DIRECTOR’S NOTES

Yvonne Taylor I’d be surprised if many of you have heard of Constitutional Amendment C – that may be intentional. Backed by an out-of-state group, the legislature voted to place this measure on the ballot – barely (by one vote in the Senate). Before we get to the content of the proposed amendment to our Constitution, let’s look at when we vote – June 7.

Primary election day. Why? We normally vote on these types of things in November.

The reason, frankly, is to limit participation in the vote on this one. Not many people are going to show up to vote if there isn’t a primary, or since there isn’t a “big race” on the ticket (Governor or President).

Sneaky.

But worse is the content of this proposed new section of our Constitution. The text is below, with some thoughts in parenthesis. §16. Constitutional amendments or measures-Taxes or fees--Certain funding obligations-Vote required. (What is broken here? According to the Attorney General explanation, it already takes a 2/3 vote of the legislature to increase a tax – but if the CITIZENS want something, it is a majority vote. What is wrong with that?

Isn’t majority rule one of the foundations of our democracy?)

Any initiated constitutional amendment, initiated measure, constitutional amendment proposed and submitted to the people by the Legislature, or measure referred to the people by the Legislature that imposes or increases taxes or fees, and any initiated constitutional amendment, initiated measure, constitutional amendment proposed and submitted to the people by the Legislature, or measure referred

to the people by the Legislature (That is a lot of words, but what it means is that we, as citizens, can’t win on the ballot with a simple majority vote, no matter how the measure got there.) ...that obligates the state to appropriate funds of ten million dollars or more in any of the first five fiscal years after enactment, (Who decides this? Me? I hope so. But really – talk about lawsuit heaven on every single ballot measure from this day forward – this gives no indication of how this will be decided, or by whom. And why $10M? Why not $50M, or $3M?) ...to be annually adjusted for inflation (Oh boy – and what economic indicator is used here?

There are a multitude of ways to measure inflation.) ...as determined by the Legislature (Who doesn’t trust you with a majority vote.) ...shall become part of the Constitution or statute only if approved by three-fifths of the votes cast thereon. (Think about any topic you want. Then think of your family and friends and co-workers. Probably there are 2 out of 5 in any given group that will oppose an item.

Why does the minority get to rule?)

It is confusing and unclear; it ends majority rule; it risks unknown problems to get what the citizens want done for law enforcement, rural hospitals, nursing homes, schools, or anything else we all pay for; and it makes out-of-state special interest groups stronger.

When you amplify the voice of the few, you silence the voice of the many. Please vote no on Amendment C in June.

I always say local government is the most important of all government entities. Oh sure, we don’t have the ability to wage war, or control interest rates, but we do have the ability to connect with constituents.

difficult for us to make connections across the state because of this. Sure, we all know everyone in our communities, but we don’t always know everyone in the neighboring communities.

In fact, no government entity has as close a relationship to its constituents than local government. You might have heard me say it before, but local government is the only government I can see myself serving in because of the close proximity to constituents.

Networking is important from one community to the next, because for the most part we are all trying to solve the same problems.

Not many places have a problem unique just to their community. In reality, there are many people within the state who have experienced and ultimately solved the problem you are just coming to realize you have. Your neighbors are here to help, but how do you connect with them?

If I make political promises, I am making those promises to my friends and neighbors. I see constituents in the grocery stores, the parks, the swimming pool, over the fence of my backyard, and in a number of other intimate settings. There’s just no getting away from my constituents. And that’s a good thing, except for those people who are ANGRY about potholes and approach me during dinner with my wife. That, I could do without.

Local elected officials do not have the ability to pull the wool over constituent’s eyes. We live our lives in public, in our own neighborhoods.

The things I like about local government are the same things I like about small towns.

Everyone knows you. During my time touring the state for the SDML district meetings, I met hundreds of small-town folks who really restored my faith not only in our state but in our nation. South Dakota is real America, up close.

It’s not too early to start planning and making room reservations. I hope this year‘s conference will be highest attendance on record. Therefore, you are officially invited! We need to meet, talk, and identify who you can help and who can help you. South Dakota is one big, small community.

The conference cost is reasonable, rooms for a few nights are certainly within your financial reach, and I promise, if you engage during that conference there will be a payoff. I hope to see you there. ■

Municipal League Districts Meet, Elect Leadership Municipal employees and elected officials gathered for their respective South Dakota Municipal League (SDML) district meetings in late March to renew old acquaintances, make new ones, learn about new legislation, and visit with representatives from state agencies and other elected officials.

