City provides update on Wells Fargo building project Darren Dunn

(Seguin) -- The city continues to move forward with its plans to purchase the Wells Fargo Bank building. The building is located on a full city block in the heart of downtown Seguin. The property is bordered by Nolte, Austin, Washington and River streets, and it is located across the street from Central Park.

Staff recently provided the Seguin City Council with an update on the revitalization and redevelopment project.

Seguin Economic Development Director Josh Schneuker says the city started looking at this in the summer of 2023, and agreed that this would be a good investment for the city. The city will purchase the building for $2.5 million and has hired an architect to come up with a study for best uses for that space. Those studies lay the foundation for what’s expected to eventually lead to a partnership with a private developer who will bring the city’s vision for the property to life. Potential uses, identified in the study, include hotel rooms, conference space, restaurant and bar space, and room for retail and residential spaces.

National Endowment for the Arts Final Call for Indigenous Artists (Seguin) -- Teatro De Artes De Juan Seguin and the city of Seguin seek to commission a professional indigenous artist to design and create a visual art or mixed media art creation, which must be able to travel to educational, city, business, and other locations.

Organizers say the National Endowment for the Arts “Our Town Sharing of People, Places, Culture and Stories through Art Creation in Seguin” is a project that has been well thought out, historically documented, and looks to answer the long-standing question -- “What is the rest of the story about our community?” One of the project goals is to bring the rest of the story to the forefront

thus sharing and documenting the facts, the struggles experienced and the resiliency of the people who live(d) here through cocommunity art creation. The other goal of this project is to strengthen our community over the long term.

For more detailed information, a link to the artist application is available online. The deadline to apply is Tuesday, January 30. The organizers say if you have already applied, they have your application on file and it will be reviewed after January 30th deadline.

Teatro De Artes De Juan Seguin was founded in 1982 as a 501(c)(3) nonprofit organization. The mission of Teatro De Artes De Juan Seguin is to promote a better understanding of the Mexican American culture by the teaching, study, practice, and performance of the arts and humanities.

The city has a contract for the $2.5 million purchase price, which was approved several months ago, but the deal won’t close until the city’s due dilligence work is completed.

Schneuker says most that work is complete and they are ready to move forward.

“We’re currently in our due diligence period right now.

Per the contract, we had a 90 day due diligence period. We are getting very close to the end of the original feasibility period. At this time, it does not look like we’re going to need to invoke an optional period to extend the contract for that additional 60 days, based on what we’ve uncovered in our due diligence here. Once the feasibility period expires, we’ll then move into the closing period, and that is a 30 day period.

We’ll have to close essentially no later than the end of January.

I believe the date is January 29. Upon closing, we will enter into a lease agreement with Wells Fargo to lease back the portion of the building that they’re utilizing. It’s about 8,400 square feet that they’ll continue to use. This will be a lease for a period of up to 12 months,” said Schneuker.

Andrew Douglas, of TBA/Douglas Architects, has been working with the city on this project. He says the city has the ability to do something special with this space, as was revealed in the initial study conducted by the firm.

Douglas says they will now start the process of engaging the community on what it wants to see happen with that space.

“We’re really looking for some initial input from the (city’s) leadership and stakeholder groups. Then we’ll go out to the community. Really what we’re trying to do, through this public process -- and I know you’ve done a lot of this with the downtown plan and other efforts -- we’re really looking to set the stage for the document that we go out to advertise (bids) for the project. So, we’re going to check off all those important boxes to build consensus, with the with the community’s input, and then go out to the developer community showing that we’ve gone through this (process) and we’ve vetted this and we have a plan that aligns with the community goals, which is very, very important,” said Douglas.

The process used will be similar to recent efforts to engage the community during the development of the city’s downtown and comprehensive master plans. Seguin Main Street and CVB Director Kyle Kramm says they will again ask the, council appointed, Main Street Advisory Board to play a pivotal role in moving this process forward.

