Peninsula planners endorse hotel proposal In January, the Peninsula Community Planning Board unanimously endorsed a developer’s plan to convert The Dolphin Motel into boutique Monsaraz Hotel.

The action item on the Jan. 18 PCPB agenda was introduced by applicant Greg La Marca, president of Alliance Development Services, Inc. He requested permitting to demolish the old Dolphin Motel’s four existing buildings, to be replaced by a new 49,150-square-foot, 92-unit, three-story hotel. The new structure will be constructed over a basement garage on the 0.57-acre site at 2912 Garrison St. The nonprofit Point Loma Associa-

tion had been locked in litigation with previous Dolphin Motel owners in a dispute over removal of a controversial billboard next door at the Pearl Hotel at 1410 Rosecrans St. Brian Hansen with Joseph Wong Design Associates gave a slideshow presentation detailing the motel’s metamorphosis into a boutique hotel.

“We’re proposing 110 feet of curb cuts on Garrison and 40 feet of curb cuts on Rosecrans doubling the street parking on Garrison, plus getting rid of the old billboard,” said Hansen.

“We would be adding a three-story building, street trees and landscaping that are not there now.”

Hansen added the new boutique hotel would “take cars down to the (underground) garage by a valet system.”

La Marca told planners Monsaraz would have “a nice bar lounge with its own entrance and identity,” to include garden space with fire pits and “space for weddings in the courtyard.

“We’ll have meeting space for the community,” La Marca said adding, “Hopefully, the interior design will be visually appealing enough to attract people in from the harbor area to walk around and shop.”

The new hotel will be Portuguesethemed with a collage to blend in with Point Loma, which is seeking historical branding for the community that was originally settled by fishermen. On the third floor of the new hotel will be a deck where people can buy refreshments and check out the harbor.

Kenton noted Vicki White, the city’s liaison with MCPG on its ongoing community plan update, will join the group in February to discuss a recently released draft environmental impact report on the plan update.

“The best way for us to approach (vetting) an EIR is through asking questions, rather than say, ‘we really like this, or don’t like that,’ ” Kenton said. “Staff has to respond to all questions.”

The hotel conversion project received approval from audience member Robert Tripp Jackson, former president of the nonprofit Point Loma Association, which is dedicated to community enhancement.

Too much of a good thing has put a strain on the popular park

f you ask officials and residents why litter, graffiti and homeless camps are becoming more problematic around Sunset Cliffs, you’ll get a quick answer: social media.

“With social media, there’s been a huge increase in the population down there,” said San Diego Lifeguard Lt. Rick Romero. “The population at some of the favorite spots has just skyrocketed in the past five years.”

A case in point is The Arch at Sunset Cliffs in Ocean Beach, where mostly young people every summer make the 30-foot leap from the arch.

Despite it’s being illegal, after being alerted to thrill seeking by social media, more and more young people continue to flock to The Arch to test their mettle. “It used to be just locals doing it,” said Romero. “But now, everyone knows about it.”

Gene Berger, chairman of the Sunset Cliffs Natural Park Council, agreed social media is a major “culprit” in the worsening litter, trash, and homelessness situation.

“In the last two years, with social media and the Internet, we’ve seen just a gigantic increase in the amount of people coming to Sunset Cliffs,” Berger said. “And with an increase in people — it’s just going to be more problematic.”

And more dangerous, particularly with people taking cliff selfies. “In taking selfies, people are walking backwards to get the sunset in … they end up walking off the cliff,” Berger said.

Regarding graffiti, Berger noted it’s an ongoing issue. “Graffiti has been happening down there for a long time,” he said. “I’ve

t’s inevitable. Over time, chunks of the Peninsula’s ever-eroding, iconic Sunset Cliffs will be undermined and topple down onto the beaches below.

A naturally occurring event, the likelihood of cliffs collapsing is greatly increased by high surf and during — and after — winter storms.

