Bill Walby says goodbye to Hammer & Nails after 23 years

Co-workers and friends sent Bill Walby into retirement in style March 2 with a good-bye bash to remember.

Longtime manager at Hammer & Nails Hardware in Pacific Beach, Walby’s last work day was Feb. 28.

His party was something Walby told the Beach & Bay Press he was really looking forward to, even Bill though it would be Walby bittersweet.

“I’m going to miss that store big time,” admitted Walby, who’s been there more than 23 years. “It’s the longest I’ve ever been employed at one place. There’s definitely a family feel to it.”

Walby’s known for being recognizable by practically everybody in the neighborhood. “Even if they didn’t know me by name, they’d see me and say, ‘There’s the Hammer and Nails guy,’ ” he said.

Hammer & Nails Hardware has served Pacific Beach in the same location since 1946. Bill and Patty Meanley purchased the store in 1991 and manager Ron Roman joined them a month later. Walby came aboard three years after that.

Meanley said his truly family business joined the Ace Hardware co-op in 2004 “for better access to a wide range of products and services at low cost.” He added, “Hammer & Nails Ace Hardware supports the community in many ways including youth activities and local

school projects. We provide a complete assortment of the basic hardware departments with friendly, knowledgable service and competitive prices in a convenient location.”

Meanley gave Walby kudos.

“Anyone who has dealt with Bill at Hammer & Nails appreciates his humor and helpful advice,” said Meanley. “He has the gift of spontaneously relating to others in an open, friendly and respectful way.

Bill generates a sense of community, whether at work or enjoying leisure time.”

There’s a lot about Walby most people don’t know. Like the fact that his wife, Marie, was a customer. Or that Walby has a multitude of outside interests including classic cars and being a lead singer in bands, as well as his being an avid collector of 1960s rock art posters.

There’s a habit Walby has that’s no secret. “He sings and whistles his way through his workday,” noted Meanley.

“It’s just tied back to my love for music,” explained Walby. “Being a singer, I habitually sing random stuff. It’s in my heart.”

Concerning classic cars, Walby said, “Growing up, everyone I hung out with in the ’60s and ’70s was into them. I’ve had several, a ’70 Chevy C10 pickup truck and a ’73 Pontiac Grand Prix I restored, as well as a Chevy Camero Z 28.”

Walby’s enjoyed being in the hardware business because, “I’ve really been attracted to helping people get through whatever problems they have.”

TWO NEW MURDER SUSPECTS ARRAIGNED IN PB SLAYING Two new murder suspects in the shotgun slaying of a man in Pacific Beach were charged on Feb. 22 with two other men who are also charged in the slaying.

Pedro Ramirez, 27, and Carlos Yslas, 24, pleaded not guilty in the Dec. 29 shooting of Marcanthony Mendivil, 44, who was shot twice with a shotgun in a bedroom at 2364 Wilbur Ave. in Pacific Beach.

The two new suspects join in the case with Paul Charles Weinberger, 50, and Freddy Sosa, 37, who are also charged with murder.

Deputy District Attorney Flavio Nominati told San Diego Superior Court Judge Jay Bloom that Yslas carried a shotgun in a bag upon entering the home at 1:45 a.m. and he pointed the weapon at the victim and others.

Weinberger lived in the home and had let Mendivil spend the night at the house.

Weinberger’s attorney, Paul Pfingst, said earlier that his client shot no one.

Yslas was already in jail on a parole violation when he was charged with murder.

Ramirez was also in jail on another case.

Both Ramirez and Yslas pleaded not guilty and Bloom set bail for them at $3 million. The men are also accused of assault with a deadly weapon involving another occupant of the house and making a criminal threat.

A preliminary hearing was set for March 7, but it will likely be changed because Weinberger and Sosa have different court dates. Nominati said all four of them are charged with the murder and they will be joined together with the same hearing dates in March.

At Weinberger’s arraignment on Jan. 4, he fainted in the courtroom after hearing a judge set his bail at $10 million.

Ramirez’s attorney, Al Arena, said he just received the case and could not comment about it yet. The prosecutor said Ramirez is on probation for another offense. The motive has not been disclosed in court.

PB MAN WHO POINTED LASER SETTLES CASE A Pacific Beach man who discharged a purple laser into a police helicopter from Fiesta Island has settled his case with a misdemeanor charge and was placed on probation.

A felony charge was dismissed against Robert Louis Silva Jr., 33, after he pleaded guilty to discharging the laser as a misdemeanor offense. San Diego Superior Court Judge Laura Halgren placed him on three years probation.

