(Seguin) -- The Seguin Police Department’s Blue Santa Program will once again deliver toys to children this year, but it’s changing how families can access the program.
Seguin Police Chief Jason Brady recently informed the Seguin City Council about the changes. Brady says they want to adjust the process to make sure toys reach more children in Seguin and

Guadalupe County.
“For over 20 years, the Seguin Police Department has proudly administered the Blue Santa Program. Through this initiative, our department has served not only children in Seguin, but also those throughout Guadalupe County. This program would not be possible without the generosity and support of our community, as well as the dedication of our incredible officers
and volunteers. In 2002, we received nearly 400 Blue Santa applications and provided gifts to almost 1,100 children across the county. With the unprecedented growth of our region and that we continue to experience, we find it necessary to implement new measures and ensure that our limited resources are prioritized for families most in need of assistance,” said Brady. (Seguin) -- A massive new shopping center in Seguin recently took another step toward becoming a reality. The City of Seguin is working with NewQuest, the development company behind the Creekside project in neighboring New Braunfels. The company is now developing the Seguin Town Center along the Interstate 10 frontage road just west of State Highway 46.
The city has established a TIRZ—a Tax Increment Reinvestment Zone—to help move the project forward. TIRZ No. 3 covers the Town Center project and allows the city to reinvest a portion of the increased property taxes from that area to make improvements within the zone. It’s a way to spur new investments and finance redevelopment costs without raising the overall tax rate. Revenue collected from the zone above its baseline value is used for improvement projects within the designated area.
The city council last week approved the project and financing plan for the mixed-use development that will become the Seguin Town Center.

(Seguin) — The Seguin Public Library is set to become the first home of “Our Town Seguin,” the newest art exhibit that captures the city’s history through the lens of its communities of color. That’s according to Dr. Yvonne De La Rosa, executive director of Teatro De Artes De Juan Seguin.
De La Rosa says the exhibit is among those being made possible through a National Endowment for the Arts (NEA) grant along with a partnership among Teatro De Artes De Juan Seguin, the city of Seguin, the Seguin Public Library, and Seguin Main Street.
She says the collaboration is one of only three projects in Texas — and just 57 nationwide — to receive NEA funding in 2023.
“The unification of these three profoundly significant art installations has been over two years in the making, and I am overjoyed to witness this vision come to life,” said De La Rosa. “When I sat down to write the grant alongside my mother, the late Vickie De La Rosa, we dreamed of these works being brought into the very school district where we both taught, served, and held deep affection. As lifelong educators and devoted community members, we understood the transformative power of young people seeing, learning, and connecting with their collective histories through art.”
She says the Our Town Seguin exhibit brings together “three powerful installations” by artists representing the Native American/Indigenous, African American, and Mexican American/Tejano communities. Each artist drew inspiration from the stories of Seguin residents, collected through community pláticas and interviews.
Now, these shared histories will be permanently archived at the Seguin Public Library for future generations.
The exhibit features:
• “La Tierra Habla: A Celebration of Mexican American Art, Life, and Enduring Spirit” by Debora Kuetzpal Vasquez
• “Roots of Resilience: The African American Experience in Seguin through Art and Legacy” by Howard Crunk
• “Echoes of Tradition: Unveiling Indigenous Voice and Visions Tripico of Light” by Ruben Esquivel
Seguin Public Library Director Silvia Christy says hosting Our Town Seguin is both an honor and an opportunity to celebrate the city’s cultural richness.
“We are deeply honored to serve as the inaugural home of the completed Our Town Seguin community project exhibit. Hosting this meaningful display is both a privilege and a celebration of Seguin’s rich cultural heritage, fostering connection, reflection, and pride through the arts,” said Christy. “At the library, we strive to provide a welcoming space where every visitor feels a sense of belonging. This exhibit stands as a testament to the transformative power of collaboration and creativity.”
A ribbon-cutting ceremony for Our Town Seguin will take place at 3 p.m. Sunday at the Seguin Public Library. The public is invited to attend the celebration and view the artwork. The exhibit will remain on display through March 26, 2026.

