Fire Station 22 opens; dedication set for July 24

Firefighters have finally moved in to their new Station 22 on Catalina Boulevard in Point Loma after just over a year of construction.

To mark the occasion, local officials will dedicate the structure at 9 a.m. on July 24. San Diego Fire-Rescue spokesperson Monica Munoz reports Mayor Kevin Faulconer and District 2 Councilmember Lorie Zapf are planning to be on hand.

Members of the public are also welcome and encouraged to attend at the station, 1055 Catalina Blvd.

The new facility replaces a much smaller station that was home to crews after being built in December 1942, and had been earmarked for replacement decades before funding was found.

The original station cost $7,800, while the new station was priced at $5.74 million.

The new station features 6,180square-feet of space on one floor with dormitory space for five crew members and one captain. A raised roof over the engine bays is designed to admit natural light.

There are two very large reddoored bays on the structure's south side for fire engines, although a station captain said there are no current plans to add a second engine or a paramedic unit there.

they will now depart on emergency calls from these doors where they can use an existing driveway to enter Catalina Boulevard. This also allows crews to back the engine into the new station after calls without stopping street traffic as in the past.

Station 22 firefighters saved the original door from the old station and have made it into a table in the new station, the captain reports.

The front west side of the station features a pubic entrance and fourpanel artwork by Los Angeles-based artist Roberto Delgado. Additional landscaping is also set.

In fiscal year 2017, Engine 22 responded to 2,017 calls including 146 fires, 37 rescues, 1,342 emergency medical runs, 194 hazards and 15 service calls.

Suspect arrested in OB arson fires On Thursday, July 12 through the early morning hours of Friday, July 13, there were a total of 12 arson fires in the Ocean Beach area. The fires damaged or destroyed at least six vehicles, several large trash cans, a fence and other items.

The San Diego Fire-Rescue Department’s San Diego Metro Arson Strike Team (MAST) responded to investigate the fires.

During the investigation, a male was detained by the San Diego

Police Department in the east alley of 2100 Spray Street.

He has been identified as Michael Barringer, 26. Evidence linking Barringer to the arsons was recovered and he was subsequently arrested for the arsons in all 12 cases. The fires caused approximately $23,000 in damage and there were no injuries.

The investigation is still ongoing.

City Council approves stricter regulations for short-term vacation rentals

On Monday, July 16, San Diego City Council nixed Mayor Kevin Faulconer’s short-term vacation rental proposal by a 6-3 tally, then voted 6-3 for a more-restrictive proposal favoring residents and allowing primary-residence-only rentals with a six-month maximum.

The landmark counterproposal was co-authored by Council members Barbara Bry of District 1 and Lorie Zapf of District 2, whose coastal districts have a preponderance of short-term rentals.

Dissenting votes were cast by Council members Scott Sherman, Chris Cate and David Alvarez.

A “carve out” of Mission Beach in the mayor’s proposal was defeated.

Existing Mission Beach rentals will also not be grandfathered into the City’s new ordinance. Mission Beach has the highest number of shortterm rentals — upwards of 40 percent — along the beachfront.

A cornerstone of Faulconer’s pro-

posal, the so-called “plus one” provision, allowing people to rent out their own residence, and one additional place, was also denied. In its place was inserted a condition allowing one more additional dwelling unit on the same parcel as the owner’s primary residence.

The City Council however left the door open for future discussion of granny flats and duplexes possibly qualifying as short-term rentals.

Under the new ordinance, shortterm rentals will have to have licenses that will be non-transferable.

In the aftermath of the City Council vote, some speculated its net effect will be to end renting out of all second homes or investment properties as short-term vacation rentals.

Both votes came after five hours of public testimony for and against Faulconer’s proposal. The City Council deadlocked after similarly long public debate on short-term rentals last December.

Those favoring stricter regulations were elated, especially its originators.

Noting other California cities, including San Francisco, Pasadena and Hermosa Beach, have passed similar regulations to reign-in shortterm rentals, Bry added, “We have the obligation to preserve our housing stock prioritizing housing San Diegans.”

“I wasn’t elected to serve the interests of out-of-town investors, I was elected to serve the needs of my constituents,” said Zapf. “This makes the most sense for our communities.

