The reviewer said, “Julie’s Thai Kitchen in Lyons is worth the drive when you want to experience this cuisine in all of its intricately spicy glory. Julie’s take is a textbook version boasting green curry paste, coconut milk and wonderfully aromatic fresh Thai basil. What makes this curry, also available with shrimp, beef and tofu, rise above the rest is a free hand with fresh herbs such as lime leaf and vegetables that haven’t been cooked into submission.” The reviewer called it a comforting dish. HUD competition, wastewater and electric rate increases discussed by BOT By Susan de Castro McCann Redstone Review Editor LYONS – At a workshop on affordable housing held before an early January town board meeting, Cody Humphrey, housing recovery coordinator, told the board that some of the dates were pushed back as to when the town would learn about receiving funding for a proposed Lyons Resilient Replacement Housing development in the eastern corridor. Lyons hopes to get some of the $1 billion that the Department of Housing and Urban Development (HUD) is offering in a competition. The Town of Lyons applied for $6.75 million from the National Disaster Resiliency Competition, which is a nationwide contest open to all states and municipalities that have had major devastation disasters destroying homes, buildings and land due to floods, fire, hurricanes, tornados or other disasters. Lyons entered the competition under the state of Colorado’s application to HUD for $419 million for disaster relief funding. If Colorado receives the $419 million it is asking for, Lyons hopes to receive $6.75 million of that pot for a development project in the eastern corridor. Those entering the competition had to create a plan to build disaster-resistant buildings that are energy efficient and can survive a natural disaster for several days without using traditional power sources. The competition is funded by the Rockefeller Foundation and HUD. The competition originally planned to

announce which states received funds by the end of January, but now that announcement won’t come out until the end of February. The state has added additional procedures to distributing the funding that Colorado might receive, and that could delay the announcement for whatever funding Lyons is eligible to receive until sometime in June. Through a separate grant the town was able to hire Matt Manley, a planner who will create a master plan for the Lyons Planning Area including the eastern corridor, Apple Valley, Old South St. Vrain, and other places in the planning area all over town. At its regular meeting, the Lyons Board of Trustees (BOT) approved an ordinance to do away with seasonal utility rates. This increase is about $8 per month for the winter months.

The Utilities and Engineering Board (UEB) has been working diligently to come up with a reasonable solution to make the Electric Fund solvent and create a reserve in the fund to handle emergencies. Last month the board members imposed upon themselves a stipulation to have a three-month reserve in the Electric Fund, but so far that hasn’t happened. MEAN (Municipal Energy Agency of Nebraska), the agency which supplies electricity to Lyons, raises the rates in April every year and Lyons falls behind by not quite raising rates enough to catch up and by delaying raising the rates until late in the year. The BOT is trying to become more proactive on the issue. The board decided last month that if any fund falls behind the three-month fund reserves then the BOT has to review the fund balance. The board also passed an ordinance to raise wastewater rates by about $6 per month. The new water treatment plant is now up and runContinue BOT on Page 8

Candidates who have taken out packets for Lyons Trustee and Mayoral election By Susan de Castro McCann Redstone Review editor LYONS – Only four potential candidates have pulled packets for a potential run for the Lyons Board of Trustees (BOT). As of Jan. 11 Connie Sullivan (current Mayor Pro Tem) who with her husband Neil owns the Lyons Market, has pulled the only packet to run for Mayor so far. Those who have pulled packets for Trustee so far are: Juli Waugh (former

Trustee) who with her husband Kenyon owns the Lyons Dairy Bar; Barney Dreistadt (current Trustee) who has worked with the volunteers nonstop since the flood and is the BOT liaison to the Arts and Humanities commission and the Economic Development Commission; and Jim Kerr (current Trustee) who is retired, moved here from Michigan and is the BOT liaison with the Utilities and Engineering Board and the liaison for the Planning and Continue Candidates on Page 8
