One way or the other, through a bill or ballot measure, the question of Medicaid expansion is on the table.

Generally speaking, I would consider myself of average ignorance when it comes to Medicaid, but after doing some of my own research I may have overestimated my knowledge.

Medicaid coverage exists and provides benefits to certain elderly, disabled or low income individuals. The calculation for eligibility for low income is based on the federal poverty level (FPL). Medicaid expansion would change the eligibility requirements to allow more South Dakotans to be enrolled. Currently, there about 141,000 enrolled in our state and expansion would increase that an additional 42,000.

There are many reasons why we should be considering Medicaid expansion.

Approximately 11% of South Dakotans are not covered by health insurance. This equates to financial strain on workers and a slew of unpaid medical bills. This is just as true in the private sector as it is in the public sector.

At this moment, there are 14 South Dakota rural hospitals at immediate or high risk of closing. The common denominator between them is lack of medical payments either from insurance or cash customers. Geographically, South Dakota is primarily rural in nature, so this poses a healthcare risk to many of our fellow citizens. Expansion would extend a lifeline to rural hospitals by providing coverage to more people.

All of South Dakota’s medical providers bear the burden of absorbing costs… or passing them on to other customers

when patients cannot afford to pay their bills. Expansion would greatly reduce the number of unpaid bills by providing payment for customers previously unable to pay.

Private and public ambulance services are all at risk of going in debt or closing. The only viable option on the table today to avoid this is creating a new taxing district – not a very popular idea in South Dakota. Expansion would cover a larger segment of the population’s ambulance bills and provide a much-needed reimbursement for services.

The State of South Dakota stands to save millions of dollars annually while improving quality of life for tens of thousands of people.

Currently, many medical-related services are provided by the State out of general funding. Behavioral health, inmate care and other social programming would benefit greatly from expansion and relieve the State of expending general fund tax dollars in many cases.

With the extra incentives being offered from the federal government, the state would stand to save more than $60 million each year for the first two years of expansion.

After that, the savings is estimated to be approximately $11 million annually.

While it’s true your federal tax dollars will be used to expand Medicaid, the State and local tax dollars you pay would go further in providing essential services.

Obviously there’s more to learn about this entire process, but know this: so far, 39 states have chosen to expand Medicaid. The holdouts are South Dakota, Wyoming, Wisconsin, Kansas, and states in the deep South. Even conservative states such as Idaho, Nebraska, Utah, Oklahoma, and Missouri have opted to expand.

Please keep your mind open and afford yourself a chance to learn the facts about Medicaid expansion. ■

Culminating months of Capitol Hill wrangling, President Joe Biden in November made the $1.2-trillion Infrastructure Investment and Jobs Act (IIJA) a reality, casting it as a decades-overdue, transformational outlay for water, energy, broadband and transportation projects.

The challenge now: How can U.S. cities and utilities seize the opportunity and make use of the federal funding – including $550 billion in new spending over the next five years – to modernize vital infrastructure? The simplest answer rests with city leaders getting proactive now in seeking out the funding and making a compelling case about where’s it to be best spent, partnering with a contractor with a proven record in making such ambitions happen.

The need for the upgrades can’t be understated: The American Society

of Civil Engineers in March gave the U.S. infrastructure a C-minus grade, marking the first time in two decades that it scored above a D. Cities looking to address their pressing infrastructure can make it less daunting by urgently adopting a blueprint that aligns with the IIJA’s opportunities in achieving a more inclusive, sustainable economy.

With the federal infrastructure spending measure a reality, cities must begin understanding the opportunity and planning now.

In helping to make sense of it all, a brochure available on NLC.org about the IIJA by Black & Veatch lays out the measure’s multisector ambitions beyond extensive upgrades of the nation’s roads and bridges, as well as the centuryold global infrastructure solutions leader’s broad experience in the electric, water, telecommunications and consulting segments:

The measure also calls for a 10-year extension of credits for green energy generation and storage, plus state and local government support to accelerate modernization.

