Share Your Story as A Housing Provider...

M

y priority this year is to invite questions and comments from our members to gauge how well we are serving the membership and how we can do better. Listening to our members’ stories helps the SCRHA guide our education and services, while providing SCRHA with examples of policy decision impacts to share with decision makers. Dozens of SCRHA committee volunteers spend hours evaluating and advocating in support or opposition to hundreds of regulatory proposals from all levels of government – this year is no less challenging because of the COVID-19 pandemic. All of you who are housing providers are aware of the state eviction moratorium, (AB 3088) which was to expire January 31. Since March 2020, the rental housing community has been inundated with a myriad of local, state, and federal eviction moratoriums. The resurgence of COVID-19 cases in late 2020 has government considering additional eviction protections. At the time of writing this, several bills were pending in the state legislature designed to extend the eviction moratorium. It is understandable, but also unfortunate, that the government so far has been focused primarily on helping renters. We wholeheartedly agree that renters that truly need help should receive rental or other forms of assistance; but, where’s the assistance for housing providers? From the onset of the pandemic the SCRHA has insisted that solutions must target as many people as possible, not only a few groups. There are elected officials who want to impose or extend eviction moratoriums for much longer than is necessary and such proposals offer little assistance to the housing provider. SCRHA cannot support eviction moratoriums that offer little or no help to housing

providers already struggling under the pandemic. Nor can we support legislation that does not address the abuse of some renters who can pay but choose not to pay rent. SCRHA is closely monitoring other legislation affecting rental housing. We are watching local issues like rental assistance programs, pet policies, no smoking ordinances, and climate change policies that could affect existing rental properties. SCRHA is following legislation affecting fire insurance policies, ‘decarbonization’ of existing buildings, residential zoning laws, and lowering the voter-approval threshold for local property tax initiatives. It goes without saying, SCRHA will keep monitoring for any rent control and related proposals. It is important that all SCRHA members – rental property owners, rental property managers, rental property suppliers - subscribe to receive SCRHA email updates and Legislative Action Alerts. SCRHA Action Alerts provide members with timely notifications of key votes and the information needed to voice concerns to elected officials. Visit the SCRHA web site at socalrha.org to subscribe and start receiving updates. Members should contact the SCRHA if there is a policy affecting rental housing in your city and/ or county, please email me and the SCRHA at info@ socalrha.org. Thank you for your membership and work in the rental housing community.

Support Rental Housing Growth

I

t is February 2021, but it still feels like a continuation of 2020; a 'dumpster fire' that won't stop burning. We will get through this as long we continue to help each other, expand the rental housing community, and share our voices! SCRHA members have the advantage of being a part of a community, an information hub where members collaborate, market, and network about anything associated with rental housing. Please read my January 2021 message to see what the SCRHA provides now and what soon will be available to members. We will continue adding more services and products because we will never stop asking members, "What else can we do for you?" The SCRHA wants to hear from ALL members. We urge every member to answer our questionnaires and surveys or email us any time at info@socalrha.org. We all know the Rental Housing Community remains under enormous scrutiny because of California's perpetual housing affordability crisis. We will continue saying to the community at-large and to our elected representatives, housing providers are not the problem, we are part of the solution.

To effectively achieve our goals, we must ensure every housing provider is heard. You’ve heard the phrase, every vote counts, but only if you vote. We can make an impact when we unite behind the SCRHA and make our voices heard. You must engage in the political process NOW. As lobbyists we say, just because you don’t take an interest in government doesn’t mean they won’t take an interest in your assets. Guess what, they have taken an interest in you and not in a good way. If you know a housing provider in need of help to better manage their property or business, member, or non-member, please have them contact the SCRHA or let us know and we will contact them. It could be the most crucial decision they make for their business or property. Please contact us at (858) 278-8070 or visit socalrha.org if you’d like to get involved. Thank you always for your membership.

We also must work exponentially harder to undo the preconceived and inaccurate notions about the rental housing industry. Show the critics that we are the communities of Imperial, Riverside and San Diego regions. We are just as much a part of our diverse neighborhoods as everyone else. We are not immune to homelessness, housing affordability, and economic hardship, these issues hurt us too.

