In a mixing bowl, combine the rice flour, cumin seeds, carom seeds, black pepper powder, and salt.
Gradually add water and knead the mixture until it forms a smooth dough. If the dough is too dry, add a little more water.

Ingredients:
1 cup rice flour
Divide the dough into small portions and roll each portion into a ball.
Take a ball of dough and place it on a flat surface. Use a rolling pin to roll it into a thin, round papad.
Place the papad on a clean, dry surface and repeat the process with the remaining dough. Heat oil in a deep frying pan over medium-high heat.
When the oil is hot, carefully place papad in the oil and fry until it turns light golden brown on both sides. Remove the papad from the oil and place it on a paper towel to remove any excess oil.
Repeat the frying process with the remaining papads.
Store the rice papad in an airtight container once they have cooled completely.
