effectively shuts down their business but gives them no avenue to appeal, Pritzker violated their constitutional right to due process.

They opened up the bar and restaurant entirely on Memorial Day weekend, a week ahead of the June 1 implementation of Phase 3 of the Illinois Reopen plan. Hundreds of bikers and others showed up for the live music, food and drink,most ignoring the state requirement that masks and social distancing be employed.

That drew the attention of the Illinois Gaming Board, which sent its own cease-and-desist letter, dated May 29, threatening to yank the bar’s license for that particular pursuit.

The letter reads in part: “As an establishment licensed by the IGB, you have an ongoing duty to conduct your business in a manner that is not injurious to the public
