City helping to advance efforts to repair Meadow Lake Dam

(Seguin) -- Efforts to replace the Meadowlake Dam continue to move forward. The city of Seguin recently agreed to use some of the money that it had committed to the project to get some much needed worok done now.

Seguin City Manager Steve Parker says the city has pledged $5 million to help with the construction of the aging dam on the Guadalupe River in Seguin. The city’s funding represents only a third of the total costs, with the rest being funded by the Meadowlake Water Control Improvement District (WCID) or other sources.

Parker says the city wants to use a portion of its funding to get some plans completed for the project.

“If you recall in August of this last year, we developed a memorandum that would allow the city to contribute $5 million towards the Meadow Lake dam project. The estimated cost of that initial assessment was a little bit over $20 million (or) $20.8 million -- of which the city could be on the hook for up to $5 million. The idea was that the Water Control Improvement District for Meadow Lake would be on the hook for the difference of that almost $15 million. Again, they’re also going after a grant that’s a little over $5 million. If those things hit, our goal was that the district will pay $10 million, the city would pay $5 million and then the grant would come in (with) $5 million.

Former lawmaker says Texas law is protecting children from ADULT- CONTENT

(Austin) -- One of the world’s largest adult entertainment websites has blocked access to Texas, thanks to a law that requires age verification. Former State Representative Matt Krause started the push to restrict kid’s access to PornHub and other sites three years ago.

“It’s very telling that a site would shut down complete access to everybody, only for the fact that they have to have age verification,” said Krause.

Krause says he’s glad that the site has been shut down in Texas. He thinks its a win for parents and children.

“My concern in 2021 was that these sites were being used for child exploitation,” said Krause.

Even if you don’t agree with the exploitation claim,

it may be hard to argue that it didn’t provide easy access to this kind of content. Krause says it’s suspicious that Pornhub is fighting for something that might potentially allow children to have easy access to adults-only content.

“This affirms that we were on the right track in 2021, and it’s definitely the right thing to happen in 2024,” said Krause.

In a statement, the Canadian-based company says the Texas law infringes on adults’ rights to access protected speech. The company had previously sued to block the law, but a new ruling from a federal appeals court sided with the state of Texas, saying that pornography is proven to harm brain development in children.

Standardized tests making comeback at state's flagship campus

(Austin) -- There had been a move, by colleges and universities, to stop using SAT and ACT scores for admission requirements, but a major university in Texas is now bucking that trend. The University of Texas at Austin will once again require standardized testing scores for incoming freshmen. That decision comes four years after it abandoned the requirement.

But experts, like Harry Feder, of Fair Test, say this makes the flagship campus a bit of an out-lier, nationwide.

"Over 80-percent, of all degree conferring instutions in the United States, are either testoptional or test-free," said Feder.

So, it’s like a two-third and one-third split between the (district and the city). The problem is that the WCID needs to issue all its debt in one fell swoop, once they know that the project is a go. But that is not (expected) until January 2025. So, we’ve been looking for (solutions and) thinking outside the box to try to come up with a way that we could start the engineering (work) now,” said Parker.

Parker says getting the design work done now is critically important to the future of this project. He says that’s why he recommended that the city pay for those initial costs, and then it could be reimbursed later if the costs far exceed the estimated price tag for repairs to the dam.

“So, what we decided to do in our debt issuance, that was approved a couple of weeks ago, that we would put in the $1.3 million for engineering and design of the dam engineering. That would allow us to get good hard designs, and then allow us to bid that out to really determine if we are somewhere around that $20 million figure to build Meadow Lake dam repairs,” said Parker.

Parker says this will cost the city some money upfront, but he believes it’s a good investment for the city to make. That’s one of the reasons why the council initially agreed to contribute $5 million towards fixing the dam. He says by providing some of that money now, it allows things to continue to move forward and better prepares everyone for what will eventually become a large capital project for the Meadowlake WCID. Parker says this is not additional money from the cit8y. He says this

"Now it seems that what UT is saying, is that we want to see the SAT scores so we can sort of better steer kids to different majors," said Feder.

But Feder still says UT's decision is an interesting move, because

he claims that the vast majority of all colleges and universities have ditched standardized tests for a reason.

"I don't think a standardized test is a good indicator of the capabilities of any candidate for an admission," said Feder.

Last year, UT-Austin saw an all-time high number of applicants. However, there was also a dip in academic performance. In a statement, the university states that the standardize tests are a good indicator of success.

