The History of The DC Chamber of Commerce On June 20, 1938, the Washington, DC Chamber of Commerce was incorporated in the nation’s capital. Initially formed to provide services for African-American businesses in the city, the name of the organization was changed to the Negro Chamber of Commerce in 1946, to reflect the unique needs of black businesses. In 1956, our leadership re-evaluated the needs of businesses in the city and re-established itself as the District of Columbia Chamber of Commerce. With the new name came a new direction, and the Chamber expanded its operations to address the needs of all businesses in the District of Columbia. The DC Chamber has continued to uphold its commitment to delivering the capital to businesses and citizens. We provide invaluable tools to help businesses develop, and leverage relationships with key contacts in the District of Columbia and the Federal governments to improve the business climate and attract new businesses to the nation’s capital, Washington, D.C.

Keith J. Sellars serves as President & CEO of the Washington DC Economic Partnership (WDCEP), a public-private partnership dedicated to promoting business opportunities throughout the District. Mr. Sellars’ professional career includes 13 years with Whole Foods Markets, the country’s largest natural foods supermarket where he opened and managed stores throughout the United States. He received his BA degree in Public Administration and Geography from North Carolina Central University and is a graduate of the Real Estate Apprenticeship Program (REAP).

Elliott Ferguson serves as President and CEO of Destination DC, the official convention and tourism corporation for Washington, DC. A 26-year veteran of the travel and hospitality industry, Mr. Ferguson leads Destination DC’s efforts to generate economic opportunity for the District through meetings and tourism, overseeing the organization’s convention and tourism sales, marketing, finance and business development operations. Mr. Ferguson began his tenure with Destination DC in 2001 as Senior Vice President of Convention Sales and Services and has served as President and CEO of Destination DC since 2009. Prior to working at Destination DC he served as Vice President of Sales at the Atlanta Convention and Visitors Bureau. Mr. Ferguson received a Bachelor of Arts in Marketing and Business Administration from Savannah State University. His many memberships in the industry include the American Society of Association Executives, Professional Conference Management Association, International Association of Exhibition Executives and Destination Marketing Association International.
John Falchiccio serves as the chief of Staff for the Executive Office of the Mayor. Recently, he was named the Interim Deputy Mayor for the office of planning and economic development. John has held high level positions in the Democratic National Committee, the DKC New York Public Relations firm, and was a long-time aide to former Mayor Adrian Fenty.

Richard Lake is a founding Principal of Roadside Development. Roadside was formed 20 years ago as a Washington, DC-based development company, focused on the creation of retail and mixed- use environments. Roadside has become one of the leading experts in urban and town center development throughout the metropolitan Washington, DC region. Mr. Lake has been responsible for overall acquisition, entitlement, development, leasing, and property management of more than 25 million SF over the past three decades. Notable recent projects include City Ridge located in NW DC; Cityline at Tenley; City Market at O Street; and 880 P, a million square foot, urban infill project in the heart of the Shaw neighborhood in Washington DC. Mr. Lake has also served as a consultant on several real estate projects throughout the country, with an expertise in placemaking, by creating successful retail environments and public spaces that amenitize and enhance residential, commercial,and cultural uses to become vibrant mixed-use communities. Mr. Lake is a native Washingtonian and has been an active member of the business community for over 30 years. He currently serves on the board of directors for several non-profit and economic development organizations, including Co-Chair of the Washington DC Economic Partnership, Iona Senior Services (also previously President of the Board), Executive Committee Member for DCBIA, Prince William County Economic Advisory Board and Trustee of Federal City Council. Mr. Lake is also a member of ULI and ICSC. Gregory A. O’Dell oversees Events DC’s three lines of business: Conventions and Meetings, Sports and Entertainment, and Special Events. His primary responsibilities include oversight of the creation and promotion of hospitality, athletic, entertainment and cultural activities that generate economic and community benefits for the residents and businesses of District of Columbia. He also manages Events DC’s development portfolio, with active projects that include a new multipurpose entertainment and sports arena on the campus of St. Elizabeths East in Congress Heights, the redevelopment of the RFK Stadium/ Armory campus, a comprehensive streetscaping project around the 9-block exterior of the Convention Center and the redevelopment of the Carnegie Library inclusive of a primary tenant lease for Apple’s global flagship store. Kenyan R. McDuffie, Councilmember for Ward 5, was first elected to the Council of the District of Columbia in a 2012 special election. In November 2014, the voters of Ward 5 honored him by overwhelmingly re-electing him to his first full fouryear term and serves as Chairman Pro Tempore since 2013. As of January 2017, Councilmember Kenyan McDuffie serves as the Chairperson of the Committee on Business and Economic Development, which has oversight over 20 agencies and commissions. Kenyan began his career in public service working for a member of the U.S. House of Representatives shortly after graduating summa cum laude from Howard University. He went on to receive his Juris Doctorate from the University of Maryland School of Law, where he served as an editor of the University of Maryland Law Journal of Race, Religion, Gender and Class.

