CHAIRMAN’S MESSAGE Well after two years of writing an SDTA Chairman’s articles and eight previous years of writing Black Hills Log Haulers Association articles, I think this is the last of my consistent monthly articles. I will occasionally write a Black Hills Log Haulers Association article when I see the need, but through texts and occasional letters that go out to our Log Haulers. I no longer see the need for a Black Hills Log Haulers Association article every month. I’d then just find myself reiterating topics and issues that Myron and our current SDTA Chairman are addressing. Over the years I have always tried to write articles that were informative and motivating. I hope most of the time I was successful in achieving that. I now look forward to my roll as the immediate SDTA Past Chairman. I will also take this roll very seriously and be very vocal and involved in the direction and needs of our members. I may not be as visual, but I will be every bit as active. Please don’t forget our SDTA Convention is September 9th through the 11th. Our SDTA staff has made every effort to make this as safe as possible. This is at the Deadwood Mountain Grand Hotel & Casino this year for the first time ever. It will be a good time for everyone. Hope everyone feels safe and has the need for some social activity. I am excited and ready.

Robert Christian

Black Hills Log Haulers President & SDTA Chairman

We hope you will join us in Deadwood!

The SDTA Annual Convention is just around the corner. Yes, we decided to go forward with the annual event. We are working with the hotel in order to make the event a success while also providing the necessary precautions to keep everybody safe and healthy. I for one am getting tired of not traveling! We are scheduled for September 9th through the 11th (Wednesday through Friday) at the Deadwood Mountain Grand in Deadwood, SD. This is a new venue that we have never tried before. We’ve got a great agenda planned in the beautiful Black Hills of South Dakota. If you have not yet registered for the convention, please do that as soon as you can. We have a great list of speakers, seminars and panel discussions including a member of the American Trucking Associations Staff, Mr. John Lynch. A big thanks to the members of the Associates Conference for their valued input in getting this annual convention scheduled. The Associates took early control of how this convention was going to be planned. Thanks again for all of our Associate members that participated! All of the educational opportunities offered at the convention are opportunities that members cannot get anywhere else but at the SDTA Annual Convention. As always, in addition to educational opportunities, the convention also provides a special time and venue to network with others in the trucking industry that face issues similar to the ones you face. We also leave time for attendees to have some fun through ATV rides or a golf outing. We start on Wednesday evening with a dinner during which all members have a chance to express appreciation to all of our vendors and suppliers. This kick-off dinner is one that everyone needs to attend! On Thursday, we have our golf outing planned at the Spearfish Canyon Country Club, while at the same time there is an option for ATV rides through the Black Hills; this is all followed by an informal dinner. On Friday, we will hold the SDTA Annual Meeting followed by a full day of speakers, seminars and panel discussions. On Friday evening, we will induct Mr. Jerry Ollerich, who will be starting his two-year term as SDTA’s Chairman of the Board. After the conclusion of the activities and events of Friday evening, the convention will end. This schedule will allow everyone to leisurely travel home on Saturday or spend some quality time visiting the Black Hills of South Dakota. After you review the entire agenda as it appears in this edition of the Trucking News, I am hoping you will find that the 2020 Convention is a getaway from our crazy “new normal”. Please plan to attend! As I conclude, I suggest you review the “Dates to Remember” as published in the Trucking News. Please put some of these events on your calendar, particularly noting the Legislative Receptions scheduled for early December. I hope to see all of you at one or more of these industry events! Remember, The world is run by those that show up and participate.

The following information is being provided by the FBI, with no guarantees or warranties, for potential use at the sole discretion of recipients to protect against cyber threats. This data is provided to help cyber security professionals and system administrators guard against the persistent malicious actions of cyber actors. This product was coordinated with DHS-CISA.