During the meeting, SDML Executive Director Yvonne Taylor summarized the 2022 Legislative Session, which she referred to as the year of “money and marijuana” due to the availability of federal money and the discussion of marijuana laws.

discussed his priorities for the League, and attendees heard updates on partner programs and the risk-sharing pools.

“SDML has the resources and tools to help you do a better job for your citizens,” Allender told members March 30 at the District 9 meeting in New Underwood. “The League is built to connect us all, address common problems, and advocate for us in the State legislature. Local government needs a voice. The Municipal League helps us find our voice.”

a chair and vice chair to represent their district. The district chair acts as a contact for and represents their district as a member of the SDML Board of Directors, with the vice chair assisting with duties as needed. District chairs and vice chairs are elected for a one-year term.

The SDML district meetings are held each March and are open to any SDML members.

Mayors, town presidents, council members, and city officials are especially encouraged to attend.

Area legislators, State agency representatives, and congressional delegates are also invited. ■

The Best Attachments for Roadside Maintenance

Roadside maintenance is vital for keeping any roadway – from a rural gravel road to a major highway or other high-traffic thoroughfare – in safe-driving condition.

Regular maintenance keeps roads safe by removing debris and brush which can block visibility, and also prevents damage due to poor drainage. With the right attachments, roadside upkeep can become safer and more efficient.

The Challenges of Roadside Maintenance

Among the most common issues related to roadside maintenance are: • Invasive plant species – Aggressive invasive species require more attention and can be particularly difficult to control without the right equipment.

• Drainage problems – Poor drainage can increase erosion and cause roads to be unsafe for vehicles to navigate.

• Time and labor demands – Without the proper tools, roadside maintenance can be very time-consuming, posing a challenge for contractors or municipalities.

If left unaddressed, these issues can escalate into more significant problems, eventually impacting road users and causing expensive, time-consuming repairs.

Therefore, it is important to choose mowing attachments that offer high productivity to minimize the impact on your maintenance budget.

The Right Tools for the Job

The following are some common roadside maintenance tasks along with insights regarding the best tools for each application.

Wide-Area Top Cut Mowing - Wide-area mowing is ideal for large grassy areas such as highway medians and airports. Mowing prevents grass and brush from taking over, increases visibility, and defines the roadway; however, this can be the most time-consuming aspect of roadside maintenance without the right equipment.

Tractor-mounted flail mower attachments provide clean, manicured cutting for aesthetically pleasing results.

Boom attachments allow operators to extend their reach for mowing beyond shoulders and over guardrails from the safety and stability of the road.

particularly, around bridges and overpasses improves aesthetics and creates a safer driving environment by enhancing visibility. This common application calls for a rotary mower attachment. Available in cut widths from 40-72 inches, these attachments easily cut through trees up to 10 inches in diameter. Choose a boom rotary to clear areas that would otherwise be dangerous or impossible to reach such as branches hanging over the road or brush growing in steep ditches.

Gravel Reclamation - Gravel reclamation is the process of pulling gravel from a shoulder or ditch back onto a road. This process promotes drainage and helps to extend the life of a road. It can also save a township thousands of dollars in road maintenance costs by reclaiming graven that has migrated off the road. For this application you’ll need a gravel reclaimer, such as our All-American Disc, which attaches to a tractor or grader to pull gravel back on the main road and contour the shoulder.

Ditching - When material settles to the bottom of ditches, it can block water flow and create buildup that may eventually cause erosion. Removing blockages caused by dirt, sand and debris is necessary for proper drainage. A tractor attachment with a boom ditcher enables operators to clear culverts and ditches. Look for a ditcher that is equipped with a hydraulic chute for directing exhausted material.

Regular and proper roadside maintenance helps to increase road safety and aesthetics. Whether you’re maintaining personal property or public roads and highways, the right tools can make all the difference. ■

DOT Announces Summer STIP Meeting Dates The South Dakota Department of Transportation (SDDOT) has announced dates for informational public meetings to discuss the development of the 20232026 Statewide Transportation Improvement Program (STIP).