Vandana Sinha is the new Editor·in·Chief for the Washington Business Journal, where she was appointed in 2019. She joined the newsroom in 2006 and had covered biotech, health and energy before moving into editing roles. Before the WBJ, Sinha was an associate editor at the Donald W. Reynolds National Center for Business Journalism at the American Press Institute, helping develop content for business journalism training programs around the country. She was also a reporter for The Virginian-Pilot, the daily newspaper in Hampton Roads, as well as Techway and Government Computer News, technology publications then owned by The Washington Post Co.

Yesim Taylor, is the Executive Director of the DC Policy Center. She has over ten years of public policy experience in the District. Yesim is recognized by policymakers and advocates as a source of reliable and balanced analyses on the District’s economy and demography. Before joining the D.C. Policy Center, Yesim lead the team within the Office of the Chief Financial Officer that scored the fiscal impact of all legislation the District considered. Yesim holds a Ph.D. in Economics from George Mason University in Fairfax, Virginia, and a Bachelor’s degree in Political Science and International Relations from Bogazici University, located in Istanbul, Turkey.
Juan M. Jara is a Senior Vice President and Market Manager with City National Bank. Based out of Washington, D.C., he is responsible for leading City National’s growth in the region. His team provides a full range of financial solutions to entrepreneurs, their businesses and their families.

Mr. Jara has more than 20 years of experience, including positions in retail banking branch management, commercial and small business development, and regional management. Prior to joining City National, Mr. Jara was a Senior Vice President and Retail Banking Manager of EagleBank’s 21 locations in Northern Virginia, Montgomery County and Washington, D.C. Active in the community, Mr. Jara is the Chairman of the board of directors of the Greater Washington Hispanic Chamber of Commerce. He is also the treasurer of the board of directors of the United Planning Organization and serves on the board of directors of GALA Hispanic Theater. Mr. Jara is also a member of D.C. Councilmember Brandon Todd’s Ward 4 Economic Development Advisory Council. The Washington Business Journal recognized Mr. Jara as a Minority Business Leader in 2016.

Jim Dinegar directs the Center for Business in the Capital at American University’s Kogod School of Business. He is giving voice to a positive view of Greater Washington, backed by research, data and a strong sense of the market. Jim served as the President and CEO at the Greater Washington Board of Trade from 20062017, defining his time as a collaborator who helped get big things accomplished region-wide. Prior to the Board of Trade, Jim was the Chief Operating Officer for the 81,000 member American Institute of Architects and before that headed up government affairs for the commercial real estate organization BOMA International. He sits on several boards and is a 2008 graduate of Leadership Greater Washington.
Vincent Bernard Orange Sr. is the President and Chief Executive Officer of the DC Chamber of Commerce. He was a 14 year elected official serving as an At-Large and Ward 5 Member of the DC Council and as the DC Democratic National Committeeman. Vincent’s private sector experience includes serving as the PEPCO Regional Vice President, the National Children’s Center, lnc.’s Chief Financial Officer, and a Tax Senior Accountant for Arthur Andersen & Co. Vincent is an attorney and a certified public accountant. He earned a Master of Laws in Taxation from Georgetown University Law Center, a Juris Doctoris from Howard University School of Law, a Bachelor of Science in Business Adminstration and a Bachelors of Arts in Communications from the University of the Pacific, and two professional certificates from the Havard University John F. Kennedy School of Government. Vincent Orange is a member of Leadership Washington Class of 2004 with the motto “2004 we do more”. Vincent was inducted into the Washington, DC Hall of Fame Society and the DCTV Hall of Fame. He is the recipient of the 2016 and 2017 Washington Business Journal Power 100 Recognition, and the Prince Hall Lodge No. 1 4 Life Time Achievement Award. Vincent Orange is a life member of Alpha Phi Alpha Fraternity, Inc., a member of Metropolitan AME Church, and married to Gwendolyn Evans-Orange with two sons, a daughter and a granddaughter.
Phil Mendelson was first elected to the Council in November 1998 as an At-Large Councilmember. In November 2012, 2014 and 2018, District voters elected and reelected Phil as Chairman of the Council. Phil’s major legislative accomplishments while on the Council include: establishing an elected attorney general; authoring Budget Autonomy, the District’s gun control laws (post Heller), Marriage Equality, and Universal Paid Leave; recrafting Mayor Bowser’s homeless shelter plan to close DC General; and coordinating an increase in the minimum wage with Montgomery and Prince George’s Counties. Phil believes that government should be an honest, efficient deliverer of services, and that the District should help those least able to help themselves to develop the skills to become self-sufficient and end the cycle of poverty.