When It Rains‌.

It POURS By Etta Smith, Generation Contracting & Emergency Services

While on average San Diego receives less than 12 inches of rain annually, most of that rainfall is usually forecasted for January through April. February is historically the wettest month of the year for southern California. Property-damage issues are likely to accompany heavy rainfall particularly when the region may receive three to four inches of rain from a single storm. With this information in mind, now is the time to be sure your properties, residents, and staff are prepared to handle the challenges that accompany such a severe weather event.

The best way to protect your property from rain damage is through consistent, preventative property maintenance. At least once a quarter you should walk your property and conduct a visual inspection to spot any problem areas that could lead to water intrusion. Pay particular attention to seals around windows and doors to ensure watertight integrity has not been compromised. Be sure to note any visual cracks in exterior building materials (i.e., stucco, roofing, etc.) that could lead to water damage. If you do have an area of concern,

a contractor can perform a leak test to simulate what could happen when the rains come. This controlled test can save hundreds or even thousands in the long run, especially since some companies will not apply a tarp over a leak in the rain due to the safety risks to their personnel. One challenge in our area with such few rainstorms is ensuring your roof and surrounding grounds are draining properly throughout the storm. Be sure to clear any drains of debris that may have been left behind from the previous season. Ensure that sump pumps are functioning

February 2021 socalrha.org | 7

properly and drain lines are clear of sediment. To add an extra layer of protection, it is a great idea to conduct an inspection during an actual rain event. When you are on-site during a storm you can actually see how your roof, gutters, and grounds are draining to help anticipate additional maintenance that may be needed. Furthermore, if you can check on your property after an inch or two of rain, you can proactively address a small issue before it becomes a big problem (i.e., clear blocked drains, ensure sump pump float switches trigger properly, etc.). One more bonus of walking your property in the rain is to identify walkways that may become slippery or hazardous. Paint finishes and fungal growth on wood surfaces can create an unexpected slip hazard in the rain.

rainy season is ensuring your residents and staff know how to respond if an issue occurs. Be sure residents know who to call if they see signs of water damage. Remind residents to be vigilant not only during but also after the storm. Sometimes it can take a day or two for water to show interior signs of damage (ceiling/drywall staining, water bubbling/peeling, etc.), particularly if a roof leak is the source. Now is the time to contact your emergency services contractor. At least once a year you should verify all contact information with your trusted suppliers and update insurance certificates on file as needed. Confirm their after-hours procedures to ensure they are available to help when you need them most!

San Diego Mayor Todd Gloria introduces his 2021 Policy Agenda in State of the City Address

San Diego City’s new Mayor Todd Gloria gave his first “State of the City” speech virtually to talk the city’s progress, its challenges, and his policy agenda for 2021. Aside from talking about the city’s fiscal deficit and economic challenges, Gloria laid out his priorities to address police reform, assist businesses and residents affected by the pandemic, tackle homelessness, improve access to technology to underserved communities, renewed commitment to climate change and city planning, and improve housing affordability. In addressing homelessness, Gloria announced that he had hired a new point person to coordinate the city’s homeless programs and resources to get more unsheltered people off the streets. He will collaborate with San Diego County and increase the number of Homeless Outreach Teams (HOT) comprised of police officers and mental health professionals to engage the homeless in public. In addressing the pandemic, Gloria will work to expand the number of vaccination centers. He will continue the city’s renter assistance program to help tenants financially affected by the pandemic.