Dept. of Health Offers cities Active Transportation Assessment Grants PIERRE, S.D. - The SD Department of Health recently announced the tenth year of a technical assistance opportunity for South Dakota communities on conducting active transportation assessments that can jumpstart improvements to the built environment, enhancing walkability and bike-ability.

Active transportation integrates physical activity into daily routines such as walking or biking to destinations such as work, grocery stores, or parks. Creating activity-friendly routes to everyday destinations is an evidenced-based strategy to increase physical activity in communities.

Previously selected communities include: Huron, Mitchell, Salem, Volga, Ft. Pierre, Crooks, Burke, Tripp, Sioux Falls, Harrisburg, Sturgis, and Mission.

One South Dakota community, or two communities if a

joint inter-community application, will have the opportunity to work collectively with South Dakota State University Landscape Architect (SDSU-LA) students under the direction of Professor Donald Burger during their spring City Planning course. SDSU-LA will conduct community engagement sessions, hold on-site assessments of the built environment, analyze their findings, and present a final set of realistic recommendations to the stakeholders of the selected community.

DANR Announces More Than $22 Million for Statewide Environmental Projects PIERRE, S.D. – The South Dakota Department of Agriculture and Natural Resources (DANR) has announced the Board of Water and Natural Resources approved $22,527,735 in grants and loans for drinking water, wastewater, and solid waste projects.

Revolving Fund Program, which provides low-interest loans for wastewater, storm water, water conservation, and nonpoint source projects. The program is funded through a combination of federal appropriations, loan repayments, and bonds.

The $22,527,735 total includes $440,735 in grants and $22,087,000 in low-interest loans.

The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects. The Legislature annually appropriates dedicated water and waste funding for the Consolidated and Solid Waste programs through the Governor’s Omnibus Water Funding Bill.

The grants and loans approved by the board will be administered through the Department of Agriculture and Natural Resources.

Grants were awarded to: • Watertown, $400,000 for landfill improvements • South Dakota Solid Waste Management Association, $34,000 to host the 2022 Manager of Landfill Operations course • Canistota, $6,735 to improve operations at the Canistota Restricted Use Site Loans were awarded to: • Mitchell, $11,087,000 for wastewater and watershed improvements and $11,000,000 for drinking water improvements The grants and loans were awarded from DANR’s Drinking Water State Revolving Fund Program, Clean Water State Revolving Fund Program and Solid Waste Management Program.

The State of South Dakota and the U.S. Environmental Protection Agency fund the Drinking Water State Revolving Fund Program, which provides low-interest loans for public drinking water system projects. The program is funded through a combination of federal appropriations, loan repayments, and bonds.

The board approved the funding at their January meeting in Pierre. ■

Transportation Commission Awards Economic Development Grants PIERRE, S.D. – The South Dakota Transportation Commission recently awarded over $3.9 million in economic development grants for infrastructure improvements to counties and smaller communities across South Dakota.

The economic development grant program funds, awarded at the Transportation Commission meeting on Dec. 16, 2021, will improve roads leading to schools, main business areas, hospitals, grain elevators, and other economic areas in the communities.

The grants pay for 80 percent of the construction costs, up to a maximum of $600,000. The Commission awards the economic development grants in the fall of each year.

“The economic development grants are an important part of the department’s overall grant program to assist local governments in improving their infrastructure across the state,” says Secretary Joel Jundt. “Without these state grant funds, some of these communities would not have the financial ability to improve access that fosters economic development and quality of life.”

Community Access Grants: • City of Freeman - $600,000 for Main and Railway Streets which serve the business area and the local elevator.

• City of Lemmon - $600,000 for 1st Street SE, 2nd Street, and 1st Avenue which serve a business area, elevator, and the high school.

• City of Wall - $600,000 for 4th Avenue which serves a business area and the elevator.