Debra Curtis serves as the Deputy Director for Policy and Exchange Programs for the DC Health Benefit Exchange Authority. She joined the Exchange staff in March of 2013 and serves as the principal deputy for the Executive Director. For the previous 15 years, she served in a joint position as the Chief of Staff for Rep. Pete Stark (D-CA), Lead Democrat of the Ways and Means Health Subcommittee, and as a Professional Staff Member on the Ways and Means Democratic Staff. In this role, she was integrally involved in the creation and movement of health legislation in the Committee on Ways and Means, including the Affordable Care Act. Prior to her work for Rep. Stark, Debbie served as health legislative assistant for (then Representative) now Sen. Ben Cardin (D-MD) and Rep. Jim Moody (DWI), both then Ways and Means Health Subcommittee members. She was the Congressional Affairs Director for Citizen Action, a nationwide grassroots consumer advocacy organization, where she lobbied for national health care reform during the Clinton health care reform years (1993, 1994). She’s also worked on the staffs of now Senators (then Representatives) Ron Wyden (D-OR) and Ed Markey (D-MA). Debbie graduated from Boston University with a Bachelor’s degree in Political Science in 1988. She is a longtime resident of the District and lives on Capitol Hill with her husband and daughter. Brian D. Pieninck was named President and Chief Executive Officer of CareFirst BlueCross BlueShield in May 2018 and assumed his duties in July of the same year. Prior to serving as President and Chief Executive Officer, Mr. Pieninck was CareFirst’s Chief Operating Officer. Mr. Pieninck is a member of the boards of the Federal Employee Program Board of Managers, Special Olympics Maryland and the Economic Alliance of Greater Baltimore and is a member of the United Way’s Tocqueville Society. He received a Bachelor of Science in Business Studies Business Administration from Southern New Hampshire University and is a graduate of Leadership Maryland’s Class of 2016.
A native Washingtonian, Vincent C. Gray has tirelessly advocated for the residents of the District of Columbia for more than 30 years. On January 11 , 2011 he was sworn in as the sixth elected Mayor of the District of Columbia. Gray began his professional career with the Arc of DC (then known as the Association for Retarded Citizens), then in 1991, then-Mayor Sharon Pratt Kelly appointed Gray the Director of the Department of Human Services where he oversaw the functions of a 7,000 person department related to Public Health, Social Services, Mental Health Services and Health Care Finance. In December 1994, he became the founding Executive Director of Covenant House Washington, an international, faith-based organization dedicated to serving homeless and at-risk youth. Gray has lived in the Hillcrest neighborhood of Ward 7 for more th an 25 years.

Dr. Denice Cora-Bramble Chief Medical Officer & Executive Vice President Children’s National Health System
Melissa Byrd is the Senior Deputy Director/ Medicaid Director of the Department of Health Care Finance (DHCF). In this role, Ms. Byrd serves as the principal manager for the District’s Medicaid, CHIP, Alliance and Immigrant Children’s programs. Melisa directs the day-to-day organization, planning, implementation, and evaluation of the programs to ensure compliance with federal and District laws. Melisa advises the DHCF Director on all major policy and budget issues related to DHCPs health care programs. Previously, Ms. Byrd served as the agency’s Chief of Staff and as the Associate Director of the Office of the Public Provider Liaison. Prior to returning to the Department as the Medicaid Director in October 2018, Ms. Byrd was a Senior Consultant with Health Management Associates (HMA) where she consulted with public and private entities across the nation on Medicaid, health care reform, and reproductive health.
Denice Cora-Bramble, MD, MBA is the Chief Medical Officer & Executive Vice President of Ambulatory and Community Health Services at Children’s National Health System in the District of Columbia. In this role she leads the tri-state clinical operations of CNHS primary and specialty sites including regional outpatient centers, emergency departments, community health centers, pediatric practices, school-based health centers, mobile medical units as well as nursing services in DC Public Schools & Public Charter Schools. She also oversees the telemedicine program and the Clinically Integrated Network at Children’s National. After finishing a Bachelor of Science degree at George Washington University, Dr. Cora-Bramble completed her medical and pediatric residency training at Howard University and a Master in Business Administration with a concentration in Medical Services Management from Johns Hopkins University. Her professional development also included a three year W.K. Kellogg Foundation Leadership fellowship. Dr. Cora-Bramble held several leadership positions at the George Washington University Medical Center and the US Department of Health and Human Services. Dr. Cora-Bramble is a Professor of Pediatrics at George Washington University School of Medicine and a Diplomate of the American Board of Pediatrics. She is the recipient of the highest national honor in community pediatric education, the Academic Pediatric Association and American Academy of Pediatrics’ National Pediatric Community Teaching Award. In 2016 she was recognized by the Washington Business Journal with a ‘Woman Who Means Business” Award. She was also featured in the book Against All Odds: Celebrating Black Women in Medicine, as one of 100 of the most prominent historical and contemporary Black women physicians in the US. In 2017, she was selected by the Washingtonian Magazine as one of Washington’s “Most Powerful Women”. In 2019, she was recognized by The Washington Wizards as one of the Black History Spotlight Honorees who is making a difference in their communities.