(Seguin) -- The friendly rivalry between Seguin’s police and fire departments is heating up once again as the 2nd Annual Lights & Sirens Cornhole Tournament returns this Saturday at the Patricia K. Irvine–King Pavilion in Max Starcke Park East.
The event is hosted by the Seguin Citizens Fire Academy Alumni Association and the Seguin Citizens Police Academy Alumni Association.
Organizers say the tournament is designed to raise funds in support of Seguin’s first responders while giving the community a fun way to get involved. Teams of two can register for $100 per team, with opportunities also available for individuals and businesses to become event sponsors.
This year’s festivities will include cash prizes, a food and snack truck, a silent auction, and a raffle featuring a grand prize of a 28-inch Blackstone Griddle with accessories.
Alumni Jet Crabb, says of course, fans won’t want to miss the rematch between Seguin Police Chiefs Jason Brady and Rusty Suarez versus Fire Chiefs Dale Skinner and Garrick Herbert. She says the police chiefs claimed last year’s title and ‘so the fire chiefs are out for redemption this year!”
Registration and sponsorship links are available on both the Seguin PD and Seguin FD Facebook page. Those interested in showing their support in other ways may also email Jet Crabb at jetcrabb@aol.com.

Santa, continued.
The change calls for the police department to work more closely with school districts across Guadalupe County to ensure that children are properly identified for the Blue Santa Program.
“Beginning this holiday season, the Seguin Police Department will partner with local school districts to identify and select families of students within each district to receive support through the Blue Santa program. Selected families will either receive an application form sent home with the student or be contacted directly by a school administrator for assistance with the application program. Families who homeschool their children are also eligible to participate,” said Brady.
Blue Santa is designed to provide one gift for each child who is signed up. Chief Brady says the new process will prevent multiple signups for the same child and help them better distribute the toys available each year.
“To be frank, we were getting some repeat customers because an aunt would claim kids and a mother would claim kids. We were also providing for (kids in) Schertz and Cibolo, and we want to make sure that it’s our city or...those school districts that provide for our community. So, we are just kind of tightening it up,” said Brady.
Brady says all other aspects of the program will remain the same, including the need for community donations of toys and other gifts for children to receive before Christmas. Plans are already in place for Blue Santa drop-off locations, including the annual KWED Holiday Food & Toy Drive.
The big event—which features the takeover of Court

Street—will relocate this year to the front of the Guadalupe County Courthouse. Local first responders, elected officials, business leaders, and school personnel will all be on hand to collect toys for Blue Santa and nonperishable food items for the Christian Cupboard.
The community event is moving from in front of the radio station to the courthouse to provide more room and to make it easier for donations to be dropped off that morning. The entire event will run from 7 to 9 a.m. on Friday, December 5. Cash donations can also be dropped off at the street corners near the courthouse.
Businesses, organizations, or individuals who would like to participate in the food and toy drive can email darren@kwed1580.com.

