SYNOPSIS INTRODUCTION • The All-India Institutes of Medical Sciences (AIMS) are a group of autonomous government public medical colleges of higher education. These institutes have been declared by an Act of Parliament as Institutes of National Importance. • The first AIIMS was established in 1956 under the All-India Institute of Medical Sciences Act, 1956. Originally proposed by the then Prime Minister of India Jawaharlal Nehru for establishment in Calcutta, it was established in New Delhi following the Chief Minister of West Bengal, Bidhan Chandra Roy’s refusal. • In 2003 the Government of India announced the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) initiative which aimed at "Correcting regional imbalances in the availability of affordable/reliable tertiary healthcare services." This was to be done through two main channels: setting up AIIMS-like institutions and upgrading government medical colleges. • The allotment of AIIMS to Calicut is a hearty and welcome move which can potentially pull the city out of 2 decades of stunted growth.

PROMOTER • The planning to start an AIIMS has budded years ago, and the location is kind of finalised at Kinalur industrial estate, near Balussery in Kozhikode district. • In 2014 the central government announced the establishment of AIIMS-like institutes in 10 states and Kerala luckily was one of them. • Kerala Government has already proposed around 200 acres of land.

LOCATION •

Kinalur Industrial Estate, Kozhikode

FEASIBILITY OF THE PROPOSED PROJECT /SITE • The location is well connected via road and supply of water and electricity are abundant. • Kinalur in Kozhikode has become the first choice of Kerala government for the proposed All India Institute of Medical Science (AIIMS). • The fact that the project can proceed without seeking much private land as the government already owns large portion of land here is the major advantage.

AIM To design first AIIMS institute in Kerala at Kozhikode.

OBJECTIVE: • To study medical colleges and AIIMS. • To study the site and infer relevant Data’s. • To zone according to building typology. • To design AIIMS institute at Kozhikode demarking areas for future expansion. • To study about the users’ needs and necessities in a medical research institute as doctors, patients, students, and others. • To study about the interconnected campus plan and program that reinforces AIIMS’s trinity of goals: Education, research, and patient care

SCOPE • It is the First AIIMS in Kerala. • The proposed AIIMS, which would benefit the people of six districts in north Kerala, has been on the back burner for long. • The project will turn beneficial for the government and public. • AIIMS at Kinalur will act as a catalyst for the entire health sector development of Kerala

Background study The All India Institutes of Medical Sciences (AIIMS) is a group of autonomous government public medical universities of higher education under the jurisdiction of Ministry of Health and Family Welfare , Government of India. These institutes have been declared by an Act of Parliament as Institutes of National Importance. AIIMS New Delhi, the forerunner institute, was established in 1956. Since then, 24 more institutes were announced. As of January 2023, twenty institutes are operating and four more are expected to become operational until 2025. Proposals were made for six more AIIMS. It is considered as pioneer health institution of South Asia. • • • • •

•

The first AIIMS was established in 1956 under the All India Institute of Medical Sciences Act, 1956. On February 18, 1956, the then minister of health, Amrit Kaur, introduced a new bill in the Lok Sabha for establishment of AIIMS. Originally proposed to established in Calcutta, it was established in New Delhi following the refusal of Chief Minister of West Bengal Bidhan Chandra Roy. The act established AIIMS New Delhi, which was then known simply as All India Institute of Medical Sciences, and gave it the Institutes of National Importance (INI) status. Amrit Kaur was India's first health minister. When the issue of funds for the setup of AIIMS, New Delhi initially came up, it was she who was instrumental in acquiring a huge amount from the New Zealand government. Over the years, she rallied around and was successful in getting donations from international bodies like the Rockefeller Foundation, and the Ford Foundation, as well as from the government of Australia, West Germany and the Dutch government.

In Kerala • • • •

•

•

It is the First AIIMS in Kerala. The proposed AIIMS, which would benefit the people of six districts in north Kerala, has been on the backburner for long. AIIMS will comprise a 500-bed facility, all super specialties, ICUs, trauma care units, alternative medicine besides intake of about 100 students for MBBS ( as per newspaper report). Calicut being one of the 3 main cities of Kerala sadly witnessed a relative decline in commercial activity and infrastructure development over the last 20 years compared to its counterparts Cochin and Trivandrum which managed to make strides in several sectors. Even other districts have blazed ahead with projects during the time. The arrival of AIIMS at Kinalur is expected to boost economic development in the Balussery area and is also timely considering a few roadways that are under planning and construction providing strategic connectivity to the city and its airport. More importantly, it will help Calicut cement its position as the leading educational hub of the state with NIT and IIM already in its kitty.
