3 New management company closes North Chapel in Liberty Station for remodeling NEWS

The two Catholic congregations that have shared use of North Chapel in Liberty Station for years have not been granted a lease extension, and the chapel has been closed indefinitely for future remodeling.

Those are the latest developments with the historic church, which was once the last prayer stop for sailors going off to war. It is now being eyed by the new owners of Liberty Station for redevelopment as something other than religious purposes.

It was announced in early December that much of Liberty Station, including the North Chapel, were sold for nearly $159 million to Pendulum Property Partners, a Southern California-based real estate firm

in partnership with The Seligman Group. Pendulum has acquired 327,000-square-feet of Liberty Station multi-tenant retail and office space, which is approximately 98 percent occupied.

Seller McMillin Cos. retains ownership of one hotel site, two hotels under construction and a number of neighborhood office assets.

Previously, the new ownership group had suggested a deal might be negotiated to allow the two congregations to remain. But that appears now to be off the table.

In a letter sent to the congregations before the year-end holidays, 828 Venue Management Co. attached these conditions to continued use of the chapel site by the two church groups:

Rent will stay the same and be on a month-to-month basis.

Modifications will be made at some point and your parish may not be able to hold services for the duration of the construction.

In its letter, 828 Venue also made it clear that any further religious use of North Chapel would be “inclusive of the community and other faiths, and we intend to bring that versatility back with some modifications to the North Chapel so it can support all types of celebrations.”

“Why can’t we just use [North Chapel] and rent it in the meantime,” asked Torben Bruck of Our Lady Of Fatima, one the two con-

gregations involved. “Why does this have to be a bargaining chip?”

Pointed out Bruck, “If [Pendulum] keeps it closed – they’re not going to be making any money.”

Bruck said his congregation's services have been moved indefinitely to Rose Creek Cottage, a popular Pacific Beach wedding venue.

Speaking for the other parish, St. John Bosco Mission, Arlene Paraiso said: “After I made it clear where I stood in regards to wanting to uphold the historicity of the chapel, keeping the pews intact and in the building and bolted to the ground etc., all other contact attempts from me were ignored. … At first it seemed that things would be good and we might be returning to the chapel … but after my pastor clearly stated our

stance on wanting to uphold the integrity of the building, they basically told him that they couldn't rent to him.”

St. John Bosco is currently operating temporarily out of a facility in Clairemont.

Ron Slayen, an artisan and tenant in Liberty Station Arts District, vowed that public opposition to adapting the chapel for other uses will continue.

“We will absolutely fight to the end, until we see the pews being emptied out,” Slayen said half-jokingly, adding, “And I will be wrapped around one of those pews.”

Since 1942, North Chapel has served as a Naval worship site.

Cabrillo National Monument closed, entrance fee increases Due to the lapse of appropriations and the subsequent shutdown of the federal government, Cabrillo National Monument is closed for the safety of visitors and park resources.

Visit nps.gov and select “Find a Park” for information about access to other parks and sites in this area.

However, note that because of the federal government shutdown, NPS social media and websites are not being monitored or updated and may not reflect current conditions.

As part of its ongoing efforts to address aging park infrastructure and improve the visitor experience,

Cabrillo National Monument announced an entrance fee increase for 2019. The changes, which come in response to public comments on a fee proposal released in October 2017, resulted in a nationwide plan released on April 12, 2018.

The Cabrillo National Monument daily vehicle pass will increase from $15 to $20; daily person pass from $7 to $10; daily motorcycle pass from $10 to $15; and annual pass from $30 to $35.

One hundred percent of the revenue from the fee increases will remain in the National Park Service.

Two recent rescues in wintery storm conditions underscore the need to take extraordinary care whenever surf levels are high.

A man died saving his dog in the first incident, which occurred Wednesday, Jan. 9 at 1:50 p.m. at Dog Beach in Ocean Beach.

The second incident occurred a day later, on Thursday, Jan. 10 about 10:45 a.m., when a pair of San Diego Seals professional lacrosse players jumped from The Arch at Sunset Cliffs into a high surf area and had to be rescued.

Regarding the Jan. 10 incident, San Diego Fire Rescue spokesperson Monica Munoz said lifeguards were notified about two men in their 20s who’d jumped into the water at The Arch – a popular spot for cliff jumpers.

“One was rescued from the water

by lifeguards on a rescue craft and taken to OB,” Munoz said. “The other had climbed onto a cliff ledge.

Because of high surf, lifeguards and firefighters performed a cliff rescue to get the second person.”

Munoz said there were no injuries to either of the two men that required their hospitalization.

“It is against San Diego Municipal Code to jump into the Pacific Ocean from a height greater than five feet because it’s dangerous,” said Munoz, noting, “Especially during high surf events, it is not recommended that people get into the water, unless they are swimming near a lifeguard and have a lot of experience as a swimmer.”

