BOARD REPORT

July 16, 2015 Special report to the public Trustee Mary Graham stated that she attended the Comprehensive Adult Student Assessment Systems (CASAS) National Summer Institute where she participated in discussions on how to better integrate education and the workforce. She also reported that she attended the California Community Colleges’ Success Network (3CSN) Leadership Institute and took part in sessions related to professional development for faculty. Trustee Rich Grosch reported that he attended the Propositions S and N Citizens’ Oversight Committee (COC) meeting and recognized Chair and longtime member Evonne Schulze, whose term is expiring this year. Trustee Grosch also praised the Facilities Management department for their positive work with the COC. Trustee Bernie Rhinerson reported on Campaign for Free College Tuition, a non-profit organization working to reform the nation’s system for financing higher education, specifically to provide free tuition for community college students. He encouraged his fellow Board members and the District to support the legislative initiatives and campaign for this purpose. Trustee Peter Zschiesche thanked Communications Director Jack Beresford for his efforts in promoting Miramar College’s annual Life Science Summer Institute. He also reported that he attended an event where Congressman John Lewis featured his graphic novel “March,” which he recommended due its relevancy and historic value. Trustee Maria Nieto Senour reported that she also attended the Propositions S and N COC meeting. She mentioned that she was impressed by the recent San Diego Union-Tribune article on the homeless student population at City College and thanked Director Jack Beresford for successfully encouraging the local media to cover this issue. Trustee Senour also reflected on recent events of historic significance, notably the Supreme Court’s ruling to legalize same-sex marriage, President Barack Obama’s visit to a federal prison (the first sitting U.S. President to do so), and the removal of the Confederate battle flag from the South Carolina Statehouse. Chancellor Constance Carroll reported that the state’s recalculation of 2014-15 community college full-time-equivalent students (FTES) enrollment, known as the P-2 Report, has been released. This report credits the San Diego Community College District (SDCCD) with an additional 223 FTES, which will yield additional funding in the amount of $774,842. The report also notes that the SDCCD has now reached a growth rate of 5.4%, almost twice the overall growth rate of 2.7% reported for the California Community Colleges. Dr. Carroll indicated that planning is underway in the District for sustaining this FTES growth level and reaching the new target of 3% growth that is included in the 2015-16 state budget. The Chancellor also introduced the new President of San Diego Continuing Education, Dr. Carlos Cortez, who made comments regarding his pleasure in joining the District and first days on the job. Student Trustee Olivia Light reported that Miramar College held its annual Life Science Summer Institute, aviation maintenance technology students are rebuilding a World War II fighter plane, and planning is underway for the “Invest in Success” event; and City College held a successful “Student Success Day” event. She also reported that student representatives from City, Mesa, and Miramar colleges will be participating in the 2015 San Diego Pride Parade and an upcoming student leader training session on changes to Title IX.

At its meeting of July 16, 2015, the Board of Trustees: • Announced from Closed Session that the Board approved the following actions: approval the 2014-2017 Handbook for the Management Employees Unit and the 2014-2017 Handbook for the Supervisory and Professional Administrators Association (SPAA) Unit. • Heard public comments by Professor Lupe Gonzalez, a Counselor at Mesa College, and Professor Rick Cassar, a Counselor at Miramar College, who spoke on behalf of the AFT Guild Local 1931 regarding outstanding issues under negotiation for the AFT Guild Local 1931 College & Continuing Education Faculty collective bargaining agreement; and by SPAA Unit President Kurt Hill, who announced that the SPAA unit has voted in favor of ratifying the handbook, and also thanked the Board for approving it during today’s Closed Session.