The STIP is a four-year program that lists projects developed through the coordinated efforts of the Department of Transportation, Transportation Commission, state and federal agencies, local and tribal governments, metropolitan planning organizations, public agencies, transportation providers, citizens, and other interested parties.

The program identifies highway and intermodal improvements to preserve, renovate, and enhance South Dakota's transportation system.

Interested parties can take part in the development process by attending an informal or formal public meeting held across the state this summer.

chris hill director of municipal electric services The 2022 SDMEA Conference and Technology Expo was a great experience again! This is the first one that I have personally attended in three years due to legislative duties and Covid.

The 2022 conference saw record numbers in attendance. We had representatives from 23 of the 35 SDMEA member municipalities. That increase is showing more involvement in the association and that is exactly what we want from our members.

For those in attendance, you would have heard me say over and over that member involvement is what drives our association and creates more opportunities for you to network with other municipal electric utility communities. We will have more opportunities for our members to get together, including our annual SDMEA Golf Tournament, which will be at the Madison Country Club on June 7 (look for registration soon!) and a trap shoot in the fall to get your shotguns warmed up for pheasant season. The date for the trap shoot is still TBD but be sure to check your emails for info regarding the date and time!

While attendance was up, we are always looking for ways to get 100% member engagement for our conference.

We do realize that sometimes things do not work out, but the SDMEA conference committee is looking for ways to get us all more involved and is hoping to come up with some ideas to increase networking opportunities.

I did have a person ask to join the committee and we are always looking for people to join the Operations and Conference (OPCON) Committee so we can get new ideas to help with the betterment of the conference as well as our association. If anyone is interested in being on the OPCON Committee, please let me know!

Every guest at the conference is a special guest, but we had a couple that were in attendance for recognition of municipal electric service. Bill Lewellen from Miller was recognized for serving 28 years on the SDMEA Board, with 9 of them as board president. Doug Enstad was on the SDMEA Board for 3 years and was at Watertown Municipal Utilities for 42 years! The board wanted to recognize them for the time spent in a South Dakota 12

Limits on Property Taxes Prepared by the South Dakota Department of Revenue

State law limits the amount of property taxes that local governments (counties, cities, townships, fire districts, etc.) can collect from their property owners. Local governments are limited to the amount of property taxes they collected last year, plus an increase for economic index factor of 3% or CPI (consumer price index), whichever is less, and a factor for new construction that occurred within the last year in that taxing jurisdiction. Please note, any Opt Out dollars received cannot be used in this calculation.

Finally, I wanted to talk about the SDML District Meetings. Each year there are ten SDML District Meetings to provide a legisaltive recap as well as new things that are happening with the SDML. These meetings also give an overview of the SDPAA and SD Work Comp.

While they are done for this year, I highly recommend attending those meetings as well. They are very informative and are a way to network with other municipalities in your district and visit about how we all handle certain situations. The SDML has several other opportunities throughout the year but the District meetings are in the evening and there is a social hour, dinner, and presentation so if you are short on time, this is the meeting for you. ■

The State Economist from the South Dakota Bureau of Finance and Management provides the CPI annually using federal statistics from the US Department of Labor. It is reported to the Department of Revenue, who forwards it to the counties by February of each year. CPI is available to all taxing entities and is the same for all taxing entities. State statutes allow for counties, fire districts, and cities to store any unused CPI factors from the previous three years. The Department of Revenue keeps track of the CPI usage and provides that information upon request.

Market increases in the value of the property within the taxing district automatically decrease the property tax rates to ensure that the caps are not exceeded. An example to illustrate how the property tax limitation works: • Last year, the total property valuation within a city was $100 million and the city collected $300,000 from property taxes. To collect that amount, a levy of $3.00/$1,000 of value was calculated by the County Auditor.

• The CPI was set at 3%. A new subdivision was created creating 1% of new growth. Also, the County Assessor increased values based upon market indications.

• Under the limitation, the city can increase the $300,000 it received from property taxes last year by 4% (3% for CPI and 1% for growth) for a total of $312,000.

• To prevent the city from going over the cap, the tax rate calculated based on the $110 million of value within the district (market increases plus new growth) automatically lowers to $2.84/$1,000 of value.