However, Gloria stated that he would introduce a policy extending the city’s moratorium on residential and commercial evictions. Meeting with a group of SCRHA staff and members in January, Gloria’s staff informed the group that he will introduce his moratorium policy to the San Diego City Council on January 26. SCRHA asked Mayor Gloria to postpone introducing the policy to give the state an opportunity to enact statewide rules and that the city should provide more assistance to housing providers unable to collect rent from tenants as well as tighten rules to curb abuse by some tenants. Gloria announced there will have to be emergency budget cuts to address the city’s $150 million budget deficit. Gloria did not specify which programs to which funding would be reduced, but it is likely certain city services such as maintenance and repair will be the focus of emergency cuts. Gloria will take an aggressive approach to address climate change. Gloria will update the City’s Climate Action Plan (CAP) which was last updated in 2015. He intends to introduce greater measures to reduce the city’s carbon emissions and adopt a “climate equity fund” to help finance climate-friendly projects built February 2021 socalrha.org | 9

in underserved communities. The Mayor also wants to encourage more walkable communities by closing streets to vehicle traffic in Hillcrest and the Gaslamp District. Gloria said he would continue implementing the housing policy reforms initiated by his predecessor Mayor Kevin Faulconer. Gloria will continue to update Community Plans and incorporate more policies to incentivize the building of low- and moderate-income housing projects.

Report Shows San Diego Region Is ‘Undersupplied’ with Housing

The real estate research firm Zonda published a report in early January concluding available land for housing is in short supply in the Unites States, but the San Diego region had the largest drop of available parcels designated for single-family homes out of every metropolitan area in the nation. The number of available lots for homes in the San Diego region decreased by 28 percent year over year in the 3rd Quarter of 2020 according to the research firm. There were only 1,137 lots for homes available

compared 1,728 lots compared to the same quarter in 2019 and 1,997 lots in 2018. Nationwide, the supply of lots for home building decreased by 9 percent. The report does not factor vertical or high-rise construction, but other studies indicate a significant reduction of new multifamily construction between 2012 and 2020. Since 2015, the San Diego Metro Area has been designated “significantly undersupplied” by the research firm. Builders and homebuyers should expect to pay a premium for land given the lack of available lots and that premium for land will continue to rise as land becomes scarce.

Escondido to Consider A Number of Housing Projects This Year

The Escondido Planning Commission and City Council are expected to vote on several large-scale residential developments in 2021. The Planning Commission reviewed the “Palomar Heights” project last autumn, with the commission recommending approval, but it asked the developer to add subsidized affordable units to the project.

Palomar Heights will be located on the 13.8-acre site of the old Palomar Hospital property on East Valley Parkway and East Grand Avenue. The proposed project will require the demolishing of several medical office buildings and the hospital. The project will add 510 rental and for-sale units proposing 162 for-sale townhomes, 258 rental apartments and 90 affordable apartment units for seniors. The project is to include 10,000 square feet of commercial space for a restaurant, co-work office space and a food market. The City Council is expected to vote on the Harvest Hills project located north of the San Diego Wild Animal Park and Eagle Crest Golf Course. Harvest Hills proposes to build 550 estate-style homes on 1,100 acres. It includes greenhouses, a farmhouse, and community garden along with other amenities. The project’s developer proposes that all homes and facilities on the site will be zero net energy using photovoltaic power generate all electricity on the property. If approved by the city, the developer must request annexation of the site within Escondido’s city limits.

Other projects expected to be considered by the Commission and Council is the proposed 120-unit Casa Mercado Apartment project and the 290unit Iwashita Apartments project. The Planning Commission to is consider the Casa Mercado project in mid-2021 and the Iwashita project is under redesign. The city may even consider the Sager Ranch/Daley Ranch Resort which is currently being redesigned. The project proposes to build 203 homes and a 225-unit resort hotel on 1,783 acres northeast of Daley Ranch.

CAPITOL NEWS By Pat Moran, Aaron Read & Associates On January 8, Governor Newsom presented his 2021-22 state budget. The proposed budget is $227.2 billion which includes a record $164.5 billion general fund (which is 12 percent larger than last year’s budget that was adopted during a pandemic resulting in widespread unemployment and and an unprecedented economic lockdown. His budget seeks to shore up California’s financial reserves and use a one-time $15 billion windfall (LAO puts it closer to $26 billion) for efforts to help workers and businesses, boost public health and speed up the reopening of public school classrooms. Tax revenues have rebounded more quickly than officials anticipated in the months since, allowing the state to put nearly $19 billion back into the reserve accounts it tapped into last year and leaving a $15.6 billion discretionary surplus. As a result of this unforeseen windfall, the Governor is asking the Legislature to act immediately on a number of spending programs directed at combating the impacts of coronavirus in California. Here's what

he wants enacted before the 2021-2022 budget is passed, based on an initial review of his spending plan.