This PIN has been released TLP:WHITE. Subject to standard copyright rules, TLP:WHITE information may be distributed without restriction. ELECTRONIC LOGGING DEVICE CYBER SECURITY AND BEST PRACTICES Summary Cyber criminals could exploit vulnerabilities in electronic logging devices (ELDs), which became required equipment in most commercial trucking operations as of 16 December 2019 due to a federal regulatory mandate. Although the mandate seeks to provide safety and efficiency benefits, it does not contain cybersecurity requirements for manufacturers or suppliers of ELDs, and there is no requirement for third-party validation or testing prior to the ELD self-certification process. This poses a risk to businesses because ELDs create a bridge between previously unconnected systems critical to trucking operations. Companies choosing an ELD can mitigate their cyber risk by following best practices tailored to ELDs. This includes asking the ELD’s supplier specific questions, some of which are identified in this PIN. ELD CONNECTIVITY AND SECURITY ELDs are devices that electronically send inspection reports to the Federal Motor Carrier Safety Administration (FMCSA). ELDs are required to connect to a vehicle’s electronic control module (ECM) in order to track date, time, location information, engine hours, vehicle miles, user identification data, vehicle identification data, and motor carrier identification data. ELDs must also permit wireless connectivity. As a result, ELDs create a bridge between critical vehicle components and wireless data transmission, such that the vehicle components themselves can be accessed remotely through Wi-Fi or Bluetooth. The most common implementations of ELDs use built-in cellular modules, but satellite, Bluetooth, or cabled tethering to cellular enabled smart phones and tablets are also options. The ELD mandate does not contain any cybersecurity or quality assurance requirements for suppliers of ELDs. As a result, no third-party validation or testing is required before vendors can self-certify their ELDs. Businesses choosing an ELD to use on their networks must therefore conduct due diligence themselves to mitigate their cyber risk and potential costs in the event of a cyber incident. The Department of Transportation (DOT) FMCSA ELD mandate entered the third and final phase on 16 December 2019, requiring the use of self-certified ELDs registered with FMSCA by all drivers and carriers subject to the rule. ELDS AND CYBER THREATS Industry and academic research into a selection of self-certified ELDs found the sample of devices did little to nothing to follow cybersecurity best practices and were vulnerable to compromise. The sample included ELDs that could be purchased off the shelf at superstores and ELDs supplied by well-known companies. Researchers demonstrated the potential for malicious activity to remotely compromise the ELDs and send instructions to vehicle components to cause the vehicle to behave in unexpected and unwanted ways. Although the ELDs are only intended to allow the logging of data from the engine, in practice some self-certified ELDs allow commands to be sent to the truck engine via their connection to the ECM. Commands passed into the vehicle network through an ELD could affect functions such as vehicle controls and the accuracy of the console display. Potential indicators of this occurring include an increase in nonreproducible equipment performance or maintenance issues, an increase in traffic on the vehicle’s internal network, or networking logs for the ELD showing unexpected incoming remote connections. The limited indicators and warning signs for this type of activity increase the importance of selecting a secure device with settings that restrict traffic during normal operations. ELDs with more advanced telematics functions and a connection to functions such as shipment tracking or dispatching can allow a cyber actor who gains access to an insecure ELD to move laterally into the larger company business network. Cyber criminals interested in stealing data such as personal information, business and financial records, location history and vehicle tracking, or other proprietary data such as lists of customers and cargo can use vulnerabilities in ELDs as a way in to access trucking companies’ enterprise networks and databases. With that access, financially motivated cyber criminals would also be positioned to install malware such as ransomware, preventing the ELD, the vehicle, or connected (Continued on page 17)