Silva got one day in jail as a credit and no further jail time was ordered, according to court records. Silva confirmed to a reporter last week that his case was over and he declined further comment.

Silva was awaiting a second trial after the jury deadlocked Jan. 16 in a 9-3 vote in favor of acquittal. Jurors said they were hopelessly deadlocked and could not resolve the case.

Silva's attorney, Angela Turner, told jurors he briefly shined the laser into the "pitch black" sky at the object at 10:30 p.m. on March 20, 2018, after he thought he was shining it at a drone operated by an acquaintance. Turner said the police helicopter was 1,500 feet in the air and it was flying over North Park at the time.

Rose Galliher 1940 - 2019

Yvonne “Rose” Galliher, 78, passed away peacefully at home on February 19th, 2019.

Rose was born in Los Angeles, California on February 28th, 1940 to Felipe Gomez Lopez and Rosa Molina Sandoval.

She was the kind of resident every neighborhood needs, involved in many community events and organizations, and an advocate for residents and businesses alike to ensure that Pacific Beach is a great place to live and work. From President of the Pacific Beach Town Council in 2010, to being one of the most active members of the Pacific Beach Woman’s Club, she was committed to and loved her community until the day she passed away.

Rose is predeceased by one child and survived by two brothers, six children, 13 grandchildren, and six great-grandchildren.

Pacific Beach Planning Group opposes allowing vehicle habitation in community

Pacific Beach planners in February said no to allowing vehicle habitation on public streets.

San Diego City Council recently voted unanimously to repeal a 1983 ordinance prohibiting residents from living in a vehicle on streets within city limits.

Pacific Beach Planning Group chair Henish Pulickal introduced an action item at the Feb. 27 meeting calling for board members to support making it illegal for people to live in their cars in residential zones.

“Sleeping in cars has been a concern of mine and is a wicked problem that needs a solution,” he said.

“There’s no infrastructure to support sleeping in cars, no bathrooms or sanitation. There’s also no incentive for transients to ever leave.”

Pulickal also expressed concerns about the possible criminal backgrounds of vehicle residents, and the potential dangers they might conceivably pose to children.

“There’s limited parking in the community already,” he added pointing out, “We have rules in parks against people sleeping in their cars, but not on residential streets. Our streets and residential neighborhoods shouldn’t be RV parks.”

The PBPG chair pointed out San Francisco, which similarly has allowed vehicle habitation, has had to institute a “poop patrol” at taxpayer expense to help resolve resulting sanitation issues.

From the audience, PB resident and former lifeguard Chris Brewster challenged the notion that people’s backgrounds were questionable just because they live in their vehicles.

PBPG board member Jim Morrison proposed a solution.“We have unused parking lots at night that could be used for safe parking by people, and they would have to clear out in the morning,” he said.

“This is a really tough issue,” said board member Kristin Victor pointing out people residing in vehicles are a diverse lot including families with kids. ing spaces in the community?” asked planner Eve Anderson adding, “It will require a multitiered solution to address the issues at hand.”

Planner Ed Gallagher said allowing vehicle habitation is a stop-gap solution.

“The city needs to address the affordable housing issue and expand safe parking,” he said. “But ultimately, we need a more-effective, long-term strategy. That is what we should be headed toward.”

RV residents, some disabled, successfully sued the City to end its policy of ticketing and impounding their vehicles under two different ordinances which prohibited parking an RV anywhere on City streets and lots between 2 a.m. and 6 a.m., and another prohibiting vehicle habitation.

The plan group voted 9-1 in favor of Pulickal’s motion to make vehicle habitation unlawful once again.

PBPG’s vote to ban vehicle habitation is non-binding legally as the volunteer group makes recommendations only to the City.

Two servers at Waterbar were rushed to the hospital with severe injuries after they were hit by a car crossing Mission Boulevard and Thomas Avenue.

Danny, Rema, and Brianna entered a crosswalk around 9:30 p.m. on Jan. 20 when an SUV struck Danny and Rema.

Danny needed hip surgery and both of his legs are in braces, and Rema suffered a head injury and broke her knee. Though they were released from the hospital, they won’t be able to work for some time.

“I just remember looking to my right and just seeing lights coming so fast and the only thing I had time to do was say, ‘Oh my God,’" Brianna told NBC 7. “I just remember hearing the car hit them and the next thing I knew, they were 20 feet from me and both lying on the ground.”

Pacific Beach Street Guardians program discontinues operations

Pacific Beach Street Guardians are no more.

