Santa Fe made history Wednesday by becoming the first city in New Mexico to decriminalize possession of small amounts of marijuana. Hoping to avoid the costs of taking the issue before voters and the uncer-

tainty of the question even making the November general election ballot, the City Council voted 5-4 to adopt a citizen initiative outright. “I don’t think that by supporting this there’s going to be many more potheads,” said City Councilor Carmichael Dominguez. He voted in favor of adopting the ordinance, which calls for

making possession of an ounce or less of marijuana and marijuana-associated paraphernalia civil infractions punishable by a fine of no more than $25. Dominguez said he was leaning toward putting the question before voters, calling the ability to vote the most democratic process. But he said he’s had the “unpleasant experience” of

AG’s Office: SFCC board violated meetings law State finds members broke law in 2013 during leadership shake-up

The Santa Fe Community College Governing Board committed numerous violations of the Open Meetings Act between April and December 2013 when it was debating controversies around former president Ana “Cha” Guzmán, the state attorney general says. Assistant Attorney General Joseph M. Dworak, in a Wednesday letter to the Governing Board’s attorney, Lynn E. Mostoller, said, “We find the SFCC governing board committed numerous violations of the OMA … and should act swiftly to assure future compliance with state law.” Among the infractions cited in the letter: creating a letter of reprimand for then president Guzmán without voting openly on the action; giving

Gloom. Ray Sandoval, director of the event for the Kiwanis Club of Santa Fe, knows what’s at stake, saying he “eats, breathes and sleeps Zozobra.” And he knows the 2012 burning fiasco — its drawn-out performance and steep tickets prices — remains on the minds of many. “I think I have a lot to prove,” Sandoval said. “We’re on a Friday. Zozobra looks different. We’re asking the

That means no skirt, cummerbund or bow tie in favor of a loincloth, shackles and a handlebar mustache. It’s different than what has been done in years past, Sandoval said, but it’s a one-time occurrence. Some in the community have protested Zozobra’s new look, and there’s even a petition circling town calling for organizers to return Old Man Gloom to his roots. But Sandoval argued the 1920s design is a throwback to buried traditions. And he promised that by the end of

City OKs expanded take-home policy for patrol cars

Opinions A-11

A divided City Council approved a contract Wednesday with the police officers union that increases the number of miles new hires can commute in their patrol cars. Mayor Javier Gonzales cast the tie-breaking vote after an hourlong debate that pitted councilors who want to bolster recruitment efforts against councilors who want to see more officers living in Santa Fe neighborhoods. Gonzales said expanding the current 15-mile radius to 45 miles for new hires will help the police department fill 21 existing vacancies. “In at least a dozen community meetings, people are talking about wanting to see more police officers,” Gonzales said. “Last year, we had a 1,000 reported cases of domestic violence in our community. We have an active drug trade moving through Santa Fe,” he said. “I don’t know that we have the
