For the past 16 years, Dale Carr has climbed into his green-and-yellow John Deere Gator from his wheelchair to navigate rural Union. Until recently, when he was forced to abandon his last means of independent travel. After pulling over Carr in September, Union police told him he no longer could use his all-terrain Gator because of a village crackdown on nonhighway vehicles in town. A furious Carr family now blames a “power-tripping” village trustee who oversees Union’s ordinance committee and a complacent board for its failure to consider permissible exemptions that would legally allow Carr to use the all-terrain vehicle. “Personally, I don’t pull the handicap card,” Carr said. “I don’t say, ‘Give me a break because I’m handicapped,’ but this is one time where I think I can.” Carr has come to cherish his all-terrain Gator, which tops out at 15 mph, after losing the ability to walk in a work accident 27 years ago. His wheelchair sits at a parallel height with the Gator, allowing for level access unmatched by his pickup truck, which requires more effort and the assistance of his timestrapped family. The police warning forced Carr to stay at home, confined to a push wheelchair after using the Gator to complete local errands and even visits to current board members’ homes. With a petition containing 45 signatures – including some from the board members’ relatives – the family made a formal appeal to trustees in October. They wanted a local ordinance that would exempt certain all-terrain vehicles in Union from state law that prohibits any nonhighway vehicle from operating on state, county and local roads. But the village attorney rebuffed the family six months later in a letter that stated the board would not consider crafting a local ordinance because of public safety concerns. Village President Robert Wagner, who declined to comment for this story, and others told Carr that he would have to

Carr now fears that the available alternatives would put his own safety at risk because Union’s sidewalks are disjointed and lack proper curb cuts, the family argues. They have begun researching attorneys for a possible lawsuit. “If they are going to make this an issue, then the town needs to be made accessible or we need to seek legal action,” said his wife, Bonnie Carr. “I’m not doing this anymore.”

Jeopardizing public safety Trustee Larry Beebe, the committee chairman who has angered the Carrs, said that the change in enforcement was made after numerous residents complained that a heightened presence of all-terrain vehicles and golf carts was creating a safety hazard. Beebe couldn’t recall the number of residents who approached the board or the meeting where the enforcement discussion took place, but he clarified that the intent was never to target Carr. “It’s just the responsibility of a board member, regardless

of what committee you are chairing, that if you have a concern in town from residents, you need to act upon it and not ignore it,” Beebe said. “I don’t think that’s power tripping.” Under state law, a local government can decide to permit nonhighway vehicles, such as a Gator, on its local roads if officials determine that the public’s safety isn’t jeopardized. Union’s part-time police department, complete with four officers from Genoa and Marengo, so far has been issuing warnings to the few people they have caught riding all-terrain vehicles in town, said Lt. Ty Lynch, who also serves as Genoa’s police chief. Lynch said he personally has warned two people, one of whom was Carr. “We have been getting complaints of people on these four-wheelers and golf carts and ATVs,” Lynch said. “We’ve been trying to add some enforcement and doing some education.”

Local exemptions The residents at Sun City Huntley are allowed to drive golf carts throughout the retire-

ment community’s roadways and the side streets leading from it to the Regency Square strip mall, Huntley Deputy Police Chief Michael Klunk said. Huntley was one of the first in the state to allow nonhighway vehicles on its local roads. Carr found that 19 other communities, including Holiday Hills, have similar ordinances. The Huntley exemption is restrictive: Residents can’t leave Sun City’s golf club and cross or drive along Route 47 – a state highway. The village could expand the exemptions, Klunk said, but officials would have to ensure the vehicles aren’t crossing over state, county or township roads. But Union officials are unlikely to craft such exemptions, adamant that Carr can use other motorized handicap equipment regardless of Union’s infrastructure needs. The village’s stance has confounded Carr. “You can’t say, ‘Well, you can’t be driving that Gator in this town, and you should be using the handicap means of transportation,’ yet this town is not accessible,” he said.

South Union Roadhouse will feature new menu, nightlife By BRETT ROWLAND browland@shawmedia.com UNION – Donley’s Wild West Steakhouse will be getting a new menu and new name next month. On Aug. 1, it will be renamed South Union Roadhouse. The reconceptualized restaurant, located next to Old West theme park Donley’s Wild West Town, will feature new nightlife offerings with live music, drink specials and a build-your-own bloody mary bar on Sundays. The restaurant, which first opened in 1998, had become listless in recent years, said Kyle Theil, managing partner of South Union Road House and Village Hall Banquets, an adjacent banquet facility. Theil, a 29-year-old whose favorite TV show is “Bar Rescue,” plans to overhaul the

