The thorny issue of Planned District Ordinance deviations resurfaced at the August meeting of the La Jolla Village Merchants Association, with the group debating sending a letter to city officials noting the current ordinance is outdated and in serious need of revision, without taking any action. The ordinance is the blueprint for commercial development in the community spelling out what uses are appropriate and where they’re allowed. The item was agendized by La Jolla Community Planning Association president CA Marengo, who’s been lobbying local groups asking their support to have La Jolla’s ordinance revised. “Deviations are not good code,” argued Marengo. “We need to look at this (ordinance) now.” Board member Nancy Warwick said she felt uncomfortable not seeing the draft of any letter before it

went out. “The La Jolla Community Planning Association is the appropriate body to be hearing this,” said Tom Brady, a recent past merchants group member, from the audience. “My recommendation is that the LJVMA board encourage LJCPA to act on upgrading the PDO.” “I don’t have enough information,” said restaurateur Richard Walker. “It sounds like you’re looking to create a lot of awareness (about the ordinance),” noted fitness franchisee/owner and merchants association board member Billy Borja. “It’s just a soapbox,” replied Marengo adding he wanted to espouse the view that “the entire PDO document needs to be worked on.” Near the end of the discussion, Marengo said he was in fact not going to write the letter, because several board members expressed SEE MERCHANT>> PG. 6
