A Message from the ICPI Chair | Marshall Brown Change, whether it is purposely chosen or delivered by circumstance, offers opportunity. In this extraordinarily transformational time, our association has been presented with both.

Together, we have navigated a life and businesschanging pandemic. While the challenges have been substantial, many in our industry have been fortunate to prosper as homeowners improved outdoor spaces with hardscapes in recordbreaking numbers.

Focused on delivering value, your association rose to the occasion, quickly adapting to conditions and expanding resources to help meet a unique set of member needs.

Looking forward, we are striving to maximize value for members by exploring another great change – one we can choose – the unification with a close industry ally, NCMA.

ICPI members learn about cyber threats and how to protect their businesses

The Reality of Cybercrime ICPI members learned from an enlightening review of the current threat landscape and how they can avoid common pitfalls associated with security compromises.

Computer security incident response has become an important component of information technology (IT) programs.

Security-related threats have become more numerous and diverse but also more damaging and disruptive. New types of security-related incidents emerge frequently.

The private sector also has a critical responsibility to protect against these threats. All organizations must recognize that no company is safe from being targeted by ransomware, regardless of size or location.

If you think you’re too small to be a target, guess again. Small to medium-sized organizations are very much at risk, and in many cases, have much more to lose from a ransomware attack.

Brendan Rooney, TracePoint A frequent speaker on the topics of digital forensics and incident response, Brendan has led discussions on the prevention and reaction to cyber security incidents throughout the insurance, manufacturing, healthcare, financial services, education, state, and local government industry verticals.

Email is used as a gateway to facilitate malicious activity, whether spoofing domain names or an actual compromise of the email platform. Employees are the weakest link when facing a threat of email compromise or other attacks. The exploitation of employees is often the source of most incidents.

Advice: Take steps to understand threats including relevant prevention tactics and consider cyber insurance as a backstop. One source is the NAM Cyber Program available here.

ICPI Score Card Measuring 2019-22 Strategic Plan Progress

1. Increase overall membership by 5%. (FY19 Baseline 1,244) Status: FY20 membership is 1,182 or down 4.9% to baseline. Non-voting membership is down due to cancellation of courses which usually generates more non-voting contractor members. FY21 membership is 1,162 or down 6.6% to baseline.

Non-voting membership is down due to cancellation of HNA and contractor in person courses which usually generates more non-voting contractor members. However, it is important to note that this year ICPI has seen the highest member retention levels in over a decade at 88%.

2. Increase ICPI delivered education hours for design professionals, students, instructors, contractors and sales personnel through courses, webinars, HNA, modules, AEC daily, municipalities, regional and national events from FY19 = 19,522 by 5% per year.

Status: FY20 delivered hours = 24,005 or 23% increase. FY21 delivered hours 18,137, slightly below the FY19 baseline due to lack of in-person courses and cancelation of HNA. Expect FY22 results to rebound and be on target.

3. Create effective workforce development programs to meet market demand measured by number of individuals reached by ICPI through academic concrete paver installer course curriculum and shared social media posts. (FY19 Baseline Boot Camp 40, academic program students 15, social media 0) Status: FY20 - 2 Boot Camps (2 additional events cancelled due to COVID) – need to adjust metric to events; 31 academic program students reported – changing metric to reported number of academic courses provided = 8; 21,943 Instagram engagements; 6,685 Facebook link clicks (to parent download guide). FY21 – 1 Boot Camp reported; reported number of academic courses provided = 23; 161,836 Instagram engagements; 1,252 Facebook link clicks; and 192,940 video thru-plays on Instagram. Cue Career: FY20 – 49,777 unique visitors with 46,005 video views FY21 – 70,458 unique visitors with 69,953 video views.

4. Measure active membership value by using net promoter score to exceed the trailing three-year average of 53. Using this scoring system, a score above 50 is considered excellent.

Status FY20: Membership Needs Assessment conducted in January net promoter score was 45 for all members 55 for voting members and 67 for producer members. FY21: Membership Needs Assessment conducted in January net promoter score was 54 for all members 61 for voting members and 62 for producer members.

5. Continue to increase attendance by 5% a year, increase experience value of Hardscape North America trade show attendees by using net promoter score to achieve continued excellent score of over 50 and continue to increase trailing three-year average of exhibitor retention of 68%.