“After two-plus years of serving our community, the difficult decision has been made to close down our operation,” said Caryn Blanton, founder/director of the nonprofit formed in October 2016 to beautify Pacific Beach.

“Our mission to connect housed and unhoused neighbors through transitional employment, education and service opportunities has taken on many shapes over these years.

We’ve made significant impact regarding homelessness,” Blanton said. “To date, 35 people have come

through PBSG, and 15 of them have gone on to permanent housing and/or employment. This is something we can all be proud of. We did it together.”

During their stint, the guardians were an integral part of community cleanup efforts by Discover PB, the community’s business improvement district. Discover PB’s executive director, Sara Berns, said the guardians will be tough to replace.

“We want to extend our most sincere appreciation for the partnership to the PBSG leadership, staff, and most importantly, the dedicated street team members who beautified our business district daily,” said Berns.

What happens next?

“Discover PB board will convene to assess our options as it relates to continuing the maintenance and upkeep of our business district as this is our first priority,” Berns said. “The Pacific Beach Clean and Safe Pilot Program has made incredible strides in the last two years, and although we are saddened by this news, we see this as only the beginning of a new chapter for our program.”

Added Berns, “We would like to thank our amazing supporters and partners for believing in the Clean and Safe Program and providing the needed capital to bring about the change Discover PB envisioned.”

At a May 3, 2018 press conference, then-Councilmember Lorie Zapf of

District 2 presented Berns and Discover PB a $25,000 check to continue the Clean and Safe Program, which employed the PB Street Guardians.

Clean and Safe debuted as a yearlong pilot to provide traditional cleaning and security to enhance existing City services. It furnished the tools and personnel to benefit the entire community, especially its transient population. Zapf noted the novel program employed 29 homeless to collect 250 tons of trash while removing 12 tons of litter from PB streets.

Blanton and the Guardians are both “grateful to those in our community who have been champions to us, who have encouraged us, hired us

and shown deep compassion and care.” She added there are presently seven responsible, proven PBSG team members now looking for work within the beach community.

“We are committed to finishing our work through March 15,” noted Blanton. “So when you see our team members out there, be sure to show your appreciation. As we work through this time of transition, please feel free to reach out to me, personally – I’m happy to have a more detailed conversation or answer any questions.”

ZLAC Rowing Club to celebrate recent renovations with garden party

The ZLAC Rowing Club is celebrating the completion of the phase one renovation of its grounds and entryway with a garden reveal party 11 a.m. to 2 p.m. on Sunday, March 10 in its clubhouse at 1111 Pacific Beach Drive.

The event is open to everyone for a $20 fee that includes lunch and drinks.

Billed as the oldest women’s rowing club in the world, ZLAC is the initials of the four San Diego women – Zulette Lamb, Lena Polhamus, Agnes Polhamus and Caroline Polhamus – who founded the club in 1892.

The women’s rowing club, which operated initially with wooden barges from a boathouse on Market Street on San Diego Bay, was moved to its current clubhouse built by architect Lilian Rice in 1932.

Current ZLAC president Karen Volz Bachofer noted the club was formed during a time when “women were not allowed to row because they were girls. So they founded their own rowing club.” ZLAC has since grown to 460 members, with more than 100 active.

boathouse next to the clubhouse,” said Volz Bachofer. “We’ve been working on revamping and updating our grounds and the entryway onto the patio, fixing cracked pavement and replacing dying plant materials.”

The club president said improvements have also included a garden

renovation, as well as an upgrade to exterior facilities.

Rowing as a sport is one of the world’s oldest traditions. Beginning as a method of transport and warfare, rowing became a sport with a global following. It is a part of the cultural identity of the Englishspeaking world. In its modern form,

rowing was developed in England in the 1700s. Today it is both an amateur sport and an Olympic event.

Rowing can be done by one person (sculling), or up to as many as eight people per boat.

“Once you get started, you can’t stop,” said Volz Bachofer, who can’t get it out of her system at age 70.

“It’s good for your health. Good for fitness. Good for camaraderie.”

Volz Bachofer rows with three other women on a weekly basis. “We hold each other accountable,” she said, noting ZLAC has independent rowers as well as adult and junior competitive teams. “Our rowers head out to the Charles River in Boston, the holy grail of rowing,” she added.

Volz Bachofer said all of the improvements to ZLAC’s clubhouse are anticipated to be done in about 10 months. She said their plans include “replacing the landscaping on the perimeter of the club and putting in all-new fencing and gates as well as new signage.”

ZLAC’s president said the club would like to do more outreach into the community.

“We’ve been in Pacific Beach for a long long time, but I think a lot of people still don’t know about us,” Volz Bachofer said. “We want to be a good neighbor in Pacific Beach.”