Graham was born on April 22, 1945, in Baltimore, Maryland, a son of Philip L. and Katharine Meyer Graham. His father was publisher of The Washington Post from 1946 until 1961 and president of The Washington Post Company from 1947 until his death in 1963. His mother, Katharine Graham, served in a variety of executive positions from 1963 until her death in 2001 Eugene Meyer, Graham’s grandfather, purchased The Washington Post at a bankruptcy sale in 1933.
Ronald Mason, Jr., J.D., began his tenure as the ninth president of the University of the District of Columbia on July 1, 2015. His reputation for strong leadership and responsible governance is bolstered by more than 30 years of experience in the higher education, community development, and legal fields. Prior to being appointed president of the University of the District of Columbia, Mr. Mason was the seventh president of the Southern University and A & M College System, where he served a five·year term as the Chief Executive Officer of the nation’s other Historically Black College and University System and provided oversight for the System’s five campuses. Before joining the Southern University System, Mason was president of Jackson State University (MS). A native of New Orleans, President Mason received his B.A. and J.D. degrees from Columbia University in New York. Dr. Lewis D. Ferebee is the Chancellor of DC Public Schools, selected by Mayor Muriel Bowser in December 2018. Before joining DCPS, Dr. Ferebee, a 20 year education veteran, served as Superintendent of Indianapolis Public Schools beginning in 2013, where he employed transformation efforts to drive turnaround for low-performing schools and raise the District’s graduation rate by 15 percentage points. During his tenure, graduation rates for Black and Hispanic students surpassed the district average, with Black students also surpassing the state average. Dr. Ferebee also designed a student-based budgeting process, enabling schools to innovate in order to meet the needs of their students while improving transparency and equity around the distribution of resources system wide. Sylvia Mary Mathews Burwell is an American government and non·profit executive, who on June 1, 2017, became the 15th president of American University. She is the first woman to serve as the university’s president. She earlier served as the 22nd United States Secretary of Health and Human Services. President Barack Obama nominated Burwell on April 11, 2014. Burwell’s nomination was confirmed by the Senate on June 5, 2014, by a vote of 78-17. She served as Secretary until the end of the Obama administration. Previously, she had been the Director of the White House Office of Management and Budget from 2013 to 2014.

Patricia McGuire has been president of Trinity Washington University since 1989. Before coming to Trinity, Ms. McGuire was the Assistant Dean for Development and External Affairs for Georgetown University Law Center, where she was also an adjunct professor of law. President McGuire earned her Bachelor of Arts degree cum laude from Trinity College and her law degree from the Georgetown University Law Center. President McGuire writes and speaks on a wide variety of topics concerning higher education, women and Catholic education, and her articles have appeared in The Wall Street Journal, The Washington Post, The Baltimore Sun, Current Issues in Catholic Higher Education, and a wide variety of other publications.
Dr. Anthony K. Wutoh Ph.D., R.Ph. is the Provost of Howard University. He previously served in various roles at the University including as Dean of the College of Pharmacy and Assistant Provost for International Programs. Dr. Wutoh has also served as Director for the Center for Minority Health Services Research, and the Center of Excellence.