It’s a recurring problem for residents and visitors alike in and around Sunset Cliffs Natural Park, a 68-acre city park adjacent to the Pacific Ocean.

Sunset Cliffs is renowned for its sheer cliffs, surfing spots, and for its interlocking network of well-worn cliffside walking trails especially popular for sunset viewing.

heard people go down there after the bars close and party after-hours, and that some of it may be gang activity.”

Concerning the presence of homeless in cliff camps, Berger commented: “People have lived down there. They’re a little hard to get to. There is some homelessness. We tell the police if it happens, and they do their best to help get rid of the problem.”

Berger said people trailblazing is another social and environmental ill plaguing Sunset Cliffs Natural Park.

“The park has a lot of dog walkers and dog activity, which is pretty detrimental,” said Berger. “Off-leash dogs run all over the park, and people go off-road and make their own trails. Once you’ve worn those new trails, it becomes an erosion problem. It would be better if people used the existing trails to eliminate the ‘spider trails.’ ” Romero said homelessness continues to be a problem around the cliffs, pointing out “there are lots of nooks and crannies, caves and little places up and down where they set up their little camps. We’ve been able to find a few in conjunction with SDPD, and removed them.”

And Sunset Cliffs, noted Romero, is a victim of its own popularity.

“I’ve worked that area a lot over the past 25 years and the foot traffic … it’s just a much busier spot to go to now. People want to see the sunset views.”

Romero said city parks and recreation’s answer to try and curb more people pioneering new trails at the park has been to “put in hard rails to accommodate more of a buffer between the cliffs and the foot traffic.”

But the undeveloped cliffs can be as dangerous as they are gorgeous.

People falling from them have injured themselves — and died.

The cliffs are an accident waiting to happen, which is why Point Loma Nazarene University on the bluff top issued a warning to students at the end of 2017. That warning asked them to avoid using “unofficial footpaths” on collapse-prone cliffs to get to the beach below.

“Our public safety team sent an alert out to our students who frequent the area of the park on Sunset Cliffs,” said Jill Monroe. “It was a reminder that students frequenting the cliffs need to be ‘very cautious’ about where they are on them, and to observe city signage present (warning of unstable cliffs).”

The process involved in cliff erosion is easier to understand than is to predict — or know how to handle.

The Beacon asked the city of San Diego, and retired SDSU geology professor Pat Abbott, about the “science” of cliff erosion.

“All coastal bluffs undergoing active erosion by the ocean have stability issues,” said city spokesman Alec Phillip. “The ocean erodes the base, and the upper bluff is undermined.

Bluffs are made of different earth materials, and some are more resistant that others. In Sunset Cliffs Natural Park, the lower bluff materials are stronger, and more resistant, and when they are worn away, the upper

bluff shales fail in blocks or rockfalls.”

In ancient times, much of San Diego was at the bottom of the ocean, which causes problems later on, said Pat Abbott, a retired professor emeritus at SDSU, who is the author of a college textbook, “Natural Disasters,” and is an expert on reconstructing ancient continental positions from coastal Mexico to coastal Alaska.

“Faulting lifts up all these things (ocean sediments), so you have all these soft sands on top, which is why you have weak sandstone that erodes so easy,” Abbott said. “The sea cliffs, attacked by waves on a daily basis, are being eroded. Then you add (rain and stormwater) runoff from the land to the ocean, coupled with the surf below … This eventually causes sections of cliffs to become unstable, and landslides to occur.”

Abbot noted periodic cliff collapses happen “about once a decade.”

Cliff erosion is an omnipresent problem, concluded Phillip.

“All coastal bluffs in San Diego are prone to block failures or rock falls, both large and small,” he said. “Hence, they are dangerous if you are near the edge, or near the toe of the slope. This is a common condition throughout California.”

Is anything being done to monitor and mitigate unstable oceanside cliffs?

“The City of San Diego provides safe access to beach areas, and provides signage to warn passersby of the danger and risk,” said Phillip.

