The fear of the dark is a common fear. Fear of the dark is usually not fear of darkness itself, but fear of possible or imagined dangers concealed by darkness. Most observers report that fear of the dark seldom appears before the age of 2 years.

When your fear of the dark reaches a degree that is severe enough to be considered pathological, it is sometimes called achluophobia, nyctophobia (from Greek νυξ, "night"), scotophobia (from σκότος – "darkness"), or lygophobia (from λυγή – "twilight"). Some researchers, beginning with Sigmund Freud, consider the fear of the dark as a manifestation of separation anxiety.

The e-bulletin presents articles as well as selections of books, albums, photographs and documents as they have been handed down to the actual owners by their creators and by amateurs from past generations.

The physical descriptions, attributions, origins, and printing dates of the books and photographs have been carefully ascertained by collation and through close analysis of comparable works.

Mexico in the 1920s, José Vasconcelos, the SEP, and the Seccion de Dibujos José Vasconcelos returned to Mexico at the end of Revolution, during the interim presidency of Sonoran Adolfo de la Huerta, was named rector the National Autonomous University of Mexico (1920).He began implementing his vision of the function of the university : "I have not come to govern the University but to ask the University to work for the people."

When Álvaro Obregón became president in 1920, he created the Secretariat of Public Education (SEP) in 1921 and named José Vasconcelos as its head. Under Obregón, the national budget had two key expeditures; the military was first, the second was education.

Creating the Secretariat entailed changing the Constitution of 1917, and in order to do that, Obregón's government had to muster support from lawmakers. Vasconcelos traveled through Mexico while he was rector of the university seeking that support. The effort succeeded and Vasconcelos was named head of the new cabinet level secretariat in July 1921.

During his tenure at SEP he was in a powerful position to implement the vision of Mexico's history, especially the Mexican Revolution.

He printed huge numbers of texts for the expanded public school system and shaped the modern culture of Mexico. As Secretary of Education he sent Brazil a statue of the last Aztec emperor Cuauhtemoc for their centennial celebrations of independence in 1923, to the disdain and puzzlement of the South American recipients.

The bill on the creation of a Federal Secretariat for Public Education in Mexico indicated in October 1920 that the Department of Fine Arts would control some institutions inherited from the 19th century and should carry out certain major projects, such as the development of the National Theater and the artistic education of the people. After the creation of the Secretariat in July 1921, the department was divided into two sections: one was the National Museum of Archeology, History and Ethnology, the National School of Music, the Academy of Fine Arts, the Inspection of Artistic Monuments and The permanent Exhibition of Popular Art; The second included the Directorate of Aesthetic Culture, the Directorate of Physical Culture and the Seccion de Dibujos, Direction of Drawing and Manual Works. The two branches of the Department of Fine Arts were, of course, complementary: the first cataloged the national artistic production, including in that catalog, only for prestige works, the popular arts, for which a systematic interest began to take place during The period of Carranza and who knew a real renewal between 1920 and 1924; Supervised and encouraged the formation of musicians, painters, sculptors, but also of archaeologists, ethnologists and inspectors of national monuments.

Undoubtedly, the second section was more original since it consisted of associating the population (school-age, but also all the men and women of the country) with the aesthetic policy implemented by the Secretary. In the purely educational aspect, the creation of this section implied, as Vasconcelos himself points out, a "considerable change" in the functioning of the school system. Henceforth, singing, drawing and gymnastics would no longer be the responsibility of the masters, but of “hundreds of good musicians and skilful artists whose services no one occupied once they left our Conservatory or the School of Fine Arts ". This innovation, whose importance Vasconcelos so often emphasizes, provoked protests from some educators, who consider it a rupture of the unity of the educational system.

For the minister, as for Joaquin Beristain, head of the Aesthetic Culture Department, it was above all a question of breaking the "routine" that characterized the teaching of these subjects in primary school. In fact, it seemed impossible for a teacher to teach, with equal efficiency and competence, drawing, singing, gymnastics, mathematics, geography, natural history, and so on.

Among the young artists from the Seccion de Dibujos were three students of UNAM : Domingo Quijano, Virginia Andrade and Justino FernĂĄndez (1904-1972) who created those modernists photographs of the first street lights of Mexico in 1924.

La creación de la Sección de dibujos por la SEP El proyecto de ley sobre la creación de una Secretaría Federal de Educación Publica indicaba, en octubre de 1920, que el Departamento de Bellas Artes controlaría algunas instituciones heredadas del siglo xIx, y debía llevar a buen fin ciertos grandes proyectos, tales como el desarrollo del Teatro nacional y la educación artística del pueblo.

