(Seguin) -- After weeks of reported disappointment among volunteer fire departments, the Guadalupe County Commissioners Court on Tuesday reached a consensus to provide the additional funding that the departments had requested for the upcoming fiscal year.

The initial proposed budget is said to have only included 16 percent of the funds requested by the 8 various VFD’s.

The agreement to include the additional and combined total of $414,705 came after more than three hours of

discussion, during which commissioners revisited the contentious budget item that had sparked backlash from both firefighters and members of the public.

The additional money, however, will not come from the county’s fund balance, as originally suggested

by Commissioner Pct. 1 Jackie Ott, but instead will be reallocated from the county’s capital projects list for new construction.

New Guadalupe County elections office to open Monday Cindy Aguirre-Herrera

(Seguin) -- After years of planning and just under a year in the making, Guadalupe County’s new Elections Office will officially open for business on Monday.

The elections office has been making the move this week to its new home on State Highway 123 North. For years, the elections office has operated near downtown at 215 S. Milam St. Thanking the Guadalupe County Commissioners Court on this latest milestone was Guadalupe County Elections Administrator Lisa Hayes.

“The movers came and began moving our voting equipment and all our office supplies and everything and I just wanted to express our appreciation. We are so thankful that the county, commissioners and the judge and everyone took part and took the necessary steps to allow us to move into a facility that truly will serve the county for years to come. It’s a beautiful facility.

Again, we are appreciative of all the work that Level 5 and the Koehler Company did, and the support of the commissioner’s court and we definitely would not be here without you all,” said Hayes.

Also, the completion of the building could not have come at a better time. Hayes says with the county population growth creating new demands, this new space will be able to fulfill the latest state mandate being required for election day.

“This building will allow us to do election day voting in our office which we have never done before. We’ve

always had early voting in our building. We never had the facilities to do election day voting. This will allow us to do election day voting, and I just want to commend you all on your foresight because they just passed legislation that says we are required to do election day voting at our main early voting location starting Sept. 1. So, perfect timing and we are ready for it and we will be ready to meet those requirements now,” said Hayes.

The new facility occupies the former USDA building at 3251 State Highway 123 North, which the county purchased in 2022. Since then, the site, as Hayes mentioned, has undergone extensive renovations by the Koehler Company and Level 5 Architecture, including “interior remodeling, an exterior facelift, new paving, and the addition of a secure, fenced parking lot for staff and election equipment.”

Architect Justin Gilmore of Level 5 Architecture previously described the project as a complete transformation of the property.

“Again, a great facility. Most notably, it’s a facility that provided growth for the future – for the next 15 to 20 years. It gives the elections administrations department space for not only staffing but storage for the growth of this county. The product was delivered under budget but the project considering all the delays and all the things that we did uncover was delivered on time according to contract,” said Gilmore.

The capital investment for the building and land purchased in 2022 was $2.15 million. The renovation costs for the $3.5 million capital project and as Gilmore stated, stayed within budget.

County Judge Kyle Kutscher, who supported the purchase of the 7,800-square-foot building in 2022, said at the time that the move represented a responsible longterm investment. Officials have also pointed to the new site’s accessibility -- located just north of Interstate 10 on State Highway 123 Bypass -- as a way to improve voter participation by making the office more convenient.

“It’s a very very nice project -- to have something that gives space for future operations but also provide a secure and safe space for the employees, the voters coming to participate in whatever election as well meets state

requirements. The secretary of state requirements on videoing and security – I know that was all being done before. It was much much more challenging in the old building. Now, this is set up for that purpose and I think it turned out really well. It’s a very cost-effective type of construction project that is going to work for a long time.

So, thank you all for your hard work,” said Kutscher.

The county building, on Milam Street, has served the community for over 20 years as the elections office. This will soon become the county’s purchasing office, which has similar needs for creating adequate office space for staff.

While the new office doors officially open at 8 a.m.

Monday, the doors to the current elections office will permanently close at 5 pm. Friday. Regular business hours will be Mondays through Fridays from 8 a.m. to 5 p.m.

An open house for the public will be held in midSeptember.

“The building purchase of new construction is $2.5 million for potential purchase of building or buildings for county facilities operations but with that, we also have a $1 million in the budget for land purchase so technically that would still leave us with $3 million for land or building,” said Engelke.