“This is not the perfect solution, but I have been working on this for the last four years, and the City Council must provide some relief for the residents in my district. This final plan will fund enforcement to penalize bad actors, so we can preserve the quality of life in our neighborhoods,” she said.

District 3 Councilmember Chris Ward, whose stance on rentals changed since December, said the vote “demonstrates a clear commitment to prioritizing the needs of our neighborhoods,” characterizing it as “a starting point” that “leaves the window open” to possible future amendments.

Faulconer was conciliatory following the vote.

“I introduced my compromise proposal to help the City Council find enough common ground so they could pass comprehensive short-term rental laws, and with the additional amendments made today, we’ve finally achieved that goal,” he said. “The most important thing is that we have an established set of rules that protects neighborhood quality of life through increased oversight and enforcement. I want to thank the City Council for working collaboratively with my office to get this across the finish line.”

The HomeAway/VRBO platform, Airbnb and the short-term rental industry were displeased by the outcome issuing the following statement: “HomeAway is extremely disappointed in the City Council’s decision to ignore the mayor’s compromise and effectively ban short-term rentals in the City of San Diego.”

Locals losing favorite summertime spots to social media

The ways down to No Surf Beach are harrowing. Steep sandstone grooves with jagged edges and narrow ledges, and ominous rocks looming 50 feet below, keep most curious onlookers from attempting the trail down.

To access Garbage Beach, which is a long and narrow sandy strip nestled under 80-foot-high bluffs, one has to negotiate an extremely steep and slippery trail along a broken drainage trough and then use a fixed rope for the last 10 feet.

“Look at that beach, it looks awesome. How do you get down there?” is what’s often overheard from visitors to Sunset Cliffs as they stop to peer over the bluff.

Locals love to hear that. Because the beach is awesome, and getting down to it is a dangerous trek, which means fewer interlopers, no rules, and more freedom. It’s worth it.

Like New Break Beach to the south, and the pocket beaches to the north in OB, and Kellogg’s Beach on the bay side, the fewer visitors who know where they are, and how to get there, gives locals exclusivity and makes these beautiful beaches a favored destination.

But unfortunately for locals, the word is out.

“I like the quiet and I like the privacy,” said Shelby, a millennial, who

grew up on Orchard Avenue and frequents the pocket beach at the end of Santa Cruz Avenue. Last weekend, with heat and humidity soaring, the beach at Santa Cruz, and its sister beach off Bermuda Avenue, were lightly attended, which suited Shelby just fine.

“Nobody owns the beach, everyone is welcome,” she said. “But be respectful. Clean up after yourself and don’t be rude. These little beaches can get overrun with people. I think social

media is one of the main reasons.”

That same sentiment was expressed by Stephen, a La Jolla resident who has been coming to Ocean Beach for 20 years. On Sunday, he and his girlfriend were hiking through the ravine south of Garbage Beach to a secret spot below Point Loma Nazarene University that’s only accessible during low tide.

“I want to show people these hidden hikes and beaches, but I don’t want them to end up crowded. It’s a

conundrum,” he said. “No Surf Beach and Garbage Beach never used to be crowded, but now, especially in the summer, the millennials have taken them over.”

He also blames social media for bringing out more beachgoers.

“Now everyone knows where they are and how to get down to them.

Years ago, I don’t remember these beaches even having names. Then they named them, and everyone found them.”

Jumping off The Arch at Pappy’s Point has been a rite of passage for locals for generations. It still is. But they have a lot of company. Last weekend, dozens of teenagers gathered to watch and film video of their friends taking the 35-foot plunge off The Arch.

“I used to jump off The Arch when I was younger, but it got too crowded, and that brought out the police and people started getting tickets,” said Shelby. “Social media has exposed everything.”

During the heatwave two weeks ago, Ocean Beach resident Sarah and her three friends, who were visiting from out of town, took turns jumping off The Arch. Why take that chance of receiving an expensive ticket, or even worse, of getting hurt?

“It’s sick. It’s an incredible adrenaline rush,” she said. “When my friends visit me, I bring them here to jump.”

