A Message from the ICPI Chair | Marshall Brown The past year reminded many of us of some undeniable truths. Members who participate in ICPI committees enjoy a valuable seat at the table, influencing decisions that may directly impact their business and the industry's future. Members who engage in ICPI activities, use association resources, and network with peers at ICPI events witness their membership investment paying dividends. Through active involvement in ICPI, members speak with a single powerful voice, locking arms around mutual objectives to strengthen our industry and grow market demand. Together, we take on shared industry objectives, including education, workforce development, and best practices with impressive efficiency and successful outcomes.
We have seen this in evidence over the past year as an agile ICPI adapted to meet members' unique needs with reliable professionalism and a difference-making entrepreneurial attitude. The virtual hosting of several major ICPI events has demonstrated an impressive ability to make dynamic changes quickly and effectively, accommodating special member needs. Moving forward, ICPI will continue to listen, innovate, and meet member needs, united in our commitment to deliver exceptional value and competitive advantages for all of our member stakeholders. Education Committee | Trevor Fern, Chair | Jay Krech, Vice Chair Essential educational needs appear in every aspect of our industry, from design through construction, inspection, and maintenance.
At the 2021 Annual Meeting session: •
The Education Committee established two new task groups to address items identified in the ICPI Portfolio Analysis. These task groups will evaluate the current process and requirements for certification and renewal, make recommendations for any changes, review designations, and determine the best use of the intellectual assets developed. The Committee will report on task group progress at the 2021 Summer Meeting.

The Committee also approved a change to policy that allows half-hour increments for continuing education credits.
•
Also, the Committee supported a funding request to record the 3rd edition of the PICP Specialist course at HNA in October 2021.
Owners, architects, landscape architects, engineers, and contractors all rely on ICPI to deliver authoritative, industry-specific best practices. ICPI certification further elevates paver industry professionals through demonstrated knowledge and experience essential to key industry roles. ICPI's Education Committee and professional staff continuously work to improve course offerings by evaluating demand and performance, adding new coursework, and leveraging learning technologies that best serve current market needs. A Job Task Analysis process will soon evaluate the knowledge and skills specific industry roles must possess to work productively. This process helps to ensure that ICPI courses meet current market needs. As a result of this ongoing work, ICPI offers a range of on-demand training options on the cutting edge of educational science.

Workforce Development Advisory Committee Fred Adams, Jr., Chair | Frank Borque, Vice Chair Since the introduction of pavers across North America, much has advanced in hardscape career development. Paver installation is now recognized as a skilled trade involving specialized knowledge and craftwork. As the paver industry's technical and education authority, ICPI is the natural home for skill development in paver installation. As such, ICPI is also particularly well-suited to promote hardscape careers and provide essential training needed to equip new employees with entry-level skills. ICPI's Workforce Development Advisory Committee, with a cooperative NCMA partnership and professional staff, has developed a comprehensive career resource program to attract interest in hardscape careers. The program involves social media campaigns, webbased guides, career-fair events, and industryfocused career partnerships.
At the 2021 Annual Meeting session: •
The Workforce Development Advisory Committee supported expanding the HardscapingIs campaign through additional funding for a new student video competition, new video content, and increased social media ad buys.

The Committee also expressed its support for the new Cue Career Sales Bootcamp, a pilot program on the West Coast to teach sales skills and provide internships to college students. Should the program be a success, Cue Career will expand it nationwide.

The Committee is reviewing a new manufacturing career path to expand workforce development offerings to that part of the market. Watch for more information at www.hardscapingis.com.
Together, these resources promise to significantly reduce the gap between employer human resource needs and hardscape industry awareness for young career-seekers.

The Construction Committee is at the forefront of evaluating new materials, means, and methods that enable segmental pavement projects to move forward in the field successfully and efficiently.

Construction Committee | Donny Duke, Chair | Andrew Vear, Vice Chair The Committee evaluates newly introduced approaches or technologies for qualification as best practices by ICPI in published guidance from time to time. Segmental pavement system elements such as base materials, edge restraints are common considerations. Also considered are construction practices impacting safety and performance. The topics of open-graded and geofoam bases are of particular interest as they are being utilized and promoted. In such instances, the Committee seeks performance information or requests a research study to substantiate performance claims before endorsing the use or practice. There are also opportunities for the Committee to conduct necessary monitoring and testing with the hosting assistance of ICPI members.
At the 2021 Annual Meeting session: •
A Task Group will review Tech Spec 5, Tech Spec 6, and Tech Spec 17 in detail to ensure that recommendations are consistent and support each publication.

The Task Group investigating Geofoam bases' performance is working with manufacturers who have offered to partner local representatives with Construction Committee members and ICPI staff to visit and inspect projects underway this year.
•
Staff provided an overview of the 2021 Contractor Business Report and highlighted several noteworthy statistics and trends.
•
The staff reported contractor use of the Respirable Crystalline Silica Estimator, Safety Manual Template, Weekly Safety Meeting Outlines, and COVID-19 Exposure Guidance.
On a more routine basis, the Construction Committee regularly reviews and updates Tech Specs and other construction resources to ensure they remain accurate and up to date.

