By Susan de Castro McCann Redstone Review Editor LYONS –The Lyons Board of Trustees, BOT listened to a review of possible housing sites from the Boulder consulting group, Trestle, for flood replacement housing on Dec. 15. The list pared down from 26 original sites to three sites deemed the most viable included Bohn Park, the Dog Park and the Williams property owned by Sandy and Marsha Williams at 19680 N. St. Vrain at the east end of Apple Valley near the bridge. Trestle and PlaceMatters will present the same findings and site analysis for potential flood recovery housing on Monday, Dec. 22, from 6 to 8 p.m. at Rogers Hall for the public to review and make comments. The Dec. 22 presentation will include a background of the parcels that were evaluated. The board will make a decision at the Jan. 5 meeting to meet a March 2 deadline to apply for Community Development Block Grants for Disaster Recovery, which includes $4 million in funds allocated for Lyons housing projects. The Bohn Park site ranked highest on the list by Trestle. Although the Williams property did not rank highest on the list by the Trestle Group, the 25.54 acres, with seven acres estimated to be developable, seemed to
be the most attractive option to the board. Members of the BOT asked numerous questions of the Trestle Group including items such as information about access to utilities, timelines, walkability, infrastructure, etc. The board asked very few questions about Bohn Park or the Dog Park sites. All the sites had some drawbacks. The parklands would require a vote of the people if the town chose to use the property for flood replacement housing. The Williams property may or may not require a vote to annex the property depending on whether the town bought the property or whether a developer or town-developer partnership bought the property. Several Trustees said that they would not try to avoid having a vote of the people by buying the Williams property outright. The price of the property is unknown at this time. Much of the land was damaged by the flood and is located in the floodway. However seven acres are out of the flood area and suitable for building. The board instructed staff to get two independent appraisals for the property, which is inside the Lyons Planning Area and approved by Boulder County for possible annexation. If the Williams property is chosen as the best site by the BOT for flood replacement housing, this would mean that the board
would not need to hold an election to ask people if they can use park land for the replacement housing. The group that formed in Lyons, Save Our Parks and Open Space, gave a signed petition to the town board by Gerald Cimmet and Bob Brakenridge to hold an election asking voters to require a vote of the people Continue Town on Page 14