“If the project were not to make, then the Water Control Improvement District would start paying the debt service on this $1.36 million, or they eventually could issue debt to take us out and reimburse us. So, we’re not on the hook after this if the project does not make. If the project makes, that’s going to be part of our $5 million contribution. But it gets the project and design started now. So, we thought it was worth bringing it back to the council to entertain this agreement. We have worked out -- if more grants come in in the future – let’s say we get another $5 million, then the Water Control Improvement District and the city would share in the grants coming in – at a two-thirds, one-third split. So, if we got additional money in, then our potential cap of $5 million could potentially go down, but it will not go above the $5 million (commitment),” said Parker. It was almost five years ago that a dam failed upstream on Lake Dunlap. That set off a series of reactions designed to figure out a way to work with the Guadalupe-Blanco River Authority (GBRA) to preserve all of the hydroelectric lakes along the Guadalupe River. Since that time, water control improvement districts (WCID’s) were formed along lakes Dunlap, McQueeney, and Placid. Lake Dunlap has since been restored, and repair projects are currently underway on lakes McQueeney and Placid. Meadow Lake also has a WCID, and voters in the district have approved a tax rate that will help to pay some of the debt service for the future improvement project. The city’s $5 million is designed to help ease some of that burden, while also protecting an asset for the city.

TLU Baseball Drops Series Finale to St. Thomas

SEGUIN, Texas -- Texas Lutheran Baseball dropped the series finale to St. Thomas, 5-1, and were swept by the Celts on Friday at Katt-Isbel Field.

St. Thomas got on the board first with a run in the second, fourth, and sixth innings to take a gradual 3-0 lead over the Bulldogs.

Texas Lutheran would be no-hit through 6.1 innings until Arias broke up the Celts no-hit bid with a one-out double in the seventh inning. Bourgeois would drive in Arias with an RBI single to trim the lead to 3-1.

The Celts got the run back in the top of the eighth with a solo home run.

St. Thomas added to its lead in the top of the ninth, taking advantage of a passed ball and a TLU throwing error to score the final run of the game and bringing the game to its final score of 5-1.

A loving daughter, friend, teacher, wife, Mama and Gigi

Susan Brown Glenewinkel of San Marcos Texas, aged 57, passed away unexpectedly on March 11, 2024, leaving a hole in the hearts of all who knew her and a sadness so profound there are no words for it. She was born on July 24, 1966, in Waukegan, Illinois, to Dorothy (Clausen) and Neil Brown. She grew up in a loving family with her parents, brother Kevin, and numerous wonderful dogs.

Susan graduated from Southwest Texas State, where she was very active as a Sigma Nu Little Sister. She met many lifelong friends in San Marcos, including her very best friend, her future husband, Reagan Glenewinkel. She and Reagan married in 1992 and moved to Round Rock, Texas, where Susan focused on her number one dream job of being a mother. They also spent time in El Paso, Seguin and San Marcos as they moved with Reagan’s job with UPS. No matter where they were, Susan always created a home filled with love and the many friends she met along the way. Reagan and Susan’s 32-year marriage exuded a special magic and devotion that has served as a model for their children and those that know them.

When all of her children were school-aged, Susan earned her teaching certificate and put it to use serving students in various districts across Texas. She was a dedicated and passionate teacher whose commitment and passion touched the lives of countless students. Most recently, Susan was the Response to Intervention (RTI) teacher at Bluebonnet Elementary in Lockhart. She taught in Lockhart ISD for 10 years, continually inspiring her students and spurring them on to a love for learning. She also dedicated time as a mentor and a friend to her colleagues, always at the ready to lend a hand or a listening ear. Susan’s fun-loving and caring spirit made her the perfect teacher.

Susan was a devoted and caring wife, Mama and Gigi who always put her family first. Nothing made Susan happier than spending time with those she called her own. Susan was the proud mother of six children –five by birth and one by choice. She was also an amazing Gigi to thirteen grandchildren who brought her much joy. Susan was the heart of the family, the one everyone counted on whether it be sage advice, warm hospitality, or a listening ear. She was always supportive and encouraging of her family’s

dreams and aspirations, championing them in all their life choices.

Susan was a kind and generous friend who made everyone feel welcomed and valued. She had a warm and genuine smile that lit up any room. She had a great sense of humor and a zest for life. She loved to read, sit by her pool, or wade in the river. Her greatest passion and accomplishment was by far building a life of adventure, love, and mutual support with Reagan.