“Failures that threaten structures are

evaluated, and the bluffs are evaluated for safe setbacks for viewing.”

Nonetheless, Phillipp noted people ignore the signs and traverse the bluffs “at their own informed risk.”

“To completely mitigate the risk,” added Phillip, “the coastline would have to be armored with seawalls or rock revetments similar to parts of the coast along Sunset Cliffs Boulevard, a methodology contrary to the natural character of the park.”

Abbott had a suggestion to offer in dealing with cliff erosion.

“Nobody should build on them (cliffs),” he said. “And if they do, they should run piers (a solid support designed to sustain vertical pressure) into the harder sandstone below.”

Abbott pointed out a common misconception is that spraying gunite, liquid concrete, can help with crumbling cliffs. “It does not stop it (erosion),” he said.

The famed geologist offered one other piece of advice.

“Don’t water lawns on the cliffs,” he warned. “It just soaks below the surface and causes much erosion. In the coastal zone, there should be no sprinklers used on lawns. That just accelerates erosion.”

Gene Berger, chairman of the Sunset Cliffs Natural Park Council, a citizen’s advisory group, claims Sunset Cliffs’ erosion is also caused by “subsurface water” percolating down from the bluff top.

Café Rio opens its first Mexican grill in Point Loma

More than a hundred San Diegans were standing eagerly in line with friends and family outside Point Loma’s new Café Rio to get lunch on Jan. 17. Parents with babies strapped to their chest, teens in their slippers, and kids with scooters slung over their shoulders had all woken up early to be the first of 300 guests to get a free meal at the restaurant’s grand opening.

“We’re so lucky because we have such loyal and dedicated customers, and the support of the community means a lot to us,” said Burns.

While the chain, founded in 1997, has 114 locations in 12 states across the country, this is the

first to be built in San Diego. The design is modern, but the personality still shines with colorful drink bars and traditional patterns in black and white that trim the walls.

“We really think it’s going to be a great market where people appreciate the food,” said Steve Vaughn, president of Café Rio. “The founding chef took the flavors from his home in Texas’ Rio Grande Valley and put it into his food. It’s pretty unique.”

Everything in the restaurant is made from scratch and served fresh.

Even the vegetables and fruit hang-

ing on display high above the serving line is real and ripening. The produce is changed out daily so nothing goes bad. There are no freezers or microwaves.

The employees make the tortillas right in front of customers, starting with flour and water, then hand-rolling the dough to bake on the Comal.

The lime pie, sweet pork barbacoa enchilada and cilantro lime rice are just some of the popular menu items.

The unconventional theme doesn’t stop there. Their Genovese pizza includes caramelized scallops with pine nuts and the Sicilian pizza contains bits of anchovy with spicy sausage. This is a place for adventurous taste buds. n Officine Buona Forchetta at Liberty Station is the epitome of style and class. There’s stacks of books at the entrance between an old Coca-Cola machine and a red moped parked above the bar. Airplane models hang from the ceilings and on the back wall hangs a massive painting of an Italian gentleman smoking a cigarette. The best part of the restaurant is the bright red Fiat where guests can sit to scarf down an artisanal pizza cooked in gold-tiled stone ovens. n Who knew it was even possible to serve pizza without tomato sauce?

Pummaro has seven “without sauce” pizza options ranging from smoked buffalo to four cheese blends of mozzarella, ricotta, gorgonzola and parmesan. Of course, there’s also pizzas that classically include sauce like the Sole with cherry tomatoes, grilled zucchini and stracchino cheese. There’s also the famous Point Loma pizza topped with tomato, garlic and assorted seafood.

Annual OBMA awards brings business community together to celebrate The Ocean Beach MainStreet Association (OBMA) honored members for their contributions to the Ocean Beach community at its annual Awards Celebration on Jan. 25.

"Our annual awards ceremony is a great occasion to reflect on the past year in Ocean Beach and celebrate the accomplishments of our hard-working merchants, who continuously give back to the community," said Denny Knox, executive director of OBMA, who was one of the organization’s initial founders 40 years ago.

