Man accused of setting several Ocean Beach fires to stand trial

Some Peninsulans opposed to plans by the San Diego Housing Commission to build affordable housing on a five-acre lot at Famosa and Nimitz boulevards held a protest rally and petition signing Saturday, Sept. 29 at the lot site. Owned by the SDHC, the openspace site, recently a makeshift bicycle track, is proposed for development into a 78-unit affordable housing project. A transient was ordered Wednesday to stand trial on charges of setting 10 fires in Ocean Beach that damaged six cars including a classic MGB convertible.

A police detective testified Michael Barringer, 26, admitted to all 10 arsons as well as two attempts to commit arson on late July 12 and on July 13 in the early morning hours.

San Diego Superior Court Judge Fred Maguire set a trial date for Nov. 21. Barringer, wearing jail clothes, pleaded not guilty to all charges at the end of the hearing.

“There is probable cause,” ruled Maguire. “There are a lot of counts here. I will hold you to answer for trial.”

The car most severely damaged was a 1979 MGB classic convertible that was owned by Scott Stavish, who posted on a GoFundMe.com page. The car’s interior was destroyed.

Detective Patrick Shadoan said Barringer placed trash and papers inside the car and set it on fire. Most of the fires were set inside trash or recyclable bins that were placed either on or beside vehicles in Ocean

Beach. Barringer stuffed paper in the muffler of a grey Mazda and set it on fire, said Barringer.

Video surveillance cameras recorded Barringer collecting “San Diego Reader” magazines from a 7Eleven and scattering them around vegetation near a house, said Shadoan. Barringer was seen setting fire to the magazines, but the fire went out.

There was only one fire that had a motive, said Shadoan, and that was a bag of dog feces that was placed on someone’s porch and set on fire.

Shadoan said Barringer told him the resident in that house had refused to give him money. So Barringer found the bag and burned “a bag of poop” on the person’s porch, he said.

No motive could be determined in any of the other fires, according to witnesses.

Officer Matthew Deans said he arrested Barringer at 5:30 a.m., and noticed Barringer either began singing or rapping afterwards.

Deans said Barringer did not ask why he was arrested.

“I noticed he had two lighters in his hands…with a third lighter in his pocket,” said Deans.

Deans said Barringer was “compliant with my commands” during the arrest.

Shadoan testified Barringer initially denied setting any fires and said he had been with a woman.

Barringer said he found a bottle of alcohol in a dumpster as a present for her.

After the detective showed Barringer photos of the scene that included melted trash and recyclable bins on cars, Barringer admitted he had set all the fires. The interview took place at the headquarters of the Metro Arson Strike Team.

The first fire was set in an alley near Bacon Street and Cape May Avenue. Other fires were set on Newport Avenue, Voltaire Street, Muir Avenue, Spray Street, Long Branch Avenue and Niagara Avenue.

MAST officers include San Diego Police, sheriff ’s deputies, FBI, and the Bureau of Alcohol, Tobacco, and Firearms. Shadoan said he worked with his brother, Fire Captain James Shadoan, on the case.

The prosecutor was Deputy District Attorney Meghan Buckner.

Barringer remains in the George Bailey Detention Facility on $700,000 bail.

“Our innovation focus is informed by the unique characteristics of this airport,” said Airport Authority president and CEO Kimberly J. Becker. “Being right next to San Diego Bay drives our commitment to environmental stewardship. And operating on a small, 661-acre footprint drives us to think of new ways to fund necessary improvements, while always enhancing the passenger experience.”

Two of SAN’s unique environmental innovations are its air conditioning condensate water collection and its Good Traveler carbon-offset programs. The former captures water that dripped onto the airfield, posing safety and run-off risks, and recycles it for non-potable water uses. The Good Traveler program – which has already been adopted by other airports – allows

the purchase of credits to offset air travel.

The Airport Innovation Lab is a working terminal space where preexisting ideas can be tested and accelerated, potentially leading to contracts with SAN, as well as entrée to other airports. The lab will soon engage 10 companies working to solve two challenges – airport parking and helping passengers with unique needs navigate the airport environment.

Its first success was launching @YourGate at SAN, delivering food and retail items to passengers at their gates. That service has since expanded to the Port Authority of NY-NJ airports.

The award was presented July 15 at the AAAE’s Airport Innovation Forum in Atlanta. The Airport Innovation Accelerator, which selects the

award winners, was established to serve as a hub for business, aviation and regulatory stakeholders to drive creativity and help build the airports of the future.

HOMEOWNERSHIP IN SD STILL TRIUMPHS OVER TRUMP TAX BILL This past December, President Trump signed a new tax bill into law that caused some minor bouts of panic on the West Coast. The measure, Tax Cuts and Job Acts, made two major adjustments: the cap on mortgage interest deductions was reduced from $1 million to $750,000, and deductions for state and local taxes, including property taxes, was capped at $10,000.