“We used the Main Street Advisory Board as our project committee for the Downtown Master Plan, which kicked off about two years ago. So, they are very familiar with what we’ve what the community has heard, and what the community has said. Staff would like to recommend that they continue to be our project committee as we move forward with the Wells Fargo (project). They represent a diverse group of the community, as well as different businesses, property owners, downtown (stakeholders), and also just concerned citizens. So, I think they’ve been listening to the community for already over two years and (this) just continues that consistency of having them involved,” said Kramm.

that will spell out what the community wants in that new space, but he says they first have to begin the community engagement process. He says those meetings will begin soon, as they must work through a number of phases, before they are able to present anything to private developers, who might want to bid on the redevelopment project.

“Our first mettings is going to focus on the downtown plan for this, and it’s the project overview. So, we’ll update them on the overview of what this is all about and then we’ll get into core considerations, and we’ll look at things like downtown character (and) public right away. A lot of this stuff has already been covered in the downtown (master) plan, but we’ll get a little more micro and look at the historic considerations, special requirements, and other thoughts that people may have. We always have an Other-Thoughts-Board, just to see if we’re missing something. Meetting (number) two, we’ll look at preliminary studies, economic impact and design character. So, the studies you’ve seen, we will probably share at that meeting. We won’t do that at the initial, because the initial meeting is more general information and really getting input on these studies. They are studies. They’re not necessarily the plan for development, and we want to get people’s reaction to this,” said Douglas.

The public input process will be key to this project.

Schneuker says in addition to the groups they mentioned, they will also be reaching out to others to make sure that the community reaches a consensus on the development of what’s expected to be a major attraction in downtown Seguin.

“I just want to also kind of highlight in those public input processes, we are going to lean also on the Downtown Business Alliance and other stakeholders within the downtown area. So, it’s going to be very important to solicit that input from the downtown stakeholders and other stakeholders within the Seguin community as well.

We really want this to...have a lot of community input and really represent (what) the community wants to see in this redevelopment project,” said Schneuker.

This is a major undertaking, and Schneuker says it has taken a great deal of work by city staff and by the architects.

He says there’s a lot more work that lies ahead, but they believe that this will be a great thing for the Seguin community.

“This is a pretty large project. This is going to be, I think, a catalytic project for the downtown area. So again, I want to thank the the TBA/Douglas Architects team...and then our city team,” said Schneuker. “It’s really been a team effort on this and we’re really excited to move into these next steps.”

The city council voted at its last meeting to allow City Manager Steve Parker to move forward with the closing of the project. Again, that’s expected to take place by the end of the month.

SEGUIN, Texas -- Semaj Edwards (Lanham, MD/Oak Hill Academy) recorded his first career double-double and Xavier Phillips (Austin/Dripping Springs) added 19 points off the bench as the Texas Lutheran men’s basketball team beat the Dallas Crusaders, 94-79, at Memorial Gymnasium Saturday evening.

The Bulldogs (3-11, 2-3 SCAC) had six players in double figures, led by Edwards, who secured a double-double with 20 points and a career-high 11 rebounds. Edwards would record 16 points and 11 rebounds in the second half alone. Phillips tacked on 19 points, five rebounds, and two assists and LaDarius King (Austin/St. Stephen’s Episcopal) chipped in with 13 points, four rebounds, and a team-high four assists. Easton Allen (New Braunfels/ Marion) made a career-high 11 free throws for all 11 of his points to go along with seven rebounds Saturday.

Texas Lutheran collected 51 rebounds in Saturday’s game compared to Dallas’s 35, led by Edwards’s eleven. The Bulldogs put in work on the offensive glass, turning 20 offensive rebounds into 18 second chance points.

Texas Lutheran trailed for all but 1:27 of the first half as the Crusaders led by as many as 13 points in the first half and would carry a 41-37 lead into halftime. The Bulldogs would close the half on a 11-2 run to cut into the Dallas lead.

Texas Lutheran came out in the second half not only shooting better, but taking advantage of opportunities at the free throw line - shooting 20-of22 from the line in the second half. TLU would tie the game 48-all with 13 minutes remaining before outscoring the Crusaders 31-14 over the next ten minutes off game to take their largest lead of the night at 79-62. The Bulldogs cruised the rest of the way - sinking 13 free throws in the final three minutes of action. The Bulldogs finished the game shooting 37.5% (27-of-72) and made 9-of-22 three-pointers (40.9%). TLU was 31-of-37 from the free throw line (83.8%) in a game that saw the two teams combine for 51 fouls and 66 free throws.