Scott Pearson Executive Director DC Public Charter School Board
Dr. Wutoh received a Bachelor of Arts degree in Biochemistry from the University of Maryland Baltimore County in 1987. He then completed a Bachelor of Science in Pharmacy, and Doctor of Philosophy in Pharmacy Administration (Pharmacoepidemiology) at the University of Maryland, Baltimore School of Pharmacy Dr. Wutoh has varied research interests including pharmacoepidemiology, international health, health services/outcomes research, and evaluation of large population databases, particularly in the area of AIDS and HIV infection in older patients.
Scott Pearson is the Executive Director of the DC Public Charter School Board (DCPCSB). Since joining DC PCSB in 2012, Mr. Pearson has implemented significant reforms in how the Board approves and oversees charter schools, making it a national model for charter school authorizing. Under Mr. Pearson’s leadership, DC PCSB has pioneered new strategies, tough and rigorous oversight and best practices that other authorizers around the nation are adopting. Previously, Mr. Pearson served in the Obama Administration as the Deputy of the Office of Innovation and Improvement for the U.S. Department of Education. Also, he cofounded Leadership Public Schools, a network of college-prep public charter high schools in the San Francisco Bay Area. Mr. Pearson has a long career in business. At America Online, he was responsible for acquisitions and strategic planning as the company’s Vice President for Corporate Development. At Bain and Company, Mr. Pearson provided strategic management consulting services to clients in education, healthcare, media, and aviation. He currently is the Board Chair of the National Association of Charter School Authorizers (NACSA). Mr. Pearson holds a Bachelor of Arts in History from Wesleyan University, a Masters in Public Administration from Harvard’s Kennedy School of Government and a Masters in Business Administration from the Harvard Business School.

McCartney wrote a twice-weekly Metro column from 2009 to February 2015, and he was The Post’s top Metro editor from 2005 to 2009. In the latter job, he supervised coverage of the 2007 Virginia Tech shootings, for which the staff received the Pulitzer Prize for Breaking News Reporting. Since joining The Post in 1982, McCartney has held a wide variety of jobs, including foreign editor, national security editor, foreign correspondent in Mexico and Germany, and managing editor of the International Herald Tribune in Paris. As a reporter, McCartney covered the fall of the Berlin Wall in 1989 and civil wars in El Salvador and Nicaragua in the mid-1980s. Jason Miller is the Chief Executive Officer of the Greater Washington Partnership, taking the helm of the new organization in April 2017. The Partnership is com prised of a group of leading, civic-minded CE Os and entrepreneurs from the Capital Region of Baltimore, Washington, and Richmond, who have come together to address the critical economic issues facing the region and ensure it remains one of the world’s best places to live, work and build a business.

The Honorable Mayor Muriel Bowser became the first woman ever re-elected as the Mayor of Washington, DC and the first to earn a second term in 16 years. Prior to her time as Mayor, Bowser served as the Ward 4 Councilmember – first elected in a special election in 2007, and re-elected in 2008 and 2012. As a Councilmember, Bowser served as the Chairwoman of the Committee on Economic Development, passed legislation to build a new soccer stadium and secured from the federal government the best portion of the Walter Reed campus. During her first term, Mayor Bowser took bold steps to expand employment opportunities, build a health care system that meets the needs of residents in every corner of DC, drive down homelessness, and invest in programs and policies that set more families up for success. Mayor Bowser earned a Bachelor of Arts degree in History from Chatham University and a Master’s degree in Public Policy from American University. Anthony Williams the former Mayor of Washington, D.C. (1999 - 2007), is the Chief Executive Officer of the Federal City Council, an organization focusing the creative and administrative talents of Washington’s business and professional leaders on major problems and opportunities facing the District. He is widely credited with leading the comeback of Washington D.C. during his two terms as Mayor, restoring the finances of the nation’s capital, and improving the performance of government agencies, all while lowering taxes and investing in infrastructure and human services. In addition to his duties with the Federal City Council, Mayor Williams is a Senior Advisor to King and Spaulding, LLP. He serves on several company boards as well as the boards of Urban Institute and the National Geographic Society. The Honorable Sharon Pratt is the former Mayor of Washington, DC. One of a handful of women with experience running a major government enterprise; first African American woman elected mayor of a major American city (Washington, D.C.); first woman elected an officer to the Potomac Electric Power Company (Pepco); founder and Manager of Pratt Consulting. Served as an executive and officer at Pepco (served during challenging years of the world oil embargo); served as a Senior Advisor to Bermuda’s Minister of Energy for purposes of assisting government in developing sustainable energy policies.

Angela Alsobrooks is a proud, life-long Prince Georgian, raised in Camp Springs, MD. A graduate from the University of Maryland Law School, Angela began her career as a Prince George’s County Assistant State’s Attorney in 1997, eventually becoming the county’s first full-time prosecutor assigned to handle domestic violence cases where she tried, and successfully prosecuted scores of cases against violent offenders.
