Mission Health no longer in State Health Plan The deadline for a new contract between Mission Health and Blue Cross Blue Shield of North Carolina passed Thursday without a deal. That means Mission’s facilities in the western part of the state are now “out-of-network” for BCBSNC customers and members of the State Health Plan under most circumstances.

There are a few instances where Mission is still an in-network provider for all health plan members, including emergency care and patients who qualify for continuity of care. If you think you qualify and have not filled out a continuity of care form, please do so as soon as possible.

This also does not affect members who are enrolled in the Medicare Advantage plans offered by the State Health Plan through UnitedHealthcare. Mission Health facilities will remain “in-network” for members covered by these plans.

SEANC leaders and members from the west met with BCBSNC officials on Thursday to discuss the situation. As it told the SEANC Board of Governors in July, BCBSNC stated that Mission Health is pushing an increase in cost of 5 percent or more, which will be passed along to plan members in the form of higher premiums and co-pays. It will also result in more cost for the State Health Plan, meaning the plan would have to request more money from the General Assembly – money that could be used for pay raises and cost-of-living adjustments.

BCBSNC officials urge plan members to use other facilities in the area that are considered “in-network,” which can be found on this map. SEANC urges both sides to work toward a solution that best serves the patients as soon as possible.

State Health Plan open enrollment is underway Open enrollment for the State Health Plan has begun! The enrollment period lasts until Oct. 31, and State Health Plan members should notice significant changes. For more on the changes, click here. Among the highlights: • •

Family premiums have been frozen; Copays and deductibles will not increase;

Each plan will have an employee-only premium. After completing tobacco attestation, members will pay: • •

$25 per month employee-only premium for the 70/30 Plan* $50 per month employee-only premium for the 80/20 Plan*

You will be automatically enrolled in the 70/30 Plan unless you TAKE ACTION to elect the 80/20 Plan. Also, you must complete tobacco attestation to receive the lower monthly premium. Remember: co-pays and deductibles are not increasing.

Two state employees die in prison escape attempt The dangers facing our correctional officers and support staff at our prisons each day was brought to light again Thursday, when two state employees at Pasquotank Correctional Institution in Elizabeth City were killed in an apparent prison break.

Justin Smith, a correctional officer and District 69 member, and Veronica Darden, manager of the Correction Enterprises sewing plant, were killed as inmates set fire to the plant and tried to escape. Three other employees remain in critical condition, and seven were treated for injuries and released.

SEANC implored legislators to take correctional officer safety seriously in the recent N.C. General Assembly session. A correctional officer is attacked every eight hours in this state. Often one correctional officer can be assigned to as many as 80 inmates, and the only thing that officer has to defend his or herself is a can of mace. Worse yet, some of these inmates (such as the one who attacked Sgt. Meggan Callahan in April) are serving life sentences for violent crimes and have literally nothing to lose by harming an officer.

SEANC President Stanley Drewery has issued a statement saying “we pray someone in power will finally care enough to do something.�

One released, two remain hospitalized a week after deadly prison break The aftermath of the prison break attempt at Pasquotank Correctional last week that claimed the lives of correctional officer Justin Smith and Corrections Enterprises plant manager Veronica Darden continues.

One of the three officers remaining in the hospital following the attack went home Tuesday, but two remain. The four inmates who carried out the plot were charged with first-degree murder this week and will likely face more charges. Officials stated that the inmates, incarcerated for violent crimes, used hammers

and large scissors as weapons in the attack. No inmate should be allowed to have weapons, especially those with a history of violent crime. This is one of the many concerns we continue to raise with lawmakers.

One correctional officer who was stabbed in the back during the melee gave his account in a TV interview. He said Darden and Smith were “two great wonderful people who didn’t deserve that.”

Lawmakers are beginning to come around to SEANC’s stance that drastic changes are needed in our prison system. Correctional officers need more resources, training and manpower to confront these dangers. The News & Observer agreed as well in an editorial Thursday.

SEANC President Stanley Drewery was at the prison on Monday morning with lunch for the staff and met with several members at various prisons throughout the week. SEANC continues to press upon legislators the need for action to prevent future deaths.

Mission Health, BCBSNC dispute putting a strain on western N.C.

With no end in sight in the standoff between Mission Health and Blue Cross Blue Shield of North Carolina, patients in the western part of the state are already feeling the strain of seeking out other providers or paying out-of-network costs at Mission.

This includes state employees, non-Medicare eligible retirees and their families covered by the State Health Plan. It does not include members signed up for a Medicare Advantage plan through the State Health Plan, as those plans are administered through UnitedHealthcare.

This week, SEANC Government Relations Director Ardis Watkins sat down with SEANC Second Vice President Jimmy Davis to discuss the matter. Click the video above to watch. Davis, who lives in Forest City, said he uses Mission facilities regularly and has already started to be inconvenienced.

He said he realizes, though, that Mission’s plan to raise cost by 5 percent or more is unacceptable, and encouraged his fellow state employees and non-Medicare eligible retirees to use other facilities in the area that are "in-network" for BCBSNC until the matter is resolved.

Scrutiny on prisons heightened after another attack This week saw yet another inmate attack on correctional officers this time at the N.C. Correctional Institution for Women in Raleigh. Thankfully, the unnamed officer was treated and released from the hospital with no life-threatening injuries.

SEANC Executive Director Mitch Leonard stood up for officers in the story, saying, "Officers work 12- to 16-hour shifts supervising as many as 100 inmates with nothing more than a three-ounce can of pepper spray to defend themselves. And for this risk, they do not even receive law enforcement benefits. This is unjust to the employees and unsafe for the public. It's time to stop sweeping this problem under the rug before more lives are lost."

This morning, The Charlotte Observer published a frightening story about Rosie Anderson, a District 45 member and correctional officer at Central Prison, who was severely beaten by an inmate in 2015.

David Guice, the chief deputy secretary for adult correction and juvenile justice, announced this week that he is stepping down at the end of the month following the attack at Pasquotank Correctional on Oct. 12 that claimed the lives of two state employees. The News & Observer published a recounting of the attack by an officer on the scene.

It’s a sad indictment on the state of our prisons and officer safety when these attacks are now commonplace. A correctional officer in North Carolina is attacked every eight hours, on average.

Hopefully, the current scrutiny on the problems at our prisons will cause lawmakers to take notice. The Fayetteville Observer wrote an editorial this week saying, “We hope the governor and lawmakers will also take a hard look at funding, staffing and training at the state’s prisons.”

We agree. It’s time that lawmakers give our correctional officers a fighting chance. They need the resources and policies in place to come home safely.

Credit Union staff at all branches statewide will be available to answer questions and help students and their parents complete and electronically file the FAFSA, a required document to be considered for all federal and most state financial aid for college, career school or graduate school.

The FAFSA provides a snapshot of the student’s and parents’ financial situation and must be completed each school year that the student wishes to apply for college financial aid, including scholarships, grants, work-study and loans.