EDUCATION

• $2 billion school reopening • $4.5 billion in funding for summer school or a longer school year • $100 million in emergency financial assistance for community college students and others working full time • $20 million to bolster community college retention and enrollment • Additional changes to maintain Cal grant eligibility for students

SAFETY NET

• $2.4 billion in $600 rapid cash grants for low-income workers • $250 million for housing development • $250 million for Homekey permanent housing for people who are homeless • $300 million for vaccine outreach and coordination February 2021 socalrha.org | 13

BUSINESS STIMULUS

• A second round of small business grants • $71 million in business fee waivers • $25 million in grants for museums and other cultural institutions • $430 million in CalCOmpetes grants and tax credits for businesses growing or moving to California • $25 million in labor apprenticeship programs • $35 million for a new California Dream Fund that issues $10,000 grants to entrepreneurs in underserved communities • $162 million for agriculture

most pressing provisions soon. How soon is unknown since they pushed back the January start date to January 11 due to COVID surges across the state and discussed pushing it back even later. Even with a later start date, the Legislature will have their own thoughts on how to allocate some of the unanticipated windfall the state currently enjoys. This is just the beginning of the 2021-22 budget dance.

ENVIRONMENTAL

• $323 million for forest health and fire prevention • $239 million for zero-emissions vehicles Naturally, Democratic legislative leaders applauded the Governor’s budget plan, promising to take up its

PROTECT YOURSELF

What EVERY Housing Provider Should Know . . .

There are a lot of moving parts when operating rental housing, especially when it comes to the laws. SCRHA is here to guide you and provide the resources you need to stay in compliance.

AB 1482 – RENT CAPS & JUST CAUSE Landmark law signed in 2019. Most rental properties are subject to limitations on rent increases and terminating tenancies. Even properties that are exempt from the law have notification requirements.

PRE MOVE-OUT INSPECTION

AKA an initial inspection, the law requires a housing provider offer the right to request a pre move-out inspection to a vacating resident. In a small claims dispute over a security deposit, a housing provider may lose their case for failing to have provided this notification Use Form 445 - Notice of Resident's Right to Request Pre Move-Out Inspection.

SECTION 8/SOURCE OF INCOME

State law, and some local ordinances, explicitly prohibit a housing provider from denying an applicant based on their Source of Income, the most common being Section 8 vouchers. It is illegal to list “No Section 8” or “Section 8 Not Accepted” (or the like) in rental advertisements. Refer to the income requirements consideration section of Form 100 Consideration for Creating Your Rental Criteria.

ASSISTANCE ANIMALS

Service, Companion, Comfort, Emotional Support…no matter what they are called, are protected under Federal and State laws. Property owners may not deny or terminate tenancy because a resident has one, and may not charge any additional deposit, rent, or other monetary obligation. Refer to SCRHA White Paper “Service & Companion Animals” and use Form 262. SOCALRHA.ORG

By Southern California Rental Housing Association Despite 2020 being a year of twists and turns, it did not yield a lot of form changes. This is because SCRHA was able to stop a handful of rental housing bills that would have likely required new or updated forms. Not to mention the Legislature shifted to dealing with almost only COVID-19 related bills around March. What did change? Most of the changes to forms are a result of AB 3088 (Chiu): The Tenant, Homeowner, and Small Landlord Relief and Stabilization Act of 2020. We all know how this law changed 3-day notices to 15-day notices and requires that housing providers offer a Declaration of COVID-19 Related Financial Distress along with those 15Day notices. What you may not know is that the bill started off as something different. AB 3088 was originally a “clean-up” bill for AB 1482…the notorious bill from 2019 that implemented statewide Rent Caps and Just Cause termination requirements. There were mislabeled and misnumbered code sections, references to Consumer Price Index (CPI) report dates