Susan is already missed by her husband, Reagan; her children, Morgan Snody (wife Erin and children Blair and Reese); Trenton Snody (wife Sarah and children Charlotte, Sophia, and Nora); David Vidales (wife Kalie and children Eli, Flora, and Lyla); Cameron Glenewinkel (wife Amanda and children Lane August and Cameron); Jackson Glenewinkel (wife Bailey and children Margarat Jo and Beaux); Mary Carson Glenewinkel Mills (husband Alex and son Auggie); by her loving parents, Neil and Dottie Brown of San Antonio; her Uncle Walt; her brother Kevin Brown of Florida (wife Jennifer and children, Adam and Josh); by her brothersand sisters-in-law who counted her as a true sister; by many nieces and nephews; by a very large circle of friends from every stage of her life, and by her colleagues and students. Last but not least, even her beloved dogs, Gypsy and Huckleberry, feel her absence greatly. She was preceded in death by her grandparents and her aunt, Betty Graham.

Susan created a beautiful life, full of joy, love, and kindness. Her enduring legacy will live on with her parents, brother, husband, children and grandchildren, family, and friends. Her circle was wide and her impact on this world and the hearts of others was great.

A visitation will be held on Wednesday, March 20, 2024, from 5 to 7 p.m. at Tres Hewell Mortuary. The recitation of the Holy Rosary will begin on Thursday, March 21, 2024, at St James Catholic Church at 10:30 a.m. followed by the Mass of Christian Burial at 11 a.m. with the Reverend Monsignor Dennis Darilek officiating. Interment will follow in the Kingsbury Cemetery. Reception information will be provided at the service.

Her sons and son-in-law will serve as pallbearers for their mother.

Frank Edward Ketchum was born on June 28, 1947 in Seguin, Texas to the parents of Frank and Maudester Ryan Ketchum. His early Christian life began at Refuge Church of Our Lord and Savior Jesus Christ. He attended Ball High and graduated from Seguin High School. Frank was an avid tennis player at Ball High and Seguin High Schools. Upon graduation from high school, he attended The Engineering Extension Service-Texas A & M University Highway Construction Equipment Technician and Operators School. Upon

completion he furthered his education by attending Durham College and St. Philip’s College. Frank was a faithful employee to Burke’s Forms. Frank’s favorite passions were fishing, gardening, reading and of course taking photos of family and friends.

He was preceded in death by his parents, brothers Danny and Bill Ketchum and sister Annet Ketchum Hall.

Frank leaves to cherish his memory his siblings, Janet Antwine (Kermit) and Dennis Day Ketchum (Monika) 1SG Retired; nephews Lester L. Cooks, Jr. (Liana), SMSGT Retired, Kory D. Antwine, Frederick Ketchum (Anna), M.D., and Wil Hall; nieces Krystal Winfield (Alistair), Isabel Lee (David) and Rebecca Ketchum, and a host of loving relatives and friends.

Leoma Rena Dreyer Steffen, 78, died peacefully on March 15, 2024, at her home in Marion surrounded by her loving family. She was born on August 26, 1945, to Rena (Reimann) and Helmuth Dreyer. She grew up on a farm in Marion owned by her family for 144 years. A German heritage shared with her children and grandchildren for many years. She married the love of her life, Calvin Steffen, in 1963 and spent 60 years with him enjoying life in the country. In her closing chapter, Calvin dedicated all his time serving as a human walker and primary caregiver as her Parkinson’s disease progressed. He held her hand and heart throughout the life they built together, showing a magnitude of love and grace as her body declined.

She spent her life as a kingdom builder, serving her church for over 40 years working as a youth leader, Sunday school teacher, Bible study leader, and volunteering on many committees. Leoma took pride in growing things, her human legacy, plants, garden, and farm animals. She was especially proud of her children Melanie Krause (Pete), Carl Steffen (Yvette), Paula Moeller (William), and Judith Bek (Brennan). She and her husband Calvin enjoyed time outdoors watching their 12 grandchildren and 15 great grandchildren play in the yard. She and Calvin

spent numerous hours outside holding hands and waving at their family, neighbors and friends as their cars passed by.

Leoma took delight spending time with her lifelong friends, spending many hours with them in the kitchen sharing stories, bread, cinnamon rolls, or cookies. She spent most of her life as a seamstress; some may even say she entered this world with a Singer in hand. God gave her a beautiful gift, lovingly shared with others for over 60 years. People from surrounding counties brought her wedding dresses to alter, pants to mend, and shirts to embroider. The family went to weddings and on vacation in matching outfits thanks to her tremendous talent in sewing.

