Partnership wants city to be ‘hub of commercial activity’

By ERIC SCHELKOPF eschelkopf@shawmedia.com ST. CHARLES – Despite the Downtown St. Charles Partnership going through changes in the past year – including relocating to the St. Charles Municipal Building at 2 E. Main St. – the group’s mission hasn’t changed.

“We want the downtown to be a strong, vibrant hub of commercial activity,” St. Charles Partnership Executive Director Lynne Schwartz said Wednesday during the group’s annual meeting.

The partnership hopes to create that vibrancy with a variety of activities, including a new program called STC Live that pairs live entertainment with local businesses.

The program kicked off

As of April 30, the partnership had a surplus of $55,101, according to unaudited figures.

“Revenues are pretty much on target,” said Downtown Partnership Treasurer Chris Woelffer.

New expectations School districts update curriculum to reflect new state standards

By ASHLEY RHODEBECK arhodebeck@shawmedia.com Teachers from every grade level of St. Charles School District 303 are spending much of the week in high school classrooms, working to develop English language arts curriculum that complements the year-end goals for each grade.

It’s a process that will take at least eight six-hour days, but it is one representatives from each school eagerly take on.

“They’re so excited to get to work every day,” Debi Wright, assistant director of curriculum K-12, said. “They do feel a real sense of responsibility to the teachers they’re bringing [the plans] back to.”

St. Charles and other school districts throughout Illinois are working to implement the state’s new standards, which are known as the New Illinois State Learning Standards Incorporating the Common Core.

Illinois adopted the Common Core State Standards in 2010, making it one of 45 states to have done so. The Common Core establishes new standards for math and English language arts; provides consistent learning expectations for students; and provides higher, clearer, deeper real-life learning for college and career.

According to the Illinois State Board of Education, the state-led movement to use common standards makes it more likely that a student moving from one state to another will face similar content and expectations, and graduates will be better able to collaborate and compete with their peers in the global economy.

“We’ve always had learning standards in Illinois and other states,” State Superintendent of Education Christopher A. Koch said in a written statement. “Now as states, we’re offering a similar roadmap with updated benchmarks to reflect the

Illinois last updated its learning standards for English language arts and math in 1997.

Brad Newkirk, chief academic officer for Batavia PSchool District 101, said parents are very engaged with the Common Core Standards.

“I get more questions, I get more comments about Common Core and where the district is at than I have with any

other curriculum initiative,” Newkirk said.

That, he said, is something to celebrate.

“It’s a positive step because we’re partners in education with our parents,” Newkirk said. “In order to have a true partnership, everyone has to know the objectives. It gives us objectives to build our curriculum around. We can say this is the target, and how can we work together to get there?”

That’s the question St. Charles teachers are asking themselves this week.

Michelle Fitzgerald, director of curriculum K-12 at District 303, said teachers are taking the Common Core’s list of standards for English language arts and putting them into meaningful six- and nineweek units based on a theme bringing the Common Core together.

“Teachers see that this is a challenge, but it’s a challenge they can overcome,” said Newkirk, noting Batavia also is doing curriculum work this week.

In addition to outlining specific goals by grade level rather than by grade clusters, the new standards are more rigorous, the District 303 cur-

riculum administrators said.

For example, Fitzgerald said, by the end of eighth grade, students should know linear algebra – a skill they likely would have learned in ninth grade under the old system.

The new standards also are changing the way educators teach, Fitzgerald said. With math, the old thinking was to teach material “a mile wide and an inch deep,” but now the thinking has reversed to “an inch wide and a mile deep,” she said. She noted that could mean more time spent on a skill, such as multiplication.

“When we look at Common Core,” Newkirk said, “it’s more about teaching practices and reforming them to get to the heart of learning.”

Kane OKs $67K to draft plans for gun range

By JONATHAN BILYK jbilyk@shawmedia.com GENEVA – The Kane County Sheriff’s Office will be allowed to proceed on drawing up detailed plans for a firearms training range.

The Kane County Board approved this week a request to spend up to $67,000 to pay architects to create plans for the facility.

Kane County Sheriff Pat Perez has said he would like the new firearms range to be

built at the sheriff’s office at the county jail at the corner of Peck Road and Route 38 in St. Charles Township.

Perez and others at the sheriff’s office have said the new firearms range is needed to give deputies and other sworn officers in the county the time and opportunity to maintain the certifications required by the state for law enforcement officers carrying firearms.

Council announces 3rd Ward alderman

By ASHLEY RHODEBECK ST. CHARLES – The St. Charles City Council is expected Monday to formally approve Todd A. Bancroft as its new 3rd Ward alderman.

If approved, Bancroft will serve the term’s remaining two years. Ray Rogina vacated the seat when he became mayor in May. Thirteen people applied for the City Council seat, and Bancroft – who grew up in St. Charles and has lived in the 3rd Ward for 15 years – was among four finalists.

Rogina said the selection process was difficult because the candidates were all quality people.

Bancroft’s experience at Draper and Kramer Inc. as chief administrative officer, senior vice president and general counsel should benefit the council, the mayor said.

“To have another attorney present, to me, is an asset,” Rogina said.

Bancroft is looking forward to helping shape the city’s future and representing 3rd Ward residents, he said in a written statement.

“I am grateful to the mayor and City Council members for allowing me the opportunity to serve a community that has been so important to me

NORTH AURORA – Music will waft across North Aurora Island Park starting today as the North Aurora River District Alliance presents its second annual Rhythm on the Riverfront summer concert series.

The series will feature local musicians at 6:30 p.m. on the second Thursday of every month through August.

North Aurora Island Park is located just north of the State Street bridge behind North Aurora Village Hall.

The series will kick off today with local act CattleProd!

Raimondo’s Pizza and Pub will sell pizza.