Texas Lutheran will be back in action Friday, Jan. 5, as they travel to Shreveport, Louisiana, to begin their three-week, five-game road trip at Centenary for their first game of the 2024 calendar year. Melvin Ernest Dojahn, age 94 of Seguin, Texas, passed away on December 30, 2023.

Visitation will be held on Thursday, January 4, 2024 from 5 to 7 p.m. at Tres Hewell Mortuary. Funeral services will be held on Friday, January 5, 2024 at 10 a.m. at St. John Lutheran Church with the Reverend Paul Theiss officiating. Interment will follow in the St. John Lutheran Cemetery.

Reininger

Russell “Rusty” Eric Reininger, age 63 of Seguin, passed through death into eternal life in the early morning of December 27, 2023 after a courageous 7 month battle with cancer.

Rusty was born on May 26, 1960 in Seguin, Texas to Marlene Martha (Felsing) and James Edward Reininger. Rusty grew up here in Seguin where he attended St. James Catholic School and later graduated from Seguin High School in 1978.

He loved telling stories of his childhood roaming the streets of Seguin on his bicycle with Jay Harkins, running wild with the Schreiwer boys in Geronimo, annual sausage and pannas making days, and of course the many family camp outs with all the cousins at Nana and Pampaw’s river lot in New Braunfels. Family meant absolutely everything to Rusty. His freshman year at Seguin High School, he met his lifelong friend, Jaiy Braulick, who has since become as close as family.

After high school, Rusty followed in his Pampaw’s and Uncle Buddy Felsing’s footsteps and went to work at Geronimo Woodworks building custom cabinets. There he became an excellent carpenter and learned skills that have since brought joy and beauty to our entire family. After about 10 years in woodworking, he decided to go to college at Southwest Texas where he graduated with a bachelor’s degree in construction technology in 1993.

In 1988, Rusty and Jennifer were introduced in the teller line at Seguin State Bank where Jennifer worked. Their first date was dinner followed by a night of dancing at the Midnight Rodeo. Rusty was an excellent country dancer and mom said they danced perfectly together from their very first dance. Rusty and Jennifer were married on January 11, 1992 at Faith Lutheran Church.

Rusty and Jennifer created a beautiful life together with the girls. In 2004, Rusty and Jennifer bought 8 acres with pine trees just outside of town. With his craftsmanship, he built a house full of custom woodwork for Jennifer and the girls. Rusty had a meticulous attention to detail and he hand selected each piece of trim. Rusty believed in working hard and making everyone around him feel valued and loved. This was a quality that made him a great fit at SpawGlass General Contractors where he worked as

an estimator for the past 17 years.

Rusty enjoyed bowling 9 pin at Zorn Bowling Club, family camping trips with his brother Craig’s family, listening to Americana music on 92.1 FM, trips down to the coast singing along to Pat Green with the girls, trips to the Frio River, making as he called “biiiiig breffasts” for the girls each morning before school, and country music dancing. Rusty was an excellent dancer and when they went dancing as a family, Jennifer, Claire, and Madelyn would fight over who got to dance with Rusty to their favorite songs.

Jennifer and the girls thank Kalei, Stacey, Janie, and Brittany, the kind nurses at GRMC who cared for and helped Rusty feel comfortable from the moment he arrived in the ICU on Christmas Day. They especially thank Hannah McCracken who Rusty called his “hero” because she guided and assisted Rusty and Jennifer as they navigated his cancer battle this year. Even on his last day, he continued to be incredibly moved by the support, prayers and acts of love shown to him.

Rusty is preceded in death by his father.

Survivors include his loving wife of 31 years, Jennifer Reininger; daughters, Claire Reininger and Madelyn Reininger; mother, Marlene Reininger; brother, Craig Reininger and wife Patricia; sister, Donna Holdgraf and husband Gary; mother-in-law and father-in-law, Diana and Ken Rippstein; brother-in-law, Jason Rippstein and wife Cara; numerous aunts, uncles, nieces, nephews, cousins, other loving family members and many friends.

