BOARD REPORT

July 16, 2015 Special report to the public Trustee Mary Graham stated that she attended the Comprehensive Adult Student Assessment Systems (CASAS) National Summer Institute where she participated in discussions on how to better integrate education and the workforce. She also reported that she attended the California Community Colleges’ Success Network (3CSN) Leadership Institute and took part in sessions related to professional development for faculty.

Trustee Rich Grosch reported that he attended the Propositions S and N Citizens’ Oversight Committee (COC) meeting and recognized Chair and longtime member Evonne Schulze, whose term is expiring this year. Trustee Grosch also praised the Facilities Management department for their positive work with the COC. Trustee Bernie Rhinerson reported on Campaign for Free College Tuition, a non-profit organization working to reform the nation’s system for financing higher education, specifically to provide free tuition for community college students. He encouraged his fellow Board members and the District to support the legislative initiatives and campaign for this purpose.

Trustee Peter Zschiesche thanked Communications Director Jack Beresford for his efforts in promoting Miramar College’s annual Life Science Summer Institute. He also reported that he attended an event where Congressman John Lewis featured his graphic novel “March,” which he recommended due its relevancy and historic value.

Trustee Maria Nieto Senour reported that she also attended the Propositions S and N COC meeting. She mentioned that she was impressed by the recent San Diego Union-Tribune article on the homeless student population at City College and thanked Director Jack Beresford for successfully encouraging the local media to cover this issue. Trustee Senour also reflected on recent events of historic significance, notably the Supreme Court’s ruling to legalize same-sex marriage, President Barack Obama’s visit to a federal prison (the first sitting U.S. President to do so), and the removal of the Confederate battle flag from the South Carolina Statehouse.

Chancellor Constance Carroll reported that the state’s recalculation of 2014-15 community college full-time-equivalent students (FTES) enrollment, known as the P-2 Report, has been released. This report credits the San Diego Community College District (SDCCD) with an additional 223 FTES, which will yield additional funding in the amount of $774,842. The report also notes that the SDCCD has now reached a growth rate of 5.4%, almost twice the overall growth rate of 2.7% reported for the California Community Colleges. Dr. Carroll indicated that planning is underway in the District for sustaining this FTES growth level and reaching the new target of 3% growth that is included in the 2015-16 state budget. The Chancellor also introduced the new President of San Diego Continuing Education, Dr. Carlos Cortez, who made comments regarding his pleasure in joining the District and first days on the job.

Student Trustee Olivia Light reported that Miramar College held its annual Life Science Summer Institute, aviation maintenance technology students are rebuilding a World War II fighter plane, and planning is underway for the “Invest in Success” event; and City College held a successful “Student Success Day” event. She also reported that student representatives from City, Mesa, and Miramar colleges will be participating in the 2015 San Diego Pride Parade and an upcoming student leader training session on changes to Title IX.

At its meeting of July 16, 2015, the Board of Trustees: • Announced from Closed Session that the Board approved the following actions: approval the 2014-2017 Handbook for the Management Employees Unit and the 2014-2017 Handbook for the Supervisory and Professional Administrators Association (SPAA) Unit.

• Heard public comments by Professor Lupe Gonzalez, a Counselor at Mesa College, and Professor Rick Cassar, a Counselor at Miramar College, who spoke on behalf of the AFT Guild Local 1931 regarding outstanding issues under negotiation for the AFT Guild Local 1931 College & Continuing Education Faculty collective bargaining agreement; and by SPAA Unit President Kurt Hill, who announced that the SPAA unit has voted in favor of ratifying the handbook, and also thanked the Board for approving it during today’s Closed Session.

BOARD ACTIONS (continued) • Conducted the first reading of Board Policy: BP 2015 Student Membership(s), BP 3200 Student Government and Organizations, BP 3301 Nonresident Tuition, and BP 5015 Residence Determination, following comments by Vice Chancellor of Student Services Lynn Neault with approval to proceed with the next steps of review.

• Approved new or revised courses and programs; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and approved the Student Fee Schedule for 2015-16.

