DEPUTY FINANCE OFFICER: City of Pierre, SD. Under the direct supervision of the Finance Officer, is responsible for providing assistance in the implementation and direction of financial planning, budgeting, accounting policies/procedures, and maintaining and preserving accounting records. In the absence of the Finance Officer, performs related duties as required, including: keeping the Mayor and City Administrator promptly informed of all pertinent matters, assist with customer complaints or concerns regarding utility bills, and coordinating the Tuesday night commission Meeting, preparing agenda, attending meetings and keeping record of proceedings. Serves as City Accountant: maintains current and accurate general ledger; analyzes accounts for the nature and accuracy of transactions and prepares and posts adjusting entries; balances accounts receivable and payable subsidiaries, performs cash management functions, processes accounts receivable billings, and business license applications and renewals. Assists in monitoring fixed asset inventory, annual inventory, preparation of financial reports to Department heads, and assisting external auditors. Assists in the preparation of the annual budget, annual general ledger at fiscal year-end, interim and year-end comprehensive annual financial report. Monitors and Researches existing and new legislation to ensure continued compliance with federal, state, and local laws, regulations, or guidelines. Minimum Qualifications: Graduation from accredited college or university with a bachelor’s degree in Accounting, Finance, Business Management or Administration and 2 years experience in governmental accounting or finance/management or an equivalent combination of education and experience.
