Filing opens for Guadalupe Appraisal District Board Election

(Seguin) — Guadalupe County voters will have the opportunity this November to elect members to the Guadalupe Appraisal District Board of Directors. Candidate filing for three at-large positions is now open.

The filing period began July 18 and continues through 5 p.m. Aug. 17. Three positions -- Place 1, Place 2 and Place 3 -- will appear on the Nov. 3, 2026 General Election ballot.

Chief Appraiser Peter Snaddon says this year’s election marks the first time the board seats will appear during a November general election. He says the first election for the atlarge positions was held in May 2025.

However, only one candidate filed, forcing the district to appoint the remaining two board members.

“The point, I think, of the Legislature when they passed this was to kind of give the public taxpayers a say in exactly who’s part of the leadership here.

Woman rescued in Seguin from human trafficking

(Seguin) — Two Katy residents have been arrested and charged with human trafficking and aggravated sexual assault.

Seguin Police say a welfare check in Seguin early Wednesday morning led to the rescue of a woman who told police she had been kidnapped and sexually assaulted.

According to the Seguin Police Department, officers responded at approximately 12:47 a.m. to a report of a 26-year-old woman yelling for help in the 1600 block of State Highway 123 Bypass - north of Interstate 10.

Young anglers invited to catch some carp

(Seguin) — Calling all young anglers. Local kids are invited to cast a line and learn the fundamentals of fishing during a pair of upcoming youth workshops being hosted by the Seguin Parks and Recreation Department.

The parks department is partnering with Seguin ISD and the Irma Lewis Outdoor Learning Center to offer both a Learn to Fish Workshop on Tuesday, Aug. 4, and an Advanced Fishing Workshop on Tuesday, Aug. 11.

Each session is open to students in grades 3 through 6, with separate classes for grades 3-4 and grades 5-6.

Nikki Berry, of the Seguin Parks and Recreation Department, says enrollment is intentionally kept small to ensure each child receives

individual instruction.

“There is a cap for those classes, so sign up as soon as possible,” Berry said. “We’re going to take 12 participants on our Learn to Fish on Tuesday, Aug. 4, that’s for grades 3 and 4 and grades 5 and 6. We’re also hosting our Advanced Fishing Program on Tuesday, Aug. 11, for grades 3 and 4 and 5 and 6. We are taking 12 in each age group. It’s $5 a participant, and once again, that’s in partnership with Seguin ISD out at the Irma Lewis Outdoor Learning Center,” said Berry.

Berry says the workshops are designed to introduce children to fishing as a fun and accessible outdoor activity while teaching patience, confidence, environmental stewardship and safe fishing practices.

She says the city is exicted about this and other partnerships with Seguin ISD and the Irma Lewis Outdoor Learning Center.

“We had our community fishing event last spring. We’re planning on doing another one this upcoming spring. I’ve had nature camps. I’ve also had fishing workshops as well as just a bunch of different nature programs and classes,” said Berry.

Registration is now open, but parks officials say families should sign up soon as space is very limited.

The cost is $5 per participant. Registration is available through the Seguin Parks and Recreation Department. The parks office can be reached by calling the department at 830-401-2480.

Election, continued.

That way their voice and their concerns are being addressed by those individuals that they’re able to vote in,” said Snaddon.

Snaddon says he hopes this additional publicity will encourage more candidates to participate this year.

“Last time, it was passed in the previous legislative session, so it was pretty much a rush with very limited time for the public to know about it. This time around, we’re hoping to get more information out so if they’re interested, they can file,” said Snaddon.

Before this new standard, it’s been entity-appointed board positions only. This year’s election is strictly for countywide at-large seats.

When filing, candidates must indicate whether they are seeking Place 1, Place 2 or Place 3.

The elected directors’ terms will be staggered so that not all positions expire simultaneously, allowing the board to retain experienced members.