Of the Jan. 9 incident, Munoz, said: “SDFD Dispatch Center receive a request for help from the channel area at Dog Beach where a man had been swept into the water as he was trying to retrieve his dog from the

river channel. Witnesses told lifeguards that he was found face down in the water a few minutes after he went in.

“Lifeguards were able to pull him from the water using a rescue water craft,” Munoz said. “They brought him to the beach and started CPR.” The dog either came out of the water on its own or was brought out of the water by someone else, and was eventually taken to family members, noted Munoz.

The Medical Examiner's Office later identified the victim as Nevada resident Gregg Owens. He was admitted to UC San Diego Hospital's intensive care unit where he was later pronounced dead.

SDFD lifeguards estimated Owen’s age as somewhere in his 50s or 60s.

Beach and water safety tips: • Swim near a lifeguard; • Never swim alone; • Supervise children closely, even when lifeguards are present; • Don't rely on flotation devices, such as rafts or inner-tubes; • If caught in a rip current, swim sideways until free, don't swim against the current's pull; • Do not swim while under the influence of illicit drugs, medications that may cause impairment; • Protect your head, neck and spine – don't dive into unfamiliar waters – feet first, first time; • If you are in trouble, call or wave for help; • Follow regulations and lifeguard directions; • Swim parallel to shore if you wish to swim long distances; • Scuba dive only if trained and certified – and within the limits of your experience and training; • Report hazardous conditions to lifeguards or other beach management personnel; • Stay clear of coastal bluffs, they can collapse and cause injury; • Never turn your back to the ocean – you may be swept off coastal bluffs or tide pool areas by waves that can come without warning.

Get to know District 2’s new council member

Dr. Jennifer Campbell grew up in a working-class family and studied history at George Washington University, where she got involved in civil rights, marching with Martin Luther King Jr. and against the Vietnam War. Activism inspired her to attend the University of Pittsburgh Medical School. In her first year, she became a single mother, continued her education, raised her children, earned her medical degree and completed her residency specializing in family medicine.

She’s practiced and taught medicine for 37 years. Campbell moved to San Diego 13 years ago, settling in Bay Ho, where she has been civically active serving on the executive boards of the San Diego Human Dignity Foundation, Clairemont Town Council and San Diego County Democratic Party’s Central Committee.

At her first community coffee Jan. 5, Campbell, District 2’s new council rep, introduced herself to her constituency, hitting the ground running with her top priorities, which include reigning in shortterm vacation rentals and motorized scooters, while finding answers to the housing and climate-change crises.

Campbell’s tenure comes at a crossroads time in city government.

The new, nine-member City Council is now more representative of San Diego’s ethnic and cultural diversity.

The City Council boasts six Democrats versus three Republicans. Five of its members are female.

Two members are LGTBQ. Campbell said the impetus for her successful City Council run was the mishandling by the city of the 2017 hepatitis a virus outbreak, caused by fecal exposure, that killed 20 people and sickened more than 600 mostly homeless people and/or drug users.

About the lack of affordable housing, Campbell noted, “We don’t have enough, especially not at the middle- and lower-class levels. If you’re very rich, you’re ok. Otherwise, forget it. So we need to fix that.”

But Campbell offered this caveat on housing, “We have to make sure we don’t go overboard on trying to construct housing that we don’t have the infrastructure for.”

Campbell said it helps that she has been appointed to serve on the City’s environment, housing and audit committees. She also is an alternate on the Metropolitan Transit Service board.

“Mass transit is another very big issue for us,” said Campbell adding it’s also essential to “keep our beach neighborhoods clean and safe while improving them.

“It’s a very scary issue for everybody on our planet,” said Campbell of climate change. “Our city has been a leader in trying to fight that.

We need to continue that.”

Discussing homelessness, Campbell said a lot of work has been done in other cities on this issue that San Diego could learn from. She added the city will need to work closely with the county to help resolve homelessness.

“I’m glad Nathan (Fletcher) got elected (supervisor),” Campbell said.

“We’ve worked together closely and he has really good ideas.”

Village Kitchen serves up nostalgia and tasty omelettes

Over the years my husband and I, and the three girls, frequented Village Kitchen on a monthly basis. Not only was Mexican food served, but a variety of other foods as well. At that time they served breakfast, lunch and dinner. The five of us could easily eat for under $15, and that usually included drinks and a dessert.

During the years since my husband passed away, I have still had meals there, but it probably has been at least 18 months since I was there last. Things have changed internally, but the restaurant is still the same restaurant it was back in 1987.

Hugh and I wanted to go see a 9:30 a.m. movie on a Saturday. I thought we could go to Village Kitchen and have a fast meal. I did not count on the nostalgia that presented itself when I walked in the door.