Historically, property taxes had increased at a rate of about 6% per year since 1947. Property tax caps implemented in 1997 have significantly slowed this increase. If the historical rate of property tax growth had continued through the 1990s, current property owners would be paying over $2.5 billion in property taxes. DANR Announces More Than $1.1 Billion in Environmental Grants and Loans PIERRE, S.D. – In April, the South Dakota Department of Agriculture and Natural Resources (DANR) announced the Board of Water and Natural Resources has approved $1,102,749,980 in grants and loans for drinking water and wastewater projects in South Dakota.

The $1,102,749,980 total includes $415,243,398 in grants and $687,506,582 in low-interest loans with $642,520 in principal forgiveness. The American Rescue Plan Act accounts for $406,364,807 of the grant dollars.

More than 90 organizations received funding.

“These projects will serve our grandchildren and their grandchildren,” said Governor Kristi Noem. “I am proud to support these community investments to ensure the people of South Dakota continue to have clean drinking

water and safe disposal systems to serve their needs for decades to come.”

The grants and loans were awarded from DANR’s Drinking Water State Revolving Fund Program, Clean Water State Revolving Fund Program, Consolidated Water Facilities Construction Program, and American Rescue Plan Act. The state of South Dakota is making a historic investment in infrastructure by dedicating $600 million of American Rescue Plan Act funding for local water and wastewater infrastructure grants. ■

Election: SD Municipal League Urges No on C Constitutional Amendment C

Proposing and submitting to the voters at the next primary election a new section to Article XI of the Constitution of the State of South Dakota, relating to a three-fifths vote requirement for certain initiated or Legislature-proposed constitutional amendments and initiated or Legislaturereferred measures.

The SD Municipal League joins South Dakotans for Fair Elections, the campaign formed to oppose Amendment C. This broad coalition of individuals and organizations spans industries and partisan politics, working to ensure that South Dakota's ballot initiative measure, constitutional amendment, and referred measure process stay intact.

Amendment C will lead to unintended consequences for our state. It's confusing, unnecessary, risky, and it will permanently change our constitution in ways we can't

even imagine yet. So if it ain't broke, don't fix it.

Here's the fine print: Amendment C would permanently change our constitution to end majority rule for ballot measures, allowing a small minority to block important decisions that most voters want. It shreds the sacred "majority rules" tradition this country and our state was founded on.

Amendment C is also unconstitutional, and a lawsuit has already been filed against it.

Election: No on C (cont) and special interests will be the real winners if C passes. Amendment C gives power to special interests while undermining the will of South Dakota voters – perhaps that's why an out-of-state special interest group is bankrolling the campaign to pass it.

Lastly, consider this: if C passes, it will take just 41% of voters to block funding for important programs, including law enforcement, rural health centers, nursing homes, schools – the list goes on. We can't allow our state to be held hostage by just a few people.

To Address America’s Housing Crisis, Think Local Kate Conquest, MPH, CityHealth Program Associate

The COVID-19 pandemic sparked renewed urgency to address America’s housing crisis — with efforts targeting everything from affordability to access to safety. At the federal level, the year-long eviction moratorium that expired in August 2021 prevented as many as 1.6 million evictions. Many state and city leaders passed additional moratoria or related assistance programs that remain in place today. These protections are crucial for public health; research suggests that eviction moratoria are associated with lower rates of COVID-19 infections and deaths.

Housing & Health Equity

A safe and affordable place to live is an essential ingredient to living a healthy life. Many who have benefitted from eviction moratoria — and who stand to benefit most from housing protection policies — disproportionately represent our most vulnerable populations. This includes people who earn low incomes, people of color, women, children, and victims of domestic violence. Housing insecurity and homelessness are linked to negative health outcomes such as depression, emergency department use, and stressrelated illness such as heart disease. It is also hugely disruptive for children, who suffer long-term consequences when forced to frequently change schools. The positive effect that an affordable, safe housing option could have on even a single-family is significant in both the short and long term.

What Can Cities Do?

The 2021 American Rescue Plan (ARP) allocated billions of dollars to state and local governments to assist in recovery efforts — including more than $1 billion planned to address housing in the nation’s largest cities. Given the ARP’s requirement that cities spend these funds by 2026, now is a crucial time for cities to consider their options.

With a wide array of policy solutions available to cities to address housing challenges, many city leaders have the

power to tailor efforts toward policies that will best serve their own residents’ needs. CityHealth, an initiative of the de Beaumont Foundation and Kaiser Permanente, helps cities adopt policies that are proven to result in positive health outcomes. Three of these policy solutions are focused on housing: Housing development: Affordable Housing Trusts are a familiar, flexible option that a city can tailor to its own needs.