Local band St. Malarkey will perform July 11, with Chicago-based musician Todd Kessler and his band The New Folk closing out the series Aug. 8.

Kessler appeared last year on the music reality show “The Voice.”

The concert series is sponsored by Fox Valley Physician Services and the North Aurora Mothers Club.

The North Aurora Lions Club also provided a donation for the concerts.

Residents are urged to bring their own lawn chairs and blankets to the concerts.

Parking is available at Village Hall and on the park’s south side.

“We had really solid attendance at all three events last year,” said North Aurora Trustee Chris Faber, who is a member of the alliance’s executive board.

“It’s been really well-received. It’s so nice to have something like this in our town.”

Small Shiny Things’ Aug. 9 show last year had to be postponed a week because of rain.

“We still got a real good crowd the next week,” Faber said.

Faber said the concert series is a way for residents to enjoy the park and see the improvements that have been made.

The alliance last year finished a project to build an interactive stream along the village’s riverfront.

The Water Wonders project involved the construction of a 125-foot artificial stream that reuses rainwater collected from the roof of North Aurora Village Hall to display several aquatic ecosystems.

It recently received an award from Naperville-based Conservation Foundation.

“What I am is most proud of is the educational component,” Faber said.

Fine Line to unveil new project

By BRENDA SCHORY bschory@shawmedia.com ST. CHARLES TOWNSHIP – Fine Line Creative Arts Center is getting ready to unveil a new entrance and new address at 37W570 Bolcum Road in St. Charles Township.

The public is invited to celebrate the completion of the project June 21 at the Fine Line center.

The project to create a new address and access has been in the works since 2009, Executive Director Lynn Caldwell said.

“It was very circuitous,” Caldwell said. “You had to turn on Bolcum Road from Randall Road, then go to Crane Road and turn north and take the first left by the Twin Silos.”

Because the arts center is allowed by a special-use zoning permit by Kane County – a business in a residential area – the center could not change how guest artists, instructors and students arrived, which was through a subdivision, Caldwell said.

Caldwell said fundraising is ongoing for the project.

“People will be entering the campus from the south side instead of the north side – a much clearly, more easily accessible entrance,” Caldwell said. “The sliver gave us access to Bolcum Road. We will gate off our Twin Silos entrance.”

Changing the entrance also will allow the center to expand its hours, because it was closed Sundays in deference to its lo-

cation in a subdivision.

“It gives the Fine Line the option to offer weekendlong workshops,” Caldwell said. “It increases the options for classes and workshop scheduling.

These are scheduled throughout the year from professional artists from all over the country and outside the country. It will be nice to do this all weekend.”

Other than a brown directional sign, the center has never had its own sign. Caldwell’s husband, Dan Caldwell, a blacksmithing instructor at the center, will forge a new sign expected to go up by summer, she said.

Fine Line opened as an art gallery in 1979 in a house on James Street in Geneva by the late Sister Denise Kavanagh, who belonged to the School Sisters of St. Francis.

“Sister Denise was at her loom and somebody said, ‘Teach me to weave?’ ” Caldwell said.

The Fine Line moved to its current location in 1986, into a refurbished barn.

Kane County Sheriff’s Lt. Pat Gengler said the incident happened about 8 p.m. in an area near the now

closed Al Capone’s Hideaway.

“That area is shallow enough to walk across,” Gengler said in an email.

“The only person in the car was the driver who got out on his own and was on shore with a wrist injury when we got there.”

Gengler said more information was not immediately available because the report was not yet completed.

ELBURN – Norma M. Crawford, of Elburn, passed from this life to eternal life Monday, June 10, 2013, at Delnor Hospital in Geneva, surrounded by the love and prayers of her family.

Norma was born Sept. 6, 1924, the daughter of Chris and Loretta (Haderer) Axelsen, in Burlington.

She attended local schools until graduating from Burlington High School with the Class of 1942.

On Jan. 7, 1950, she married her first love, Mayne Jensen. They spent the next 39 years making a lifetime of memories before Mayne’s passing Aug. 10, 1989.

Norma was one of the lucky ones who was able to find love yet again. She married her friend of 40 years, Howard Crawford, on Sept.

12, 1990, at St. Gall Catholic Church in Elburn. Howie’s family became hers, and she always treated them as her own. On Jan. 17, 2008, her heart was broken yet again when she lost Howie.

Over the years, Norma lived in Geneva, Elgin and Elburn. Many can remember when she worked at Wyatt Morris’ grocery store in Elburn, which was located on the site which is now Schmidt’s Towne Tap. For many years, she also worked for the Kane County Clerk’s Office in Geneva, where she provided birth and marriage certificates for many couples. She also helped many people while working on the Voter Registration Van. Norma was a devoted member of Bethlehem Lutheran Church in St. Charles.

One of her joys was tending to her yard, always keeping it perfectly cut and totally free of any sticks. Neighbors always laughed when they saw her outside after winter because they knew spring was around the corner. She loved spending time and playing cards with Mary and Rich.

Anyone close to Norma knew that she loved garage sales, always finding gifts for the whole family.

If there were roosters, angels, bunnies, toddler toys or if she found one of her famous sweatshirts, they surely became hers.

There was nothing more special to her than her family and friends. She loved spending time with each of them, never taking any second for granted. Norma especially loved heading out to dinner with them, as it always brightened her spirit because then she would not have to cook. One of her favorites was a fried chicken dinner from Culver’s.

She is survived by her daughters, Susan (Jerry) Black of Geneva and Wendy (Brian) Ellis of Granite City; four grandchildren, Chris (Krista) Black of Glendale, Ariz., Julie (Adam) Nicolai of Lombard, Maggie Kline of Alton and Katie (Oyvind) Barstad of Eidsvoll, Norway; four great-grandsons, Xander and Max Nicolai, and Danny and Ryan Kline; two great-nieces, Rebecca (Norman) Gratz and their children, Haley and Norman, all of Poplar Grove, Jacquelyn (Rob) Allen and their children, Alainna and Sophia, all of Hampshire; and a host of dear friends from the Tri-Cities, Elgin, Hampshire and Elburn.

