Redevelopment of Wells Fargo building would be VIABLE STRATEGY for city Architect presents several concepts, drawings for possibilities for the site in downtown Seguin Darren Dunn

(Seguin) -- When the city of Seguin announced its plans to purchase the Wells Fargo building in downtown Seguin, some people may have had trouble picturing how that building could be repurposed into a multi-use space that could potentially attract more retail, restaurants and amenities to the downtown area. That picture might be a little bit clearer today, thanks to Andrew Douglas, of TBA/Douglas Architects.

Douglas presented several concepts to the Seguin City Council on Tuesday night, showing the potential uses for the property. These were concepts only, and should not be mistaken for the actual project design work, but these are starting points for what could be a major change for downtown Seguin.

Seguin Economic Development Director Josh Schneuker begin the presentation by recapping the city's proposed purchase of the building. The purchase price of $2.5 milliion was approved by the council in August, and it included a due diligence period before the close of the sale.

The city, at that time, also hired the architectural firm to help provide some insight for the possibilities that existed for the building, and the full city block that it covers.

“We've engaged the services of TBA/Douglas Architects to help us determine the highest and best use for that property, and upon determining that highest and best use TBA/Douglas will then assist us with putting together our request for proposals that will be sent out to the development community. We will then work with that developer and likely enter into a public-private partnership to help bring that highest and best use to fruition,” said Scheuker.

Douglas says the city has a unique opportunity to do something special with this project. He says it would be a publically controlled property, that's in a strategic location, and it could serve as a catalyst for other developments in the area. Douglas says it would be a public/private partnership that would potentially serve this community for several generations.

“This is a project that will go beyond our lifetime and will be something that the community will enjoy for many years to come,” said Douglas.

What's now commonly called the Wells Fargo building, is actually three buildings. Douglas says

the original building was designed by a well-known architect. He says that's just another reason why this project could be special.

“One of the things that in our discovery, I guess in the short term, we've been working on this is we do have these three buildings. We're calling them Building C and Building B. Building A -- that's a gem and that's a historic building that was done by a very famous architect, James Riley Gordon. All the great courthouses in the state of Texas were designed by him and he has a very well-known reputation. So, that's what's there,” said Douglas.

Douglas says you could simply take the existing buildings and create retail space on the ground floor and then use the second floor for offices. That was essentially option A presented on Tuesday.

Option B, featured a hotel and some additional amenities, including rooftop terrace with a pool that would overlook the park. Douglas says this could be a major attraction in downtown Seguin.

“And then the really neat aspect to this is we get the roof terrace. So,we have hotel rooms and we have that amenity deck area with the pool overlooking the plaza (and) overlooking the city. This would be quite an experience for people staying at the hotel, and taking in the ambience of downtown,” said Douglas.

A version of this option was also worked up to included a multi-family option instead of a hotel. Option B called for sub-grade parking with one lower level, but that option would still potentially leave a parking deficit.

A third concept -- known as Option C -- may have received the most attention during the presentation. This option would offer even more retail space, the hotel with a rooftop terrace amenity, and more meeting spaces that would further attract people to the community. Douglas says this concept would also better address parking concerns in the area, with a parking garage attached to the project. Building, pg. 3

“We like this option quite a bit because of that. We get retail pretty much on every street. You know, Washington (Street) right now may not be perceived as a retail street, but there's definitely opportunities, especially as we talked about this loop promenade in the downtown. It could be kind of a pretty significant location. This concept has a garage that you enter off River Street. You can see the ramp right there. When you go up, you would park on the upper levels. At the street (level), you have the retail (spaces), and we have the hotel entry off of River Street...then we go up to the next level where you can see the garage on Washington, and then we have the hotel rooms and the meeting space, and then we go with the hotel stack and then we have the roof amenities. This is six levels. So it's about one story taller from the (Plaza Hotel) building is catty-corner from that corner,” said Douglas.

It's again important to stress that these are only concepts. The thought of a six-story building might be hard for some people to comprehend, but Douglas says it's something that could be intergrated into that area.

“You do have some mid-rise (buildings) in the downtown already. So, the idea of going to this scale is -- I don't think -- out of the question. There are things you can do to push the masking back on the upper floor to make it maybe a little more sensitive to building diagonally across, but we think it's a very viable option,” said Douglas.

The concepts discussed and the drawings included in the presentation are meant to provide better idea to the city and to the public about of what could be done. Douglas says the work is just meant to show that there are numerous development strategies that could work for that property.

“These aren't meant to be the actual solutions, but what we're doing is we're test fitting the site to see its viability for redevelopment. And so going through this study, we feel there's some definite opportunities here for

significant redevelopment and impact in the downtown.

