State moving to next virus vaccine group on March 15 BY RICK FAHR
SOUTHEAST MISSOURIAN After several weeks of vaccinating people in tiers 1 and 2 of Phase 1B of the stateí s COVID≠ 19 vaccina≠ tion plan, officials have an≠ nounced those in the next tier will be eligible to re≠ ceive a vaccine dose in two weeks. A release from Cape Gi≠ rardeau County Public Health Center echoed Gov. Mike Parsoní s announce≠
ment that those in Tier 3 of Phase 1B will be eligible to receive a vaccine dose March 15. This group of people in≠ volves those working in critical infrastructure ó ì those who keep the es≠ sential functions of society runningî ó and includes a number of sectors: Education: teachers, faculty, and staff in public, private, and not≠ for≠ proÆ t pre≠ K through 12th grade Childcare: faculty and
staff in a DHSS≠ or DSS≠ li≠ censed facility providing basic care to children Communications Sec≠ tor: employees at public, private or not≠ for≠ proÆ t or≠ ganizations providing com≠ munications services Dams Sector: employ≠ ees at public, private or not≠ for≠ proÆ t organizations pro≠ viding services in the dams sector related to critical water retention and control services Energy Sector: employees

Chief deputy David James to retire after 38 years of service BY J.C. REEVES
SOUTHEAST MISSOURIAN Chief Deputy David James with the Cape Gi≠ rardeau County Sheriffí s Office retired Friday after 38≠ years of service. ì Ití s bittersweet,î James said. ì Ií ve been doing it so long ití s just kind of in my blood, and ití s gonna be hard to just stop and turn it off. But, you know, those deals where I know a lot of people work up until the time they die, and I just doní t want to be one of those people. I want to have some time to enjoy life.î James, 63, Æ rst began working with the depart≠ ment in 1982 on a volun≠ teer basis.
ì The sheriffí s patrol had about 20 guys that worked whenever the deputies couldní t work, and we worked special events,î James said. ì So I was working the street without pay, you know, and I worked almost 20 hours a week sometimes.î April 7, 1986, James was hired as a full≠ time jail deputy by former Sheriff Norman Copeland before transitioning to the patrol division months later. ì Sheriff Copeland, he was highway patrol commander at the time,î James said. ì He became sheriff, and he hired me on. So then I started work≠ ing in the jail.î James was promoted
to the criminal investiga≠ tion division in January 1988, and was promoted to sergeant in April by Copeland. James was later promoted to lieutenant by former Sheriff John Jor≠ dan in February 1995. On June 13, 2012, James assisted in apprehending Lawrence Guthrie who had been involved in a shootout with Jackson police officers and Cape County deputies. James was once again promoted, this time to the rank of captain, on Jan 7, 2014. In January, sheriff Ruth Ann Dickerson pro≠ moted James to the rank of chief deputy. See JAMES, Page 4A

SOUTHEAST MISSOURIAN An ordinance allowing an urban deer hunt in Cape Girardeau deals with the same issue voters re≠ jected in 2013, but the cur≠ rent measure differs from its predecessor in signiÆ ≠ cant ways. The City Council ap≠ proved the measure by a 4≠ 1 vote, but, opponents have begun gathering signatures to try to overturn the ordi≠ nance. In 2013, after council members approved an ur≠ ban deer hunt, voters com≠ pelled a citywide vote on the matter and struck it down. Only archery equipment ó no Æ rearms ó would be allowed in the hunt. Among the major differ≠ ences in the two measures: Limited locations: 2013 ordinance allowed hunting on any property or combination of prop≠ erties larger than 3 acres, public or private; current ordinance, Æ ve designated public parcels (two parcels of Twin Trees Park, Dela≠ ware Park, Fountain Park and Cape Rock Park). Duration: 2013 ordi≠ nance, Sept. 15 through Jan. 15; current ordinance, Nov. 1 through Dec. 5. Number of hunters: 2013 ordinance, anyone with Bow Hunter Educa≠ tion or supervised chil≠ dren younger than 18; cur≠ rent ordinance, 40 Selected hunters re≠ quired to have Hunter Education or Bow Hunter Education certiÆ cation and at least 18 years of age.