She was preceded in death by her parents; her sister, Monica (Lloyd) Kiesler; her first husband, Mayne Jensen; and her second husband, Howard Crawford.

A memorial visitation will be at 10 a.m. Friday, June 14, at Conley Funeral Home, 116 W. Pierce St., Elburn. A memorial service celebrating Norma’s life will follow visitation at 11 a.m. at the funeral home. Pastor Chienyu Jade Yi, interim pastor at Bethlehem Lutheran Church in St. Charles, will officiate.

Particle storage ring headed to Fermilab

By ERIC SCHELKOPF eschelkopf@shawmedia.com BATAVIA – On Sunday, a 50-foot-wide, circular electromagnet will begin its 3,200mile land and sea voyage from New York to Fermilab.

The electromagnet will become the centerpiece of a new experiment called Muon g-2, which will study the properties of muons, subatomic particles that live only 2.2 millionths of a second. Its results could open the door to new realms of particle physics.

“It’s not often our neighbors get a ringside seat for something this complex and interesting,” said Chris Polly, Muon g-2 project manager for Fermilab, in a news release.

“We’re excited to get this move underway.”

The ring will leave Long Island and is expected to arrive at the Ozinga Concrete port in Lemont in late July, and then

will travel over three consecutive nights, between 11:30 p.m. and 5 a.m., to Fermilab.

“We will use rolling roadblocks and traffic detours, coordinated by the Illinois State Police,” Fermilab spokesman Andre Salles said. “We are hoping for a minimum of traffic disruption.”

The Muon g-2 team has devised a plan that involves loading the ring onto a specially prepared barge and bringing it down the East Coast, around the tip of Florida and up the Mississippi, Illinois and Des Plaines rivers to Illinois. Once it arrives in late July, the ring will be attached to a truck built just for the move and driven to Fermilab.

Public events also are in the planning stages to celebrate the ring’s arrival at Fermilab.

Geneva has had the agreement since 2008, and it expires June 30.

Aldermen acting as the Committee of the Whole on Monday recommended approval of the agreement, with final action to be taken by the City Council.

Fees in the new contract are lower, officials said, such as a $25 fee for pickup per animal, $10 a day for boarding

Intergovernmental agreement is for one year at minimum, rabies observation cost of $150 for animals under 30 pounds or $175 for animals more than 30 pounds, among other fees.

Earlier charges were $100 for picking up a stray or injured animal, including euthanasia for injured wildlife, according to the fee schedule.

But municipalities will pay pickup and boarding costs for animals involved in evictions, according to the fee schedule.

The city budgeted $600 for the cost of transporting ani-

mals to Kane County.

Police Cmdr. Julie Nash said for the past three years, residents have called in when they find a stray and police come to pick it up.

“Here is my moment to brag about the police department,” Nash said. “We actually have developed protocols to try to offset cost because originally, the cost was $200 per dog. Anytime a dog [was] taken to Kane County, it was $200. So we had to come up with a way to save money because $200 per dog is a lot of

“It’s not about generating revenue but returning the dog to his happy home,” Nash said.

The agreement with Kane County originally was negotiated by the Metro West Council of Governments on behalf of municipalities in the county, including Geneva, officials said.

The new intergovernmental agreement is for one year with the possibility of extending two more one-year extensions, officials said.

Tornado sightings were discounted in the county

By BRENDA SCHORY bschory@shawmedia.com The National Weather Service issued a tornado watch for Kane County and other areas until 11 p.m. Wednesday and a flash flood watch had been issued.

Amy Seeley, a meteorologist with the National Weather Service’s Romeoville office, said a watch means the conditions are favorable for a tornado to occur, not that one has occurred or been seen.

But as of early evening Wednesday, all reports of tornado sightings were discounted, Seeley said.

On Wednesday, the weather service issued a hazardous weather watch for the northern Illinois region including Kane County.

A flood warning and severe thunderstorms with possible tornadoes from 6 through 10 p.m., possibly extending to 11 p.m., also was predicted.

“We have a low pressure system that is moving off into northern Illinois, a warm and muggy air mass that is very unstable,” Seeley said “We are in a flood watch right now, to be followed by showers and thunderstorms developing, large hail and damaging winds.”

Kane County Office of Emergency Management Director Don Bryant said the county was experiencing a lot of rain and high winds, but no real reports of damage.

Bryant said there also was a report of dime-sized hail in Aurora near Copley Hospital.

CAMPTON HILLS – A Campton Hills resident who left her home for about seven hours Saturday returned to find it burglarized, according to a Campton Hills Police Department report.

Although the front door was open, police reported that evidence indicated someone entered the home in the 43W300 block of McDonald Road, Campton Hills, by breaking the rear door glass and crawling through the glass frame.

Contents in the kitchen, dining room and bedroom were disturbed. Garbage was dumped on the floor, but the trash can was missing and likely used to carry stolen property, police reported.

Two pieces of silver were reported missing as well as several items of jewelry, including wedding rings, homemade jewelry and an antique piece of jewelry.

Several red stains that appeared to be dried blood were found in the house, police reported.

The resident didn’t believe she caused the stains because she regularly cleans the home and had not cut herself in “quite a long time,” according to the report.

Police contacted all the local hospitals to determine whether their emergency room recently treated a patient for cuts to the hands, arms and legs.

The hospital told police none of their patients fit that description.

Attracting investment in clean-energy projects BLOOMBERG NEWS Like a fresh wind setting in motion the blades of a giant turbine, a new idea for encouraging the development of clean energy has blown into Congress.