Current at-large directors Charles Kelm, Pam Kifer and Peggy Herman are eligible to seek re-election.

The remaining members of the nine-member appointed board include Ernesto Rodriguez, Letticia

Sever, Dr. Al Burns, Joshua Bright, Jim Lievens and Guadalupe County Tax Assessor-Collector John Daryl.

To qualify, candidates must:

Be a Guadalupe County resident for at least two years before taking office.

Meet all qualifications for public office.

Not have a substantial financial contract with the appraisal district.

Certain taxing unit employees are ineligible unless they also serve as elected officials or governing board members.

Snaddon says these board members are vital to guiding the district as it expereinces significant growth.

“It’s an exciting time for us with all the growth in our county. People can be involved in shaping the new facility, budgeting and really providing a service to the community. If they want to give back, this is an opportunity to be involved during a time of change and growth,” said Snaddon.

Candidates must file an application with either the Guadalupe County Clerk or the Guadalupe County Elections Administrator.

Filing information is available on the Guadalupe Appraisal District website at guadalupead.org.

Trafficking, continued.

When officers arrived, they located the woman at a nearby residence.

During the investigation, the woman told officers she had been kidnapped from the Katy area and sexually assaulted by the two individuals.

Police say officers quickly located the two suspects nearby. They were identified as 26-year-old Brian Smith and 25-year-old Haiyan Lee, both of

Katy.

Smith and Lee were each charged with aggravated sexual assault and trafficking of a person. They were transported to the Guadalupe County Jail, where each is being held on bonds totaling $2 million. That’s a $1 million bond for each charge.

Seguin police say they are using this incident to remind the public that human trafficking can occur in any community. Officials say potential warning signs include individuals who appear fearful or controlled, are

unable to speak freely, do not have access to their own identification or money, or are unable to leave their situation.

Officials say anyone who believes they or someone they know may be experiencing human trafficking can contact the National Human Trafficking Hotline by calling 1-888-373-7888 or by texting HELP or INFO to 233733 (BEFREE). The hotline is available 24 hours a day. Anyone witnessing an emergency or someone in immediate danger should call 911.

Johnson & Johnson Offers $5.5 Billion Talc Lawsuit Settlement

(New Brunswick, NJ) -- Johnson & Johnson is offering a multi-billion-dollar settlement to resolve thousands of lawsuits tied to claims that its talcum powder products caused ovarian cancer. The company says the proposed five-point-five billion-dollar deal would cover about 76-thousand remaining claims and bring an end to years of litigation. Johnson & Johnson continues to deny its products caused cancer, saying the claims lack scientific support, but says the settlement would allow the company to move forward. The agreement still requires approval and participation from most remaining claimants.

Study Links Heavy TV Watching To Alzheimer’s

(Undated) -- New research has linked heavy television viewing to brain changes associated with Alzheimer’s disease. The study, published in Alzheimer’s Dementia: The Journal of the Alzheimer’s Association, tracked over seventeen-hundred participants’ TV viewing habits in midlife for nearly 24 years. The findings, which examined participants brains using MRI scans, showed that men who frequently watched TV had more white matter damage associated with cognitive decline and dementia. It also showed smaller frontal and occipital lobes, areas that are vulnerable to Alzheimer’s disease. Researchers emphasized that the biggest concern is extended periods of passive screen time replacing social interaction or other mentally stimulating activities that support long-term brain health.

Report Warns AIDS Cases Could Rise Sharply

(Rio de Janeiro, Brazil) -- A new report shows the number of AIDS cases could rise sharply in the coming years following a reduction of funding to deal with the disease. The report released by UNAIDS at the AIDS Conference in Rio de Janeiro, Brazil this month says without action, more than three million people could be infected with HIV by year 2030. That’s more than double the one-point-two million who became infected last year. The report says cuts to HIV prevention and community services are likely to lead to a resurgence of the epidemic. Funding dropped 18 percent last year and was the lowest in nearly two decades.