Commissioner Pct. 3 Michael Carpenter was among those who immediately bought into Engelke’s suggestion and agreed that the modified funds in the capital projects’ list would prevent the court from dipping into its fund balance. Plus, he liked the suggestion of the county working together to ensure potential savings through things such as bulk purchases.

“So, we would not be pulling from fund balance. We would just be reallocating from within the constraints and confines of the current budget. I would be much more comfortable with that. I’m very reticent to pull money from our fund balance but with the existing budget and with the line item you mentioned, leaving the funding as it appears in the judge’s recommended budget – that half a million dollars going into a line item that is for the volunteer fire departments and this body (will) make decisions be it on a monthly basis or more often than necessary on where those dollars are going to be allocated across the entire playing field and when we have the opportunities, we see common needs –tires, hoses, other things – than we purchase those in a consolidated manner. It is not terribly elegant, but I can get on board with it,” said Carpenter.

The decision marks a sharp turn from last week, when the court’s initial budget proposal did not fully fund the VFD requests, despite already including increases in fire protection spending. That move drew public criticism, with several citizens and VFD representatives voicing frustration and concern about the future of volunteer fire service in the county.

On Tuesday, however, that tone was different. Members of most, if not all, volunteer departments filled the courtroom as commissioners pledged to work more closely with them in the coming year. The consensus not only resolved the immediate funding dispute but according to Kutscher also opened a broader conversation about the county’s long-term fire service model.

Kutscher says Guadalupe County’s explosive growth is putting new pressures on fire protection, hinting that volunteer departments alone may not be able to carry the load much longer.

“Change is hard and it’s especially hard for me because people are creatures of habit. I am that way as much as anyone else and it’s hard to get out of your comfort zone. But I think we are just going to have to be open and honest with our selves, with our departments, with our boards, with our citizens and with everything and not pit each other against one another for funding but that we are coming together to make sure that the public is the priority in keeping it safe and how do we that and some of us aren’t going to

be what we were 10 years ago. Some of us aren’t going to have that title or it’s going to be a combination department or a hybrid or whatever it is so again, I know today’s discussion and the 2nd is extremely important for you all in operations and my mind is like ‘I think the court is going to come together and try to find some funding’ and I’m like, ‘what do we do three years from now, five years now’ because the decisions we make today are really going to impact that,” said Kutscher.

The compromise also included a pledge for better communication between county leaders and VFDs to ensure needs are clearly identified before next year’s budget process. Some commissioners also acknowledged that anticipated grant funding shortfalls may complicate equipment purchases next year, making long-term planning even more critical now.

Commissioners Ott and Commissioner Pct. 4 Stephen Germann, who last week opposed adopting the county’s proposed tax rate because of concerns about underfunding fire services, reiterated their strong support for first responders. Both ultimately also agreed to the reallocation plan. Ott again emphasized that public safety must remain a top priority.

“I think they need what they say they need. They’ve lined out exactly what they need and their requests and I think we need to give that to them. Now, next year, they are talking about grants which is something different and if these grants are issued that they have been waiting on – that there will need to be a match should they get those things. Now, that is a separate issue. It’s not the same as this right now. I think what we need to accomplish now is making sure that they have what they need to operate for the next year – that they aren’t facing any unnecessary liabilities as individuals or as the non-profits that they are – that the county does not incur any liability relying on fire departments that are not operating with appropriate and legal equipment,” said Ott. Kutscher added that the county not only funds the volunteer fire departments, but also supports the Guadalupe County Rescue Service, a full-time paid program that helps cover emergency response needs between volunteer coverage.

Kutscher says the day may come for an urban fire service with full-time staff, but until then, he says everyone, even those in the community, have to continue supporting our volunteers whether it be donations or by attending their BBQ’s or other fundraisers. He says the show of support for volunteers was evident this past week and hopes residents countywide do more to support their year-round efforts.

As part of the budget process, no action on reallocating the additional funds was officially taken Tuesday - although —again— that is now the unofficial plan for the county. The official adoption of the budget which will include the new line item for the additional fire protection funds plus the adoption of the tax rate are all slated for Sept. 2.

SEGUIN, Texas -- With the kickoff of the 2025 NCAA Division-III men’s soccer just 10 days away, the Southern Collegiate Athletic Conference (SCAC) announced its preseason coaches’ poll Tuesday afternoon.

As voted on by the league’s head coaches, the Bulldogs were voted to finish fourth in the SCAC standings with 114 total points, predicted to finish behind 20th-ranked Colorado College, St. Thomas, and Concordia (TX). Texas Lutheran is coming off back-to-back .700-plus winning percentage

seasons for the first time since the Bulldogs joined the SCAC prior to the 2013 season.