Pedestrian-bike bridge in plans for new Balboa Avenue Trolley Station

The City has said it will include a pedestrian-bicycle bridge in plans for the new Balboa Avenue Transit Station, though there’s no funding for it.

The bridge, along with a shuttle to take people to the beach, are two things Pacific Beach Planning Group wants as trolley station amenities.

The Balboa Avenue Trolley Stop is one of nine planned for the Mid-Coast Trolley under development to extend trolley service from Santa Fe Depot downtown to University City. The extension will end at UTC and serve major activity centers including Old

Town and UC San Diego. Project construction began in fall 2016 and service is expected to begin in 2021.

The Balboa Avenue station is in a transit-oriented zone. Such zones promote higher housing densities and mass transit including bicycles and other multi-modal uses, as well as relaxing parking requirements for development.

It’s all part of the City of Villages strategy to encourage people to use alternative modes of travel other than the automobile, working toward the City’s Climate Action Plan. That plan calls for eliminating half of all greenhouse gas emissions in the City, and

for all electricity to be from renewable sources by 2035.

City planning director Mike Hansen recently told the City Council’s Land Use and Housing Committee that a study will be launched to evaluate the engineering and cost feasibility of a protected bike pathway over the Interstate-5 freeway for the trolley project.

The proposed pedestrian-bike bridge will likely be similar to two existing UC San Diego crossings over the I-5 freeway built at an approximate cost of $20 million each.

PB planners are mostly all in on the bridge.“I think this is a must,” said

PBPG president Henish Pulickal.

“Having a bridge or skyway is very necessary in this area.”

Added Pulickal, “Any pedestrian death in this area will likely cause the city more in legal damages than a bridge will cost.”

The City’s current alignment for the proposed bridge puts it at Bunker Hill Street. Some PB planners claim the bridge would be better placed at Magnolia Avenue, arguing that street is safer and less well-traveled. They also insist that Magnolia, being a dead-end street, could facilitate creation of a “mobility hub” allowing trolley riders to rent bikes, electric

scooters or hook-up with ride-booking apps Uber or Lyft.

Karin Zirk of environmental protection group the Friends of Rose Creek, offered her group’s perspective on the proposed bridge.

agmar Midcap is one busy woman. Besides being the weather anchor for NBC 7 San Diego’s evening newscasts, she has channeled her enthusiasm for animals and all things environmental into a documentary series titled "Down to Earth with Dagmar."

Last year found her in Africa filming her elephant translocation special. This year, she plans to highlight the endangered Sumatran and Javan rhinos, African spotted dogs, and Mexican grey wolves. “I love my main job as a weather forecaster, but I’m also passionate about preserving these species,” Midcap said.

The Beach & Bay Press recently caught up with her to ask about San Diego’s recent rainy and chilly weather. While Midcap certainly didn’t need to prove her weather forecasting credentials with us, we were definitely impressed when she predicted the exact time the rain would end on Saturday, which cleared the way for our quick photo shoot at Crystal Pier.

“I figured the rain would taper off at about 2 p.m.,” she said. “And it did.”

andwiched in between Rocky’s Crown Pub and Bayside Landing in Crown Point, The Menu continues to be a neighborhood eatery and community crossroads.

“I always wanted to be down by the beach, a place of my own, a local breakfast place,” confided owner, surfer and former landscaper Dave Russel. He bought the business from a friend in 2007 when it was a fish place.

“Since then we’ve made a lot of changes – but subtly,” said Russel, who considers himself a preserver of local history.

“San Diego’s changed so much, people don’t realize what it was,” he said. “I wanted to have that as something people could notice with the old pictures and older tables.”

The restaurateur noted “the dynamics of the neighborhood has changed a lot. The kids and the younger people can’t afford it anymore. We’ve got more families and young professionals.”

Russel praised his stable staff. “I still have many of the same employees I started with,” he said. “A few waitresses have switched out, but I have two that have been with me since the beginning. Two cooks

“We get really busy because we get a lot of comeback business, a lot of families that have been coming here for a long time as well as a lot of people from Imperial Valley and Arizona out to beat the heat,” Russel said.

The local music community’s biggest annual event, the San Diego Music Awards, takes place on March 11 at the House of Blues.

Featuring awards in 28 categories, the night will include musical performances from punk/hip hop group Planet B, blues singer Casey Hensley, singer-songwriters Veronica May and Shane Hall, hip hop combo Vokab Kompany, indie rocker Ariel Levine and The Redwoods Collective.