that did not jive with reality (something that SCRHA pointed out when AB 1482 was being negotiated), and references to definitions that do not exist in state code. In 2021, you will notice changes in the Rental Agreement (200 and 200 SFR), the AB 1482 Just Cause and Rent Limit Exemption Addendum (Form 290), and the AB 1482 Just Cause and Rent Limit Exemption Letter. All three have been revised with the corrected exemption notification paragraph. Remember, if you do not provide this language via your rental agreement or an addendum, you do not receive the benefit of any property exemption. The list of exemptions in the law have also been cleaned up. There were conflicting definitions for dormitories. Also, the sentence that exempts owner-occupied duplexes has been altered to read “A property containing two separate dwelling units within a single structure in which the owner occupied one of the units as the owner’s principal place of residence at the beginning

of the tenancy, so long as the owner continues in occupancy, and neither unit is an accessory dwelling unit or a junior accessory dwelling unit.” While not a form change, the way the max rent increase percentage is calculated has changed. It will still be 5% plus the change in the CPI, but the percentage you use will be dictated not only by the area in which the property is located, but also the effective date of the rent increase. Also, if there is not an amount published in April for the applicable geographic area, the March figures will apply. This is true of San Diego and Riverside Regions. Below is the updated language. • For rent increases that take effect before August 1 of any calendar year, the following shall apply: The percentage change shall be the percentage change in the amount published for April of the immediately preceding calendar year and April of the year before that. • For rent increases that take effect on or after August 1 of any February 2021 socalrha.org | 19

calendar year, the following shall apply: The percentage change shall be the percentage change in the amount published for April of that calendar year and April of the immediately preceding calendar year. Confused? Don’t worry. This information is available on the SCRHA website. Simply visit our homepage at www.socalrha. org and scroll down to AB 1482 Resources. We will continue to provide the legally allowed rent increase percentages for you. While we are talking rent caps, we would be remiss to not remind all property owners and managers about Emergency Declarations in place that may also limit your ability to increase rents. Even those properties that are exempt from AB 1482 are still bound right now to a 10% max increase because of price gouging laws in place due to fires and other emergencies in some counties, such as San Diego which has a declaration in place through March 25, 2021. Visit https://

www.caloes.ca.gov/cal-oesdivisions/legal-affairs/pricegouging for an up-to-date list. We have introduced a new Form, 423 - Termination of TenancyVictim of a Crime. SB 1190 was signed last year and expands early termination of tenancy laws for victims of domestic violence, elder abuse, and similar crimes. Added to law are crimes that caused bodily injury or death, brandishing or use of a firearm or other deadly weapon, and the use or threat of force against a tenant or a household member. A tenant may also terminate a lease if an immediate family member was a victim of an eligible crime (yes, even if they don’t live in your unit). A property owner or manager must now accept any form of documentation that reasonably verifies that the eligible crime and adds a victim of violent crime advocate to the definition of qualified third party that may sign such documentation. the housing provider to terminate tenancy because an immediate family member is a victim of an eligible crime, stating the tenant did not live in the same household as the family member at the time of the crime, and no part of the crime occurred within the dwelling unit or within 1,000 feet of the dwelling unit of the tenant. Form 423 also has the area for the qualified third-party verification. We certainly hope this doesn’t have to be used much. There will be one more form change coming for a law that goes into effect July 1, 2021 and won’t impact all rental properties. SB 1157 requires, beginning July 1, 2021, and until July 1, 2025, an owner of an assisted housing development to offer the tenants the option of having their rental payments reported to a consumer reporting agency and authorizes an owner to require the tenant to pay a fee not to exceed the lesser of the actual cost to the landlord to provide the reporting service or $10 per month. An “assisted housing development” is defined as those that receive government funding from programs such as the Below-Market-Interest-Rate Program and some state and local programs, such as local housing trust funds. An owner of an assisted housing development that contains 15 or fewer dwelling units is exempt unless they own more than one assisted housing development and are either a real estate investment trust, a corporation, or a limited liability company in which at least one member is a corporation. SCRHA will provide more information in the coming months on how to comply once the form is available.