• City of Canistota - $555,000 for 5th, 6th, 7th Avenues and Pine Street which serve a business area and schools.

• City of Corona - $600,000 for Main Street and Railroad Avenue which serve a business area.

• City of Kennebec - $600,000 for Main Street which serve a business area and the elevator.

• City of Miller - $387,700 for East 4th Street which serves the school.

This year, $4 million was available through the discretionary funds, and the Commission awarded $3.943 million.

The economic development grants were created to help communities with the development of transportation access for agricultural, industrial park businesses or to assist smaller towns with programs for main streets, roads to elevators, schools, hospitals, and other vital community access projects. Over the past 5 years, the grant program has awarded over $20.4 million in state funds to local governments to help with local projects.

The Transportation Commission considers applications submitted for Industrial Park and Agri-Business in the spring, summer, and fall each year. Community access grant applications are accepted in the summer and considered in the fall.

Currently, the funding levels are $2.5 million for Community Access, $1.0 million for Agribusiness, and $0.5 million for Industrial Park Grants with reallocation of any unawarded funds to the Community Access program.

The successful applicants are given two years to complete the work. However, there is flexibility to extend the agreement if factors outside the applicant’s control delay the project. A prime example of such factors would be supply chain issues.

A Stitch in Time Saves Nine—Time for Enhanced Trainings!

My grandmother was a dressmaker in Armour, Menno, and Beresford, who frequently told me that a stitch in time saves nine. While I have never understood the sewing reference, the saying means any work done now will save so much more work later.

This old adage also applies to local governments who have so many new “opportunities” on their horizon. Any work we do now to prepare to meet these opportunities will save us that much more work in the future. SDPAA members have an estimated 11,000 employees and officials serving their local communities. We all need to stay current to better serve our constituents. In the coming months, please watch for these new training opportunities: Cyber Credit Program: The SDPAA will launch a cyber credit program this year that will provide financial incentives for members to improve their “cyber hygiene.”

The credits will be in the form of reductions/refunds to your entity’s annual SDPAA contribution for successfully completing various steps. Another focus will be for your entity to designate a “cyber representative” who will be able to receive any cyberrelated inquiries and will be able to alert everyone else in your entity about training opportunities. These cyber representatives will not need to be IT experts, they just need to complete a few hours of free online trainings.

Enhanced Security Awareness Trainings: We are working with federal and state law enforcement agencies as well as Safety Benefits, Inc. (SBI), our training and loss control vendor, to provide additional resources for trainings and loss control surveys for enhanced security awareness. These modern times have demonstrated that all of us, no matter where we are located in South Dakota, could increase our security awareness. More to come.

Each year the SDPAA through SBI provides thousands of hours of training opportunities – and members definitely take advantage of the opportunities. This past year: • 725 member employees attended 69 in-person trainings, even during a roll-back due to the pandemic.

• 60 members completed 3,756 online courses, with multiple attendees for every member.

• 48 members viewed 1,059 training videos, with multiple attendees.

• 49 member law enforcement agencies completed 3,697 training courses.

The SDPAA has committed additional resources so that in-person law enforcement trainings will be available on-site to each member with a local jail on a regular basis. Each year the SDPAA co-sponsors a Safety and Loss Control Conference attended by hundreds of members’ employees. The SDPAA sponsors speakers and trainings for thousands of members’ employees on a wide variety of topics at events throughout the year. The SDPAA trainings are so extensive and comprehensive that most members rely on the SDPAA training opportunities to satisfy all their training needs every year. Members can then devote their training budget savings to other public projects that benefit their communities.

ANNUAL FINANCIAL REPORT REQUIREMENTS

The finance officer shall make an annual financial report to the governing body. This report shall be made at the first regular meeting of May and must include the receipts, expenses, and financial condition of the municipality, including the amount of funds in the treasury at the time of making such report and where and in what amounts such funds are deposited or invested.