Junior captain Carson Alldredge (Spring/ Klein) returns as the lone All-SCAC honoree from last season while 2023 All-SCAC honoree, Preston Huff (Houston/Cy Fair) returns after missing a majority of last season due to injury to lead a young Bulldogs team that will feature 14 freshmen as TLU looks to replace a massive 17-member senior class from a season ago.

Gloria Rangel was born in Seguin, TX on June 26, 1949 to Domingo and Sara Rangel. Gloria was a 1967 graduate of Seguin High School and also earned an Associate’s degree from Austin Community College. Before retiring, she primarily worked in executive & administrative assistant roles and in customer service for employers like Texas State University, Comal County Human Resources, HD Supply, and Harland Clarke.

She enjoyed the art of drawing, painting, coloring, sewing, thrift shopping, spending time with her sisters and family, and was always present at all of her grandchildren’s functions and events.

Legionnaires’ Lawsuits To Follow NYC’s Five Deaths (New York, NY) -- Legionnaires’ lawsuits are in the works following a fifth death in New York City. The Reverend Al Sharpton is expected to announce a lawsuit today that’s connected to those deaths and to the 108 people sickened and 14 patients still hospitalized by this severe type of pneumonia. And The Gothamist is reporting that lawyer Jory Lange is calling the death toll “shocking” and says he represents 37 people who’ve contracted Legionnaires’ disease. The outbreak is in five zip codes in Central Harlem. Last week, Mayor Eric Adams said the 12 cooling towers that tested positive for Legionella, the bacteria that causes the illness, have been remediated.

Legionnaires’ disease is spread by water droplets, not person-to-person.

Price Of Ozempic/Wegovy Cut (Undated) -- The prices of some popular weight-loss drugs are being slashed for cash-paying patients. Danish pharmaceutical company Novo Nordisk is offering Ozempic and Wegovy for half-price -- 499-dollars a month -- for those who pay for the drugs outof-pocket. Eli Lilly, the Indiana-based maker of Mounjaro and Zepbound, has been doing the same for months. The cash-pay offer will expand access to eligible type-2 diabetes patients who don’t have insurance coverage for the weekly injections. The move comes as pharmaceutical companies face pressure from the Trump administration to lower drug costs in the U.S. West Virginia Files Suit Against “Architect Of Opioid Crisis” (Charleston, WV) -- The state of West Virginia is suing the company it considers the main architect of the opioid crisis: pharmacy benefits manager Express Scripts. West Virginia Attorney General J.B. McCuskey says the lawsuit claims Express Scripts, now known as Evernorth Health, committed misconduct that was complex, far-reaching and violated state and federal health laws in many ways.

The suit claims Evernorth, headquartered in St. Louis, conspired with opioid manufacturers to deceptively market the drugs. ’Zombie Squirrels’ Spotted Throughout U.S. (Undated) -- Squirrels with oozing warts are being spotted throughout the U.S. According to reports from the Daily Mail, photos of the ‘zombie squirrels’ have been captured and shared on social media since mid-2023, with a recent surge this summer, and experts claim the rodents are likely suffering from squirrel fibromatosis. The viral skin disease is caused by leporipoxvirus and results in wart-like tumors with an oozing fluid that typically clears up on its own. The condition could become fatal for some infected squirrels, but they are reportedly not a threat to humans, pets or birds despite their appearance.

September Goodbye Summer All Media Art Show at Seguin Art League The Seguin Art League will be hosting the Goodbye Summer All Media Art Show submission drop-off from 10:00 a.m. to noon on August 30 at 104 S. Austin Street, Seguin. The show is open to all artists 18 and over, with an entry fee of $15 per artwork for members and $20 per artwork for non-members. A reception and award ceremony will take place from 6:00 to 8:00 p.m. on Wednesday, September 3. The exhibit will remain on display through October 11. Abstract Floral in Beginning Watercolor Class at Seguin Art League The Seguin Art League will be hosting an Abstract Floral in Beginning Watercolor class at 1 p.m. on September 24 at the Seguin Art League. The class runs until 4 p.m. and will guide students in creating an abstract floral using fine watercolor and sable brushes. Techniques covered include high saturation painting, bleeding, hard and soft edge control, and the use of salt, alcohol, and bleed-proof white.
