EventhroughtheeconomicdownturnthankstotheCoronaviruspandemic, Folwellachievedstellarperformancewiththeplan.Justpriortothepandemic, criticsbelievedandstatedpubliclythatFolwell’sstrategywasnotaggressive enough.Hadthesecriticsbeenincharge,thesystem–andstateemployees andretirees–wouldhavesuffered.
Folwell’sconservativeinvestmentstrategyledtoa6.38%gaininthesecond quarterof2020whileotherstatepensionsystemsstruggle.