Tras la creación de la secretaría, en julio de 1921, el departamento fue dividido en dos secciones: una comprendía el Museo Nacional de Arqueología, Historia y Etnología, la Escuela Nacional de Musica, la Academia de Bellas Artcs, la Inspección de Monumcntos Artísticos y la Exposición permanente de Arte Popular; la segunda incluía la Dirección de Cultura Estética, la Dirección de Cultura Física y la Dirección de Dibujo y Trabajos Manuales.

Las dos ramas del Departamento de Bellas Artes eran, obviamente, complementarias: la primera catalogaba la producción artística nacional, incluyendo en tal catálogo, antano exclusivamente destinado a las obras de prestigio, las artes populares, por las que comenzó a haber un interés sistemático durante el periodo de Carranza y que conocían una verdadera renovación entre 1920 y 1924; vigilaba y alentaba la formación de musicos, pintores, escultores, pero también la de arqueólogos, etnólogos e inspectores de monumentos nacionales.

Sin lugar a dudas, la segunda sección era más original, y su función absolutamente central, ya que consistía en asociar a la población (a la de edad escolar, pero también al conjunto de hombres y mujeres del país) a la política estética implantada por la secretaría. En el aspecto puramente educativo, la creación de esta sección implicó, como el mismo Vasconcelos senala, un “ cambio considerable” en el funcionamiento del régimen escolar. En adelante, el canto, el dibujo y la gimnasia no sería ya responsabilidad de los maestros, sino de los ‘‘centenares de buenos musicos y de hábiles artistas cuyos servicios nadie ocupaba una vez que salían de nuestro Conservatorio o de la Escuela de Bellas Artes” .

Esta innovación, cuya imponancia tantas veces recalca Vasconcelos, provocó protestas de algunos educadores, que la consideran una rup tura de la unidad del sistema educativo. Para el ministro, como para Joaquín Beristain, responsable de la Dirección de Cultura Estética, se trataba ante todo de romper la “rutina” que caracterizaba la ensenanza de esas materias en la escuela primaria. En efecto, les parecía imposible que un maestro pudiese ensenar, con igual eficiencia y competencia, dibujo, canto, gimnasia, matemáticas, geografia, historia natural, etcétera.

El Alumbrado publico nace en Mexico en 1924 Hoy día, poco sabemos sobre la forma en que se ha administrado el alumbrado público en esta ciudad de México, por lo menos de un siglo para acá.

Por tanto, conviene recoger algunas notas que fueron plasmadas en Electroactividad. Órgano de las Compañías de Tranvías y Luz que, en agosto de 1924 publicaba las siguientes notas: “El servicio público de mayor importancia es indudablemente el del alumbrado, y para darse cuenta de ello, basta recordar los tiempos en que por la escasez de lluvias hubo necesidad de economizar corriente eléctrica, cuando las luces de las calles se encendían ya entrada la noche y se apagaban en las primeras horas de la madrugada.

El alumbrado público ha venido preocupando a las gentes desde épocas remotas, en que los trasnochadores tenía que llevar a sus lacayos con linternas o con antorchas para no ser víctimas de los espadachines que esperaban en las encrucijadas, y al correr del tiempo el alumbrado de las calles ha venido evolucionando desde los faroles de aceite, y los aparatos de gas, hasta las potentes lámparas incandescentes que se usan en la actualidad, y los elegantes candelabros que bordean las principales avenidas dándoles un aspecto feérico encantador.

No hace muchos meses en esta ciudad el alumbrado público se hacía con lámparas de arco y diariamente se veían por las calles a los encargados de cambiar los carbones de las lámparas, llevando su caja de hierro y su manivela para desempeñar su cometido, pero la Compañía de Luz modernizó sus aparatos substituyéndolos por las magníficas lámparas incandescentes que hay en cada esquina, perfeccionando considerablemente el servicio.

A los inspectores de alumbrado y a la cuadrilla encargada de hacer las reparaciones del caso, les está encomendada una comisión delicada y que requiere únicamente atención constante para notar los desperfectos, y rapidez para ejecutar las órdenes que dé el operador de Nonoalco cuando se le notifique alguna interrupción.

De su eficiencia depende la bondad del servicio, y para el mejor desempeño de sus obligaciones debe servirles de estímulo el conocimiento de la importancia del trabajo que tienen encomendado, y los beneficios que reportan a la comunidad”.
