ear that clanking sound? That’s a tin can being kicked down the road… again. Despite our tireless efforts urging Governor Newsom and like-minded legislators to support meaningful, longterm solutions to produce housing for Californians, they made the politically expedient decision to enact feel good legislation for short-term gain. By kicking that can down the road, the ongoing housing crisis will get worse for all of us.

As a result of the new laws they enacted, it is certain many more Californians will experience housing insecurity. EVERYONE in California will feel the impact of these new laws, including landlords and renters, our family and friends.

Last month, I submitted an Op-Ed to the Times of San Diego (published September 12, 2019) explaining why bills like AB 1482 will be bad for all Californians.

Next year, California will have new laws addressing annual caps on rent increases, requiring landlords pay for certain tenant relocations, Just Cause, prohibiting Source of Income Discrimination, and increasing the amount of time landlords will need for noticing tenants. These will conjure unintended consequences, making California’s housing crisis worse.

Proponents say these laws will protect tenants, bring stability to the rental market and prevent more Californians from becoming homeless – These laws only provide a false hope. The reality is these laws will usher an exodus of small, independent owners from our industry and guarantees renters will see their rents increase every year as landlords feel compelled to raise rents so they can have the means necessary to maintain and operate their properties.

Employers will experience greater difficulty attracting and retaining entry and mid-level employees and a greater competitive disadvantage

versus other companies operating in states where housing costs are much less expensive.

Our workforce, seeing their housing costs rise, will relocate outside of California to states with lower housing costs. What about our children or grandchildren? We’re seeing friends and family exiting California because of mounting housing costs.

None of these new laws will create more housing.

The situation is dire, if not dismal.

So, should we stop fighting and concede?

I say HECK NO! We must act with greater determination and passion than those who supported AB 1482 and anti-housing legislation. If you’re mad, what are you going to do about it?

It is all up to us. We need to speak louder and be more persistent and determined than those who disagree with us. Let’s channel our frustration to change the narrative locally and in Sacramento. We must tell our elected representatives that we are disappointed with laws like AB 1482 and we can no longer endure or tolerate artificial price controls or regulations that impede our ability to provide housing. If they cannot solve California’s housing crisis, then we must support candidates who can.

We also must engage those who disagree with us. The housing crisis is not an “us versus them” issue – the housing crisis affects everyone. Like us, they are just as frustrated with our elected officials for kicking the can down the road. Convince them that more bad policies will not create the housing for those who need it the most and that cities like Los Angeles and San Francisco, which have rent control, remain the most unaffordable housing markets in the United States.

I say thank you to everyone who supports the SCRHA and who contacted their elected officials urging them to oppose legislation like AB 1482. SCRHA is one of the oldest and most effective organizations in Southern California because of members like you.

e battled until the very end and kept fighting despite the odds. Unfortunately, our efforts were undermined by compromises and concessions made by other organizations, reviving a bill that was essentially dead. However, we are not done fighting to protect you and the rental housing industry.

The Southern California Rental Housing Association (SCRHA) will remain your most important rental housing resource. The SCRHA’s mission is “To protect and preserve the economic vitality of the rental housing industry in California and the nation.” We will, now and always, aim to meet its mission by providing all members the products, services, and training necessary to operate and flourish in the present environment.

All members need to know about very important laws going into effect January 1, 2020. I’m sure you have read in our numerous alerts and calls-to-action, there are new state laws placing caps on annual rent increases, imposing Just Cause, increasing time requirements for landlords on noticing tenants, and prohibiting Source of Income Discrimination.

From now through next year, the SCRHA will be providing members information and resources they need to comply and operate efficiently within the new laws. Stay tuned because we will have seminars, training sessions, white papers, and other resources to keep you abreast of new laws taking effect in 2020.

AB 1482 (Chiu) Tenant Protection Act of 2019:

Rent Caps Quick Facts

By California Rental Housing Association the Assembly on 48/26 vote. The Governor will sign the bill soon, but no later than October 13th (the bill signing deadline). Below is an analysis of the new law:

As you know, Governor Newsom called for statewide rent control in his State of the State Address in January. Throughout the year, CalRHA has engaged in ongoing negotiations with the Governor and Legislature on this issue.