Technical Committee | Joe Kerrigan, Chair | Glenn Herold, Vice Chair PICTURED LEFT - After several unsuccessful attempts since 1993 to incorporate technical ICPI information in their publications, it appears that AASHTO is now providing a place for interlocking and permeable interlocking concrete pavement in an update of its Handbook on Pavement Design, Construction, and Management. Originally issued as an e-book in 2015, the 1000-page AASHTO PDCM Handbook is the go-to, comprehensive technical resource for asphalt and concrete pavements. Thanks to a staff relationship with the AASHTO subcommittee chair with oversight on updating the Handbook, the text is being written on ICP and PICP to add to the concrete pavements sections on materials, design, construction, etc. management (maintenance). If adopted, this entry represents a significant ICP and PICP education resource for provincial, state, local, and consulting civil engineers and a big step toward institutionalizing the industry's paving systems. A Task Group is overseeing a webinar series based on the Best Manufacturing Practices manual issued by the Technical Committee. The series is divided into short presentations with video links and fact recall quizzes for viewing by plant production personnel. The series is designed to supplement on-the-job training and
communicate best practices for manufacturing segmental concrete paving products. Modules completed to date include aggregate handling and testing, cement production, and interpreting cement mill test reports. Work continues on modules covering SCMs, admixtures, mix designs and mixing, production QC/QA, production molds and mold care, curing, and packaging. Once recorded in English with Spanish subtitles, the modules will be available on the ICPI Learning Management System. PICTURED LEFT - A Task Group aims to develop a test method and acceptance criteria for pedestal-set paving slabs. ICPI members donated paving slabs tested at NCMA labs under a contract with the ICPI Foundation. The first phase is completed with results from breaking about three sets each of 40 paving slabs using center-load testing. Slabs were also sampled and tested for flexural strength per ASTM C1782 and compressive strength and density/absorption per ASTM C140. Overall, the center-load test results' variation is well below 10%, indicating that the center-load test method is repeatable. The next step is the evaluation of the test data by the task group. If acceptable, then Phase 2 will advance with tests on paving slabs from at least six producers. Page | 13

Membership, Meetings & Tradeshows Committee Jose Diaz, Chair | Lou Mangiaracina, Vice Chair At times of great challenge, we see the unique value and comfort in rising above the threats we face in the company of others who share our interests and eagerly join us in the journey. The past year has demonstrated what is possible when we go forward, united. The Membership, Meetings & Trade Show Committee rapidly adapted to conditions that threatened to bring important events to an abrupt halt. Working in concert with ICPI staff, Education, and HNA Advisory Committees, the MMT Committee transformed from in-person to virtual venues for ICPI learning events and member meetings. The effort has been rewarding beyond expectations. Participation in ICPI member events has been impressive, with many members joining scheduled education and committee forums for the first time. The lessons learned in this experience are already creating more engaging member events and help inform long-range plans.
At the 2021 Annual Meeting session: •
The Committee voted to approve the creation of a new membership category for consultants. This category will require Board approval during the Summer 2021 Meeting.

The Committee also reported that ICPI membership retention is at an all-time high of 87%.

The Committee created two important task groups that will look into newly proposed meetings/tours in 2022. o

Emerging Leaders | Zack Boyd, Chair | Kory Barglind, Vice Chair Our industry's future and the continuation of our legacy will soon be in our emerging leaders' hands. ICPI Emerging Leaders events present a prime opportunity to invest in those leaders with the knowledge and experience of those who have paved the way to date. Participation in Emerging Leaders sessions has increased steadily since the program's inception two years ago. Committee members choose topics of interest as the focus of each session. ICPI staff assists in facilitating events. Previous sessions have focused on selling skills, communication basics, presentation techniques, coping with the pandemic, and leadership.
At the 2021 Annual Meeting session: On February 22nd, 2021, the Emerging Leaders had their fourth workshop. It featured four ICPI member panelists: •

Marketing Committee | Nino Nicolia, Chair | Kathy Granger, Vice Chair The Marketing Committee's work encompasses all the association's products and services, from understanding market influences and demand to developing promotional communications. Nearly all ICPI Committees are clients for the Marketing Committee and staff support, including Workforce Development, Education, Technical, Construction, Commercial Technical Promotion Team, Government Relations, Hardscape North America, and Membership, Meetings & Trade Shows. This effort requires close coordination with other ICPI teams and allied industry partners, including NCMA, ASLA, CCMPA, and others. The Concrete Business Update website involved close coordination with NCMA and CCMPA.

The Industry Sales Profile Promotion Task Group reported plans for the current year cycle to increase the survey response rate.

The Committee received updates on progress toward CTP Team support material requests, including social media messaging, technical topic summary videos, and handouts.