The program highlighted events and accomplishments over the past year with a slideshow.

Each year, the OBMA committees award individuals and businesses for their contributions to public improvements, public safety, design, promotion, revitalization and expansion within the community. The OBMA members voted on a People’s Choice winner in each category while the Customer Service Business of the Year was chosen by the public through online voting.

Fifty-two businesses/individuals were recognized for their contributions at the event; of those, the following received the People’s Choice for their categories: Public Safety Committee • San Diego Fire Department Station 15 for their quick response to emergencies, community participation in safety programs, and being true first responders.

Design Committee • OB Beans, Coastal Natives, and Wailua Shave Ice for the successful execution of their collective space concept.

Economic Vitality Committee • Apple Tree Supermarket for providing a new full-service community supermarket.

Promotion Committee • Raglan Public House for offering events and fundraisers to engage the community.

North OB Committee • Voltaire Beach House for activating the 4900 block of Voltaire with an exciting new business.

Community Partner Awards • Ocean Beach Community Development Corporation for taking on the task of the new Veterans Plaza project to honor veterans.

Vegetarian meals and organic coffee at new OB Garden Café

Ocean Beach People’s Organic Food Market has added a new vegetarian café to its growing mix.

The only customer-owned grocer in San Diego, People’s, a food cooperative with more than 14,000 members, recently opened OB Garden Café, formerly Tiny’s Tavern, at 4741 Voltaire St. It is just down the street from its two-story grocery-deli parent at 4765 Voltaire St. Also two stories, the new cafe has an art-deco ambiance, sporting a giant peace sign covering an entire wall, with multi-level, outdoor petfriendly dining space and a sun roof.

The full-service organic vegetarian eatery currently serves lunch and dinner, but will be open soon for breakfast. The café serves organic teas and coffees, fresh-pressed juices and healthful smoothies. The café will also soon be serving organic beer on tap plus organic wine on its second floor, with outdoor seating on both floors.

Jim Kase, People’s general manager, said the OB co-op has been around some 45 years, since the ’70s.

“It started in a garage,” said Kase of the grocery’s genesis, noting it was begun by Obecians “who just wanted good healthy organic food for themselves and their families. They weren’t happy with the way the commercial grocery business was going with use of a lot of herbicides and pesticides.”

Kase said the independent organic grocery went through several “iterations and a little-bit bigger buildings” until the mid-’80s, when they went from a collective totally owned by the workers, to a consumer’s cooperative, which is owned by the shoppers and workers.

“That brought a lot more capital into the business,” said Kase. “Our store, our business, is owned by the community. We give back to the community and this (cafe) is something our owners wanted.”

People’s is run by a board of directors.

“Building the café was a board decision,” said Kase, who is charge of operations at the collective.

Former Memories Boutique Owner and Longtime Resident of OB/PL Passes at 92

Josephine Buscher, beloved and adored mother, grandmother and greatgrandmother died on January 11, 2018 at her daughter’s home in Point Loma, with her family by her side.

Josephine, “Jo”, “Duckie”, “Mama”, “Mama Duck”, was born in Hollywood, California in 1925. She grew up splitting her time between Hollywood and Annapolis, Maryland. After graduating high school and while living in Maryland she met Harry Buscher. In 1946 Josephine and Harry were married.

They lived in Baltimore and together they had four children. In 1964 the six of them moved to San Diego and Josephine lived in Ocean Beach and Point Loma for the rest of her wonderful life.

From 1964-1975 she waitressed at

Ocean Beach restaurants, Sak’s Sugar Bowl, Little Chef and Village Kitchen.

She took pride in working hard, serving her customers with a hot meal, a warm smile and engaging conversation backed up by sparkling blue eyes.

She treated the world in the same way, always caring for others, always delivering that smile, always taking the time to stop and listen, always providing a supportive word and always leaving people feeling better.