Her friend Emily, from Indiana, said she wanted to test her boundaries.

“It’s about making every day an adventure,” she said. “When you jump and you’re in the air, it’s sweet – just remember to close your mouth before you hit the water.”

COMMUNITY WORKSHOP ON SARATOGA AVENUE PARK A campaign by the Ocean Beach Community Development Corporation to build a children’s playground/adult fitness station on Ocean Beach Park grass is progressing.

A public workshop on the park project, which will be dedicated in honor of noted historian, teacher and volunteer Ruth Varney Held, will be Thursday, July 26, from 6 to 8 p.m. at OB Recreation Center, 4726 Santa Monica Ave. “The children’s playground is only about 9 percent of the overall park area,” said project organizer and former City Councilman Byron Wear. “The relocation of tables and barbecues actually creates a larger open space for flexible recreational activities.”

Chef Claudette Zepeda-Wilkins and Rise & Shine Restaurant Group have taken a contemporary approach to regional Mexican cuisine at El Jardín in Liberty Station.

"The food that we’re creating at El Jardín is truly a reflection of my life experiences, where I’ve traveled and all the flavors that I’ve ever experienced,” said chef ZepedaWilkins. “I don't put myself or my cuisine in any particular box: food has no rules.

When it comes to sunglasses and optics, Herszman noted there are two distinct seasons. “Daylight savings time — and not,” he said. “Roughly four months out of the year it gets dark earlier.”

Why is that important?

“Are you thinking sunglasses (in winter),” asked Herszman asking, “Are you thinking umbrellas when it’s not raining? The majority of people go to work, and they’re driving in the dark.

Those are the people who buy sunglasses.”

Of their business model, Herszman commented, “What we’re trying to convey to our customers is that, when you’re buying this stuff, if you come to somebody who knows the difference, then you’ll walk away with a better result for the rest of your life.”

The menu of the new restaurant reflects the experience of ZepedaWilkins growing up between San Diego, Tijuana and Guadalajara. It features regional dishes refined and reinterpreted with both indigenous Mexican ingredients and local produce, including the restaurant’s edible garden.

offerings: Smaller plates such as Sonoran scallop aquachile; grilled bone marrow and crispy octopus with stone-ground heirloom corn tortillas and carne apache (aged rib eye tartare); larger mains such as cazuela de chilorio slow-cooked pork shoulder, as well as a “chef ’s choice” menu available nightly at the six-person chef ’s counter.

Bar snacks such as fideo seco (spaghettini with chili adobo and longaniza dried shrimp from Valladolid) further reflect ZepedaWilkins’ dexterity with reimagining classic dishes for a contemporary audience.

Desserts showcase ZepedaWilkins’ early years working in pastry and include a sobre el arcoiris, a play on an iconic, multi-colored Mexican cookie.

Weekend brunch similarly highlights Zepeda-Wilkins' multi-faceted culinary expertise with breads and pastries joining the savory offerings.

Agave spirits are central to the bar program with an extensive selection of mezcal and tequila, as well as lesser-known spirits such as sotol, Bacanora and a Mexican sake. Complementing the garden-driven cocktails from consulting beverage director Christian Siglin (Bracero, Cutwater Spirits, Craft & Commerce), Mexican and local craft beers will also be available.

Advanced sommelier Molly Brooks worked closely with ZepedaWilkins to curate a concise list of wines from Mexican producers.

DR. JAMES TERRY WEBBER, M.D. JULY 6, 1943 – JUNE 22, 2018

POINT LOMA – James Terry Webber, M.D., resident of Point Loma, San Diego, CA, died peacefully at Scripps Mercy Hospital at the age of 74 on June 22, 2018.

Dr. Webber was born in Cleveland, OH, on July 6, 1943, son of James Gilson Webber and Florence Parmele Webber. He graduated from Fayette-Manlius High School in Fayetteville, NY, before beginning his college years at the College of Wooster in OH. Ultimately, he graduated from the State University of New York (SUNY) at Buffalo, where he played football and won awards as a scholar athlete. At SUNY Buffalo, Dr. Webber obtained a bachelor’s degree in Physical Education, a master’s in Physiology, and a medical degree. His post-graduate training was through the Department of Family Practice at the University of Miami Hospital and also included studies abroad at St. Thomas’s Hospital in London and Hospital Maternity in Geneva. He also participated in a flying doctor’s program in Australian outback.