Status: HNA 2019 show attendance increased by 4%, attendee NPS = 62, exhibitor retention = 75%.

HNA 2020 was postponed to 2021.

Unification Committee has the authority to conduct due diligence and propose a governance and financial framework in establishing the unified organization. Each Board must approve the unification plan and legal requirements.

Based on Board approval, each organizations’ voting membership companies must approve the plan with 2/3 affirmative vote based on quorum requirements.

Implementing Lessons Learned The committee completed a job task analysis for concrete paver installers, setting the stage for a new certification exam and modifications to the Concrete Paver Installer course.

Education Committee | Trevor Fearn, Chair | Jay Krech, Vice Chair Essential educational needs appear in every aspect of our industry, from design through construction, inspection, and maintenance.

At the 2021 Summer Meeting session: •

The Education Committee approved the repurposing of Boot Camp as a contractor member benefit. Contractor members will each receive a copy of the student manual and a link to instructional materials for Boot Camp so they can use it for training their new hires.

•

The committee also approved moving forward with a new model of certification that complies with the ISO standard for certification. This new model will separate the Concrete Paver Installer course from the exam and certification, although it will remain highly recommended for those pursuing certification.

More information will be coming as this model is developed.

•

Following a successful job task analysis and certification exam revision, ICPI will be revising the Concrete Paver Installer course and student manual to match these documents. The revision process takes at least one year to complete, so watch for more details as this project progresses.

A job/task analysis is a study that identifies the skill and knowledge requirements needed by employees to perform their jobs. This systematic process documents the entire job in compliance with professional and legal guidelines.

JTA is a data-driven approach that is designed to identify the work requirements of specific jobs by providing a detailed overview of the knowledge, tasks and responsibilities that must be performed by workers in a given occupational area to successfully perform the job.

An important point to remember when conducting a JTA is that it’s an evaluation of the job, not the person doing the job. Ultimately, a JTA serves as the framework for a legally defensible certification and the basis for developing and apprenticeship program.

Workforce Development Advisory Committee Andrew Kufen, Chair | Frank Bourque, Vice Chair

Since the introduction of pavers across North America, much has advanced in hardscape career development. Paver installation is now recognized as a skilled trade involving specialized knowledge and craftwork.

At the 2021 Summer Meeting session: •

The Workforce Development Advisory Committee was expanded in size to allow more participation from individuals in the industry and other interested individuals such as related organizations, job placement services, and academia.

•

A new manufacturing career path was approved and will be added to the HardscapingIs website to help promote the wide variety of career opportunities in the hardscaping industry.

•

A task group was formed to develop a student video contest promoting the hardscape industry. This contest will take place in spring 2022.

ICPI Recognized with Foundation Award for HardscapingIs The Patty Alper Family Foundation recently selected ICPI to receive an award of $1,000 in recognition of workforce development accomplishment with the HardscapingIs website and social media campaigns.

Planning to discuss, “The Future of Mechanical Installation”. Staff will circulate a request to provide comments via email with the results to be presented at next committee meeting.

Task group assembled to review Tech Spec 18 - Construction of Permeable Interlocking Concrete Pavement

The task group reviewing the Contractor Business Survey presented their recommendations to improve participation and value of results. Comments from the committee will be considered by the task group when preparing the final survey.

•

There was a request that ICPI participate in social media platforms and contribute to the discussions when appropriate. Staff will investigate and report back to the committee.

•

Staff continues to develop a Tech Spec to address ICP maintenance for residential and commercial applications.

•

The Foundation initiated a project to review use of open-graded aggregate as bedding and base materials under interlocking concrete pavements. Nine different sections will be evaluated in a lab setting and three will be selected for full scale construction and the performance of the sections evaluated over a period of two years following construction.

•

The Construction Committee anticipates invitations to attend and observe installations that make use of geofoam bases. Committee members will return annually to evaluate the ongoing performance of the system. To date one site is under observation. When the committee can report an several installations this will provide a basis for the committee to provide recommendation on the best practices related to this type of system.