Trusts have proven to be effective in leveraging outside funding —meaning they can be extremely fruitful without draining local budgets. One exceptional example is in St. Louis, Missouri, where the city’s housing trust program targets assistance to families and individuals based on income. The trust has also resulted in significant outside investments — every dollar the city invests leverages more than $18 from outside sources. Other cities fund their trusts through development impact fees, transient occupancy taxes, and short-term rental surcharges.

Housing quality: Healthy and safe rental housing can be fortified by proactive rental inspection programs. These “Healthy Rental Housing” policies ensure that all rental units are registered and free of health hazards like lead, asthma triggers, and pests. Boston has a comprehensive proactive rental inspection program that requires all units to be inspected every five years, or every three years if they accrue a certain number of violations. Cities may also choose to roll inspection fees into the registration requirement, creating a largely self-funded system.

Housing retention: “Legal Support for Renters” policies guarantee representation for tenants in eviction proceedings. When evictions take place, 81% of landlords have legal representation while only 3% of tenants have similar representation. Cities that provide guaranteed right to counsel can see significant drops in eviction filings.

In New York, which was among the first cities to provide guaranteed rights to counsel, 84% of tenants who were represented by a right to counsel lawyer were able remain in their homes. Studies have shown the benefits of these policies outweigh the costs for cities due to avoided costs to shelters, health care, and other social safety nets.

An old riddle asks: What has four legs and you can sit on it? The usual responses are a horse or a chair.

Some argue they both have a front and back so they are alike. However, one can help you get places while the other is stationary. A few public entities in South Dakota still believe their private insurance coverage has four legs because it provides indemnity for covered claims; therefore it is like the coverage provided to Members of the South Dakota Public Assurance Alliance (SDPAA). This misperception needs to be corrected.

Only the SDPAA moves you forward with services and benefits beyond mere coverage. The SDPAA was created when private insurance became unavailable or unaffordable for local governments. Public entity pools were the local governments’ home-grown solution to this problem. Unlike private insurance companies who simply provide coverage then strive to pay any excess via dividends to their mostly out-of-state private shareholders, the SDPAA is Member-owned and Member-driven by its local government Members in South Dakota. All of the SDPAA’s activities benefit its Members and the public they serve in South Dakota.

The SDPAA, through its loss control vendor Safety Benefits, Inc. (SBI) provides all Members with on-site loss control surveys every three years and other risk consultations by request. On behalf of the SDPAA, SBI provides property valuation surveys to each Member every four years so property coverage is based on the most accurate valuations and no Member is overpaying due to certain property being overvalued. These property surveys also help identify any necessary additions or subtractions from the list of covered items. No private insurance company offers this level of service.

The SDPAA provides model policies and virtual trainings on hundreds of topics. Only the SDPAA brings so many in-person training opportunities to Members, including a new program for regular on-site trainings for the SDPAA Members with local jails and arranging for expert speakers to participate at most local government conferences and workshops. This seminar addresses the various provisions in the 2021 IBC dealing with the fire-resistance of exterior walls and the protection of doors and windows in such walls. Although exterior walls are primarily regulated due to their location on the lot, many other requirements are set forth in the code. Exterior bearing walls are regulated by Table 601, while the use of exterior exit stairways, exit courts and exterior areas of assisted rescue will also typically mandate some degree of fire-resistance.

***UPDATE*** BULLETIN TO MEMBER VOLUNTEER FIRE DEPARTMENTS and ENTITIES WITH FIRE DEPARTMENTS Regarding “Out of State” Wildland Fires It’s that time of year when wildland fires are common throughout the western United States. This is an update and of a bulletin that we issue each year to educate fire departments on changes relating to workers’ compensation coverage for South Dakota fire departments that are dispatched due to a Federal or Interstate Compact request for assistance with “Out of State” wildland fires. Because we have several new fire departments that have joined the SDML Workers’ Compensation Fund since this bulletin was first issued, we want to take this opportunity to help your fire department understand how workers’ compensation coverage is handled for these “Out of State” wildland fire suppression requests.

