Gov. Cooper sworn in, names agency heads, preps for GA's return A new year brings a new governor and new leadership at many of the departments where SEANC members work. Gov. Roy Cooper was sworn in just after midnight on Jan. 1, and has spent much of his first week in office announcing his cabinet appointees. State Bureau of Investigation veteran Erik Hooks has been chosen to lead the Department of Public Safety, environmental advocate Michael Regan will lead the Department of Environmental Quality and James Trogdon will run the Department of Transportation.
