Guadalupe County raises awareness of potential public input for thoroughfare plan Cindy Aguirre-Herrera

(Seguin) – Hoping to ensure residents have a chance to see and comment on future roadway plans, the Guadalupe County Commissioners Court has authorized a potential rollout plan tied to its sharing of a proposed Guadalupe County Thoroughfare Plan. Although those plans are not ready for public viewing, the county is making sure there is public awareness on how they will be made available in the months ahead. County leaders say this action will hopefully improve communication with residents as the county rolls out the updated plan. The effort includes allowing commissioners additional time to review the proposal, making updated maps available online and scheduling future public meetings designed to gather

feedback from the community. Guadalupe County Judge Kyle Kutscher says the timeline being discussed by the court would allow residents to review the proposal before it potentially moves toward adoption later this year. “If we approved an actual plan with dates that are consistent with what we’re talking about, it would be available, updated maps available April 21st -Plan, pg. 3

Guadalupe County hears presentation on conservation easements

Cindy Aguirre-Herrera

(Seguin) -- The Guadalupe County Commissioners Court on Tuesday heard a presentation outlining the potential benefits of conservation easements as a strategy for managing growth. The agenda item, titled “The Public Return on Conservation Easement: Why Easements Outperform Large Developments in Taxes, Safety, and Community Health,” was presented by Craig G. Russell, president and founder of the SS American Memorial Foundation. Russell addressed commissioners about how conservation easements and protected open land can serve as long-term tools to balance development with fiscal responsibility and public safety. Russell says the idea could be explored through a pilot initiative centered on land stewardship

efforts in the county. “This pilot program will serve as an example of how private family stewardship, nonprofit mission work, and public policy can work together to preserve important landscapes for the benefit of the entire community. A foundation for generational impact is being created by the Lazy U Ranch Charter, reflects a long-term commitment by the Russell family to protect this land and ensure that it continues to serve future generations. By aligning this stewardship effort with the county conservation initiatives, Guadalupe County has the opportunity to establish a model partnership between private landowner, nonprofit organization, and local government. Such a partnership would not only strengthen watershed resilience and

conservation funding opportunities but would also demonstrate how thoughtful leadership today can preserve the land, heritage, and community values of Guadalupe County for generations to come,” said Russell. During the presentation, Russell also emphasized the challenges facing one of the fastestgrowing counties in the state and the need to balance growth with preservation. “As one of the fastest growing counties in Texas, Guadalupe County must carefully balance development, public safety, watershed protection, preservation of the landscape that define its heritage, establishing a conservation even framework, initiating a pilot project within Easements, pg. 3

Plan, continued. two meetings in May and potential approval in June. There could be modifications in there. It could depend upon input from the public and what comes up and potential changes or modifications we make in public meetings. But it sounds like we’re thinking in that direction though,” said Kutscher. The move comes as development across Guadalupe County continues to accelerate, bringing increased interest from property owners and developers about how a new thoroughfare plan could affect land use, road expansion and future infrastructure. Commissioners say having an updated thoroughfare plan in place is important as new developments continue to emerge throughout the county. Precinct 4 Commissioner Stephen Germann, who proposed the item on the agenda, says the absence of an updated plan can impact roadway planning for all projects such as new subdivisions. “I ran into a situation around three weeks ago. It’s Easement, continued. Guadalupe stewardship, and step towards managing the growth responsibility,” said Russell. In a written statement submitted to commissioners, Russell noted that conservation easements remain on local tax rolls while requiring minimal public services. He argued that large-scale development can increase taxable value but often

not a large development; it’s a small development. And my precinct where it is, I believe, four lots where the new thoroughfare plan would have made the developer designate 20 feet for a bigger road in the future. But since we had not passed a thoroughfare plan, our staff had to use the existing thoroughfare plan. And so therefore, we could only get five feet from the developer. These are just examples of what’s happening if we do not proceed forward. I have no intention of running over anybody, but the developers do realize that we haven’t moved forward with this. And so, they’re doing things like what I just said,” said Germann. County officials say the thoroughfare plan is intended to serve as a long-term guide for how major roads could expand in the future as the population grows. They emphasize that public input will play a key role in shaping the final version of the plan. The Guadalupe County Commissioners’ Court is expected to further confirm the schedule of public meetings and opportunities for community feedback during its April 7th meeting.

brings long-term infrastructure costs, including road construction, drainage improvements, emergency services, and flood mitigation. Russell also pointed to neighboring counties that have implemented conservation frameworks to help guide growth and protect natural resources. Although the court did not take action on the item, the presentation sparked discussion

among commissioners about possible next steps. Commissioner Pct. 1 Jacqueline Ott indicated a willingness to help oversee further exploration of the idea, including the potential formation of a committee or outline for how the county might proceed. For now, county leaders say the topic will likely return for additional discussion as officials consider how conservation tools might fit into the county’s long-term planning efforts.

Study Shows Pregnant Women With Complications Have Increased Cardiovascular Disease Risk When Older (Dallas, TX) -- A new study shows women who experience pregnancy complications may have an increased risk for cardiovascular disease when they are older. The research was published in the journal called Hypertension. It shows women with adverse pregnancy outcomes had higher stress levels over time and that was associated with blood pressure that was higher than that of a low stress group two to seven years after delivery. This was not the case in women who did not have adverse pregnancy experiences. FDA Say “No” To Drug ProposedTo Treat Autism (Silver Spring, MD) -- The FDA is saying “no” to a GlaxoSmithKline drug proposed to treat autism. Back in September, Health Secretary Robert F. Kennedy, Junior and FDA Commissioner Dr. Marty Makary had touted a high dose B vitamin called Leucovorin as a medication that could potentially help thousands of children. Many parents of children on the autism spectrum rushed to buy it, making Leucovorin tough to find. It’s been used for years by cancer patients to treat chemotherapy side effects. But the only prescribing update the FDA is granting Leucovorin is for cerebral folate deficiency in the receptor one gene, a genetic condition that affects just one in one-million people. Novo Nordisk Drops Patent Lawsuit Against Hims Over Wegovy (San Francisco, CA) -- Novo Nordisk is allowing Hims & Hers Health to continue selling the weight-loss drug Wegovy. The Danish drugmaker is temporarily dropping its lawsuit that claims Hims infringed on a Wegovy patent for their GLP-1 product. The deal allows the San Francisco-baed company to sell Wegovy in injection and pill forms. It also lets Hims & Hers to sell Ozempic, Wegovy’s sister medication. Novo Nordisk, however, is reserving the right to refile the original lawsuit in the future. Study: Difficult People Age You Fast (Washington, DC) -- Having to deal will difficult people could make you age faster. That’s according to a study published last month in Proceedings of the National Academy of Sciences. Researchers found that people who have people in their lives that create problems and make life more difficult have a higher biological age compared to their actual age. On average, a person aged one-and-a-half percent faster for each difficult person.