Making this year’s event extra special, the Lifetime Achievement Award will be given to Joe Flammini, founder of legendary coffeehouse Java Joe’s. Most recently located in Old Town, its list of addresses included Pacific Beach, where a young Jewel got her start.

There will also be a performance from an all-star group of musicians who were regulars at his venue, including Jason Mraz, Billy Galewood and Jeff Berkley.

City Council approves Mayor Faulconer’s parking reforms On March 4, the City Council adopted the latest of Mayor Kevin L. Faulconer’s “Housing SD” reforms by overhauling parking standards to reduce traffic and increase housing affordability and supply.

The parking reforms allow builders to develop units without parking to lower housing costs and encourage more residents to use transit in line with the goals of the City’s landmark Climate Action Plan. Key elements include: - Zero Minimum Parking Space Requirements – Zero minimum parking requirements for multifamily residential development within Transit Priority Areas (TPAs) defined as areas within a half mile of an existing or planned major transit stop.

- New Transportation Amenities – Based on a project’s ranking for vehicle trip reduction, transportation amenities would be required.

Amenities could include bicycle storage or repair stations; onsite bike share; transit pass subsidies; or onsite healthy food, retail or day care facilities.

- Unbundling Cost of Parking from Cost of Housing – Require any parking spaces that are provided be unbundled, meaning that the cost of parking must be paid separately and optional from the

purchase price or rent of a home.

- Affordable Housing Projects Incentivized – No unbundling is required for projects in TPAs that include at least 20 percent affordable units.

- Parking Maximum for Downtown – Parking may not exceed a ratio of one space per unit except under certain circumstances.

The parking reforms aim to reduce housing costs (each parking space costs between $35,000 and $90,000); decrease greenhouse gas emissions by shifting from cars to other modes of transportation; implement transportation amenities for community benefit; and increase housing and mobility options for residents.

“We need to get government out of the way so constructing homes becomes easier, less expensive and faster,” Faulconer said. “One of the ways we do that is by getting rid of outdated parking mandates that add significant costs to new housing. What we’re doing is separating the cost of parking from the cost to rent or buy a unit so San Diegans can choose for themselves to pay for a parking spot or go without parking if that works better for their lifestyle or financial situation.”

The City worked together with third-party transportation experts on a data-informed approach to determine how to best reform its parking requirement. This involved a technical peer city review, testing, policy benchmarking, review recent legislation and informational interviews.

Through the review of cities where parking policies have been successful, Seattle and Portland were identified as model cities.

Both eliminated parking requirements for multi-family units that resulted in a decreased automobile ownership, increased transit use, and greater housing production and affordability.

“These parking reforms set the city on the right path for the future as new mobility technologies emerge and younger generations increasingly want the option of living without a car,” said Mike Hansen, the City’s planning director. “It’s important to keep in mind that the proposed parking reforms are for future residential development projects near transit so this will be a big long-term change for San Diego, but the change will be gradual as new housing is built in the coming years.”

92nd annual Thursday Club Rummage Sale The 92nd annual Thursday Club Rummage Sale – San Diego’s largest thrift, estate and garage sale - will be held Saturday, March 9, from 9 a.m. to 4 p.m., and Sunday, March 10, from 10 a.m. to 2 p.m. in the large Balboa Park Activity Center. Mission Bay soccer teams finish successful seasons Boys soccer The Bucs, under head coach Joe Panian, finished with a record of 12-3-1. This included winning their league with a mark of 7-1. Mission Bay was defeated in the quarterfinal round of CIFs. According to Panian, key players this season included Victor Lopez (defender/leader) and Enrique Moreno (midfielder/playmaker).

“The team had a great season,” Panian noted. “They went 12 games unbeaten (lost first game of season and last one). They are a good group of guys who came

together this year. They won league and got the No. 1 seed for the playoffs. We scored 32 goals this season (two per game) and allowed 16 (one per game).”

Panian added that the Bucs did not have one dominant goal scorer, rather it was a team effort with 10 different players scoring this year (five goals by one player was the most).

Mission Bay lost in overtime of its CIF quarterfinal match to Mission Vista (who ended up winning CIF).

“That would be the only area that we fell short this season, which was

heartbreaking for this great team to lose in the quarterfinals,” Panian added.

Girls soccer Under head coach Jorge Palacios, the Bucs went 11-4-3, losing in the first round of the Division II CIFs. According to Palacios, leaders this season included Camrin Peaslee (16 goals), Juliette Tran (eight goals), Gina Queck (most impactful) and Andrea Clemente (most minutes played).