In 1978, Dr. Webber established a private medical practice in Ocean Beach (OB), San Diego, where he served as a general practitioner and became a well-known respected figure in the OB neighborhood. Board certified in Family Practice, he was also a passionate advocate for anti-aging therapies. His professional interests and research focused on the brain’s neurotransmitter and neuroregulatory system and how nutrition, exercise, stress, drugs and anti-aging affect mood, behavior, sexuality and pain. In his later years, he was particularly interested in treatments for thyroid hormone imbalances.

He married Debra Emerson Webber in 1990. His son James Dylan, was born in 1991 and daughter, Gabrielle Dee, was born in 1992. From a previous marriage, Dr. Webber also has a daughter, Margaret Ellen McNamara, who lives in Boston, MA. Dr. Webber will be remembered for his kind and generous nature; his deep love of family and friends; his mischievous sense of humor; his passion for medicine and helping those in need; and his abiding interests in world travel, the arts (ballet, music, and fine art in particular), world history, languages and word origins, and lifelong learning. An athlete himself for many years, he also loved

football, track and field, and baseball.

Although plagued with medical ailments and pain for well over a decade before his death, Dr. Webber met these challenges with a positive and grateful attitude, strength, and grace without complaint. Despite his own setbacks, he never failed to show sincere interest in and respect for everyone who crossed his path.

Dr. Webber will be sadly missed by his wife, Debra, his children, Gabrielle, Dylan and Margaret, and his beloved dogs, Daisy and Louie. Others who feel his loss are his siblings Beverly Mae Webber and Edward Paul Webber, along with his wife, Beverly Ann and their children, Tiffany Webber and Brianna Webber-Lind. His family also includes his beloved sister-in-law De Ann Emerson Bernhard and her sons Jacob Bernard and Nick Bernard. Joining Dr. Webber’s family in mourning are thousands for former clients and decades-long friends from around the world.

Dr. Webber donated his body to the University of San Diego Medical School. The family is planning a Celebration of Life at Marina Village Conference Center, Dockside Room, 1936 Quivira Way, San Diego, CA 92109, on Sunday July 22nd at 3:00 P.M.

Point Loma Summer Concert Series kicks off Friday

One of San Diego’s most popular annual events, the Point Loma Summer Concerts Series, returns for its 18th season on consecutive Fridays, July 20 to Aug. 17. Taking place at Point Loma Park, up to 3,000 music fans are expected to take in performances from a wide variety of cover and tribute bands, with opening sets on the “Junior Stage,” from area groups comprised of local students.

“We want real variety in our line up,” said Martha Phillips, former president of the event’s board of directors and one of the event’s bookers. She has been involved since 2006 and has seen Point Loma Summer Concerts turn into one of the city’s top summer happenings.

“Our audiences span a wide range of ages, from babies to senior citizens, so we look for bands that have wide appeal,” she said.

Performers set to take part this year include; Elton – The Early Years Band (July 20), Young Guns (July 27), The Full Strength Funk Band (Aug. 3), The Mighty Untouchables (Aug. 10) and Who’s Bad – A Michael Jackson Tribute (Aug. 17).

plete with a horn section,” Phillips remarked. Pressed for a favorite, she cites Who’s Bad. “They have a great sound and show, they are simply amazing,” she said.

To keep things varied, Phillips notes, they have a few rules regarding their booking policy. “We try to have just two tributes band each year,” Phillips explained. “We also try to book two new groups each year, while bands are limited to playing two years in a row,” she said.

“Except for the Mighty Untouchables this year, as they are a big crowd favorite.”

Phillips takes a hands-on approach when it comes to selecting bands and visits various venues to see who might be a good fit for the series. “We have to see them live,” she said. “Watching a YouTube video or what have you just won’t cut it. We want to see how they interact with a crowd, how the performance is in the moment.”