These will become foundational for the next step and for the use of the developer. They will look at this information as study information, and it aligns with a lot of the processes that they go through in analyzing sites. So, they typically welcome this type of information, because it helps them really get a feel for the opportunity. The other thing it does -is it helps market the opportunity. A lot of developers don’t even want to get involved, but if you market it and you show them what we've already studied...and there's a path forward to do this, then you’ve gone much further, and you'll have more interest within the community,” said Douglas.

The next step for the city will be to complete its due diligence, and also consider forming an advisory committee that would be made up of community members, who can help to better define what any potential development should look like in this space.

“We have stakeholders within the downtown and within the community that need to be engaging with and get their review and input. You really want to craft that plan. We want to craft that plan, that aligns with the community's goals and objectives. What we don't want to do is get to the developer community and then start getting push back, because the developers are doing something that doesn't align with the community. So, part of the process is to vet some of that now and get that taken care of. Again, that's adding value, because developers will have already gone through that process.

(They think) that's great. They check off the box and then move on,” said Douglas.

The council took no formal action on the presentation, but it did later meet in closed session to further discuss some of the details of the project. Meanwhile, some of the city's due dilligence work continues on the building, located at 101 E. Nolte St. The city block is surrounded by Nolte, River, Washington and Austin streets in the heart of downtown Seguin.

Bulldogs Open Season with 70-59 Win Over LeTourneau Chris Austin

SEGUIN, Texas -- The Texas Lutheran women’s basketball team opened the season the right way with a 70-59 win over LeTourneau at Memorial Gymnasium. The Bulldogs got contributions from almost the entire team as all 14 active players saw the floor with 11 scoring on the night. The season opening win is the first win in a season opener under head coach Troy Patterson after dropping the opener the first two seasons while Patterson improves to 3-0 in home openers in his tenure as head coach.

Brianna Wilson (Austin/Cotulla) led the scoring for the Bulldogs with a career-high 16 points while adding a career-high eight rebounds. Lauren Sansano (San Antonio/FEAST) was the second Bulldog in double figures as she scored 14 points and dished out a game-high six assists. Kailee Mulkey (New Braunfels/New Braunfels) had a game and career-high 12 rebounds and added 11 points, five assists and two steals for her fourth career doubledouble. Freshman Madison Malone (Boling/Boling) scored six points and had two rebounds in her collegiate debut while Sarahi Jones (Los Fresnos/Los Fresnos) stuffed the stat sheet with five points, three rebounds, three assists, two steals, and a block.

Texas Lutheran would lead the game wire-to-wire, starting the game with an 8-2 run. The Yellowjackets would not let the game get completely out of hand, managing to keep the Bulldogs to a 20-14 lead after the first period. Brianna

Wilson made her presence felt early with seven points and three rebounds in just under seven minutes of action in the quarter.

The Bulldogs would shoot 42.1% in the second quarter to extend their lead to 39-26 at halftime. The Bulldogs opened the second quarter on a 14-2 run, keeping the Yellowjackets from their second bucket in the period until 4:19 remaining in the half.

LeTourneau cut into the Bulldogs lead in the third quarter behind a 61% shooting effort but timely shots from the Bulldogs kept the Yellowjackets from getting too close as the game was never a single-possession game. LeTourneau got the Bulldogs lead down to four but that’s the closest that they would get in the entire second half.

The Bulldogs saved their best defensive quarter for last as they held the Yellowjackets to 1-of-12 (8.3%) shooting in the period as the lead returned to double-digits for good. Kailee Mulkey would grab seven of her 12 rebounds in the fourth quarter, including four offensive rebounds.

The Texas Lutheran bench - which has been a key factor throughout Patterson’s tenure - outscored the Yellowjackets bench 20 to 10 on the night.

Pastor John David Doerfler, a man who truly never seemed to tire, claimed the promise of his baptism on Saturday, November 4th, in his home surrounded by his loving family at the age of 74. A memorial service honoring God and celebrating David’s life will be held on Thursday, November 9, 2023, at 10:30 a.m. at the Chapel of the Abiding Presence on the campus of Texas Lutheran University in Seguin. David always wanted to be with his children: Ashley, Meredith, Andi, and Lizzy, and grandchildren: Simon, Pierce, Chloe, Grayson, Georgia, Yuri, and Crosby. He loved projects like building ziplines and forts and giving them all sorts of things they could hurt themselves with.

Oates

It is with profound sadness that we announce the passing of Mr. James Louis Oates, who unexpectedly left us on October 24, 2023. Known to many as “Goat”, he was born on July 3, 1957. James was an individual of authenticity, generosity, trustworthiness, and an affinity for fun. He was a simple soul but was a rich man because everybody he touched with love, loved him in return.

His radiant personality shone through in his devotion to his family and friends, a legacy that will live on.