Ultimately, the Governor pushed a deal through the Legislature via AB 1482, which will cap annual rent increases in California at 5% plus CPI and require landlords to have “just cause” in order to evict tenants. The bill passed out of the Senate on September 10th on a 25/10 vote, then passed out of

KEY PROVISIONS • Caps annual rent increases at 5% plus the change in cost of living, as measured by the Consumer Price Index (CPI), for all rent increases occurring on or after March 15, 2019

the rent twice within 12 months of March 15, 2019, but not more than 5% plus CPI • Beginning January 1, 2020, requires landlords to have just cause in order to evict tenants for tenants who have occupied a unit for at least 12 months, or up to 24 months when an adult tenant adds onto a lease (change in roommates)

• If a landlord increases rent by more than this cap between March 15, 2019 and January 1, 2020, the rent on January 1, 2020 must be what the rent was on March 15, 2019, plus 5% plus CPI

• Landlords will still be able to evict for at-fault reasons, e.g. failure to pay rent, breach of lease, criminal activity, creating a nuisance, committing waste, refusal to execute a written extension or lease renewal, refusal to allow owner to enter

• Authorizes landlords who increased rent by less than 5% plus CPI between March 15, 2019 and January 1, 2020 to increase

• Landlords can also evict for no-fault reasons, e.g. when the owner or their family plans to occupy the property, if they want

to remove the property from the rental market, if they intend to substantially remodel the property, if they are ordered to vacate by a government agency or court • Requires landlords to provide relocation assistance via one month’s rent or rent waiver fornofault evictions within 15 calendar days of serving notice, and to notify tenants of the relocation assistance • Does not amend Costa Hawkins, so local governments cannot apply a local rent cap to units not covered by Costa Hawkins (i.e. single family homes, multi-family units built after 1995) • Does not contain vacancy decontrol provisions, so units can return to market rent prices when vacated

• Contains a 10-year sunset, so the requirements in the bill will expire in 2030

• Units subject to existing rent control or just cause eviction requirements

EXEMPTIONS Owners of exempt properties must provide tenants with a specific notice regarding the exemption starting July 1, 2020. For tenancies existing before July 1, 2020, this notice may be provided in the rental agreement, but written notice must be provided by August 1, 2020, or as an addendum to the lease or rental agreement. For tenancies starting or renewed on or after July 1, 2020, this notice must be provided as an addendum to the lease or rental agreement, or as a written notice signed by the tenant, with a copy provided to the tenant.

• Deed-restricted affordable housing and dormitories

The following residential properties are exempt from the requirements in AB 1482:

Cities giving Mixed Reaction to SANDAG’s Housing Number Mandates

The San Diego Association of Government (SANDAG) Board of Directors voted last month determining how many housing units the county and each city in the San Diego region will need to build between 2021-2029. Last year, the California Department of Housing and Community Development (HCD) issued new mandates requiring all local governments in the state to build a set number of new housing units for the next eight years beginning in 2021.

California HCD has determined the San Diego Region will be responsible for building approximately 172,000 new housing units during the 2021-2029 cycle. The San Diego region was responsible for planning 161,980 units in the current cycle. SANDAG has been in the process of determining how many low, lower, and moderate-income housing units to allocate to San Diego County and all eighteen cities.

How SANDAG has determined those numbers under the Regional Housing Needs Assessment (RHNA) process has left many San Diego cities feeling dissatisfied.

In February 2018, the state’s HCD issued a report stating that California’s housing production was falling well short of what was needed for the past

ten years. The report concluded that the state was producing less than 80,000 units well short of the 180,000 new units California is supposed to be building to keep up with present demand. Among the reasons why California was building so few units for the past decade was due to cities failing to meet their individual housing goals. HCD changed its requirements to ensure cities and counties meet their assigned housing targets.

Under previous cycles, cities and counties were only required to submit their housing elements to HCD providing the number of ‘planned’ new housing units. Changes in state law will require local governments to plan and build the number of new units assigned to them during the 2021-2029 cycle.

Jurisdictions that failed to meet their RHNA number requirements from the previous cycle received a penalty requiring the local government to plan or build more homes in the next cycle. Cities such as Del Mar, Imperial Beach, Lemon Grove, National City, and Solana Beach learned they will be required to build more homes in the upcoming cycle.

