Rencana Detail Tata Ruang (RDTR)
Background
Malang Regency has a problem, namely being one of the disaster-prone areas, because it is located among nine mountains and four of them are still active, namely, Mount Arjuno, Mount Bromo, Mount Kawi, and Mount Butak (Andayani d , 2012) Furthermore, the problem regarding the faster conversion of agricultural land to non-agricultural land will later affect the supply of local and national food (Malik, 2014) Then due to the increase in population, the problem of waste production has reached 50 m3 per day, so later if it is not followed up with wise processing it will cause floods and landslides, besides that waste will also reduce the value of the beauty of an area so that it will affect the interest of visitors to travel in places (Ismoyo, 2019)

One of the sub-districts in Malang Regency is between 112.3457 to 112.3763 east longitude and 8.0497 to 8.0198 south latitude with a sub-district area of 38.41 km2. or around 1.29% of the total area of Malang Regency is Pakisaji District (Pakisaji District in Figures, 2019) Based on the 2010-2030 Malang Regency Regional Spatial Plan, Pakisaji District was designated as a Regional Service Center (PPK) which functions to serve transportation activities at the sub-district or several village scales Pakisaji has a problem in the form of an uncontrolled decrease in paddy fields This can then lead to soaring prices for the food needs of the community around the sub-district because they have to add shipping costs from different sub-districts (Aldillah, 2018). Therefore, the Detailed Spatial Plan for BWP Pakisaji District is needed as a control in spatial utilization which refers to the Spatial Plan for Malang Regency for 2010–2030.
