The N.C. House of Representatives passed HB 184 on Wednesday. This antiworker bill blocks Treasurer Folwell’s efforts to lower healthcare costs for state employees, retirees and their families. HB 184 prohibits the use of a provider reimbursement strategy that could save State Health Plan members $57 million per year in reduced out-of-pocket expenses and save taxpayers more than $258 million annually. The bill strips power from the Treasurer and the State Health Plan Board of Trustees, which voted unanimously in October 2018 to adopt a strategy to reimburse providers for treatment at 182% of Medicare rates. House leaders refused to send the bill to the Pensions and Retirement Committee for review, even though HB 184 is projected to add more than $1.1 billion to the State Health Plan’s unfunded liability. Lawmakers voted 75-36 to pass HB 184 (see how your legislator voted here; AYE votes are anti-SEANC, NO votes are pro-SEANC). Dozens of SEANC members were on hand to oppose HB 184 this week. The bill now moves to the Senate. Although HB 184 has not yet been scheduled for a committee hearing, SEANC members cannot let up. Use the button below to tell your Senator to oppose HB 184.

A scholarship program has been established by the Emerging Leaders Council of the State Employees Association of North Carolina (SEANC) to allow one SEANC member the opportunity to participate in Leadership North Carolina. Only active SEANC members are eligible to apply. Associate members and affiliates are not eligible. Each year, Leadership North Carolina (LNC) selects a class of 50-60 current and emerging leaders from across the state through a competitive application process. Participants attend 6 two-day sessions between Oct. 2019 and May 2020 in various locations across the state where they learn about the challenges and opportunities facing North Carolina with a focus on building networks and turning knowledge into action to benefit their communities and the state. Participation in LNC requires a two-year commitment.