While most San Diego cities will see increases in their housing requirements in the next cycle, some cities complained they were be given more housing than they can accommodate. For example, the City of Del October 2019 socalrha.org | 11

Mar was allocated 163 units, a 167% increase, and the City of Solana Beach was assigned 876 housing units, a 157% total increase. Other cities like Lemon Grove will need to build 1,365 new housing units, Imperial Beach will need to build 1,375 new units and National City will be responsible for building 5,043 units. The cities argued adding so many homes will increase traffic, reduce parking, and cause other problems affecting their residents’ quality of life. Despite the criticism made by the cities, the SANDAG Board of Directors approved the draft plan on September 6.

housing units. In August, the San Diego City Council approved the Morena Corridor Community Update adding 9,000 new housing units. The City Council in September approved its Community Plan Update for Mission Valley adding another 28,000 new housing units and a package of infrastructure projects to accommodate the added housing units. The Southern California Rental Housing Association supports the updating of community plans to accommodate the housing units we need to meet demand and address affordability.

Not all cities were displeased with the outcome, some cities acknowledged that local governments must do more to build more housing to improve affordability. City of San Diego agreed to take a majority share of proposed homes for the San Diego region. Last month, San Diego accepted SANDAG’s recommendation to build 107,901 new units over the next ten years.

El Cajon Council to Adopt Multiyear Sewer Fee Increase

City of San Diego is in the process of updating its 42 Community Plans. So far, San Diego has updated 14 Community Plans adding 46,000 additional

El Cajon’s 17,000 customers will see their sewer rates increase over the next five years. City Officials say the increase is necessary to pay for existing and future sewer facilities and avoid incurring a spending deficit. Sewer rates were last changed in 2011.

The El Cajon City Council in August agreed it should adopt the increase but scheduled a hearing for October 8 to have public discussion on the increase.

$48.31/month for sewer services could see their monthly sewer bill increase to $55.09 in 2020, $61.22 in 2021, $69.70 in 2022, $77.35 in 2023 and $88.76 in 2024.

Pre-Planned Water Rate Increase take Effects in San Diego

Water rates for City of San Diego customers rose another 6.28% beginning September 1. The rate increase was a part of a five-year plan adopted by the City Council in 2015. The rate plan is to help the city pay for existing and new water projects and absorb higher water charges from the San Diego County Water Authority. Single-family residential customers that use approximately 9,000 gallons of water a month will see their rates rise an additional $5.58/ month. City of San Diego is presently performing a new Cost of Service Study which is expected to be completed in 2020.

San Diego County, Cities closer to adopting Community Choice Energy Model

A number of San Diego cities are closer to initiating and participating in a Community Choice Aggregate (CCA) Energy Model for the San Diego Region. The

San Diego Region’s CCA could begin operating as soon as 2021 if approved by the California Public Utilities Commission (CPUC) in 2020. More local governments are moving over to CCA models because studies show CCA will lower utility rates for ratepayers and generate additional income for local governments.

CCAs enable local governments to purchase electricity and sell electricity to customers enrolled in the CCA. Investor Owned Utilities (IOUs) will remain responsible for generating and delivering electricity and maintaining the electrical grid.

However, local governments must complete a series of steps and submit a report to the CPUC for the CCA’s approval. There are 19 CCAs currently operating in California.

In August and September, Carlsbad, Encinitas, San Diego, and Santee took individual actions moving them closer to creation of the CCA. The Carlsbad City Council approved a report to study the feasibility of the Joint Powers Authority (JPA) and approved another study analyzing the CCA’s governance model. The San Diego County Board of Supervisors voted to initiate talks with other San Diego cities considering participation in the Joint Region Community Choice Energy program. County staff will

return to the Board of Supervisors to report on the status of those talks later in October. Supervisors will decide at that time if the County should participate in the CCA with other cities.

The San Diego City Council’s Environment Committee on September 13 voted to recommend creating the Joint Powers Authority; the recommendation will go to the full City Council for final approval. San Diego and other cities must submit their reports to the California Public Utilities by end of this year. It will take one year for the CPUC to evaluate the reports.

If the CPUC approves the reports next year, the regional CCA can begin operation in 2021.

HOUSING FOR VETERANS

By U.S. Representatives Mike Levin (CA-49) and Scott Peters (CA-52) In Southern California like communities across America veterans are our family, friends, and neighbors.

As servicemembers transition to lives outside of the military, it is our duty to make sure that they have ongoing support and care. One of the most effective ways to do this is by providing housing support.

Countless studies highlight the benefits of providing veterans housing. Recently, we had the opportunity to hear from veterans and advocates about how housing needs can be addressed in our communities when we held a field hearing hosted by the House Veterans Affairs Economic Opportunity Subcommittee on August 22.