It is to allow renewable-energy companies to form master limited partnerships, a business structure that has long worked to attract investment capital to the oil and gas industry. Legislation in the Senate has support from Republicans and Democrats alike, not to mention the White House. We think it’s a neat idea, too.

A master limited partnership offers the tax advantages of a partnership (the partners pay the taxes, not the corporation) even as its shares are publicly traded like ordinary corporate stock. The limited partners receive quarterly dividends, and these are

typically higher than those paid to corporate shareholders because the business itself pays no taxes.

This means the company can raise money from small investors at a relatively low cost. Master limited partnerships would open a huge new pool of affordable capital for renewable energy.

As things stand, clean-energy businesses have trouble attracting affordable financing.

A large wind-energy company can turn to the “tax-equity” market to leverage its federal production tax credits. However, this market consists of just a handful of enormous companies (think of Google, Chevron, Honda) whose giant tax bills make it possible for them to take advantage of the wind company’s tax credits.

Such investors get returns averaging 8 percent to 9 percent, according to data compiled

by Bloomberg New Energy

Finance.

By tapping into cheaper money from individual investors, renewable-energy companies could raise $3 billion to $6 billion in financing by 2021, according to an analysis by Southern Methodist University. And the companies would pay less for the financing; average dividends paid by master limited partnerships amount to about 6 percent.

MLPs have, since 1981, helped the oil and gas industry raise capital for refineries, pipelines and drilling operations. This market now includes about 120 master limited partnerships, and has a total capitalization of more than $440 billion, according to the National Association of Publicly Traded Partnerships.

To remain competitive in this growing market, the U.S. clean-energy industry needs the investment that MLPs would allow.

Transforming yard into a white-and-blue paradise People often ask me about how I got my job writing for the Kane County Chronicle.

Here’s the story: I wanted to write for the Chronicle because I didn’t think they had enough young voices. I sent in a cover letter about how I wanted to write for the paper and how I thought including young writers would be good for the community.

I also included two pieces so that they were aware that this new writer could, in fact, write. One piece was on how it bothers me when people at my school don’t say the Pledge of Allegiance, and the other was about how much I like gardening.

At the time, I was only a novice gardener. I had taken

This summer, I’ve reapplied myself to keeping my yard in shape. I think it’s partly to distract myself from the horror of having to buy dorm furniture, take placement tests and begin packing for college, and also because I want everything to be perfect for my graduation party. Both of these upcoming events – college and the grad

party – have transformed our yard into a white-and-blue paradise. I can’t think of a lovelier or more time-consuming way to show my Saint Mary’s Belles pride than have every flower represent my school colors. The epitome of my procrasinatory vision will be the letters SMC in white petunias or another annual, spelled out on a blue background of smaller flowers.

For anyone who’s even more of a novice gardener than I used to be, I have a few tips that I totally stole from my mother. Plant hostas as ground covering. They look great, spread great and require minimal effort. Another suggestion of mine (hers) is to plant knockout rosebushes,

her “favorite plant ever, ever, ever.” These also require minimal effort but make it look like someone has been out there every day, delicately tending to the roses. Ours take up nearly four or five feet of space along the fence and are such a shocking pink that I even uploaded a picture of them to Instagram a few days ago. Plus, the color stays for months.

My mother’s suggestions on flower colors are simple – pick one or two theme colors every year and avoid yellow at all costs. From far away, any yellow flower can look like a dandelion invasion.

You can imagine the difficulty our family faced when we had to throw my sister an

Iowa Hawkeyes-themed grad party three years ago.

Not only does working in the yard make it look beautiful but it also helps me spend time with my mother and reduce stress. Next year, I may be off taking summer classes or studying abroad on faraway continents, but everything I plant and work on will be here for years to come.

Well, at least the perennials.

The restaurant grew so quickly that owner and creative director Rodrigo Cano said he no longer had time to experiment with new dishes in the kitchen. So, to get back into the kitchen, Cano last year opened A Toda Madre – a modern taqueria with a more flexible menu – next door to Bien Trucha.

“We wanted A Toda Madre to be more on the creative side, like a test kitchen with specials, not just tacos and margaritas,” he said. “The menu hasn’t changed much [at Bien Trucha]. That’s why we started this – we want to keep creating. We believe in honest food, fresh food and good ingredients. That’s been our philosophy since we opened.”

A Toda Madre’s food is experimental, as its drink selection. The restaurant’s house cocktails are sorted into two categories: for the adventurous and for the conservatives.

Among the “adventurous” house specialty drinks is El Mole – a drink made with a type of alcohol called Macchu Pisco, lemon juice, an egg white, brown sugar, syrup and mole bitters.

The “conservative” drink menu includes classic margaritas – made with Exotico Blanco tequila, lime, orange liqueur and the option to add

cucumbers or strawberries – and mojitos – made with rum, mint and lime.

Cano said he grew up working in restaurants. He said he learned a lot about flavors when he befriended chef Patricio Sandoval of Mercadito Hospitality while attending college in New York. He said that’s when he started experimenting with new dishes.

“We were always coming up with new ideas,” he said.

“That’s how I developed my palate.”

When it comes to food, Cano, who is from Mexico City, suggests that diners try their chalkboard specials, which feature the restaurant’s latest kitchen creations. He said those specials typically include fresh seasonal ingredients, much like the dishes served by street vendors in Mexico.

Some past specials have in-

cluded tlacoyos – a dish Cano said is common in smaller towns on the outskirts of Mexico City. The dish is served with corn maize stuffed with black beans, grilled cactus and is topped with an egg yolk. Another past special includes doraditas al cameron, which are fried tacos stuffed with shrimp cooked with garlic and olive oil, and topped with tomato, chipotle salsa, mixed cabbage, avocado and citrus.