Even at 92, she never lost her hustle, that big smile or those lovely, sparkling eyes!

In 1985 her husband, Harry, passed away, but she persevered with the help of her life’s greatest passion, her children.

In 1994, along with two of her children, her son, Pat Buscher, and daughter, Barbara Joyce, she opened a resale store called Memories Boutique on Cable Street. It was a labor of love. It was a way for her to spend time with her family and meet and talk to so many members of the Ocean Beach community who became extended family.

In fact, Memories was less about selling things than it was about connecting with people. Maybe the reader of this life’s story was one of the lucky people who sat and chatted with Josephine during a weekly visit to the store. Maybe

you were one of the many people that she helped find clothes for a special occasion, a job interview, or some other transformative moment in your life that she will forever be connected to.

Memories Boutique was really the perfect name for the place, because it provided Jo and her family with so many wonderful experiences and so many customers with great stories about visits with that wonderful little red-headed lady behind the counter. The store closed in 2005 but the relationships still live on.

Josephine is survived by her daughters, Joanne Koonin, Barbara Joyce and Cindy Henrique, and her son Pat Buscher, along with her five grandchildren and seven great-grandchildren.

Her family invites you to join them in a celebration of Josephine’s wonderful life on Saturday, February 10 at 11:00am at Water’s Edge Church (Formerly Point Loma United Methodist Church) at 1984 Sunset Cliffs Blvd. We encourage you to come and share your memories of her with us.

Boat launch to reopen this summer

Mission Bay dredging project underway

The Shelter Island Boat Launch Facility Improvement Project is currently 50 percent complete and is behind schedule, although efforts are being made to minimize delays in reopening. Here is a list of what has been achieved: n The previous launch ramp facility has been completely demolished. A temporary cofferdam has been installed and preparations are being made for installation of the new concrete launch ramp. n The breakwater wall panels were fabricated off-site and are now completed. New piles that will support the wall panels will begin installation in February.

During the excavation of the previous jetties, underground debris such as concrete and other pre-existing construction debris was discovered. This was an unforeseen element and removing the debris has unfortunately led to delays in the construction schedule.

The Port of San Diego is working closely with the contractor to minimize any further delays. The boat launch ramp is now anticipated to reopen to the public in the summer.

The city has started dredging the bottom of Mission Bay to increase navigational safety for boats. It has been almost 50 years since the last major dredging operation in Mission Bay. Dredging will primarily be done using a large bargemounted crane that will excavate sections of the bay floor and deposit the material onto two boats.

A majority of the extracted material will be placed at various other locations in the bay, and the remaining materials will be used to restore beaches along Crown Point and Vacation Island.

To mitigate potential impacts to marine wildlife, up to 70 acres of eelgrass will be replanted in various locations using a team of scuba divers.

This eelgrass replacement will be the largest one of its kind on the West Coast.

The project will dredge approximately 64 acres within Mission Bay, resulting in an estimated 122,000 cubic yards to 220,850 cubic yards of dredged material. All of the dredged material will be reused, but the trash and other unusable materials will be removed and disposed.

During the work, sections

of Mission Bay and certain beaches will be closed. The public is encouraged to keep a safe distance from construction equipment on the bay and beaches at all times.

Husband arrested in wife’s murder case On Oct. 14, 2014, Elizabeth Sullivan, 32, was reported missing to the San Diego Police Department. She was last seen in the area of Liberty Station. On Oct. 6, 2016, an unidentified female’s body was found in the San Diego Bay along 2600 Farragut Road. The body was later identified to be Elizabeth Sullivan and it was determined she was a victim of murder.

San Diego Homicide Detectives continued their investigation and identified the suspect in Elizabeth’s murder to be her former husband, Matthew Sullivan. Matthew and Elizabeth were married at the time of her murder. Detectives obtained a homicide warrant for Matthew’s arrest last week. On Jan. 31, local authorities arrested Matthew outside of his residence in Wyoming, Del.
