LYONS – The April 6 Board of Trustees meeting was preceded by three workshops covering Sundance housing opportunities, a streamflow study update, and wildfire education and resiliency strategies. A representative from Sundance shared that the 2027 Sundance Film Festival, scheduled for January 21–31, 2027 and hosted in Boulder, is expected to bring between 70,000 and 90,000 attendees. With limited lodging available in Boulder, surrounding communities such as Lyons may have opportunities to provide accommodations and host arts and cultural events. Lyons’ existing RV winter hookups could also be one potential option. Utilities and Engineering Director Aaron Caplan presented results from a streamflow diversion study on the North St. Vrain Creek, which documents existing infrastructure and identifies ways to better measure and manage flows to support environmental needs. Town Planner Lisa Ritchie also reviewed prior discussions on wildfire preparedness and outlined additional strategies the town could consider to improve education and resilience. Town Administrator Victoria Simonsen’s full report is available via the online agenda, with several key updates highlighted during the meeting. The town election was held on April 7, and more than 670 of 1,700 registered voters had submitted ballots. Results are posted at the town hall and on the town website. The Safe Routes to School grant process will begin with neighborhood meetings, with the first scheduled for April 29 from 5:30 p.m. to 7 p.m. at the library.
The Lyons Fire Protection District and Wildfire Partners will host a limb drop-off and chipping event on May 9 from 8 a.m. to noon at the Public Works Facility, and Boulder County continues to offer a neighborhood chipping program for groups of at least five households. The staff has submitted applications totaling $1.76 million in federal funding to support wastewater treatment plant improvements, and an additional grant request will be presented in May for stormwater culvert repairs between Fourth and Fifth Avenues, with the town providing a 50 percent match. The board also approved resolutions adopting the Lyons Fire Protection District Community Wildfire Protection Plan and accepting the updated streamflow bypass study. An update from Community Programs Director Kim Mitchell was presented to the board regarding the Business Recovery Loan Fund, which has supported both local business loans and community investments since the flood, and recently supported wayfinding signage, outdoor seating in the public right of way along Main Street, and a variable message sign with a speed radar trailer. The board supported use of the repayment and interest funding for 2026, with a focus on off-season marketing, including opportunities tied to the Sundance Film Festival, as well as off-season event development, public right-of-way improvements, and other efforts to support economic vitality. Finally, the board discussed wildfire resiliency planning and determined that longer-term strategy development should be led by the incoming Board of Trustees. Given the importance of the issue, staff were directed to evaluate the cost of basic mitigation measures so that the incoming board can move forward with informed decision-making.
Canada. The focus of this workshop was an assessment of the current town hall building, which originally operated as a diesel-electric generating plant beginning in the 1930s before being converted to municipal use in the 1960s. Based on preliminary results, Stantec recommended continuing the Phase II assessment to better understand seasonal variations in indoor air quality, particularly related to petroleum-based contaminants. Staff have noted stronger diesel odors during warmer months. Stantec also recommended pursuing funding through the Colorado Department of Public Health and Environment’s Brownfield Assessment Grant to support development of a site cleanup plan and a preliminary human health risk assessment. Potential interim measures could include portable air filtration systems and targeted treatments to reduce vapor intrusion. Additional details are available on the town website.