The event offers free parking, with

free shuttle service, 5 to 8:30 p.m., from the parking lot of All Souls' Episcopal Church (1475 Catalina Blvd). Concertgoers will also have the opportunity to take part in a raffle, sponsored this year by Moment Bicycles.

“Each week, we raffle off three prizes with winners drawn at intermission. All proceeds go to music education in Point Loma,” Phillips noted. “All school age levels, including Correia Middle School and Point Loma High School, benefit from what we bring in from the raffle.”

Meanwhile, the Junior Stage showcases the area’s young talent.

“We hold auditions in the spring,” Phillips said. “This year, we had a great turn out with 18 bands trying out for the five spots available.” On hand this year will be: Chihuahua (July 20), Fish Out of Water & Syrens (July 27), The Madhatters (Aug. 3), The Wild Californians (Aug. 10) and Inblue (Aug. 17). “All the bands either live in the area or attend school here,” she said.

Food fans won’t feel left out either with different selections on offer each concert, with the Peninsula Lions Club selling beverages to support their activities.

“I love that [the concerts] bring Point Loma families together with their neighbors,” Phillips said.

by Michelle Class Among people age 65+ falls are the leading cause of injury death. 1 In 3 seniors fall every year. The leading cause for falling is lack of activity; decreased muscle, decreased flexibility, poor nutrition, medications, and home hazards. Muscle strength decreases 17-41% per decade after age 40. Not to worry there is a lot you can do to prevent falls. Most importantly exercise can reduce your risk of falling by improving strength, balance, flexibility, and bone mass. I asked senior inhome trainer Rachael Stoltz, a leader in senior health and author of the book “Your Past Is Not Your Future” what types of workouts were right for fall prevention. Stoltz answered “The key to fall prevention is building lean muscle. Developing lean muscle decreases joint pain, builds bone density, and decreases injuries. Lean muscle gives you better balance, builds strength and burns fat at rest. For me it’s not just about strength training it’s a combination of weight training, balance training, nutritional counseling, foam rolling, stretching, and reviewing home safety checklists for fall prevention. It’s important to learn the right way to stand, sit, and get off the floor. Anyone can be strong, feel safe, and maintain their independence.”

COMMUNITY PENINSULA BREAKERS WIN DISTRICT CHAMPIONSHIP After numerous heartbreaking losses in tournament semi-finals, the Peninsula Breakers went into the South San Diego District tournament with no expectations.

In their first game, they started firing on all cylinders, and held their opponent to a shutout, in their second game they were trailing in the last inning by three runs only to score four runs to win the game and put them in the semi-finals.

In the semi finals, they found themselves behind by five runs in the last inning, only to score six runs in the bottom of the inning for a walk-off win, which then put them into the championship game. In the final, the Peninsula players would find themselves down by five runs in the last inning only to win in dramatic fashion yet once again to become the South San Diego District champions.

Going undefeated in the district tournament is unheard of in Peninsula Breakers history. The last time was possibly in 2008. This group of 12U Silver All-Stars has achieved something special together and although things didn’t work out at the state championships in Lancaster, the players, coaches, and parents will remember this amazing undefeated run to the South San Diego District Championship.

POINT LOMA PIRATES IN FINAL The Point Loma Pirates beat Team Dyna, 13-3, in the semi-finals of the San Diego Adult Baseball League at Helix High School. For the Pirates, A.J. Rodrigues went 4-for-4, and Eric Murphy pitched six innings while allowing two runs.

The final game will pair the Pirates (132) against the San Diego Marlins (12-4) and will take place at 3:30 p.m. on July 29 at Southwestern College.

Members of the 2018 Point Loma baseball team gathered recently to celebrate their season and honor top players. Nearly 200 people filled the outdoor pavilion of the Bali Hai restaurant on Shelter Island for a banquet, raffle and awards.

Former coach David Wells and assistants Kyle Harvey, Mike Delgado and John Gerber made it a memorable night for the team's 12 seniors, recalling highlights of each player's career and noting future plans.

In addition, each graduate was presented with a custom Pointer jersey with his last name stitched across the back.

Parents had also met to create large scrapbook displays of each player with photos going back to their sons' early cap league days.

The 10 underclassmen were also feted for their contributions to the team.