This means that homeowners with mortgages above $750,000 will receive less tax breaks.

While one used to be able to write off all interest up to a $1 million loan from their income, using an interest-rate deduction that has been around for more than 50 years, there is now a cap on those tax breaks.

This is less than an ideal situation for homeowners in places like San

Francisco and San Jose, where the median home value is between $790,000 and $912,000. But while San Diego isn’t known for its cheap housing costs, the fear that homeownership here is now “down the toilet” may not be legitimate.

“There’s still so many benefits to owning a home,” said Mark Chrisman, Mortgage Consultant at San Diego’s RWM Home Loans and a Point Loma resident. “The tax bill is only reducing benefits for high-net worth individuals. I get people moving their businesses out of California because the taxes are too high, but in terms of the benefits of homeownership, you’re still getting a $10,000 tax write-off for property tax and state tax, and you’re still getting 100 percent of your interest as a tax write-off until you hit that $750,000 mortgage mark.”

The median home value in San Diego is $527,600, a big leap from the homes in San Jose.

Of the residents in Pacific Beach, Mission Bay and Ocean Beach combined, there are 16,742 people with a mortgage loan and 7,999 of those people have a mortgage loan between $750,000 and $1 million according to Chrisman. That’s less than five percent of individuals in all three cities who will be affected by the new tax bill.

For the first time ever, Ocean Beach breweries have come together to create a unique collaboration brew to celebrate Oktoberfest: OB Session.

The beer will only be poured at the OB Brewfest on Saturday Oct. 13 from 11 a.m. to 2 p.m.

An India Pale Ale (IPA), OB Session is another first for OB’s burgeoning craft-brewing industry. The beach community now boasts several different breweries-tasting rooms — and counting — including Kilowatt, Culture, OB Brewery, Helm’s, Mike Hess and Belching Beaver.

The brew crew was spearheaded

by Kilowatt Brewing brewmaster, Brian Crecely, who is credited with devising the original recipe for OB Session.

“It came out really nice, said Steve Kozyk of Kilowatt Brewing, who characterized the flavor of the new beer as “a lower-alcohol content IPA with a lot of hops flavor and aroma.”

Of the birth of the new beer, Kozyk said, “The Ocean Beach MainStreet Association got a hold of all the craft breweries and we decided it would be a good idea, because OB is such a brewery-centric community, to get involved in the annual Oktoberfest.”

Cozy added OB Session “came together very rapidly,” noting “everybody bought into it” adding

all the craft breweries “had input on the recipe.”

OB Session was brewed at Kilowatt. “It will be on tap at the Oktoberfest,” Kozyk said. “The rest of the breweries are buying a number of kegs from me.”

Is the collaborative OB Oktoberfest a one-time deal?

“We’re hoping to do it again next year,” said Kozyk adding the collaborative brew is just one more example of how OB has become a “craft beer destination neighborhood.

We’re really a top craft-brew neighborhood, not just quanity, but quality. We’re really working to make beer better for everyone. This is a great example.”

Rated on a point-scale from 1 to 100 and divided into four categories, judges travel to nearly 30 countries every year, judging over 400 Italian restaurants on their cuisine, wine selection, service, and ambiance.

14th annual Ocean Beach Oktoberfest returns with streamlined schedule The 14th annual Ocean Beach Oktoberfest on Oct. 12-13 – Southern California’s only Oktoberfest party at the beach – will feature live music, a beer garden, contests, an Oktoberfest beer tasting, and a $500 guaranteed-winner Sausage Toss.

The festivities pick back up Saturday morning with the beer garden opening at 11 a.m., highlighted by the OB BrewFest tasting until 2 p.m. The event will feature unlimited tastings of more than a dozen authentic locally-brewed and Bavarian Oktoberfest beers. The special tastings, dubbed “Poured with Courage” tastings, will be served by active and retired wounded service members on behalf of The Warrior Foundation Freedom Station, which will share in the proceeds. Tasting tickets are $35 and will be sold online at OBOktoberfest.com prior to the event and at the gate as long as they last.

The cornhole tourney will continue with its finals from 11 a.m. to 2 p.m. Saturday’s events also include an all-ages area with beachside food and merchandise vendors as well as a stage area on the grass at the foot of Newport Avenue starting at 9 a.m. All-ages performances will include a mixture of local music artists.

Traditional bratwurst-eating, stein-holding contests and the outrageous balloon blow will also be held Saturday. Once again, participants will compete for cash prizes in the infamous, one-of-a kind Sausage Toss com-

petition. A cash prize of $500 is guaranteed to the winner.