• Approved the appointment of the following individuals to represent the SDCCD on the San Diego Adult Education Regional Consortium: Continuing Education Vice President Brian Ellison and faculty member Rachel Rose; authorized agreements with Neighborhood House Association to provide education and various services at the Child Development programs at City, Mesa, and Miramar colleges; a 3-year agreement with the Regents of the University of California for the Puente Project at City College; a Site License Agreement with the Foundation for California Community Colleges for the use of Miramar College facilities for the State of California, Department of Consumer Affairs, Bureau of Automotive Repair’s Smog Check Referee and Student Technician Training Program; with SBG Technology Solutions for Homeland Security and Administration of Justice courses at Miramar College; and with the California Department of Education for operation of the Child Development Centers at City, Mesa, and Miramar colleges.

• Accepted grants from the California Community College Chancellor’s Office, Funds for Student Success for the San Diego Early/Middle College High School program at City College; from the Arthur N. Rupe Foundation for the Certified Nursing Assistant program at Continuing Education; from the California Department of Rehabilitation for the College 2 Career program districtwide; from the Grossmont-Cuyamaca Community College District Auxiliary for services in support of the $50M CTE Enhancement at San Diego City, Mesa, and Miramar colleges, and Continuing Education; and from Feather River College for faculty training related to Sector Navigator and Deputy Sector Navigator roles in biotechnology at Miramar College.

• Authorized the increase of a current contract with the U.S. Navy Contract Instructor Program at the Navy Technical Training Center, Meridian, Mississippi from $665,036 to $744,582; ratified the commercial lease for office space for the PeopleSoft Implementation Project’s Campus Solutions Team located at Mission Valley Terrace, 3443 Camino del Rio South, San Diego, CA 92108; and approved a contract with Withers Bergman LLP for the development and implementation of a Planned Giving Program with the District, Colleges, and Continuing Education foundations.

• Approved purchase orders prepared during the month of May 2015; various personnel actions including sabbatical leaves for the 2015-16 academic year and contracts of employment for certain president, vice chancellor, and vice president positions; the 2014-15 Fourth Quarter Financial Report; certified short-term personnel service effective on or after July 17, 2015; and in regards to the District’s FICA Alternative Plan, authorized the adoption and restatement of the 401(a) Plan, and the adoption of the 457 Plan and related Plan documents, with comments

by Vice Chancellor of Human Resources Will Surbrook.

• Awarded contracts to Diversified Window Coverings for window coverings at the City College Business and Humanities building, Solpac Construction Inc. for the maintenance facility expansion project at Miramar College, PK Mechanical Systems Inc. for the south campus improvement project at Miramar College, A & A Contracting Services Inc. for gas service to selected fume hoods at the Math+Science Complex at Mesa College, Southwest Construction Services for the Police Academy Training Facility project at Miramar College, Fordyce Construction Inc. for air conditioning replacement and re-roofing at the SDCCD College Police Station at the District Service Center, and C.W. Driver for the Fine Arts building project at Mesa College.

• Approved the District’s Five Year Capital Construction Plan for submission to the California Community Colleges Chancellor’s Office; declared an emergency pursuant to public contract code 20654 for expenditures to complete repairs to the existing chilled water line at Miramar College; approved change orders exceeding ten percent to AO Reed, RAP Engineering Inc., and Williams and Sons Masonry Inc. for the Continuing Education César Chávez building project; approved change orders exceeding ten percent to Kinsman Construction Inc. for the gym louver replacement project at Mesa College; and ratified change orders exceeding ten percent for the Continuing Education César Chávez building and parking structure, following comments by Vice Chancellor of Facilities Christopher Manis.

• Approved the appointment of Propositions S and N Citizens’ Oversight Committee member to serve a two-year term, from July 1, 2015, to June 30, 2017: Dr. Jane Gawronski, who was nominated by Trustee Rich Grosch; and the appointment of a student member to serve a one-year term, until June 30, 2016: William Newell, who was recommended by the United Student Council.

• Following an introduction by Vice Chancellor of Facilities Christopher Manis, presented Propositions S and N Recognition Awards for Exemplary Performance to the following contractors and small businesses: Bergelectric, JE Moore Consulting, and K & Z Cabinet Company Inc. • Heard a status report by Vice Chancellor of Student Services Lynn Neault on summer enrollment.

• Received an update on the Continuing Education César Chávez Campus by Vice Chancellor of Facilities Christopher Manis with an introduction by Continuing Education President Carlos Cortez.
