Those who walk in a public place or attend a public event in Vélez-Málaga “shirtless,” or who do not wear “appropriate clothing”, with the exception of on beaches and on the seafront promenade, could now face fines of between 50 and 100 euros, after the Town Hall approved a new bylaw on this issue at a council meeting last week.

It is one of several new regulations and penalties that are being introduced in the municipality. For instance, those who ride horses or donkeys in unauthorised areas will now be fined, as will those who offer a service on the streets, such as massages, hairstyling, tarot readings and car cleaning, without a licence.

Specsavers Specsavers stores act as drop-off points for charity donations

Costa del Sol opticians’ charity chain SUR IN ENGLISH Throughout December, Specsavers Opticas in Marbella and Fuengirola are taking part in a Christmas charity appeal to provide food, clothing and gifts to children and families who may otherwise go without. All Specsavers stores in Spain will be acting as drop-off points for donations on behalf of various local charities. Business Development Manager, José Ángel Moral-Tajadura tells us: “Supporting charitable causes this Christmas is important to us with many families on the Costa del Sol feeling the effects of the recession, not to mention children with cancer who need our help to have a happy Christmas. Our stores are passionate about their chosen charities and are all doing their bit to encourage donations.” Specsavers Opticas in Marbella are collecting new and second hand toys for children with cancer on behalf of charity AECC (Asociación Española Contra el Cancer). The Marbella Town Hall says it wants to open negotiations with the Ministry of Development to improve access to the A-7 from some of the municipality’s main residential areas and, as such, has carried out a study to present to Madrid. Amongst the priorities are access to the highway from Las Chapas, Elviria, Cabopino, Torre Real, El Rosario, the town centre, Bello Horizonte, Nagüeles and the Ojén road. Councillor for Public Works, Javier García, stated in a press conference this week: “The idea is to improve traffic flow in these areas, and improve pedestrian safety.” A previous more ambitious project announced by the central government to build 12 service roads at a cost of 70 million euros was shelved.

Estepona

Houses demolished for new square Three houses have been demolished in Estepona, on the site where the new San Miguel square is due to be constructed. The move has sparked debate between the town’s PSOE (socialist) and Partido Popular parties, with the socialist (and now opposition) party spokesman, David Valadez, claiming that only two months after the Town Hall purchased the land, the properties were declared to be in a state of ruin. However, members of the PP claim that the sale was part of a process of expropriation that had already begun by the previous administration, as part of the Special Protection Plan of the town centre, and, in addition, that the 300,000 euros paid was for the plot of land, not the three houses.

Estepona

New rules for windsports introduced The increasing popularity of windsports in Estepona has resulted in the Town Hall introducing a new set of beach regulations. The main aim of the rules is to ensure that these sports are “carried out responsibly and that safety is ensured for participants and beach-goers”, according to a council spokesman. President of the Estepona Kitesurfing Club, José Francisco Ramos, tells SUR: “We’re fully backing these regulations and have been working alongside the Town Hall in the promotion of windsports. There needs to be a set of rules in place considering the increasing number of people taking up this type of activity, particularly in areas like Guadalmansa.” The regulations, which state that areas designated for kitesurfing and windsurfing must be clearly marked, and those who undertake these activities must have some form of civil liability insurance, will come into effect before summer next year, having already been approved.