The event ends each night at 11 p.m.

Admission to the beer garden is $5 and supports the Ocean Beach community.

Eco-conscious Dog Beach Dog Wash halts pet waste plastic bag distribution

It was a dirty job, but somebody had to do it.

For the last 20 years, Dog Beach Dog Wash has provided pet pickup bags gratis in stainless-steel containers at Dog Beach and Ocean Beach Park, as well as at Dusty Rhodes Dog Park.

But no longer.

At the end of September, Dog Beach Dog Wash announced it has gotten out of the pet-bag business.

“In order to ensure a clean beach and ocean at our treasured Dog Beach and adjacent park, we have provided 32-34 rolls of 2,000 bags/roll a month ($ .014 each), amounting to more than $10,000 a year at Dog Beach, or more than $200,000 over 20 years,” said Dog Beach Dog Wash in a recent flyer. “For more than 10 years, until last year, we also provided four rolls a month at Dusty Rhodes Dog Park. We have relied on help from volunteers and our Dog Wash staff to

keep the 12-plus containers full at all times. We will no longer be able to afford providing bags for the 10,000 visitors a week to Dog Beach, who rely on these bags to pick up after their pets.”

Dog poop bag resupply was so intense, said Jane Donley, co-owner of Dog Beach Dog Wash that, “We had to order 100 rolls, 2,000 on a roll, three times a year four months in advance.” Donley added that stainless-steel bag dispensers they put up were a bit worn but added, “They held up for 20 years. The whole point of this was to keep the beach, the ocean and the river clean.”

To pick up the slack, Donley said City Park and Recreation staff has installed three Dogipot dispensers (which hold 200 bags each, at a cost of more than $.04 each), two in Ocean Beach Park and one at Dog Beach. But there is a catch.

“The city can get 400 bags per container, whereas we got 2,000,” pointed out Donley.

Creative arts student receives Rebecca Lenci scholarship

Point Loma High student Caroline Sickler recently received the Rebecca Christine Lenci Thespian Memorial Scholarship at the school’s Senior Awards Night.

With a creative mind and a passion for the arts, Sickler received the $5,000 scholarship to help send her to the University of Arizona, where she will major in film and television and minor in communications.

“I was overwhelmed with gratitude when I received the scholarship,” Sickler said. “At the time, I had been stressing about how I was going to pay for books, room and board, etc. and the scholarship made that all possible.”

The scholarship is in memory of Rebecca Lenci, who was 16 when she died in a tragic car accident.

Lenci had just finished her junior year at Point Loma when she and her best friend, Elsi Roman-Nichols, who was driving the car and had just graduated that same day, were driving along the 163 South to pick up a friend. The car veered off the highway and crashed into a large tree in the center median.

Ever since that day in 1999, the Lenci family knew they needed to honor Rebecca’s life in a way that best described her. She loved to give back and she had a love for the arts.

“Rebecca was unfortunately bullied a lot in junior high and when she joined the drama program in high school they welcomed her with open arms and went out of their way to be kind to her,” said Beverly Lenci, Rebecca’s mother. “It truly changed her life.”

The scholarship is designed for students who plan to pursue an undergraduate degree in theatre, film, or television as a major or minor area of study at an accredited career/technical school, community college, or four-year university in the United States.

For the past 18 years, Beverly Lenci has traveled from her new home in Massachusetts to Point Loma to award one PLHS student the scholarship.

In total, the Lencis, in conjunction with the San Diego Scholarship Foundation, have given away $105,000 in scholarship money for those seeking an education in the arts.

As Beverly Lenci puts it, “We certainly wanted to honor our daughter’s memory, but we also wanted to support the arts because they are important and don’t receive enough money.”

Installation Dances throughout Liberty Station to showcase art installations The NTC Foundation commissioned Jean Isaacs and the San Diego Dance Theater to create a walking tour of the North Promenade at Arts District Liberty Station to view six new site-specific dances inspired by existing or newly created visual art installations.

The Installation Dances, a play on the wildly popular Trolley Dances, are slated for noon, 1 p.m. and 2 p.m. on Sunday, Oct. 14. The three tours will be led by San Diego Dance Theater's artistic director Jean Isaacs, who created two of the dances herself.

“All the great outdoor space at the Arts District lends itself to so many creative endeavors,” said NTC Foundation executive director Alan Ziter.

“Just as we have commissioned visual artists to reinterpret our campus through site-specific art installations, we’re now commissioning renowned site-specific dance creator Jean Isaacs to interpret our art installations through dance to showcase the art installations in a new, unique way.”

Choreographers include Isaacs, along with Anne Gehman, Liv Isaacs-Nollet, Zaquia Mahler Salinas, and Jessica Reed de Cancel. As with the annual Trolley Dances, exact locations are not revealed until the tour has begun to ensure a sense of discovery and surprise.