“Real Mexican cuisine is going with what’s fresh for the season,” Cano said. “It’s not something you’re going to find on the menu or anywhere around. It’s not a special price or a special deal – it’s a special dish.”

Filling Station Pub celebrating 25th anniversary

By KARA SILVA ksilva@shawmedia.com Twenty-five years ago, Casey Milligan made his dream of owning a restaurant a reality when he opened Filling Station Pub & Grill on the corner of Third and Main streets in downtown St. Charles. “[Casey Milligan] had always been working in restaurants and cooking and he wanted to have his own restaurant – it was his dream,” said Peter Milligan, Casey’s brother and the restaurant’s part owner.

In April 1988, Filling Station Antique Eatery – as the restaurant’s logo still reads – began as a 40-seat, fast-food style, healthfood restaurant catering to local antique aficionados because of the large number of antique shops in the area during that time. Falling in stride with the antique-theme, Casey Milligan donned the walls of the Filling Station with an array of priced collectibles that the dining public had the option to purchase.

“The original idea was to have a price tag on everything – the signs, the tables, the chairs, because those were antiques as well,” said Peter Milligan, who came on board in 1990. “But the price tag idea never really

The restaurant began to evolve after its first year, when Casey Milligan decided to ditch the price-tag gimmick and add a wait staff to better serve customers.

“When we opened, we didn’t have a wait service … .” Peter Milligan said. “You’d go up to place your order, pay and [the staff] would call out the order over a PA system when it was ready.”

In 1991, the brothers continued making changes and expanded into what is now the upper area of the split-level restaurant, adding a full-ser-

vice bar and deep-fryers. And they introduced proper dishware and cutlery.

“Prior to [the expansion], we didn’t have a dishwasher; glassware and plates were paper and plastic and sandwiches came wrapped in paper,” Peter Milligan said, adding that the health-conscious eatery hadn’t made much of a profit until after the expansion and with the introduction of fried food.

“That’s when the business really took off.”

The space formerly designated for parking on Main Street was morphed into a beer garden, because – at the

time – there weren’t really any outdoor patios, Peter Milligan said.

During the renovation of the newly acquired space, remnants of the building’s former life as a gas station – such as an old brick wall – were salvaged, further playing into the Milligan’s appreciation for antiquated items and their desire to preserve the past.

Over the years, the Filling Station went through financial waves of flourish and near failure, coming close to shutting its doors during the massive road reconstruction of Main Street in the ’90s.

“I was willing to do anything to not close during that year when the whole road was torn up,” said Milligan, adding that they tried staying open 24 hours to stay afloat.

Today, the dining scene of St. Charles has seen similar trending with new eateries popping up and others closing down, but the competition remains strong.

“It’s getting very compet-

itive,” Milligan said. “It’s always scary when someone else opens, but I’ve found that the more that there is for people who come into town, the bigger the circle we draw from.”

Despite strong competition between restaurants in St. Charles, the Filling Station Pub managed to receive rave reviews from a former resident and rock ‘n’ roll icon.

“Brian Wilson of the Beach Boys was quoted in a newspaper as saying that Filling Station was his favorite restaurant in town,” Peter Milligan said. “[Wilson] had a house here in town, and he used to come in a lot ... .”

After 25 years, the Filling Station stands as a successful thriving business, specializing in burgers and specialty sandwiches “you can’t get anywhere else,” Milligan said.

“I can’t think of another [continuously owned], full-service restaurant that has been around longer in downtown St. Charles than Filling Station Pub,” he said.

JJ Grey and Mofro, The Stone Foxes to take stage

JJ Grey, who in April released “This River,” his fifth album for Chicago-based Alligator Records, will open for Dr. John at 7 p.m. June 14, prior to Dr. John taking the stage at 9 p.m. He considers it an honor.

“Funny enough, I ran into him at an airport once,” Grey said. “We were just talking, and he told me that he got shot in Jacksonville, Fla., where I’m from. I love Dr. John. He’s one of my influences. I’m just happy to be able to do it, and see people like that play.”

Grey has shared the stage with the likes of B.B. King and Jeff Beck, and has learned from those experiences.

“There’s a common thread between all of them, from George Thorogood to Jeff Beck, B.B. King and Mavis Staples,” Grey said. “They really immersed themselves in that moment, what was happening musically.”

In sitting down to make “This River,” Grey didn’t have any set goals.

“Those were the songs I kind of stumbled on,” he said.

“They kind of write themselves, and I’m just sort of

“The one goal I did have for the record is that I wanted it to feel a little more live. But in terms of writing and arranging the material, it all just sort of happens.”

Although he has heard his music described many ways, Grey thinks that “front porch soul” is an apt description.

“Dan Prothero, the guy who has produced all my records with me, first called my music ‘front porch soul,’” Grey said. “And I thought, ‘That’s good enough for me.’”

“We did the first two records in our garage in San Francisco,” Koehler said. “We thought it was time to try a good studio for a full record. It was just cool to really be able to have the big fat sound that

we were looking for.”

The album also gave him the chance to present his views about different issues.

“My passion is about social justice issues,” Koehler said. “I’m a pacifist, and so a lot of that shows up in the lyrics. And there’s a song about homelessness in San Francisco. It’s so prevalent there, and in all the major cities. We like to put on a big show, but if people listen more closely, they can hear sort of what we

Starai makes steep climb for Saints Senior emerges as star for Class 4A third-place team

att Starai set the standard this season while setting an example for St. Charles East baseball players to come.

All it takes is one dynamite offseason to make something special happen, Starai showed.

After flying under the radar in limited relief duty as a junior, Starai’s senior season was something else altogether. The hard-throwing righthander went 11-1 with an ERA of 0.59 in pitching the Saints to an IHSA Class 4A third-place finish and commanding Kane County Chronicle Baseball Player of the Year honors.