Workers’ Compensation coverage is not provided to South Dakota firefighters by the State of South Dakota, Federal Agencies, or member agencies of the Great Plains Interstate Forest Fire Compact when they are dispatched to an “Out of State” wildland fire. In addition, the fire suppression agreement requires a Certificate of Work Comp Coverage that includes coverage outside of the State of South Dakota.

The SDML Workers’ Compensation Fund will provide workers’ compensation coverage to your firefighters that are certified to work these “Out of State” wildland fires should you and your fire department choose to be available for dispatch to an Interstate Compact or Federal request. We will also provide the required Work Comp Certificate of Coverage.

fire. The amount paid to the firefighters by the fire department for their labor is compensation (payroll) as a paid wildland firefighter. The amount of compensation will be included on your payroll audit at the end of the year as Class Code 7705: Wildland Fires – Out of State.

The 2022 rate for “Out of State” wildland firefighters is $16.46 per $100 of payroll (compensation). In January, we will contact the fire departments that have been dispatched to collect the payroll amount.

The additional contribution for the “Out of State” wildland fire work comp coverage will be calculated and charged at the completion of the 2022 payroll audit. For example, if you pay your firefighters $10,000 for responding to “Out of State” wildland fires during 2022, the additional cost for workers’ compensation coverage will be $1,646 and an invoice for this additional contribution will be mailed during the first quarter of 2023. Remember, this only applies to “Out of State” wildland fire requests.

“In State” wildland fires remain the same as always.

The State of South Dakota provides the workers’ compensation coverage for South Dakota firefighters who are dispatched to an “In State” wildland fire pursuant to SDCL 62-1-5.2.

We suggest that if you and your fire department will be participating with the Federal or Interstate Compact request, that it be authorized within your Council/ Commission/District meeting minutes. If you have any questions, please don’t hesitate to contact our office. ■

If you decide to respond to an Interstate Compact or Federal request, you must notify the SDML Workers’ Compensation Fund Administrator when the fire department is dispatched. Bipartisan Solutions to Shipping and Supply Chain Crises American families are currently struggling with the worst inflation in 40 years. Food prices.

Gas prices. Used car prices. Everywhere Americans look, they’re paying more. Wages increased on average last year, but inflation outstripped wage growth, which means that instead of a wage increase, a lot of Americans got a de facto pay cut. And there’s no clear end in sight.

While it’s true that supply chain issues and the reopening of economies after COVID shutdowns contributed somewhat to inflationary pressures, a big part of the reason for our current inflation crisis is too much Washington spending. The definition of inflation is too many dollars chasing too few goods and services.

That’s exactly the situation Democrats helped create with their so-called American Rescue Plan. They flooded the economy with unnecessary government money, and the economy overheated as a result.

Unfortunately, there is no easy fix for this selfinflicted inflation crisis, but there are things we can do to at least lessen its effects, starting with legislation to help ease supply-chain woes. The Senate Commerce Committee recently reported my bipartisan shipping legislation out of committee by voice vote, and it was later approved on the Senate floor by all 100 senators – not an easy accomplishment these days.

The Ocean Shipping Reform Act, which I introduced with Sen. Amy Klobuchar (D-Minn.),

would help ease supply chain pressures by improving the fluidity of the supply chain. For some time now, I’ve been hearing reports of ocean carriers refusing to transport certain goods – often American agricultural products.

This would be a difficult situation at any time, as export markets around the world are critically important to American producers. But it is particularly painful at a time when inflation is soaring and the supply chain is under significant strain. The Ocean Shipping Reform Act is designed to address these kinds of shipping problems and create a more level playing field for American producers.

Our legislation would give the Federal Maritime Commission increased authority to respond to unfair ocean carrier practices – whether that involves a refusal to carry certain cargo, like agricultural commodities, or discriminating against certain commodities for export.

It would also provide the FMC with tools to more quickly resolve detention and demurrage disputes, which would bring greater efficiency and transparency to a process that leaves many shippers frustrated, especially agriculture producers and other small businesses. And our legislation would take steps to improve the movement of goods at our nation’s ports, which would help ease supply chain bottlenecks and improve the speed at which goods reach consumers.

The Ocean Shipping Reform Act would bring long-term positive changes to the maritime supply chain, which I hope would benefit exporters, importers, and consumers alike.

I’m glad my colleagues on both sides of the aisle recognized the need for this important legislation, and I look forward to working with the House, including Rep. Dusty Johnson (R-S.D.), to see this across the finish line. ■