This report shall be published in the official newspaper within thirty days thereafter or upon completion of an annual audit in the official newspaper as the governing body may direct.

Funding Available for Trails PIERRE, S.D. – South Dakota Game, Fish and Parks (GFP) recently announced that applications are being accepted for grants from the Recreational Trails Program (RTP). The grants will be available for trail projects sponsored by municipalities, counties, state parks, federal land management agencies, or tribal governments.

“When it comes to promoting healthy communities, recreational trails are key,” said Parks Director, Scott Simpson said. “As safe corridors for exercise and recreation, trails give families the opportunity to spend quality time together and enjoy the natural beauty of our state.”

The Recreational Trails Program provides partial reimbursement for approved trail projects. Eligible projects include construction of new public trails, rehabilitation of existing public trails, development of trailrelated facilities and educational programs that relate to recreational trails.

The application deadline is Friday, April 8, 2022.

RTP funds come to the state through the Federal Highway Administration and are apportioned to states by Congress to fund both motorized and non-motorized public recreation trail projects. The amount of funds available is based upon the number of recreational vehicles licensed in each state.

SDML Work Comp Fund Offers Mental Health Benefit for First Responders and Families Last January, the SDML Workers’ Compensation Fund launched a First Responder Assistance Program. This new benefit covers over 12,000 first responders, in addition to their spouses and dependents* whose departments/ agencies are members of the SDML WC Fund. First responders include law enforcement officers, firefighters, ambulance personnel, 911 dispatchers, correctional officers, emergency management, and members of search and rescue teams. As a result of member usage, the SDML WC Fund Board of Trustees voted to continue to fund the program for 2022.

We understand the challenges and stress that can be placed on employees/volunteers and the families of first responders. The First Responder Assistance Program, provided by Connections EAP, Inc. of Rock Valley, Iowa, is an important benefit available to first responders and their families. You do not have to sign up for this benefit. As long as your department is a member of the SDML Workers’ Compensation Fund, you are automatically eligible for this benefit.

This program was created in response to the growing recognition that stress, and trauma experienced by first responders places an emotional and mental health cost on them and at times, family members. One of the unique benefits is the Critical Incident Stress Debriefings coordinated

by Connections EAP. At your 22

request, trained peer support first responders and credentialed mental health professionals will conduct Critical Incident Stress Debriefings in response to tragic events.

SD GOVERNMENTAL HUMAN RESOURCE ASSOCIATION

SD GOVERNMENTAL FINANCE OFFICERS’ ASSOCIATION

Deadline: April 1 Application: www.sdmunicipalleague.org/financeofficers Qualifications: • Applicant must be a member of the South Dakota Governmental Finance Officers’ Association or become one prior to scholarship award.

• Scholarship funds must be used to educate and enhance the performance of your duties as Finance Officer or Assistant Finance Officer.

An applicant may apply for one of the following scholarship categories per year: Finance Officer School Scholarship Funds: • Applicant must be from a second- or third-class municipality.

• A copy of applicant’s City Councils’ approval to attend Finance Officer School must be received with the application.

• The scholarship fund allows for up to $800 per year.

These funds may be awarded to more than one applicant at the discretion of the Board.

Professional Development Class or College Course Scholarship Funds: • Applicant must be from a second- or third-class municipality if city is paying expenses. A copy of the City Council’s approval to attend the course must be received with the application.

• The SDGHRA will reimburse the scholarship recipient for expenses related to registration, lodging and transportation. Recipient is responsible for keeping all receipts and submitting them to the SDML for reimbursement. All reimbursement costs are subject to the SDGHRA Board approval.

CHRIS HILL DIRECTOR OF MUNICIPAL ELECTRIC SERVICES Legislative session came upon us quickly. I’m writing this on day 2 of our 38-day session this year.

Session means a couple of things to me. When I first started my position with the SDMEA, I wasn’t very familiar with the legislative process. I guess I’m still not, but I have learned a lot in my time at the capital over the last few years.