“It gives hope to those junior kids that don’t play much that it is possible to come out your senior year and have a breakout season and get exposure and get scholarship offers because of how good you are,” Saints coach Len Asquini said. “You’ve just got to keep working, keep working. That’s what Matt did.”

A combination of factors – including a wrist injury and a stacked Saints pitching staff last season – relegated Starai to 18 innings of work in 2012.

He ended the season frustrated his junior year didn’t pan out the way he would have liked but rededicated himself to his craft, working on his own and with the Team Illinois travel program to add velocity, sharpen his breaking pitches and consistently pound the strike zone.

All of the above materialized throughout this spring as Starai lost just once to a Neuqua Valley team that he then defeated in the state third-place game to cap the season.

Starai didn’t think he had his top-shelf stuff in the final Neuqua game but he still clawed his way through the Wildcats’ lineup with a workmanlike five innings before Troy Dykhuis did the rest.

Considering the Saints and Bulldogs ended up sharing the Upstate Eight Conference River crown, those two white-washings carry residual luster.

“They were huge outings for us,” Asquini said. “Obviously we didn’t quite know it right then, but they were.”

Starai fired consecutive three-hitters accounting for two of his four postseason wins, stifling Lake Park in a sectional semifinal and Jacobs in a supersectional that advanced East to Joliet.

Starai said he’s drawn inspiration from the Saints’ tradition of high-caliber arms, which made it deeply meaningful when former Saints ace and current Kansas southpaw Wes Benjamin saluted Starai after the Lake Park shutout.

“He just congratulated me and told me to keep working hard,” Starai said. “We talked about how he did at Kansas this year. It was just cool to have all the alumni back at that game.”

on a show, even for his own teammates.

Saints senior first baseman Brian Sobieski said Starai’s rhythm was evident as the season progressed.

“He was always humble but you could see his confidence just raise throughout the season,” Sobieski said.

“There’d be some times I’d be playing first base and he’d throw an 0-2 or 1-2 slider, and he’d turn around [after he released it] and knew the kid wasn’t going to touch it and he knew he’d get the strikeout. …

He could feel it off the hand, and just knew no one could touch it.”

His fastball – generally in the 80s – and sharp curveball also gave hitters plenty to fret about, especially given his knack for working ahead in counts.

Starai is in the late stages of making a college call, with a pair of downstate junior colleges – Heartland and Parkland – in the mix, along with Lee University (Tenn.), a four-year school transitioning to Division II that is known for churning out baseball prospects.

Starai could be immediately eligible at a Division I

program pending summer school results but he thinks he could position himself for a bigger splash if he starts out smaller.

“It gives you an opportunity to get drafted a couple more times,” Starai said of going the junior college route. “You can get drafted even after freshman and sophomore year. If you go to a four-year school you have to wait until after your junior year to get drafted, and [junior college] also gives you an opportunity to get down to maybe an [Southeastern Conference] school or [Atlantic Coast Conference] school if you have a big-time freshman or sophomore year. Big-time doors can open like that.”

Starai knows all about making a giant leap in a short period of time.

If his career can be recounted as a pick-me-up, pep talk to future Saints who are struggling to find their way, so be it.

“There are always going to be people who are more talented but there’s no reason for them to work harder than you,” Starai said. “If you keep working hard, you can achieve anything.”

Riding the formidable pitching trio of seniors Matt Starai, Nick Huskisson and Troy Dykhuis, East also benefited from sturdy defense and picked up its offense in the second half of the season and the postseason.

“We knew we were pretty talented,” Asquini said. “It was a matter of getting kids to believe and the chemistry, and then the sky’s the limit when you have that, and particularly this year, it definitely happened.”

Aside from playing better situational baseball – which helped the Saints pull out five, one-run decisions, including a 2-1 win against Glenbard East in a regional semifinal – Asquini had some

personnel challenges to navigate.

The third base spot proved difficult to nail down until the final weeks, when senior Sean Dunne capitalized on his chance to solidify the hot corner.

Northwestern recruit Joe Hoscheit started slow but responded when Asquini moved him to the No. 3 hole in the order. Hoscheit batted better than .500 during the postseason.

“He was not Joe Hoscheit at the leadoff spot,” Asquini said. “So we needed him to get going, and boy, what a tournament he had. Holy cow.”

Keeping the good times rolling won’t be easy as only outfielder Brannon Barry and catcher Adam Rojas are slated to return as starters next season.

The Saints, though, have solid classes coming up.

Among the reinforcements will be Asquini’s son, Jake, who will be a junior first baseman next year.

“We lost a lot,” Asquini said. “We lost a lot of innings pitched, we lost a lot of atbats. We were upperclass, senior-dominated. Our challenge here this summer and for next year is to get the new seniors that opportunity, those at-bats, and get them ready to go.”

It might take a while, but Asquini usually gets it right.

The St. Charles East baseball team found its sense of urgency in time to enjoy the season it expected all along.

A veteran Saints team entered the spring thinking big things were possible, but that optimism was tested early as the Saints lost four of their first six games.

Coach Len Asquini figured the Saints’ early woes were correctable, but not without putting the players through the game scenarios that were proving problematic in practice, time after time, until their confidence could be rebuilt.

The lessons took root.

Starting with an April 5 win against Bartlett, East won eight of its next nine games.

The Saints were even crisper down the stretch, storming to the IHSA Class 4A semifinal in Joliet and eventually finishing third in the state with a 28-12 record.

“The importance of every play, every at-bat, every out,” said Asquini, Kane County Chronicle Baseball Len Asquini Coach of the Year for the second straight season.