"After years of choreographing for the conventional stage, I discovered in 1999 that I am also a choreographer who responds to challenges provided by unconventional public spaces,” Isaacs said. “I respond to the play of light as it changes throughout the day; to the original intended use of the site; to the architectural elements which break up the boring rectangle to reveal smaller, perhaps circular components; stairwells, arches, cool little nooks and crannies point to a historical narrative not obvious to the casual observer.

“I almost always bring the rehearsal process on site so that the work created is truly site specific.

Imposing an already completed dance onto a site is never as fully satisfying as slowing down and allowing the site to speak to us so that we create in the collaborative process which engages us as dance makers as well as performers. I like to hire dancers of many ages, body types, and ethnicities so that we resemble our audiences,” Isaacs said.

The NTC Foundation, which oversees the development and operation of 26 buildings at Arts District Liberty Station, recently selected six temporary art projects as part of a new rotating program titled Installations at the Station. A special media preview of all six installations is scheduled for Oct. 5.

Installation Dances is a new feature of Installations at the Station,

an on-going program of the NTC Foundation that artistically transforms the historic Naval Training Center into Arts District Liberty Station.

Pointers succumb to Warhawks: Look forward to Lincoln

Point Loma has multi-talented JL Skinner and Madison has running back Kenan Christon. Both are prep football players highly sought after by major universities.

While Skinner has yet to announce his decision, Christon chose USC over offers from Alabama, Notre Dame, Stanford and others.

So when the two schools met in the Western League opener for the Pointers last Friday, keeping the ball out of Christon's hands would be a priority, right?

Number eight-ranked Madison lined up to receive the opening kickoff... with Christon deep for the return.

The Pointers kicked the ball deep, and Christon promptly returned it 90 yards for a touchdown just 12 seconds into the game.

And after the first Pointer possession resulted in a punt, the Warhawks drove 75 yards to score again, Christon covering the final two yards, for a 14-0 lead after 5:30 of play.

From that point on, the Pointers outscored the Warhawks 33-31, but their proud and persistent efforts couldn't overcome Madison's early scores.

"We made some mistakes early that left us behind," said Pointer

head coach Mike Hastings. "Every time we got close we couldn't make that decisive play to get over the hump."

The loss dropped the Pointers to 43 overall, 0-1 in league. Madison improved to 5-2 and 1-1 following a 49-7 blowout league loss the previous week to Cathedral Catholic.

The Pointers' first score came after stopping Madison on a fourth-down play at midfield. In a third-and-nine situation, QB Jason Peres found Skinner for a key first down before Myles Bryant scored from two yards at 7:56 before halftime.

A great scoring chance for the Pointers occurred next when they once again stopped the Warhawks.

An attempted punt was blocked by Travis O'Toole, and fell into the arms of Wes Windmiller, whose return of 15 yards gave the Dogs great field position. But this drive ended at the Madison 20 when a 37-yard field goal attempt sailed wide.

The next Madison score should be credited to their scoreboard operator.

The Warhawks were threatening and had the ball at the Pointer five with five seconds left on the clock.

An attempted pass play didn't work and their QB scrambled to his right, nearly running out of bounds before throwing an incomplete pass. But when Pointer players, coaches and spectators looked at the scoreboard, it still showed one second remain-

ing after the play that consumed at least 8-10 seconds.

Despite protests by Hastings, game officials allowed Madison to have one more play and they kicked a field goal for a 17-7 lead at intermission.

Hastings explained, "The referees weren't keeping time on the field, but instead relying on the clock operator. It was out of our control."

The teams combined for five touchdowns (35 points) in a wild third quarter. The Warhawks scored the first two, one coming after a Pointer fumble, to assume a 31-14 lead.

But the Pointers, not having the word "quit" in their dictionary, fought back on their next possession. QB Tre Cobb completed two passes to Kaden Gill and Josh Abbott had a nice run up the sideline before Cobb lofted a perfect pass into the end zone to a leaping Windmiller for the score.

Trailing 45-21, the Pointers struck again, Cobb connecting once more with Windmiller bringing the score to 45-27 after a failed twopoint PAT attempt.

Windmiller then picked off his second Warhawk pass of the game and the Dogs drove for a final score, Christian Hall taking it in before a second two-point PAT fell short.

"They are a very athletic team and we look forward to the challenge, We always play them well," Hastings said.

The Pointers finish their regular season with league games against Next up top-10 teams St. Augustine (Oct. The Pointers travel to Lincoln 19) and Cathedral Catholic (Oct. 26) tomorrow (Oct. 12) for their second both with 6:30 p.m. kickoffs at league game with the new member home.