The first week is always exciting as everyone is happy to be back together and we get to visit with people that we haven’t seen in a while.

With the new district map next year, I am personally affected as my home county, Aurora, moves from District 20 to District 21.

Luckily for me, I am familiar with the legislators from both districts and I am okay with the transition. The only thing that will be different is my current legislators are 20 miles away and I frequently see them at events throughout the year. I do see the district 21 legislators (two of them anyway) at wrestling tournaments so it will all work out.

There are several other changes to other districts throughout the state as well. I do hope that if you have concerns that you reach out to your new legislators and visit with them about your concerns. I know that it can seem intimidating at times, but they are all just people as well. Having said that, because your elected officials are people, I do ask that you treat them with respect.

Changing topics. By now, all 35 municipalities have received your Comparison of Operations Survey. I know that the survey can seem a little overwhelming, but if you have any questions, please reach out to your power providers or myself for any questions that may arise.

There are some new finance officers throughout our municipal electric communities that may be filling out our survey for the first time, so please do not try to take it on yourself if you have any questions or are not sure of how to fill out the survey. I know that the veteran finance officers will fly through it and I have an idea of which ones will be the first to respond with the survey completed.

You have probably also noted that our associate membership program is up and running. We are looking for all vendors, companies, and any businesses in your community to be our associate members to help us promote the SDMEA and offer more opportunities for our member communities. If you have any questions about the associate membership, please reach out to me and I will lead you in the right direction.

In this magazine you will also find our tentative SDMEA Conference and Technology Expo agenda and registration. This conference will be held in Watertown on April 5 and 6. Each year we want at least one representative from each member municipality.

If your community does not have a superintendent or foreman on staff, please encourage another city employee to attend so they can network and learn about our association. We look forward to visiting with you at the conference so we can all share what makes our HOMETOWNS great! ■

Sticking Up For South Dakotans In December, the Democrats’ effort to ram their reckless tax-and-spending spree through Congress during the holiday season was fortunately derailed. Halting their radical, partisan spending package, hopefully permanently, would prevent raising taxes on middle-income families, giving some of the wealthiest individuals in our country a massive tax break, and prioritizing Green New Deal-style policies – just to name a few. It would be a huge win for South Dakota families, farmers and ranchers, and small businesses. I’m confident that as folks continue to learn more about the many egregious and heavy-handed policies that define this bill, Americans will reject it. Rest assured, I’m doing everything in my power to make sure the Democrats’ radical bill will never see the light of day.

As a longtime member of the Senate Agriculture Committee, advocating for meaningful policies that will directly benefit South Dakota farmers and ranchers is a top priority for me.

Sometimes helping our agriculture community means stopping bad policies from going into effect. This year, Republicans were able to stop the Democrats’ proposed double death tax, which would have hit generationally owned enterprises hard, particularly in rural communities, and could force families to sell off part of the farm or business just to pay the new tax. This is profoundly unfair to hardworking farmers and ranchers, and it should go without saying that the government should not be in the business of shuttering family farms and businesses. As a member of the Senate Finance Committee, I have fought against the death tax – in any form – for many, many years, and I will continue to do everything I can to protect our nation’s agriculture producers.

As the former chairman of the Senate Committee on Commerce, Science, and Transportation and the current top Republican on the Subcommittee on Communications, Media, and Broadband, I have long worked to expand access to rural broadband and make South Dakota a leader to which the rest of the country can look. It is crucial that rural communities across South Dakota have access to fast and reliable broadband services, and I continue to use my committee seniority to fight for predictable and efficient support for broadband providers to help enable the continued deployment of these services throughout our communities.