“That was one thing that at the end of this year this group embraced a little bit different than what they did at the beginning. It’s all real important. That first out at the beginning of the game is just as important as [the last

Looking for a charge: ACC graduated seven of the top nine players from its 2012-13 rotation, giving Drye no hesitation to call his club “definitely a work in progress.”

Sean Anger, a 6-foot-7 senior forward, is the lone returner with starting experience, as classmate Sean Harreld, a 6-foot guard, looks to break into this season’s lineup alongside him. At this point, it’s a start.

“We’re trying to get ready for the season right now,” Drye said. “I don’t really call timeouts and stuff like that.

I don’t really care about the wins and losses. We’re just trying to play well, figure out who’s going to play.”

Harreld saw the deepest exposure of any Charger last season, advancing to the Class 3A Three-Point Showdown state final preliminaries in March.

North Stars looking up: North, which also loses a solid senior core but returns guard Alec Goetz, among other experienced players, went 3-3 during a weekend shootout at Ridgewood.

“I was very pleased with our team play,” North coach Tom Poulin said. “This is going to be a fun group to coach.

In the area, maybe a lot of people may not have very high expectations of us. … We have an awful lot of work to do this summer, but they are an unselfish group that wants to win and is not concerned with individual statistics but with that final score. I think they can surprise some people.”

GENEVA – The Geneva summer boys basketball league has expanded its game once more.

A year after adding four teams to grow to 20, the league adopted Batavia as a separate site for sophomore games, creating a more comfortable feel when varsity programs convene from to 5 to 9 p.m. on Mondays and Wednesdays.

“It was kind of gaining some popularity and it was hard to turn away some schools, especially ones that were in our conference,” Gene- Phil Ralston va coach Phil Ralston said.

“That really allowed us to kind of expand ours and run it the way we want to run it.”

Varsity games were played on Wednesdays and Thursdays last summer, with sophomore games held on Mondays.

The league, which opened play Monday, also added a sixth night of competition from its previous five. A single-elimination tournament to be held June 26 completes the event.

Chronicle-area schools comprise about half the field.

Along with Geneva, they include St. Charles East, St. Charles North, Batavia, Kaneland, Burlington Central, St. Francis, Aurora Central Catholic and Wheaton Academy. Mooseheart also is on hand.

“I think it’s probably one of the more interesting places to watch basketball on a Monday and Wednesday night, I’ll tell you that,” Ralston said.

“It’s very competitive, and there are a lot of good teams.”

That’s certainly alluring to the other 19 schools.

“I like to get in as many games as possible in the summer, so it’s nice to have instead of once a week, twice a

Orozco upbeat despite injury VIEWS Kevin Druley GENEVA – Cougars reliever Eddie Orozco grinned when he called his current stint on the 15-day disabled list a jump on the looming all-star break.

He remained upbeat while discussing the inflammation in his right, throwing, elbow. Orozco knows it won’t keep him sidelined much past next week.

“With the break coming up [Monday],” he said, “it’s a great opportunity to just take care of it now.”

Orozco began feeling slight discomfort in the elbow after throwing a scoreless inning of relief at Burlington in early May. He was unblemished in his next two outings – against Peoria and at Cedar Rapids – yet his added time with trainer Shane Nelson might have suggested otherwise.

“Depending on if I threw more pitches in one outing than the other, my recovery would be a different feel,” Orozco said. “It took longer for me. Maybe two days instead of just a day to recover, be well.”

Had that pattern surfaced in late August or September, Orozco said, the club likely would have been inclined to have him pitch through it and wait for the offseason to recover.

As it is, Orozco is eager to improve on his 4.87 ERA over 201/3 innings and 17 appearances. His teammates want him to get back in the groove, too.

Orozco may be cheerful enough now, but a spot on the active roster should bring a significant morale boost.

“It’s kind of hard talking to someone on the DL,” said all-star right fielder Bijan Rademacher, who recently returned from knee soreness. “I mean, it’s so hard to watch people play and not be able to help the team win. It’s kind of one thing where you’ve got to let some time pass. Let him think about it. Let him settle down. Let the emotions kind of go by the wayside. And then you talk to him and see how he’s feeling.”

Like most of his teammates, Orozco cites adjusting to his first full professional season as the biggest challenge.

Getting a grip on the league – and his change-up – while working in more consistent weather helped Orozco settle in before his injury.

Once he returns, he knows it’s about maximizing his outings and making sure he recovers before the next one comes.

“You’ve got to just let it go every time you get an opportunity to go out there. You don’t really hold anything back,” Orozco said. “You’re only out there for one, two, three innings, tops. So, you have enough stamina and endurance to go out there and just let it go for that long.

“We get the necessary rest that we need, and we’re fine.”

ALGONQUIN – Austin Niesel has played in many McHenry County Junior Golf Association tournaments in past years and has always finished near the top. That included one thirdplace finish, but until this week, he never had placed first.

Eric Schelkopf: Your latest album, “Locked Down,” received a Grammy award for best blues album. Was that a surprise?

Dr. John: Well, I was surprised that it fell into that category, to be quite frank.

I didn’t think it was a blues record, per se.

ES: What category would you put it in?

DJ: I don’t know. I’m

ES: Talking about New Orleans, what do you love about New Orleans?

DJ: It’s my home. Even with all of the problems it has had, including Hurricane Katrina, it’s still there.

That’s where I got started at, and it’s always a good feeling being around there.

ES: You’ve been on the scene for a while now. What keeps you going? What do you think about today’s music scene, as opposed to when you first started?

‘Prediabetes’ is wake-up call for lifestyle change Dear Doctor K: I recently had some blood tests done, and my doctor told me I have “prediabetes.” What does this mean? Do I have diabetes or not?

Dear Reader: Diabetes doesn’t usually appear all of a sudden.

Many people have a long, slow, invisible lead-in to it called prediabetes. During this period, blood sugar levels are higher than normal. However, they’re not high enough to cause symptoms or to be classified as diabetes.