ICPI staff presented updates on website development and use analytics, social media, and email campaign performance.
Working closely with ICPI staff, the Marketing Committee accomplished significant advancements via digital technologies, including the newly re-envisioned ICPI website, ConcreteBusinessUpdate.org, HardscapingIs.com Paveshare.org microsites, social media campaigns, digital management platforms. ICPI Marketing staff introduced an information package designed to assist members with developing and submitting Project Profiles to ICPI. These profiles can be tremendously helpful as they spotlight success stories to promote paver Page | 19

Dues & Bylaws Committee | Mike Mueller, Chair | Todd Holyfield, Vice Chair The Dues & Bylaws Committee receives, reviews, and recommends changes to ICPI's guiding policies consistent with the association's overall mission and purpose. A member dues increase appropriately receives a great deal of scrutiny at this level and, if the recommendation moves forward, at the Board. There was no increase in dues proposed during the prior year. Funding needs in service to ICPI's strategic objectives and projections for non-dues revenue factor in consideration member dues changes. The Committee discussed a review of this year's proposed membership dues increase, and the Board of Directors ultimately approved a 2% increase.
Also, at the 2021 Annual Meeting session: The Dues and Bylaws Committee approved several policy amendments that will align policy with current practices. Some of the policy amendments include: •

HNA Advisory Committee | Travis Hildore, Chair Hardscape North America has become the one event where hardscape industry professionals can gather each year to expand their knowledge, discover product innovations, and grow their resource network. HNA creates unique touchpoints and connections to practical solutions industry professionals can rely upon to build success. In doing so, HNA drives brand awareness for both HNA and ICPI. The HNA Advisory Committee continuously works to increase event involvement, including exhibitor and attendee participation. In collaboration with Education and Workforce Development Committees, the HNA Advisory Committee assembles a high-value program for attendees. Adapting to conditions in 2020, the Committee and ICPI staff quickly transformed in-person courses to a digital platform so that many of HNA's educational courses could continue to be offered virtually.
At the 2021 Annual Meeting session: •
National Installer Championship Sponsorship is re-programming to include a new 3-tiered option to secure additional sponsors to increase the total cash prize pot to $17,200 for the 2021 show.

HNA is working with Hearth, Patio, and Barbecue Association (HPBA) Show to promote awareness and attendance at each industry show.
•
With Virtual HNA hosting 615 registered attendees, the Committee voted to hold another Virtual HNA event in 2022.
•
HNA 2021 is looking to offer a new BBQ Cookoff Competition to showcase hardscape outdoor kitchen exhibitors and add excitement around Hardscape House outdoor exhibits.
The two-day Virtual HNA event, held in late January 2021, has been a tremendous success, providing 615 attendees with over 5,000 viewership hours of hardscape industry education.

The Government Relations Committee received updates on ICPI's US and Canadian legislative initiatives.

Government Relations Committee | Richard Bodie, Chair | Frank Gandora, Vice Chair Based on the strategic direction in the US of the Government Relations Committee, the ICPI, the scope of the Committee will not just focus on federal issues but expand to regional, state, and municipalities. This new approach involves a multi-level strategy and will engage consultants at the federal, state, and local (municipal) level. This more grassroots focus will hopefully result in more local permeable interlocking concrete pavement projects specified.
US and use of PICP; support of the new infrastructure bill and use of PICP, and opposition to the PRO Act. •
Canadian virtual online PICP Symposium last August with Fredericton, London, and Calgary featured four speakers with 71 municipal government staff and professional design attendees from across Canada.

The Committee expects that this change will better equip ICPI to advocate when and where most needed, promote positive changes, and defend the industry from potentially damaging legislation on a broader and timelier basis. At the 2021 Annual Meeting session: During the spring and early summer of 2020, the House Appropriations Committee adopted report language recommended by ICPI for inclusion in the
FY21 Transportation, Housing and Urban Development (THUD) Appropriations Bill. The
language encourages the US Federal Highway Administration to conduct comprehensive work on permeable pavements for flood mitigation and other public policy priorities.

Protect the industry from onerous regulations and influence federal agencies

Promotion/Education/Outreach to US Army Corps of Engineers, DOTs, Municipalities in the US, and Canada

A task group was established to develop criteria to prioritize states and municipalities to influence.

The Virtual PaverPAC fundraiser was held on February 18th, with members donating $2,185 to the PaverPAC fund.

Foundation Board of Trustees | David Pitre, Chair | Ted Light, Vice Chair The Foundation Board of Trustees reviewed project funding recommendations from the Foundation Program Committee. The Foundation Endowment Development Committee will be reactivated once Covid subsides, permitting personal visits to be made.

Approved the funding of $52,700 to survey municipal ICP projects and conduct life cycle cost analyses.

Board of Directors | Marshall Brown, Chair The Board has overseen an extraordinary year with ICPI navigating business conditions not experienced in the association's 25+ year history. Also, of course, is the prospect of a sea change as ICPI and NCMA Boards continue the in-depth exploration of additional collaboration and possible unification into a new organization. Recommendations for action are anticipated at the upcoming Summer Membership Meetings for both organizations.

Accepted the June 30th, 2020 audited financial statements as recommended by the Financial Review and Audit Committee.