Last year, Senate Republicans used the Congressional Review Act, a legislative tool that allows Congress to weigh in on rules and regulations issued by federal agencies, to push back against the Biden administration’s federal vaccine mandate. To be clear, the federal government has no business implementing sweeping mandates like this one, and I’m glad a bipartisan majority of the Senate agreed. I continue to hear from South Dakotans in every corner of the state about the devastating impact this mandate would have on an already stretched and strapped workforce.

Getting vaccinated is a personal choice, and Washington bureaucrats need to stay out of it.

Even if the resolution to block the vaccine mandate passes the House, President Biden is still expected to veto it and continue with his heavyhanded, government-knows-best strategy. Fortunately, the Supreme Court is expected to eventually decide the matter.

The Senate approved the National Defense Authorization Act in December, which authorizes critical funding to continue essential preparation for the B-21 mission at Ellsworth Air Force Base. I am incredibly proud that South Dakota and Ellsworth were chosen to serve as the first operating base for the B-21, and I am committed to ensuring that it has everything it needs to continue serving as one of our nation’s essential military assets for decades to come.

These are just a few examples of the work we’ve done in the last year. As always, fighting for South Dakota is my number-one priority. FEBRUARY On or before February 1 – The S S State Treasurer 5 must distribute to the County 6 12 Treasurers the 13 19 remainder of the franchise 20 26 tax on banks.

The County 27 Treasurer then apportions and distributes the tax in the same proportion as the real property taxes levied in each taxing subdivision in the previous year. (SDCL 10-4376; 10-43-77; See Hdbk., sec. 12.255(4))

No later than February 1 – The liquor tax reversion must be made. (SDCL 35-5-22; See Hdbk., sec. 11.600) February 1 – All certificates for water supply and treatment systems operators expire and must be renewed. (SDCL 34A-3-18; See Hdbk., sec. 6.305) Not later than its first meeting in February – The governing body may by resolution encumber that portion of the unexpended appropriations from the preceding year for which applicable obligations were incurred but were not paid. (SDCL 9-21-24.1; See Hdbk., sec.

12.069)

Sales tax ordinance deadlines – The effective date of any new or amended municipal sales tax ordinance must fall on either January first or July first. The municipality must notify the Department of Revenue of the ordinance at least 90 days prior to the effective date. (SDCL 10-52-9; 10-52A-13; See Hdbk. Sec. 12.260) Boundary changes – Municipalities must notify the Department of Revenue of any resolution or amendment enacted which changes the boundaries of the municipality. Notification shall be in written form, shall contain a copy of the resolution or amendment, and may be sent by electronic means or registered mail. Municipalities shall also provide any changes and additions to streets and addresses. (SDCL 10-52-13; See Hdbk., sec. 14.172) Last Friday in February – For elections held in April, nominating petitions must be filed not later than five p.m. on the last Friday in February preceding the day of the election. (SDCL 9-13-7; See Hdbk., sec.

7.250) If no one, including the incumbent, files a nominating petition, a vacancy is created and is filled by appointment or special election. (SDCL 9-13-14.1; 9-13-14.2) Follow the Municipal Election Calendar for all election deadlines. ■

Between February 15 and March 1 – If the municipal election is to be held on the first Tuesday after the 1st Monday in June, or in conjunction with the June Primary, the notice of vacancies required in SDCL 9-13-40 must be published once each week for two consecutive weeks between February 15 and March 1. Not later than the third Monday in March – A copy of the assessment roll must be furnished to each requesting municipality. (SDCL 10-3-28; See Hdbk., sec. 12.105) Third Monday of March (Equalization meeting) – The governing body and the finance officer together representing the

municipality with a member of the school board are required to meet for the purpose of equalizing the assessment of property. The Equalization Board may adjourn from day to day until the process has been completed within five days. (SDCL 10-11-13, 10-11-14; See Hdbk., sec. 12.120) On or before the fourth Monday of March – After completing the equalization the clerk of the equalization board is required to deliver the assessment roll to the county Director of Equalization. a list of all tax-exempt property in the county. This publication must be in the official newspapers of the county.