It’s still possible at this stage to prevent the slide into full-blown diabetes. Think of prediabetes as a wake-up call.

Type 2 diabetes is a chronic disease marked by high levels of sugar in the blood. During digestion, carbohydrates are broken down into simple sugars, primarily glucose. Glucose is an important source of energy for the body’s cells. But to provide energy to the cells, glucose needs to leave the blood and get inside the cells.

Insulin, a hormone produced by the pancreas, signals the cells to extract glucose from the blood. When levels of glucose in the blood rise (for example, after a meal), the pancreas produces

Type 2 diabetes occurs when your body’s cells do not react efficiently to insulin. As a result, not as much glucose is driven into the cells, and more stays in the blood.

As glucose starts to build up in the blood, the pancreas makes extra insulin to maintain a normal blood sugar. The cycle escalates.

Finally, the pancreas cannot keep up with the demand for more and more insulin. As a result, blood glucose levels remain elevated.

Diabetes increases the chances of having a heart attack, stroke or other form of cardiovascular disease. It can lead to blindness, kidney disease and loss of feeling in the legs.

Fortunately, you have the opportunity to make changes that could keep you from ever going down that road. I recommend this three-part strategy to help stave off diabetes: • Modest weight loss.

• Increased physical activity, such as walking 30 minutes a day. Even if it doesn’t help you to lose weight, the regular physical activity will reduce your risk of getting diabetes.

• Choosing a healthy, well-balanced diet that emphasizes fruit, vegetables, whole grains and lean protein.

Not everyone with prediabetes goes on to develop diabetes, but many do. You’ve gotten the warning. Now it’s up to you to respond.

If you want to avoid getting diabetes, you can do more to protect yourself than your doctor can do for you. And the solutions are all “natural” – no medicines or medical procedures are necessary.

These lifestyle changes are healthy for everyone, but especially for people like you who are at high risk for getting diabetes.

No, it’s not easy to make the changes, but it’s a lot easier than living with the complications of diabetes.

Dr. Wallace: This might sound trivial to you, but it is very important to me. I’m 20, married and expecting our first child, a son, in four months.

My husband’s father’s name is Hector, and my husband wants to name our son Hector to honor his father who, by the way, is not worthy of any kind of honor. My father’s name is Harry, but I don’t like that name either.

I’ve suggested that Hector could be our son’s middle name, but my husband won’t buy that. Names are important. I honestly think my husband’s father suffered from low self-esteem because of his name. Be honest, would you have named your son Hector? – Sue, Louisville, Ky. Dear Sue: I was named Robert after my father.

My son was named Robert after his grandfather and me. My wife gave her blessing to this.

Since none of the mentioned Roberts are troublemakers, all is well in the Wallace family.

If my father’s name was Hector, chances are that I would have been named Hector Jr., and my son would have been named Hector III. I won’t convince your husband not to name his son Hector, but I would encourage him to take your suggestion and have Hector be his middle name.

Dr. Wallace: Please settle this “friendly” family dispute. My older brother drinks about a half-gallon of milk every day. He only drinks whole milk and will not drink 2 percent or skim milk. I keep telling him that he would be better off not drinking whole milk, but he says that his football coach told the team that whole milk is nature’s best food,

Or is it possible your brother is just telling you that the coach recommends whole milk?

Dr. Wallace: If I attend a community college for two years, will my credits transfer to a four-year school so that I could graduate from college in four years? Do all colleges honor community college courses? – Tim, Orange, Calif.

Dear Tim: Community colleges offer courses that transfer to any college or university in the nation, and that includes Harvard, Stanford and Yale. When attending a community college, it is imperative that you explain your goal to your counselor to make sure that every course you take is transferable to a four-year school.

Personally, I feel a student at a community college receives a quality education comparable to that from a four-year institution.

Elder abuse can be physical, emotional, financial and sexual.

It also includes people who are neglected.

Elder abuse can be prevented if everyone would learn the warning signs and report it to Adult Protective Services or the police.

Bridge deals, though, are about all of the tricks, the beginning, middle and end. One must be careful about jumping to conclusions at the beginning.

In this deal, how should South play in three no-trump after West leads the spade eight?

When North balances with two clubs, he may bid a couple of points lighter than he would have needed in second position.

So when South advances, he should add a couple of points for his actions – hence two notrump, not three no-trump. But North, because he has a fullweight overcall, raises.

Declarer starts with seven top tricks: one spade, three hearts, one diamond and two clubs.

Obviously, the clubs will provide several extra winners. Also, because the spade queen can be established immediately, it looks natural for declarer to play low from the board at trick one.

However, that could be fatal.

East can win with his spade king and shift to diamonds. Then, when he gets in with his club trick, the defenders run the diamonds. (Yes, if South first cashes his major-suit winners, East will have to unblock diamonds, keeping a low card, but West’s carding should have made it clear to do that.)

Instead, declarer should take the first trick with dummy’s spade ace and play a low club, covering East’s card as cheaply as possible to allow for a 4-0 split.

Here, he wins with his five and must take at least 10 tricks.

SECTION 3: Community Unit School District #304 shall publicly post or keep available for inspection by any interested party in the main office of Community Unit School District #304 this determination or any revisions of such prevailing rate of wage. A copy of this determination or of the current revised determination of prevailing rate of wages then in effect shall be attached to all contract specifications.

SECTION 4: Community Unit School District #304 shall mail a copy of this determination to any employer and to any association of employers and to any person or association of employees who has filed their names and addresses, requesting copies of any determination stating the particular rates and the particular class of workers whose rates will be affected by such rates.

SECTION 5: Community Unit School District #304 shall promptly file a certified copy of this Ordinance with both the Secretary of State Index Division and the Department of Labor of the State of Illinois.