The committee requested that the Respirable Crystalline Silica Exposure Estimator, the Safety Manual Template, and the Safety Meeting Outlines continue to be promoted and distributed to contractor members

Technical Committee | Joe Kerrigan, Chair | Glenn Herold, Vice Chair As a rapid growing market, the Technical Committee meeting mostly focused on developing paving slab technology. In the making for at least three years, a much sought-after draft of Tech Spec 24 on structural design of paving slabs and planks was presented to the committee. This includes design to specific traffic loads via tables using dense-graded aggregate and concrete bases.

The traffic load recommendations emerged from finite element modeling funded by the ICPI Foundation, full-scale load testing of selected slabs and planks, and a comparison of the design tables to slab design methods from Germany, Australia, and England. The Committee suggested some key edits for final approval of the Tech Spec at the annual 2022 meeting. The Board of Directors approved $1,000 to further refine the design tables.

Task group reports were presented on centerpoint load testing of pedestal-set paving slabs and development of polymeric joint sand tests.

The completion of the initial phase of the slab research indicates a useful test method. Whereas the initial research phase tested slabs from three members, the research program moves now into a second test phase testing slabs from several members to verify the initial test results. The test

method and acceptance criteria will be presented to the ICPI and then to ASTM in 2022.

In spite of limited bandwidth due to pressing market conditions, a task group on developing polymeric joint sand is discussing possible test methods to connect material characteristics to performance. Conversations are focused on developing ideas with a view toward establishing priorities for testing research in the coming years.

On the topic of paving slabs, wind load design for paving slabs as roof membrane ballast and pedestal-set applications is explained in CSA, ASCE, and Factory Mutual standards. However, increasing the visibility of these design processes to designers will be accomplished by providing an overview in Tech Spec 14 on roof applications. The Board of Directors approved $4,000 to hire a civil or structural engineer to write guidelines along the lines of these standard for use in this Tech Spec which likely will be presented in webinars.

Membership, Meetings & Tradeshows Committee Jose Diaz, Chair | Lou Mangiaracina, Vice Chair Every association debates whether members are perceiving the value of membership from the programming the organization is offering. ICPI members and staff, too, have debated what members perceive is the value of membership and have measured the value of ICPI membership yearly through annual surveys and through meeting discussions.

It could not be clearer that after one of the most turbulent years of the decade that ICPI members are seeing the value of being a part of ICPI with a record high membership retention of 88%. It is obvious that ICPI members of all types are enjoying the many benefits ICPI membership brings to their company whether that is through installer education, technical assistance/resources, or the voice ICPI gives them within the segmental concrete industry.

At the 2021 Summer Meeting session: •

The Meetings, Membership and Trade Show Committee presented the 5 Concrete Reasons Why membership recruitment campaign.

•

The Committee recommended policy changes regarding the organization of domestic and international plant tours to the Dues & Bylaws Committee for approval. These policy changes align with those of NCMA and make the process of organizing a tour easier.

•

The Committee heard an update from Donna Palladino the Chair of the 2022 joint ICPI/NCMA GaLaBau tour. The GaLaBau tour will take place September 2022 and will have organized plant tours in Germany and a final plant tour taking place after the GaLaBau Show in Prague.

ICPI will always strive to offer members the best education, technical and marketing resources that will not only help the membership but the industry as a whole grow and improve.

Marketing Guidance from Proven Leaders Summer Meeting event speakers, Charles Gamarekian and Larry Hilldore led a lively discussion focused on the essentials of Marketing to the next generation.

Emerging Leaders | Zach Boyd, Chair | Kory Barglind, Vice Chair The future of our industry never looked brighter, and it is all thanks to the contributions of the ICPI past-chairs and the Emerging Leaders Subcommittee. Each workshop highlights a topic that the workshop attendees want to learn more about through the strength and experience of an ICPI past chair.

This workshop the Emerging Leaders invited Charles Gamarekian, Cambridge Paving Stones (past chair) and Larry Hilldore, Pathfinder Systems, to give them a marketing refresher. Mr. Gamarekian and Mr. Hilldore presented their experiences, good or bad, to the committee and challenged attendees to self-assess how they use their time to network at industry meetings and beyond. Attendees certainly left the workshop invigorated and ready to put lessons learned into practice.

Driving Interest in ICPI Resources We are committed to communicating ICPI membership value and resources where our diverse audiences are looking.