What we learned was clear: landlords are key partners in this process. You can do your part by accepting Department of Housing and Urban Development —Veterans Affairs Supportive Housing (HUD-VASH) vouchers. Veterans who use HUD-VASH vouchers receive vital services that help them stay healthy and connected to the community.

Unfortunately, many of these vouchers currently go unused because there are not enough landlords that accept them. The consequences are devastating in our region, where housing is particularly expensive and it’s hard to find affordable units.

Some public housing agencies have already stepped up to offer financial incentives to landlords that house veterans, including security deposits, reimbursement for damages, and leasing bonuses. Working to eliminate veteran homelessness is a task we all must be involved with.

It is well past time that we reject the narrative that veterans who served our nation are broken. Notices

By Southern California Rental Housing Association Under California Civil Code, a landlord must provide written notice if a resident has not paid rent on time or if they are asking a tenant to comply with the provisions of their rental agreement. A landlord can do this by serving a Three-day Notice to Pay or Quit and a Three-Day Notice to Perform Conditions andor Covenants or Quit, respectively.

It is important the notice is completed and that the names, addresses, and other information is accurate.

Three-Day to Pay or Quit A landlord can provide a Form 400, Three-day to Pay or Quit notice if the tenant fails to pay rent on time. The landlord should include the exact amount of rent that is due by tenant. If a landlord accepts any amount of payment from the tenant during the three-day period, the notice is considered resolved and you may need to issue another Threeday notice if the resident did not pay the full rent. A landlord may refuse to accept an amount that is less than full rent.

• Do not include late fees in the notice when serving the notice.

• Landlords must provide a physical address (NO PO Boxes)

so the tenant(s) has the option to deliver their rent payment in person to the address. *If your resident(s) have the ability to directly deposit rent in to your account or pay rent online, you may wish to disable that access as any partial deposit or payment could be considered “accepting rent,” meaning you will have to start the three-day process over.

Three-Day to Perform Conditions and-or Covenants or Quit If the tenant is in violation of the rental agreement, but the landlord is giving tenant an opportunity to correct the violation, members can use the Form 410, Three Day Notice to Perform Conditions and-or Covenants or Quit. *It is typically recommended that property owners and managers talk with residents first, and if the problem isn’t resolved, then issue a written notice to comply before issuing a three-day. This helps establish a paper trail of the landlord giving tenants an opportunity to cure violations prior to resorting to termination/eviction.

Three-Day Notice to Surrender Form 405, Three-Day Notice to Surrender is used to inform

the tenant that the violation is egregious to the extent the tenant cannot remedy or correct the violation and the tenant(s) has three days to surrender the unit to the landlord. SCRHA members should use Form 405, if asking a tenant to surrender a rental unit when they are: • Using a rental unit for an unlawful or illegal purpose (For example, a tenant uses the unit for the dealing or manufacturing of drugs or weapons).

• Committing the crime of domestic violence, sexual assault, or stalks another tenant or guest.

• Becoming a nuisance or is intimidating other residents.

Proper Service of Three-Day Notices Notices should list all residents 18 or over named on the rental agreement and make enough copies for each resident to receive their own copy of the notice. The rental owner or manager can serve notice to the tenant(s) using the following options: • Personal Service: the rental owner, manager or agent physically delivers the notice inperson to the tenant(s). The rental

owner or agent can deliver it to the tenant’s residence or place of employment.

• Substituted Service: If the owner or agent cannot deliver the notice directly to the tenant, they can deliver the notice to a person at the tenant’s residence “of suitable age and discretion” such as another adult, 18 years of age or older, living at the household.

• Posting and Mailing: If the notice could not be delivered by personal or substituted service, the rental owner, manager or Name of Notice

o Tape or secure the notice addressed to the tenant in a conspicuous location of the tenant’s unit, like the front door.

o The notice should also be mailed first-class the same day to the tenant’s address. The landlord should create a duplicate copy of the notice and place the notice in a sealed envelope with prepaid postage addressed to the tenant. *If you are posting and mailing, you will need to make several copies of your notices, as each individual should

receive their own copy. For instance, if you have two residents in your unit, you will want to have six copies of your notice ready in case you need to post one set, mail the other and have remaining copies for your file.