Rental Assistance and Why You Must Accept It

By Lynn Dover, Partner, Kimball, Tirey, St. John LLP and Molly Kirkland, SCRHA Director of Public Affairs The COVID-19 pandemic and the resulting non-payment of rent places many housing providers in a precarious position. From the onset of the pandemic, the Southern California Rental Housing Association has advocated for direct financial assistance. Many jurisdictions heeded the call and created Rental Assistance Programs. While not all are created equal, just about all of them require a resident to apply for the funds and ultimately get approval or acceptance from their housing provider. Seems like a nobrainer…a win-win.

Nevertheless, some SCRHA members and outside agencies have reported instances of housing providers unwilling to accept the funds on behalf of their resident. The reluctance to participate in these programs is often due to conditions placed by these outside agencies on the receipt of funds. No matter the reason behind the refusal, we must make it very clear that it is unlawful to reject rental assistance of any type. In late 2018, AB 2219 was signed into law which requires residential landlords to accept rent

payments through a third party, if the payor provides a signed acknowledgment stating that they are not currently a tenant of the premises and that acceptance of the rent payment does not create a new tenancy with the third party. This is precisely what the COVIDrelated assistance programs are. Additionally, and more importantly, refusal of rental assistance likely violates SB 329/222, which were signed into law in 2019 and became effective January 1, 2020. These two bills modified the definition of source of income in the California Fair February 2021 socalrha.org | 23

Employment and Housing Act (“FEHA”). The FEHA makes it unlawful to discriminate against a person based on their source of income. While this law mainly affects the approval process for applicants, it is important to remember that it also applies to current residents.

provider that refused to accept such rental assistance would not likely have any defense to a complaint, as the source of income law does not contain exceptions for situations where the housing provider doesn’t like or agree with conditions attached to the receipt of the assistance.

SB 329/222 redefined source of income as “lawful, verifiable income paid directly to a tenant or to a representative of a tenant, or paid to a housing owner or landlord on behalf of a tenant, including federal, state or local public assistance, and federal, state, or local housing subsidies.” This includes Section 8 and VASH vouchers, but also applies to any type of rental assistance, whether from a government or private agency.

Defending a DFEH complaint can be costly and time consuming. A finding of cause by DFEH can increase these costs exponentially, as the housing provider would likely be ordered to pay damages to the resident for the discriminatory practice. In addition, DFEH can order the housing provider to modify its policies and practices and to be subject to monitoring by the agency, usually for a period of 3-5 years. There can be other orders such as mandatory training for the housing provider and employees and even an order to post a sign on the property that housing provider was found to have violated fair housing laws with contact information for DFEH in case any other persons feel they

Refusing to accept rental assistance (whether related to COVID-19 or otherwise) can lead to a fair housing complaint being filed with the California Department of Fair Employment and Housing (“DFEH”). A housing

were victims of discriminatory conduct. In short, it simply isn’t worth the risk of refusing the rental assistance. In addition, the process for recovering COVID-19 related rental debt going forward may be very daunting. Current law AB 3088, and some other proposed eviction moratoria, make past due rent only recoverable as consumer debt. This means housing providers will have to go to small claims court to recover this debt and begin the process to collect it. Long story short. Accept rental assistance. It helps residents meet their financial obligations and provides you with rental income. It may not be the “normal” we are trying to get back to, but it’s something. This is yet another reason for housing providers to participate in any rental assistance programs designed to help the resident pay the rent. Our company has proudly been a member of the Southern California Rental Housing Association for over 30 years. The legislative and educational support the Association offers is unparalleled. The diverse group of members within the Association is always willing to lend a helping hand whenever anyone is in need. MARKETING YOUR PROPERTY This column highlights areas around town to assist you in marketing your properties and attract residents.