Visitation will begin on Tuesday, January 2, 2024 at 2 p.m. at Faith Lutheran Church in Seguin, followed by funeral services at 3 p.m. with the Rev. Toby Burk officiating. Serving as pallbearers will be Taylor Holdgraf, Travis Rippstein, Mason Reininger, Kuy Rippstein, Tanner Felsing and Tait Reininger. A reception will follow at the Texas Agricultural Education and Heritage Center (Big Red Barn).

Private interment will be held at a later date.

Wendy Judith Parker, age 55 of Seguin passed away on Tuesday, November 14, 2023. Wendy was born in Rochester, New York to Maureen Babachicos and Ronald E. Corron. Wendy was an amazing soul who was cherished by so many. If you met Wendy, you loved Wendy. Wendy had a way of making strangers feel like they’d known her for their entire life. She lit up every room with her smile and warm spirit. She was a devoted wife, mother, and grandmother. She loved music, movies, and anything that included her loving

and determination. She left Boeing in 2015 to become the Sr. Corporate Communications Manager for the Public Affairs Division at Zachry Construction in San Antonio, Texas.

Wendy was preceded in death by her father.

Wendy met her soulmate, Steve Parker, and they had a magical love affair for the last 15 years. Survivors include her loving husband; her sons Hayden Starr of San Antonio Texas, Gage Parker of Lubbock Texas; daughters Hannah Locklear of Tacoma, Washington and Madison Parker of Austin, Texas. Wendy was also Gigi to two grandsons Julian and Deacon Starr. She is also survived by her Mother Maureen Corron and Maureen’s companion Jim Bordelon, her brother Ryan Corron and his companion Vickie Hester, her sister Catherine Carter and husband Pat Carter, and her daughter-in-law Tori Starr. She had some of the best girlfriends who were always there for her as she was for them.

A Celebration of Life Service for Wendy will be held on January 7, 2024, at the Seguin Events Complex (Coliseum) from 2 p.m. to 5 p.m. with remarks given at 3 p.m. by the Rev. Chris Larson, the Rev. Rita L. Salas, beloved daughter, sister, teacher, and friend, passed away December 25, 2023, in San Antonio, TX. She was born on October 21, 1959, in her hometown of Seguin, TX. Rita’s passing is mourned by her loving family and cherished friends.

Growing up in Seguin, Rita graduated from Seguin High School. Her thirst for knowledge led her to pursue higher education at Southwest Texas University, where she graduated in 1999 with a Bachelor’s degree in Interdisciplinary Studies. Rita’s dedication to learning and personal growth was evident throughout her life as she continued to engage in various career pursuits.

Rita’s professional journey was decorated with compassion and commitment. She spent many years working at Dairy Queen before transitioning to become a dedicated special education aide at Seguin ISD. Inspired by her impactful role as an aide, Rita went on to become a teacher within the school district. Her unwavering dedication extended beyond Seguin ISD to the San Marcos Treatment Center, where she continued her work as a teacher.

As accomplished as she was professionally, Rita’s true treasure lay in her family connections. She found immense joy in spending time with her loved ones, especially her nieces and nephews and great nieces and nephews. Rita’s love for family knew no bounds - she wholeheartedly celebrated every occasion alongside them. Christmas held a special place in her heart; she dedicated months preparing for the festivities that adorned the holiday season. With gifts thoughtfully bought and an array of dishes eagerly anticipated, Rita made Christmas magical for everyone who had the pleasure of sharing it with her.

Rita’s outgoing personality radiated warmth and inspired all who had the privilege of knowing her. Throughout her life, she confronted numerous health challenges with unparalleled bravery and optimism. Undeterred by any obstacle that came her way, Rita faced adversity with unwavering faith in God,

she reminded us that her strength and help came only from Him. Her positive attitude and resilient spirit served as a reminder to us all that strength can be found even in the darkest of times.

Rita’s circle of friends extended far and wide, a testament to her remarkable ability to connect with others. She effortlessly made friends wherever she went, leaving an everlasting impression on each person she encountered. Her genuine interest in people’s lives was evident as she consistently stayed in touch with old and new friends alike. Rita found great joy in hearing about the events and milestones in their lives, offering unwavering support and love through every conversation.