Center, continued.
Seguin Economic Development Director Josh Schneuker says approval by the council and the TIRZ No. 3 Board of Directors was the next step in the process.
“We've created the TIRZ. We've gotten the county on board for participation. That will be handled through an interlocal agreement. What we have tonight is a resolution that will approve the project and financing plan for TIRZ No. 3, which is the Tax Increment Reinvestment Zone that will cover the 544 acres of the future New Quest development off of I-10, just to the west of Highway 46,” said Schneuker.
The TIRZ establishes the boundaries for the zone, but the city has also created a TIF—a Tax Increment Financing mechanism. Consultant David Pettit, who is working with the city on this process, says the TIF is the financing method used to fund projects within the zone.
“You’ve gone through the process of creating the TIF. The county agreed to participate in the TIF. This is an exciting time in Seguin. This step is basically the (TIRZ) board members—the council along with (County) Commissioner (Drew Engelke)—making a recommendation of the final project and financing plan to the city council for approval by ordinance. As you know, it's 544 acres. It’s a project that's been talked about for a long time. The goal is to encourage private development that will yield additional tax revenues to all taxing jurisdictions. That's why we're here. The base is going to be January 1 of 2025, and this is a 30-year term,” said Pettit.
Pettit says the proposed project represents a major retail development for the city and county and that additional uses are also expected to be added to the development.
“We have about four million square feet of potential development, everything from retail to industrial. We have some unique hotel developments. So, you're looking at a total of about $726 million worth of taxable value. That's not what the developer is spending, but that's what we come up with the taxable value comp. As you know, what the appraisal district sends you for the value of your property is not what you actually would buy your property for most of the time,” said Pettit.
Pettit says NewQuest has big plans for the Town Center project, and development of the retail space continues to move forward.
“I really kind of like to look at this in three different areas. One is the retail,
which is very well baked. The industrial, a lot of good potential customers coming in there. And then also this entertainment complex that's kind of coming to light,” said Pettit.
TIRZ and TIF may not be familiar terms to the public, but Pettit says they are common tools for projects like this and will allow the Town Center to continue developing.
“Why are we doing this? It's to generate new revenue to the taxing jurisdiction. We have a total of $760 million generated from all the taxing jurisdictions. With the city's and the county's participation in this TIF, we have about $152 million to go towards this TIF, leaving a net benefit of $608 million. I think it’s a pretty good investment and return on investment,” said Pettit.
The deal approved last week sets the parameters going forward and provides flexibility in how the funding can best be used to make the Town Center a reality.
“We don't know what we don't know. I like to think of this as a cap. But this basically allows for spending in any one of these categories. So however, the developer comes forward, we'll be able to structure and be able to spend those dollars. There's going to be two Mother May I's. All we're doing here today is setting the table. There's no allocation of money. This is just...our plan, and this is what's going to be eligible within those categories. So, think of this as just the cap, the $152 million,” said Pettit.
The Town Center would be built along the I-10 West access road between State Highway 46 and FM 464. It’s a massive piece of property stretching all the way back to FM 78. Access roads for the Town Center are already in place, which should help ease some of the traffic concerns raised about another new shopping center nearby.
Hobby Lobby and Academy Sports + Outdoors recently opened in the Seguin Crossing Shopping Center along I-10 just east of the SH 123 Bypass. Ongoing road construction in that area has already raised traffic concerns among some residents.
NewQuest first announced plans for the Town Center project 15 years ago. The project was delayed for years, but rapid growth in the Seguin area has now pushed it into high gear. Seguin’s population continues to swell, bringing new opportunities to the community. The city is now ranked as the 29th fastest-growing community in the United States, with a growth rate projected to surpass what New Braunfels saw during its peak period.

Rev. Dr. Robert James Sebesta died on Monday October 6, 2025 surrounded by his loving family. Robert, known as Bob by his friends and family, was 93 years old when he passed. Bob was born on November 16, 1931 in a farmhouse near Caldwell, Texas in Burleson County to Joe Frank and Julia Bravenec Sebesta.
Bob is survived by Claribel, his wife of 70 years, his son Robert J. (Rob) Sebesta, Jr. (Melinda) and their children Major James Sebesta (Sarah), Olivia Jakubowski (Tomek), and Julia Sebesta, his daughter Drs. Cheryl Banks (Bill) and their children Drs. Kristen Beaver (Jared), Austin Banks, and Dr. Emily Banks and daughter Claire Sebesta (Dr. Jackie) and their children Taylor Smith (Yesenia), Joy Smith, and Jordan McGeehon (Timo), 9 great grandchildren (and one on the way), and his brother Rev. Dr. Daniel Sebesta (Marsha).
Bob’s childhood education occurred in 3 room Hlavaty Rural School, from grades 1 through 9. He graduated from Caldwell High School in 1948. While living at home, with his parents and 3 brothers, Bob attended the CzechMoravian Brethren Church in Caldwell.
Bob graduated from Southwest Texas State Teachers College in San Marcos in 1952 and Austin Presbyterian Theological Seminary in 1955. Always striving to learn and grow, Bob earned his Doctorate in Ministry from Austin Presbyterian Theological Seminary in 1983.
In the summer of 1952 Bob met the love of his life in Dulac Louisiana and in June of 1955 he married Claribel Joan Brown of the rural community of Raymond near Jennings, Louisiana. Starting their life together and Bob’s passionate ministry career immediately after, Bob was ordained as a Presbyterian pastor at his first church in Rocksprings Texas in July of 1955.
Bob lovingly served 5 Presbyterian congregations in Texas during his 42 ½ years of ministry: Rocksprings, Portland, Harlingen, San Marcos, and Pecos. Bob believed his wife Claribel was half of his ministry because she taught, worked with women’s groups, and served in the community of all of their churches.
He felt called by God to pastor small churches and enjoyed all parts of a small church’s life: preacher, teacher, administrator, organizer, counselor, community relations. He especially enjoyed teaching the Bible, which he continued to do through most of his retirement.
Bob’s passion for helping others extended into a strong commitment to community service. Bob actively served in leadership roles in Kiwanis and Lions Clubs in the communities where they lived. Continuing his dedication to service in retirement, he served as Board President for Habitat for Humanity and was recognized as an outstanding facilitator of Parents Helping Parents program for 14 years.
In addition to church specific activities, Bob enjoyed gardening, dancing, history, researching and writing family history, genealogy, and personal memories. He was especially passionate about music and loved singing in the church choir and attending concerts whenever possible.
Bob and Claribel loved to travel. Early in their marriage they lived in Scotland for a year where they both attended St Mary’s College at the University of St Andrews. While living there, they spent the summer of 1957 touring Europe, visiting 10 different countries, covering 6188 miles in 75 days on their Lambretta motor scooter (the Blue Dart).
Through Bob’s passionate faith and loving embrace of others, he touched countless lives far beyond his local church ministry. He will be greatly missed, but his legacy will continue to touch lives for years to come.
The family wishes to express deep gratitude to the wonderful staff at Seguin Assisted Living, the nurses and aids from Guadalupe Regional Hospice Services and our dear Seguin Angels for the tremendous love and care shown to Bob and Claribel over the past several years.
There will be a Celebration of Life for Bob on November 15, 2025 at 10:30 am at First Presbyterian Church Seguin with a light lunch after. The family requests that persons wishing to give memorials make contributions to First Presbyterian Church Memorial Fund, 1121 E. Walnut St., Seguin, Tx 78155 or the charity of their choice.
You are invited to sign the guest book at www.treshewell.com. Arrangements are under the direction of Tres Hewell Mortuary, 165 Tor Dr., Seguin, Texas, 78155, 830-549-5912.