EL CAJON El Cajon is located 17 miles east of San Diego along the 8 freeway. Its name is derived from the Spanish language and means “the box.” In its earlier years, the small area probably resembled a box, but it has now become much bigger dimensionally. For a short period, the El portion of the name was dropped, and the city was known as Cajon, but in 1905 it returned to formally being called El Cajon and has been since.1 The city was officially incorporated in 1912.2 It has remained small. The official city is only 14 square miles, but unofficially, it reaches the edge of Santee and Lakeside to the North, Alpine and Spring Valley to the East and South, and La Mesa and San Diego to the West. Over 36,000 households live within the area.3

Carla Azevedo-Taber, Progress Management

Being long the 8 freeway, with easy access to the 52, 54, 67, and 125 expressways, makes it easy to travel to work and school throughout San Diego County. The city has all the major and minor resources that a small

metropolitan area requires to thrive and function. There is an abundance of shopping, several Wal-Marts, including a 2 story supercenter in the mall, two Targets, and many grocery stores, both national and local

independent. The restaurant scene has changed over a bit in the last decade. As we welcomed refugees, the cultural and community vibe in El Cajon has grown to include several Mediterranean and middle eastern restaurants, bakeries, and storefronts. The Incoming Renter Demographic El Cajon will continue to evolve as we now see a new demographic of renters entering the area. People looking for a more affordable option than Mission Valley, College Area, and La Mesa are looking in El Cajon and other parts of East County. With them comes a higher expectation for renovated interiors, integrated tech, and higher curb appeal. For those communities who can deliver, they can reap the benefits of higher rents. The average rent

in El Cajon is $1634, a 4% increase from the year before. In general, El Cajon's rents have trended higher than the national average rent since November of 2017.4 Ownership Consideration Even with an abundance of available rental housing, the majority of El Cajon residents are owner-occupied households. It's easy to see why. The average home price in El Cajon is lower than the average home price in San Diego county by over $100,000.5 The area offers wide flexibility of topography, sloping hillside homes at the base of Mount Helix, Fletcher Hills, Granite Hills, extralarge lot estate homes along Rancho San Diego, and easyto-maintain, classic, walkable neighborhoods in central El Cajon. There is an option for nearly every preference.

Overall Community Regardless if renter or homeowner, everyone in El Cajon who loves the outdoors can enjoy its proximity to wellknown hiking locations like Mount Laguna, and its own El Capitan mountain, which rewards hikers with panoramic views of East County and Northern Mexico hill and mountain ranges.6 The area also attracts people who ride off-road vehicles. There are many small Jeep and vehicle trails just outside the city limits to enjoy. If you’re into pets, you may consider agility as a sport to enjoy with your pup! El Cajon is home to one of the few agility clubs in Southern California known as the Agility Club of San Diego.7 And, if you’re into concerts, the City of El Cajon offers Dinner and A Concert at the Prescott Promenade downtown every Friday from May-

UPDATED OPERATIONAL ADVICE SYSTEM We are experiencing a high number of calls requesting Operational Advice. Due to the high volume of calls, we will be instituting a new voice message system to better handle the demand. Please call (858) 751-2201 for Operational Advice and leave a detailed voice message. The new system will help ensure the first-come first-served policy associated with operational calls, allowing for prompter service. Counselors will do their best to reach you within 48 business hours during regular office hours Monday-Friday, except holidays. They will attempt to reach you twice. In case they need to leave you a message, please be sure your voicemail box is set up and is not full. On occasion we will be working with some of our top attorney members to assist with the higherthan-normal call volume. They will identify themselves and let you know they are responding on our behalf at no charge to you. Finally, receiving operational advice is an exclusive benefit available only to SCRHA members. As a result, we cannot provide advice for anyone other than the caller. Please do not call with questions on behalf of family or friends. We encourage you to refer those who have operational questions to contact us directly regarding membership so they can also take advantage of this member benefit. We very much appreciate your support as we deploy this new system.

My husband and I had San Diego rentals for 35 years. He did all maintenance on weekends. I took care of tenants and vacancies. I especially looked out for single moms with children to have a safe home environment. Suddenly my spouse was let go by a huge company downsizing. Age 55! We had planned ahead. Rental income property was a major part of our plan. SCRHA Independent Owner Member, 2020 50 | Southern California Rental Housing Association Rental Advisor February 2021