Counting the Three Days It is important to note how to properly count the days. The day you serve the notice is not included in the three days. Day 1 starts the day following serving the notice.

Wildfire Planning for Business: Prepare, Respond, Recover

By Michelle Rosales, MPH, CIH, Forensic Analytical Consulting Services Despite regular tips and pleas from the United States Forest Service and other agencies, wildfires still happen and wildfire planning is still needed.

Whether ignited by a careless camper or a lightning storm, it’s 100 percent certain that forests are going to burn, highways are going to be closed, and people are going to suffer the effects of the smoke, heat, and flames wildfires produce.

It happens, without fail, every year.

It’s impossible to predict where the next wildfire will start or which cities will be affected. We don’t know how many acres will burn or how many homes and businesses will be destroyed. All we know for sure is that wildfires will continue to occur.

What can you do?

That’s what we’ll discuss in this

article. We’ll describe the basics of a program FACS wildfire experts developed to help you prepare in advance to move quickly and decisively when the sky fills with smoke and wildfire threatens to disrupt your business.

The American Red Cross and other agencies provide information to help families prepare a fire safety plan for their home, but businesses have their own unique concerns: What can we do to strengthen the protection level for our property and people?

What public-facing liabilities do we need to protect against?

smoke?

Who will be in charge of updating our wildfire plan and making sure it’s followed?

Are we liable for smoke-related illness of our workers?

The lack of a properly prepared and executed plan can mean losses to property, losses to revenue, adverse impact on employees, and even lead to lawsuits against the business for failing to plan and react appropriately.

But here’s some good news:

Advance preparation can help protect lives and conserve resources when a wildfire threatens your facilities and forces staff to make critical decisions in a hurry.

The 2018 Camp Fire in California destroyed over 18,000 buildings and cost $16.5 billion in structural damage alone (a quarter of that was uninsured).

But the Camp Fire wasn’t the only wildfire in the U.S. There were 53,082 others in 2018 alone.

Altogether, those fires ravaged 8.8 million acres and demolished the dreams of hundreds of thousands of people.

Wildfires happen every year.

Nothing we do or say can stop them from igniting, and there is little we can do about where they start. Weather patterns can turn normally low-risk areas into tinderboxes.

We can’t stop wildfires from occurring, but we can prepare for them — yet many people don’t

take time to plan in advance.

Whether they think “It won’t happen to me” or “I’m too busy” or “There’s not much I can do anyway” … wildfire planning too often gets ignored — until it’s too late.

A properly-prepared wildfire readiness plan can help relieve the stress and confusion that’s sure to arise when news broadcasts announce the newest fire and the smell of smoke in the air begins to stir up worried conversations among employees and customers.

Once fire ash begins to collect on cars and those ominous dark, billowing clouds appear on the horizon, wildfire planning begins to look far more desirable. By then, though, it’s usually too late to do much more than try frantically to get ready for the impact. Every business

needs a strategic plan for how they will prepare for, respond to, and recover from wildfire emergencies.

Know How to Prepare for Wildfire Emergencies Your wildfire plan will provide benefits right away. It will be a tangible display of the concern you have for your company and your people. Moreover, the planning process often uncovers weaknesses in areas (like security and groundskeeping) that you didn’t know existed. The training walk-through will give everyone a sense of “We can handle this just fine.”

Preparation is the key to success.

Here are examples of areas to cover during preparation: Develop criteria for deciding when and how to evacuate. You’ll need a lock-down and security plan for the business, alternate emergency escape routes, and vehicles fully fueled and stocked.

Decide who will ensure fire awareness is maintained and who will be in charge of moving your wildfire plan to the next response level, should conditions warrant.

Do all you can to prevent an inadvertent release of chemical hazards. That begins by listing all hazardous chemicals and substances used at your business (including cleaning supplies). They must be stored securely.

Most businesses have employees who are especially susceptible to lowered air quality (asthma sufferers, for instance). Make sure you are able to recognize and

respond to those situations. You’ll want to train your team on what to expect when smoke becomes an issue and how to protect themselves to minimize risks of exposure.

Know How to Respond to Wildfire Threats Your response will depend on how close the wildfire is to your business and the weather patterns in place. It’s important to remember that wind-carried smoke can cause significant lowering of air quality, even at businesses located hundreds of miles from the flames.

Wildfires leave scars — both on the land and in the communities they touch. The degree of recovery needed will depend on the severity of the impact to your business and your customers. Never assume that everything is back to normal just because the immediate threat has passed. There are always recovery actions to take.