Union Road, Union Phone: 815-923-9000 Website: www.wildwesttown. com restaurant to make it into a place that attracts patrons from the wider region. “[The Donleys] said they were really looking for a new direction as far as the restaurant goes,” Theil said. “It’s been stagnant for a while, busy on and off, but never anything really consistently.” Theil wants to shed the steakhouse image by changing the name of the restaurant and

bringing in new menu items, such as burgers, appetizers, desserts and Western-style craft beers. The decor will get some minor changes, but will retain its southwestern motif. “We want it to be more of a family-oriented, fun atmosphere with a bar side as well,” he said. “We want to be a destination restaurant that you come to and you know you are going to have a great meal and also have a great time.” Additions to the menu include ribs and specials such as beer cheese fondue made with Lone Star Beer. The restaurant is joining Chicago 250, a partnership with their meat distributor to use grass-fed beef raised on pastures within 250 miles of Chicago. South Union Roadhouse plans to make its burgers its signature dish. The bar will get craft beers,

whiskey cocktails, and a full bloody mary bar featuring a variety of vodkas, mixes, and all the fixings, from bacon to shrimp. The bar also will benefit from live music Thursday and Saturday nights from a slate of local and regional bands. “We want to really crank up our nightlife,” Theil said. “We want people to come out for a couple hours, have a good time, watch a great band, and get some of the fantastic drinks that we’re working on.” Theil has been collaborating with chef Andy Wells on additions to the restaurant’s menu. “We’ve really put together a menu that you can’t find at other area restaurants,” he said. “We’ve taken some American classics and really updated them into the modern style. We’re not getting too cra-

zy, but we really think people will like this.” While the restaurant has traditionally attracted families dining out after spending a day at Donley’s Wild West Town, Theil also hopes to foster a unique bar scene that will draw in people from Union, Marengo, Woodstock, Huntley and Crystal Lake. Susan Hagerty, manager of Village Hall Banquets, has worked with Theil and Wells on the new concept. “We have a lot of great things here, but we can be better,” she said. “We are re-inventing ourselves.” A launch party for the reconceptualized restaurant will kick-off at 8 p.m. Aug. 1. It will feature $3 you-call-it drink specials, samples from the new menu, and live music on the patio from Jim and Justin Wojdyla of Modern Day Romeos.

Marengo business ‘on the move’ with fundraiser By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com MARENGO – An entrepreneurial veteran has taken his plans to expand his Marengo apparel business directly to the community, forgoing outside investors and other conventional ways to grow his endeavor. Noah Currier, founder and owner of Oscar Mike, a clothing store along River Road in Marengo, said a community-based donation drive to generate the necessary capital to expand the store’s product line is the ideal move for a small business that prides itself on being all-American made. The former Marine, who served in Iraq in 2003, and his staff had raised as of Thursday more than $48,900 after starting earlier this month a campaign through Kickstarter.com, a crowd-sourcing website that funds creative projects. The donation total would allow Oscar Mike to add a new line of T-shirts, but Currier hopes the business raises $2 million by the campaign’s Aug. 16 end to add a diverse inventory that includes athletic gear, active wear and outdoor equipment. “I don’t know if we will hit that mark or not. If it ended today, I wouldn’t lose sleep over it.” Currier said, noting that other Kickstarter campaigns have generated $1 million. “I’m actually proud of what we accomplished already, but I think we can do a lot more.” Formed on Veterans Day 2011, Oscar Mike initially specialized in military-themed T-shirts. The name Oscar Mike lends itself to military radio jargon meaning “on the move.” The business employs 11 people, eight of whom are veterans. Ten percent of gross sales also goes to the company’s nonprofit arm, the Oscar Mike Foundation, which sends disabled veterans to adaptive sporting events. Eight years later, he and a friend hatched the clothing store idea as a way to support adaptive sporting competitions, with an emphasis on promoting products manufactured in the United States. They used their disability compensation from the U.S. Department of Veterans Affairs to help start the fledgling business, and even received word that the VA would supply them with a $163,000 grant to help buy equipment and inventory. But the company’s desire to have all its products manufactured in America has prevented them from receiving the grant, since the lowest bidders that would supply the inventory and equipment all do business overseas. “Finally, we said, ‘Screw it. Let’s figure out a way to come up with the capital we need in another way,’” Currier said. “That’s why we are using Kickstarter.” The Kickstarter campaign details the different product lines the company could buy under certain donations. At $100,000, Oscar Mike would add active wear. At $1 million, it could distribute running shoes, boots and other footwear. The lowest allowable donation is $1, and donors receive different incentives, like personalized dog tags and T-shirts, for giving certain amounts. “I think locals supporting local businesses starts every business,” Currier said. “That’s the definition of American-made, and the American dream. I don’t think you can do without the community.”