TLP:WHITE

(CONTINUED) telematics services such as dispatching or shipment tracking from operating until the ransom is paid. Potential indicators for this kind of malicious activity include unusual traffic or unusual file sharing on the network, which could best be detected by establishing a network baseline and monitoring network loads and traffic, as well as restricting user and device access privileges to only what is needed for their job. HOW TO MITIGATE THE RISK: QUESTIONS TO ASK ELD MAKERS AND SUPPLIERS Before deploying an ELD, it is recommended to contact the manufacturer or supplier of the ELD and ask about its cybersecurity. When contacting suppliers, seek specific and detailed information regarding the security of the entire ELD solution. Because ELDs can include a combination of in-vehicle, communications link, user interface, and cloud back-end systems, the supplier should be asked for details that address the cybersecurity of all functions and components. In May 2020, DOT FMCSA released a set of cybersecurity best practices for ELD solutions in “Cybersecurity Best Practices for Integration/ Retrofit of Telematics and Aftermarket Electronic Systems” [FMCSA-RRT-19-013]. The best practices provide guidance regarding considerations for trucking companies when acquiring new devices and what suppliers can expect from customer acceptance testing of these requirements. DOT-FMCSA’s best practices cite a 2018 report by the National Motor Freight Traffic Association (NMFTA). NMFTA recently released an updated 2020 document on the same topic: “NMFTA Cybersecurity Requirements for Telematics Systems.” The cybersecurity guidance in Appendix A of the updated NMFTA document includes a rating for cybersecurity considerations, ranking them as low, medium, or high criticality. The document recommends that solutions failing to satisfy high-criticality requirements should be avoided, but solutions failing to satisfy medium-criticality requirements may still be considered for purchase with justification by the supplier, and low- criticality requirements may still be considered even without justification by the supplier. For example: • Is the communication between the engine and the ELD enforced? [SCP-060] is a high-criticality requirement, and the report recommends that any ELD to be purchased must satisfy this requirement. • Were technical standards or best practices followed in the device’s development? [SII-150] is a medium-criticality requirement, and solutions not satisfying this can still be acceptable for purchase with supplier justification. OTHER REQUIREMENTS OF NOTE INCLUDE: • Does the component protect confidentiality and integrity of communications? [requirement SCP-010] This applies to each component of an ELD solution. • Has the component had penetration tests performed on it? [SAA-020] Also applies to each component or possibly the system as a whole; however, asking the question for each component makes supplier responses clear. • Does the device have secure boot? [SII-040] Applies to any device that could be in attacker hands; in some ELD solutions, this will be all of the vehicle-connected devices, a modem, and a smartphone, as indicated in the report. • Does the device ship with debug mode enabled? [CM-030] Applies similarly to all devices, which may be one, two, or three devices for the solution, as indicated in the report. Insecure devices, even if not specifically targeted by cyber criminals, can experience issues in stability or performance resulting from interference or opportunistic infection. An active approach to vetting ELD options before implementation is a small up-front investment of time that mitigates the risk of costly or disruptive cyber incidents in the long run. REPORTING NOTICE The FBI encourages recipients of this document to report information concerning suspicious or criminal activity to their local FBI field office or the FBI’s 24/7 Cyber Watch (CyWatch). Field office contacts can be identified at www.fbi.gov/contact-us/field. CyWatch can be contacted by phone at (855) 292-3937 or by e-mail at CyWatch@fbi.gov. When available, each report submitted should include the date, time, location, type of activity, number of people, and type of equipment used for the activity, the name of the submitting company or organization, and a designated point of contact. Press inquiries should be directed to the FBI’s National Press Office at npo@fbi.gov or (202) 324-3691. ADMINISTRATIVE NOTE This product is marked TLP:WHITE. Jerry Seaman Vermillion Travel Center - That has a nice ring to it! As we highlighted in the June 2020 issue of the “Trucking News” Jerry “Skimpy” Seaman was named a Citizen Driver by TravelCenters of America (TA). TA launched this program back in 2013 with the intention of recognizing the professional drivers who keep America moving. To date, 35 Citizen Drivers have been awarded with this prestigious honor. Jerry started driving at just 12 years old, delivering goods from farm to market. To date, he has racked up more than 5 million miles in his impressive career, all accident-free. Citizen Drivers do more than drive a truck. While they spend most of their time on the road, leaders like Jerry still find the time to show up for their local communities. One of Jerry’s most cherished awards is the Athlete’s Choice Award, given to him at the South Dakota Convoy and Truck Show benefitting the Special Olympics. He and his wife Wilma have served on the Convoy Committee for the South Dakota Convoy for Special Olympics for many years and have poured their hearts and even personal resources into its success. Both Jerry and Wilma received the Founders Award for their volunteer work for the event. “It’s an amazing event with amazing kids,” Jerry said. “Even today, I can’t go to Sioux Falls without one of the Special Olympics athletes seeing and hollering at me from across a store. Some would even come running and have to get a hug. It’s so rewarding because you’re making a difference and you really get to see it.” In addition to his extensive work for the South Dakota Convoy for Special Olympics, Jerry has also been a Sunday school teacher to both teenagers and adults, as well as a Sunday school director. He was also the music director and worship leader. Jerry Seaman has spent his entire career devoted to the trucking industry and giving back to his community, so it will come as no surprise that he has chosen to give back to other truck drivers with his Citizen Driver donation prize. Jerry’s $2,500 donation will go to the St. Christopher Truckers Relief Fund to help support professional drivers in need of financial assistance due to injury or illness. In addition to a donation to their charity of choice, Citizen Drivers get to choose a TA, Petro or TA Express to have named in their honor. Jerry’s hits close to home, as he’s chosen the TA Express in Vermillion, South Dakota for his site dedication. Formerly a Coffee Cup Fuel Stop, this was a truck stop he frequented long before it became a TA Express. The celebration took place on July 25, 2020, when they dedicated the TA Express in Vermillion as the Jerry Seaman Vermillion Travel Center.

Preventive care for men is key for a healthy workplace Preventive care plays an important role in your employees, overall health and well-being. However, seeking preventive care during the coronavirus pandemic may look different than it has before. Encourage your employees to contact their health care provider or visit the office website before attending appointments to learn about special procedures that might be in place. Husband, father, brother, son — what titles do your employees have outside of work? Someone in their life cares about them and needs them to be healthy. But studies show men don’t always take proactive steps to ensure they are here for the long haul. Thirty-one percent say they wait until they feel extremely sick before seeking care.

Waiting to get care is costing your business Illness and premature death in men has been estimated to cost the United States economy approximately $479 billion in annual health care costs. Not only do chronic diseases affect the health and financial well-being of your employees, chronic diseases mean productivity loss and increased health care spending. This delay in receiving preventive care services has some frightening results and increased risks for your employees. According to the Agency for Healthcare Research and Quality, men are: 1. 24 percent less likely than women to have visited a doctor within the past year 2. 22 percent more likely to neglect their cholesterol tests 3. 28 percent more likely than women to be hospitalized for congestive heart failure 4. 32 percent more likely than women to be hospitalized for long-term complications of diabetes

BE WELL WITH WELLMARK Preventive care is the solution Preventive care helps detect serious chronic diseases before they become difficult to manage and prevents higher costs associated with serious chronic diseases. As a result, men are healthier and more productive in the workplace. Health care is essential at all stages of a man’s life. Encourage your employees to visit a primary care provider to find out which preventive screenings, vaccinations and routine exams are most appropriate for them. Find the full Affordable Care Act (ACA) preventive health services and drug list at Wellmark.com/ACAPreventive.

Contact your Wellmark representative or visit Wellmark.com to learn more.

5. 24 percent more likely than women to be hospitalized for pneumonia, which can be prevented through immunization