The committee maintains multiple websites and digital campaigns to connect with current and future decision makers.

Marketing Committee | Kathy Granger, Chair | Chris Kirkpatrick, Vice Chair Focusing on digital, we developed a new ICPI website, improving user experience while reducing the cost and time required to maintain the site.

The result is greatly improved website engagement and a more responsive and management-friendly system. As it turns out, the timing could not have been better. Pandemic conditions drove a 4x demand for digital content including online courses and technical resources.

•

Demand Research Support - New programs for revenue generation, education, and promotion often involve significant expenditures of budget and staff time. To assess the value of these expenditures more fully before projects begin, ICPI staff will facilitate a scope-appropriate demand study.

Staff can conduct surveys/focus groups to gain knowledge of interest and report to committees summarized responses and make recommendations. The Chair expressed that staff would like to gage interest and guidance that the demand research support is worthwhile. Committee members agreed and were in favor since it would help prioritize marketing projects and staff time and a resource bidding process.

•

New AEC Daily Courses – Participation is growing among the design community (architects/engineers/design professionals) with sustainability and new trends in the use of PICP. To meet demand, three new courses are being added to the six courses currently offered on AEC Daily.

•

ICPI-NCMA Unification Support involves supporting the communications needs of the ICPI-NCMA Unification Committee. This includes a special website, Plan Summary, and communications planning in cooperation with NCMA staff.

ICPI communications are now more portable, searchable, interactive, and ready to update on a moment’s notice. The advantages of our new digital capabilities don’t end with the ICPI website or any of our special purpose microsites.

Digital analytics let us know what content is resonating with audiences. All of this strengthens our ability to “connect” with the market, and each other, more productively.

At the 2021 Summer Meeting session: •

Paver Express Advertising Sales transferred to ICPI staff on January 1st of this year. Alison Stern and BreAnna Holliday share sales responsibilities and have well exceeded expectations, securing multi-edition agreements with 5 of the available 7 advertising spaces within 60 days. Ad sales commissions in 2020 generated revenue of $1,444 for ICPI. By contrast, advertising sales in the first half of 2021 with this new approach generated $11,400 for ICPI.

Dues & Bylaws Committee | Mike Mueller, Chair | Todd Holyfield, Vice Chair The Dues & Bylaws Committee reviewed various proposed policy amendments from the Government Relations Committee, Meetings, Membership and Trade Show Committee and Education Committees. These policy changes will allow these committees to continue their work on behalf of the industry.

The Committee also heard from the Chapter Affiliation task group and ICPI Asset Policy task group and voted upon their recommendations.

The revised asset policy makes it easier for members to see how they can use ICPI assets to their benefit. The Chapter Affiliation task group proposed that that “chapters” will be replaced with the term “Industry Associated Organizations” and that the ICPI name could no longer be used by these organizations. A new memorandum of understanding and logo usage agreement was reviewed by the Committee as well.

Also, at the 2021 Summer Meeting session: •

With a vote on unification with NCMA in the forefront of many members minds, the Dues & Bylaws Committee and the Board of Directors approved a bylaw amendment to allow for voting member representatives to vote by proxy in the case of a membership vote.

•

Approved an update to the Government Relations Committee charge to align with their new scope of work.

•

Approved policy changes that would expand the size of the Workforce Development Advisory Committee to 30 people to allow for more diverse participation.

Exceeding Expectations Early indications ahead of the 2021 HNA event show interest in attending the live show and participating in learning workshops is running well ahead of plan estimates.

HNA Advisory Committee | Travis Hilldore, Chair | Joshua Barnes, Vice Chair The Hardscape North American Advisory Committee continues to make the in-person event in October a huge success by encouraging committee members to help promote the show to their customers. HNA 2021 is pacing slightly ahead of the 2019 show registration numbers at this writing, which is a great sign that our industry can’t wait to get back together again in October. One driving force is the Installer Championship Sponsorship task group who increased the cash prize at the 2021 event. The goal is to secure enough event sponsors to offer the 1st place team a $12,000 cash prize in addition to any other tools and equipment donated. As the National Competition event, the goal is to have HNA be THE competition event to compete at this fall!