A gathering of Leoma’s family and friends will be held from 5:00-8:00 PM on Monday, March 18, 2024, at Goetz Memorial Chapel, 713 N. Austin St, Seguin, TX. A celebration of her life will be held on Tuesday, March 19, 2024, at 10:00 AM at St. John’s Lutheran Church in Marion with interment to follow at St. John’s Lutheran Church Cemetery. Norman Ricketts (Skip) Hall, Jr., was born on June 18, 1945, and passed on to Heaven on March 2, 2024, after a lengthy, difficult battle against cancer.

Skip leaves behind his wife Beth of fifty-seven years, his son Randy and fiancé Jennifer, and one granddaughter Remi of Portland, Oregon; his younger brother Charlie and wife Vicky, and their two sons: Caleb and wife Sara and Nathan and spouse Dre along with great nephews Rowe and Ripp; his remaining sister-inlaw Karen Hudson and Danny Glenn, her daughter Dawn Hooper and husband Mike and their children Tyler Hooper and wife Peyton and son Ryder and Maddie Hooper; numerous cousins, friends, and former students.

Skip was a dedicated history/government/economics teacher for a total of thirty-three years, He was department chairman at Seguin High and later at Kerrville Tivy High School and served as Student Council sponsor at Seguin. He also jokingly claimed to have taught “advanced

detention hall.” Skip was lucky enough to have enjoyed the fun of ranching at the Killeen family ranch that is now the development Skipcha Mountain—the name a combination of the two brothers’ names. He later ranched at Cleo, Texas, on the family ranch. He enjoyed every aspect of deer hunting, from feeding the deer, preparing for deer season, traveling to the lease— even if it just involved going out the back door— and hanging his trophy horns throughout the house. Following his father’s example, Skip became an educator. He grew up in Killeen and attended the public schools there. He graduated from Angelo State University in its first graduating class in 1967 and completed his Master’s at East Texas State University in Commerce in 1971. Skip was preceded in death by his parents Billye Barr Hall and Norman Ricketts Hall, Sr.

A memorial service will be held at the chapel at Tres Hewell Mortuary in Seguin, Texas, at 2:00 p.m. on Friday, March 22 with Rev. Jeremy Roy officiating. Burial will be at a later date at the Old Killeen City Cemetery.

Study Shows Depth Of Opioid Losses (Lexington, KY) -- More than 40-percent of U.S. adults know someone who has died from an overdose. That’s according to a new study by the RAND Corporation published in the American Journal of Public Health. Researchers found an estimated 125 million Americans have experienced a loss due to an overdose of drugs, primarily opioids. The study further shows 19-percent of those surveyed had lost one person to an OD, another 19-percent had lost two to five people to an overdose, and nearly five-percent lost six or more.

CDC Updates Measles Vaccination Guidelines For Travelers

(Undated) -- The CDC has made changes to its measles vaccination guidance for travelers. The agency says any American with plans to travel abroad should speak with their doctor at least six weeks before their trip if they aren’t sure whether they’re up to date on their vaccines. The CDC previously advised people to make a doctor’s appointment at least one month before their trip. This comes as health authorities have urged Americans in recent weeks to get vaccinated before spring break travel.

Ten States, FTC Sue Women’s Cancer Fund

(Washington, DC) -- Ten states and the Federal Trade Commission are suing a charity accused of fraud. The lawsuit claims Women’s Cancer Fund, also known as Cancer Recovery Foundation International, brought in 18-million dollars between 2017 and 2022, but only one-percent of that money went to cancer patients. Four times that amount allegedly went to Gregory B. Anderson, who operated the charity. The complaint was filed in the U-S District Court for the Southern District of Texas earlier this week.

(Undated) -- The FDA is recalling cashews sold at Walmart. Great Value Honey Roasted Cashews are being recalled for not correctly labeling proper allergen warnings for milk and coconut. Concerned shoppers can check and see if they’re affected by the blue wrap around the label and July 8th best used by date. According to parent company John B. Sanfilippo & Son, Inc. no adverse reactions have been reported.

Registration Open for City Summer Day Camp

Registration is now open for the City of Seguin Parks and Recreation Department’s Just for Kids Summer Day Camp program for those who have completed Kindergarten through 5th grade, not to exceed 11 years of age.