For instance, HVAC systems get stressed when they’re forced to deal with wildfire smoke and particulates. One thing you should always do is inspect your air delivery system and install fresh filters. Décor Mistakes to Avoid

Everyone has different styles and passions that influence the décor in their apartment. This can be seen in the color scheme, furniture layout or an apartment’s accessories.

However, regardless of your personal taste, there are several “no-no’s” in apartment design that are worth keeping in mind when setting up your space. Here are a few décor mistakes to avoid for your apartment.

Assuming you have space: If you’re adding new items to a room that will take up significant space, don’t guess. The last thing you want to do is add four pieces of furniture to a bedroom, then find out there’s no room for the fifth – and most important – piece. Before moving all these items through the door frames, take a few minutes to grab a tape measure and draw the layout of the room to ensure you have the necessary space.

Ignoring clutter: There is no such thing as “organized clutter.”

If you have a pile of mail, games or other loose items in your space, it can be a distraction and cause unnecessary anxiety and stress. Instead of designating a corner of your room to stack these items, consider investing in shelving or storage bins to keep your space organized. Dualpurpose furnishings, such as trunk ottomans, are great options for storing items while providing a stylistic element to the room.

Going overboard with color: The color you add to your space will go a long way in setting the atmosphere. If you find the right balance and choose the right pallet, it will catch the eye of your guests as soon as they enter your apartment. However, it can also grab attention for the wrong reasons. When choosing your color scheme, try to stick to 2-3 colors that complement each other to avoid making your space

look too busy. Neutral tones are ideal, and you’ll want to avoid loud, bright shades that will distract from the other décor.

Hanging too many pictures: Adding artwork to the walls is a great way to incorporate a personal touch to your space.

However, hanging too many of these pieces can have an adverse effect. Consider choosing one larger painting to serve as the room’s focal point, or a few smaller pieces of artwork to arrange into a gallery wall.

When it comes to apartment design, you have the freedom to make it your own. Consider your passions, favorite colors and personal taste in accessories as you begin planning. Just be sure to think through the steps ahead of time to avoid making these décor mistakes.

When checking a contractor’s references, be sure to follow up on how the firm deals with tenants during the construction process.

Some questions to ask include: • Whether tenants needed to be relocated, and why.

• If tenants were able to use their usual parking spaces during nonbusiness hours.

• If the grounds were kept clean and hazards such as tools and construction material contained.

Insist on Proper Insurance Documentation Worker’s compensation and

professional and general liability insurance are needed to protect yourself and your property in the event that something goes wrong. Never assume a contractor has liability coverage and insist that you obtain a certificate of insurance signed by the insurance agent naming you as an additional insured and requiring notice to you of any cancellation of the policy to verify their coverage.

Some companies may present you with a certificate of worker’s compensation, but it’s important to check their status with the CCSLB. Go to www.sclb.ca.gov, click on “check a contractor license,” search for the business name, click on the appropriate license number, then scroll down to the section dealing with workers’ compensation. Click on “workers’ compensation history.”

If the posting states “exempt”

click on the word for an explanation. Typically, this means that the company owner lists himself as the sole employee, and that no workers are insured under worker’s compensation. That puts you – the building owner – at risk in the event of any jobsite accidents or injuries.

Without worker’s compensation, apartment owners may also find themselves on the hook for: • Liabilities associated with death or injuries of subcontractors or workers hired under the table.

• Financial liens filed against your property in the event that the general contractor does not pay his subcontractors or laborers.

Remember that general liability for contractors is based on a specific trade classification. Be sure that the company you hire is insured specifically for seismic retrofit work. If not, insurance companies may try to reject claims of injury or death, and liability could be passed on to you.

Finally, as a part of your written contract, make sure you are named as additionally insured and have your insurance agent and/or legal representative review the additional insured endorsement before signing the contract.

The organization first convened on September 16, 1919 as the Apartment House Owners and Managers Association of San Diego at the U.S. Grant Hotel, and has served as the voice of the local rental housing industry for a full century.

DeMarco: Well, this last year was BIG! We were busy making major changes! We assisted in the Association rebrand, including the new name, the new website, new magazine name and format, marketing materials for events and education and a social media calendar! So in the future, our goals are to finetune the marketing packages for events/education. Expand our social media and blog presence!