With the success of the first ever 2020 Virtual HNA Education Event, and still the uncertainty of the 2021 in-person HNA event, the Advisory Committee has voted to hold another 2021 Virtual HNA event in January 2022. This 2-day virtual event will showcase 5 education tracks including Sales, Marketing, Business and two Installation Tracks. This event will help promote industry education to those who may not be able to travel to Louisville in October as well as reach our international customer base.

Exhibitor Contest is running to reward the top exhibitor for unique registrations using their discount link.

•

The HNA Awards Ceremony will announce the winners and honorable mention recipients during the event on Thursday, October 21. The top 3 scores in each category will be invited to attend the event to receive their award(s)

•

HNA 2022 will be securing a new Show Management Team – more to come on this, and GIE+EXPO will re-brand itself under Equip EXPO beginning at the 2022 show.

•

ICPI Staff will be taking the HNA website inhouse after the 2021 show. Staff will work to create a new catchy, user-friendly, and informative site promoting the HNA 2022 show and beyond.

ICPI and NCMA will host a co-branded booth at the HNA 2021 show.

Expanded charge of committee from national to state/provincial and local municipalities. This will also support other committees with strategic plan goals for municipal outreach.

Canadian Government Relations Subcommittee reported that an LCCA report of interlocking concrete pavement maintenance has been developed to help mitigate the current paver maintenance tax by the city of Toronto.

The Canadian Nursery and Landscape Association has approved the Concrete Paver Installer Certification as the hardscape component of their certification program.

The Task Group initially came up with 10 states and narrowed that to five where a new state and municipal transportation consultant, Peter Loughlin has connections but also meet the criteria above. The states are Florida, Texas, North/South Carolina, Washington, and New Jersey. Additional states will be added after these states are approached.

Informing Design Decisions The Foundation Board Of Trustees approved a $100,000 grant to Toole Design Group to provide data and insight into the effect of concrete pavers on motor vehicle speed to support government funding for use of pavers in traffic calming.

Foundation Board of Trustees | David Pitre, Chair | Ted Light, Vice Chair The Foundation Board of Trustees reviewed project funding recommendations from the Foundation Program Committee.

At the 2021 Summer Meeting session:

•

Accepted financial statements for the fiscal year ending June 30, 2021 with revenues of $1,183,210 and expenses of $402,894 with net revenues over expenses of $780,316.

Investment report on the Foundation investments reflected a return of 18.13%

•

Approved funding of $100,000 for a research project to measure traffic calming effects of interlocking concrete pavements.

•

Approved additional funding of $7,000 to increase the number of slabs being tested for pedestal-set research

•

Received an update on current research projects.

•

Approved a new “tools for schools” grant program for educational institutions to apply for funding for installations tools for schools teaching the concrete paver installer course that provides hands on training.

•

Approved $12,000 in additional funding for the Paveshare.org website for landscape architecture students and professors.

A Plan to Build Value The board approved a charter statement for Unification with NCMA outlining the goal, objectives, and principles.

The Board has overseen an extraordinary year with ICPI navigating business conditions not experienced in the association's 25+ year history.

Also, of course, is the prospect of a sea change as ICPI and NCMA Boards continue the in-depth exploration of additional collaboration and possible unification into a new organization.

Recommendations for action are anticipated at the upcoming Summer Membership Meetings for both organizations.

At the 2021 Summer Meeting session:

The Board evaluated a financial benchmark study comparing ICPI to other related trade associations.

•

Staff presented a status report on staff objectives for the fiscal year and reviewed staff objectives for FY22

•

A progress report was given on the 2019-22 Strategic Plan and Key Performance indicators

•

Approved a bylaw amendment to add a new voting membership category for consultants

•

Approved a bylaw amendment to allow for proxy voting for meetings of the membership

•

Reviewed mission and Board best practices

•

Reviewed Board Assessment and areas for improvement

•

Approved complimentary pricing for webinars for members who pre-register

•

Appointed Kevin Earley as ICPI SecretaryTreasurer

•

Received an update from the ICPI NCMA Unification Committee

Disbanded chapters and approved new guidelines and policies for industry associated organizations

Approved the proposed unification charter

•

Approved $25,000 in additional funding for Unification

Reviewed members comments on unification from Summer Meeting roundtables