The special menu board is still in the doorway; there are still the two tables at the window and the row of booths along the side. The counter is still by the cash register. Even the menu hasn’t changed significantly.

Hugh decided to have the Spanish Omelet, and he had his choice of fruit, hash browns, cottage cheese.

He would have liked rice or beans but it would have cost a little more.

I ordered a two-egg omelet with mushrooms and onions, and, when offered the same sides, had the fresh fruit. Hugh had a cup of coffee, which was refilled continually, and I had a cup of hot chocolate topped with whipped cream.

And when I say that nothing has changed, I mean just that. The omelet was as good as I remembered it. The fruit was ripe and there was a lot of it. The hot chocolate was delicious.

Hugh said that the sauce on his Spanish Omelet was wonderful; some of the best that he has ever had. The coffee was hot and satisfying.

I asked Liz about the rumor that I had heard about them closing. She said that Lopez – her dad – said that as long as he could get into the kitchen, the place would remain open. She suspects it will be open for another 10 years, at least.

OBMA highlights social media at annual marketing breakfast

“New year, new opportunities” was this year’s theme for the annual Ocean Beach MainStreet Association marketing breakfast Jan. 8.

Ocean Beach merchants were given a primer on how best to use social media and other technology to promote their businesses.

Ivana Ramirez of Brown Marketing, and Ocean Beach MainStreet Association executive director Denise (Denny) Knox, both presented.

Pointing out OBMA celebrated its 40th anniversary last year, Knox noted, “We started out with five people and grew to 45, then 50 — just like that.”

“The only constant is change,” Ramirez told merchants counseling them to “know who your audience is. What are their needs? What makes them buy your products or services?”

Ramirez added it’s critical for business owners to “personalize your services, customizing the product for your audience.”

Of the event’s significance, Knox, said: “We hope our annual marketing breakfast gives our members the edge when taking advantage of many opportunities to drive their businesses. One new idea can be the linchpin to a successful business career.”

The significance of Instagram was described by Ramirez as “big.”

But whatever social media merchant’s choose to get their message out there, Ramirez added the objective “is all about being authentic.”

In addressing marketing opportunities available through OBMA, Knox noted, “There are lots of things you can do on our website that are free.” She added it’s also

important, in listing a business in the OBMA directory to “select key words describing your business, like food if you’re a restaurant.”

Knox said pets have been selected from a contest last year to be put on community banners strung across streets leading into and out of the beach community.

It’s also important for businesses “to promote yourselves. You really have to brag about yourself,” Knox said half-jokingly while suggesting monthly sundowner business mixers are a good way to “meet your

neighbors and hobnob with other merchants.”

Ramirez pointed out OBMA’s website “gets more than half a million hits a year.” She added, “Most of those are from non-local people searching.”

Knox characterized OB’s weekly farmers markets on Wednesdays on Newport Avenue as having great potential for business promotion adding “discounted booths are available for OBMA members.”

This year’s OBMA business philosophy is simple, noted Knox.

“Let’s celebrate what’s working for us,” she said.

Pointer girls off to strong start with new head coach

Like their male counterparts, the Point Loma High girls basketball team is also off to a very hot start to their 2018-19 season. And this success has raised eyebrows because the players are on their fourth head coach in four years.

With league games recently started, the Pointer girls have put up a 13-5 record under new head coach Curtis Norwood. And, like the Pointer boys, the girls have also had to play most of their games on the road while the school's gym was fitted with new seating over the recent winter break.

Taking a look at some early-season game results shows the girls know how to score. They defeated Valley Center 70-23 to begin the season, followed by wins of 53-16 (over Escondido), 56-14 (over El Cajon Valley), 77-34 (over Serra) and 65-13 (over Crawford).

The team has struggled entering league play, losing to Morse, University City and Our Lady of Peace before pinning a 55-40 defeat on Patrick Henry last week in the first game played in Lee Trepanier Gym on the Pointer campus with all new seating installed on the main floor.

On offense, Norwood says he teaches his teams to "play the game with our eyes, play the game ahead," he said. "Play with a purpose and

focus on the fundamentals."

Defensively, Norwood's teams are taught to "be in position to play the game two passes ahead and communicate."

"These concepts and terminology are new and sometimes (teams) get worse before they get better," he noted.

Norwood was hired on Oct. 27 and the winter sports season began Nov. 3 so he had little time to meet and begin preparing his new team.

But he likes what he has seen.

"The attitude, fervor and desire is there," he said of his senior-dominated team. "I try to empower the

young ladies to be everything they can be."

Norwood cited junior team cocaptain Sadie Heckman as a team standout. Heckman scored her 1,000th point as a Pointer in an early season game and was averaging 22.3 points per game this year before being injured in a "very physical game against Morse."