James most recently had a respectable career at the Guadalupe County Road and Bridge Department, proudly retiring in 2022. In his younger years, he worked as a mechanic and semi-truck driver. He spent countless hours rebuilding motors, fixing cars, and building things. He enjoyed the time spent in Wilburn Brown’s garage during the 1980’s building the awardwinning tractor pull truck “Fantasy”. His many years as a truck driver were recognized as accident free, quite an accomplishment for all the miles he traveled across the country. His tireless work ethic was an example to all who knew him. Emphasizing the importance of a job done right, he passed this valuable lesson on to his children, teaching them about the gratification and rewards of hard work. It was during his career at Structural Metals Inc. that he was introduced to his lifelong friends and brothers including Henry “Tequila” Mertz, Ernest “Cowboy” Neumann, Reyes “Chainsaw”

James met the love of his life, Patty McFarland in 2007. The couple shared a vivacious love for one another that was like no other. They were most happy just being together and shared a love for animals, dancing, country music, good food, their family, and friends. Anyone that knew of James and Patty knew that they were each other’s soul mates. June 15, 2013, Patty unexpectedly suffered a major stroke and passed away leaving a void in James’ heart that many could agree would never be filled.

James is survived by his mother, Nellie Oates, his devoted sister, Linda and husband Allan Trial and nephew Scott Trial. His two cherished children; his daughter, Jennifer Horne and husband Glen Horne and his son, Christopher Oates and fiancé April Ferrell. His beloved granddaughter, Presley Hirsch was undoubtedly the apple of his eye. James leaves behind a brother, JJ Edwards. James also loved another brother, David McFarland and his wife Linda. Their children Cheyenne and Hunter were very dear to him and he looked after them as any good uncle should. James was predeceased by his father, Samuel Louis Oates.

The loss of James leaves a void that can never be filled. His authenticity and generosity made every interaction with him feel genuine and warm. He will be dearly missed, but his lessons, his love and his legacy will persist in the hearts of those he left behind. A Celebration of Life is being planned for a later date.

Lillian Marie Ehrlich Lippe, age 94 of Seguin, passed away on November 7, 2023. Lillian was born on November 24, 1928, in Creedmoor, Texas to Elsie (Wagner) and Gustav Ludwig Ehrlich.

Lillian grew up on the Ehrlich farm with her grandparents, aunts, and uncles after her father passed away at a young age. She was a standout athlete at Lockhart High School where she lettered 3 years on the volleyball team and was Captain for 2 years. When she married, she stayed home to raise 3 sons. She was an excellent cook

and seamstress. She was an avid San Antonio Spurs and Dallas Cowboys fan. Once the boys left home, she spent 12 years working in the school library at Joe F. Saegert in Seguin. When she retired, Lillian enjoyed participating in a bowling league, bible study, gardening, playing card games with friends, and of course watching sports on TV. Lillian is preceded in death by her husband, Walter Lippe, her son, Paul Lippe, her parents, and her brother, Max Ehrlich.

Survivors include her sons, Lloyd Lippe and Phil Lippe; granddaughters, Jordan Walker and husband James, Karoline Flores and husband Daniel, and Meredith Bean and husband Lawton; great-grandchildren, Paige, Brooke, Kate, Cassidy, Matthew, William, and Madison; sister-in-law, Doris Ehrlich; numerous other loving family members and friends.

Biden Calls OH Abortion Measure Passing A Win (Washington, DC) -- President Biden is calling the Ohio ballot measure enshrining abortion protection in the state constitution a win for democracy. Biden released a statement following the news, saying that Americans “Americans once again voted to protect their fundamental freedoms.” Ohio Issue 1 establishes abortion protections in the state’s constitution, guaranteeing the right to an abortion up until fetal viability.

The state is now the first Republican-controlled state to enshrine the right to abortion into its state constitution.

Missouri Sues Biden Administration Over Abortion Pill Mailings (Jefferson City, MO) - The state of Missouri is suing the Biden Administration over what the state attorney general says is the FDA’s illegal distribution of abortion pills in the mail. Missouri A-G Andrew Bailey’s office filed the lawsuit against the Food and Drug Administration and the U.S. Department of Health and Human Services. The suit argues the federal government doesn’t have the authority to approve using the U.S. mail to ship mifepristone and asks for an injunction to stop shipments. The lawsuit also seeks to reverse FDA approval of the generic version of the drug.

MGH Releases Gun Violence Study (Boston, MA) -- A new study indicates young survivors of gun violence deal with mental health and substance disorders at significantly higher rates than their peers. Researchers at Massachusetts General Hospital also found an increase in the mental health needs of the families of gun violence victims. They said the study could help guide long term care for young survivors of gun violence and their families.

Residents And Businesses Upset Over Open Air Drug Markets (Salem, OR) -- Oregonians are dealing with open air drug markets with no criminal consequences. This after the voters there decriminalized small quantities of hard drugs in favor of treatment. Lawmakers are trying to decide on what their public safety response will be before next legislative session. Officials are asking police what they can do to mitigate the problem, but police point out that without criminalization, their hands are essentially tied. Data shows that between 80-90-percent of Salem homeless are addicted to fentanyl.