Rita’s passing leaves behind a void that can never be filled. However, her memory will forever live on in the hearts of those who were fortunate enough to know her. As we gather to honor her life, a visitation will be held on January 2, 2024 at Palmer Mortuary from 4:00 PM to 6:00 PM. A funeral service will immediately follow the visitation from 6:00 PM to 7:00 PM. Let us come together to celebrate the life of this exceptional woman.

She was preceded in death by her father Andres Salas, as well as her grandparents Francisco and Seferina Salas, and Tomas and Dominga Leos.

In honor of Rita’s remarkable life, let us carry forward the lessons she taught us: to face challenges with unwavering faith, to cherish our loved ones at every opportunity, and to spread kindness wherever we go. Rita may have departed this earthly realm, but her impact will remain etched in our hearts forever. Rest in peace, dear Rita, knowing that your light will continue to shine brightly through the memories we hold dear.

She also achieved a Master’s Degree in Strategic Communications and Leadership from Seton Hall University. Wendy had an impressive professional career. Fresh out of high school, her unique story started in the mailroom at the Boeing Company where she went on to become Communications Manager in Houston for the Space Division and in San Antonio for the Military Aircraft Division.

Judge Blocks ID Gender Care Ban (Undated) -- A federal judge is temporarily blocking an Idaho law that would ban gender-affirming care for minors. The law would make treatment a felony, punishable by up to a decade in prison, for attempting to “alter the appearance of or affirm the child’s perception of the child’s sex if that perception is inconsistent with the child’s biological sex.” The law was set to take effect January 1st but was challenged by two families and the ACLU. The federal judge issued the injunction Tuesday, noting that some treatment targeted by the law may be medically necessary for some adolescents.

Suburban NYC School District Finally Addresses Lead In Drinking Water (East Ramapo, NY) -- A school district in Rockland County is finally addressing the lead in its drinking water. Kids who attend public schools in East Ramapo haven’t been able to drink from their water fountains since 2016 because lead levels in the water are too high. But now, after seven years, the school district’s superintendent says there are plans to replace the water fountains by next year, if not sooner. Remediation is coming after the New York Civil Liberties Union wrote to Governor Kathy Hochul in July accusing East Ramapo of “environmental racism” of the same sort seen in Flint, Michigan. More than 90-percent of East Ramapo students are Black or Hispanic. The CDC has said that childhood exposure to elevated lead levels can stunt growth, cause learning disabilites and nervous system disorders.

NYC Mental Health Provider Paying For Burdensome Cancellation Process (New York, NY) -- An online mental health provider based in New York City is paying up for its burdensome cancellation process. New York State Attorney General Letitia James says Cerebral is required to pay 540-thousand-dollars in restitution to more than 16-thousand New Yorkers. The telehealth company provides people with mental health care on a subscription fee basis and allegedly delayed the cancellation process while directing employees to contact customers to remove negative reviews. The Attorney General says the company will pay 200-thousand-dollars in penalties and is also required to set up a simple “click to cancel” process.

New Florida Law To Improve Relationship Between Police (Tallahassee, FL) -- A new law will go into effect in a matter of days in an effort to improve relationships between police and Floridians with special needs. The “Protect Our Loved Ones Act” will allow law enforcement agencies to create a database of people who may have conditions like autism spectrum disorder, Alzheimer’s disease, or mental health illnesses. The information will be added to the system if it’s given voluntarily or by a caregiver. The goal is to better inform officers before they arrive at a scene.

Beginer Cricut Class The Seguin Public Library will offer a Beginer Cricut Class at 6 p.m. Wednesday, Jan. 31. Learn the basics of the Cricut machine, the software, and what you can make with it. In this class you will learn machine basics including using the mat, using the balde, account setup and software, connecting to the machine, and cutting with the machine. Free Accredited Adult Homeschool Program The Life Changing Church is now offering a Free Accredited Homeschool Program for adults wanting to earn their high school diploma. It is a self-paced, no classes to attend program. You work around your schedule and at the end of the program you will receive an accredited diploma that is acceptable for college.