Senior co-captain Jessie May's leadership and 8.5 points per game have impressed Norwood while a pair of freshmen, Mikaela Miles (12.6 points per game) and Nicole Terry (5.0 points per game) have surprised the veteran coach.

It hasn't taken Norwood long to know his girls are not only good players but have bright futures.

"There's great character on this team, great human beings. These ladies are going to go on in life and do some great things," he said.

Norwood's basketball coaching background began in the Pacific Northwest where he led the River Ridge High girls to the 2A Washington state title in 2008 during a three-year stay. He was named "Coach of the Year" by the Seattle Times. He also was head men's coach at South Puget Sound Community College for three years.

Recently, he was head girls coach at Granite Hills High in El Cajon.

Early Learning Center Opening Early 2019

For the eighth consecutive year, one of the area's family fitness events will take place at Liberty Station.

It's the Hungry Dog Dash, a funfilled 5K run/walk that features a scenic route, music and entertainment, "Top Dog" awards along with goodie bags and dog tags.

Organizers even allow four-legged furry dogs (leashed) to accompany their walking owners, making it a rare opportunity for families to spend quality exercise time together.

The dash begins at 8 a.m. in NTC Park, 2455 Cushing Road. Entry price is $35 per person which will increase after Feb. 2.

Serious competitive runners from around the county are also expected to participate and full results by overall and age group will be posted.

The event is a fundraiser for the Point Loma High School cross country team, one that recently won league championships in both boys and girls divisions.

Extensive upgrades to Point Loma High will begin soon

A scheduled vote by the San Diego Unified School District Board of Education at its Feb. 12 meeting will award a construction contract setting in motion an ambitious modernization of buildings and other improvements on the Point Loma High campus.

Following the vote, a notice to proceed will be issued by the district and work will begin. The improvements are being financed with Prop. S funds.

One of the first targets on the 94year-old campus is removal of a round building known as the 800 Building and visible from Chatsworth Boulevard. District architects and planners quickly noted several years ago the structure was outdated.

The two-story edifice contains the school's valuable Media Center on the first floor and oddly-shaped classrooms on the second floor that radiate from a center room. The basement contains all of the site's electrical, telephone and computer connections known as the Main Distribution Frame. But despite all this, there are no restrooms in the structure.

Moving of these will take place over the coming summer, temporarily removing the school from the electrical grid but with all services back in place for the 2019-20 school year, according to Principal Hans Becker.

Teachers from the 800 Building will be moving to temporary classrooms located on the current basketball courts adjacent to the stadium, Becker said. Joining them will be teachers from the current 200 and 300 Buildings, both of which front Chatsworth Boulevard, and are

to be renovated.

When that is completed, the 800 Building will be demolished.

In its place a new three-story building will rise fronting Chatsworth Boulevard. The building will feature a new media center on the first floor and 10 state-of-the-art classrooms on each of the second and third floors. COMMUNITY Surfrider promotes ongoing Ocean Friendly Restaurants campaign in Ocean Beach THURSDAY · JANUARY 17, 2019

A group of volunteers were trained recently by the Surfrider Foundation on ways to approach local restaurants on how they can become ocean friendly by adopting eco-conscious practices.

Vicki Conlon, of the Surfrider Foundation, spoke to a group of volunteers Jan. 14 at OB Surf Lodge.

Conlon briefed the “recruits” on the particulars of Ocean Friendly Restaurants, a program offering

eateries an easy way to show their commitment to making sustainable choices, including abandoning use of plastic products, which cut down on ocean pollution.

“This program started in 2015 in response to the rise in plastic pollution along our coastlines and in the ocean,” Conlon said noting the movement is gaining momentum.

“Even just three years ago, you weren’t hearing about it – straws and styrofoam – so much,” she said.

program, said Conlon, is to “increase environmental awareness, drive change and behavior and decrease plastic waste, one customer at a time.”

Why focus on restaurants?

“We found that 70 percent of restaurant’s trash volume was food and beverage packaging: straws, togo containers and to-go utensils, all those types of things,” said Conlon, adding there are now 144 certified Ocean Friendly Restaurants in San Diego, 411 nationwide.

“The goal for this coming year is

to get 600 Ocean Friendly Restaurants,” Conlon added.

Noting Ocean Friendly Restaurants is now a national program, Conlon pointed out, in order to make the program more sustainable, that restaurants participating are now required to be Surfrider members at a nominal cost of $125 to $175 a year, depending on their size.

Conlon said polystrene (styrofoam) is now banned in all restaurants, for meat trays, and in cartons and coolers tourists buy, for fishing

equipment, etc.

“Those are going to be outlawed, which is great news,” said Conlon.

“It’s a really big deal this passed in a city as big as San Diego.”

How does a restaurant sign up to qualify for the program, and be acknowledged as eco-friendly?

Through education and by recruitment efforts, like the Ocean Friendly Restaurants program, answered Conlon.