(New York, NY) -- America’s infant botulism [[ BOTCH-uh-liz-um ]] outbreak is growing with multiple states affected, including New York and New Jersey, despite a nationwide recall of a certain baby formula. The FDA warned parents on Saturday that 13 babies in ten states had gotten sick and needed to be hospitalized after drinking ByHeart Whole Nutrition Infant Formula. But now the number has grown to 15 babies in 12 states. All the infants are being treated with BabyBIG, a special IV medicine designed to treat botulism. Botulism can cause serious health issues, including trouble breathing and respiratory arrest. ByHeart, which is based in New York City, first issued a voluntary recall of two lots of formula which it’s now expanded to all.
(Undated) -- Chronic kidney disease is now among the top ten leading causes of global death. According to new research published in the journal The Lancet, it’s now the ninth leading cause of death worldwide with record numbers of men and women reportedly suffering from reduced kidney function. Researchers analyzed over 22-hundred published papers and health datasets from 133 countries, as well as diagnoses, mortality and the death toll for chronic kidney disease, which showed that cases increased from 378 million in 1990 to 788 million in 2023. The researchers indicated that most of the patients involved in the study were in the early stages of their diagnosis and could have improved with medication and lifestyle changes before needing to undergo dialysis or surgery.
(Undated) -- There’s a renewed forcus on veterans and the sensitive topic of suicide. The Department of Veterans Affairs says there’s an average of 17.6 suicides per day among veterans, a rate that’s far higher than in the general population. So, the Department launched the Mission Daybreak Grand Challenge back in 2022 to award 20-million-dollars to groups working on solutions to the veteran suicide crisis. The ational non-profit Stop Soldier Suicide, is among the recipients for its Black Box Project. It uses AI to analyze data from the devices of veterans who’ve taken their own lives in an attempt to better identify those who may be at risk of self-harm. If you’re a veteran in crisis or know someone who is, the National Suicide and Crisis Lifeline can be reached 24/7 by calling 988.
(Farmingdale, NY) -- A New York man wins a 40-million-dollar malpractice award from two Long Island hospitals. Charlemagne Hobour [[ HOH-bor ]] uses a wheelchair to get around after suffering a massive stroke in 2018 that left him paralyzed on one side. The 52-year-old cab driver sued St. Joseph and Good Samaritan University Hospitals for failing to administer a clot-busting drug called TPA when he was rushed to the emergency room with slurred speech, facial drooping and weakness in his arms and legs. The hospitals, which are part of the Catholic Health system, deny treating Hobour improperly. But a Nassau County jury sided with the stroke patient on Tuesday, awarding him 40-million-dollars.
