by Don Coleman Our community has just celebrated its 30th birthday and thanks to your efforts, looks as fresh as 30 years ago. Some home improvements such as construction of ramadas and room additions, however, are raising serious questions.

Along with the growth of plants and trees, home improvements certainly beautify and enhance our community. They also reduce the open space and the views in our community, creating opportunities for an increasing number of conflicts.

By the time this Tipster is published, your Board will probably have chartered an Ad-Hoc Committee to gather and assess resident inputs. The following are excerpts from the Charter of this committee. Mike Moyer is both the author of this Charter and the volunteer chair to this committee.

“SCOV is blessed with many great views of natural scenery.

From time to time, conflicts arise as growing trees and shrubs and new construction block a neighbor’s view for which the neighbor may or may not have paid a premium at time of purchase. Original Governing Documents cover these situations involving views of the golf course but make no mention of other obstructed view situations between neighbors. Before taking any action, the Board would like to have an objective assessment of SCOV residents’ view of the breadth, and depth and urgency of this issue.”

By now you should have received and completed a short survey. The committee is also planning focus groups and a general “town meeting” to share and confirm what they’ve learned before reporting to the Board. Please check our website and your emails for information on these events. Make sure they hear from you.

By casting your ballot, you can help make important choices like limiting the number of rental properties in the community or requiring a vote of the community in order for the Board to start a new business venture. Most especially, you have the right to participate in electing new Association Board members.

The Association provides all homeowners with 30 days’ notice of the election where voting on important matters takes place. Ballots may be cast electronically or with a paper ballot. A Recent History of Sun City Oro Valley – Part Two

The previously-mentioned community survey was sent to all homeowners in June 2013, and 1,900 residents responded. The survey found that 96 percent of the homes in our community were owner occupied. Asked if respondents would recommend buying a home in SCOV to a friend, 98 percent said “yes.” Some 79 percent of residents surveyed were either “extremely” or “very” satisfied with the information they received from the Association. The conflict peaked with a voter referendum rejecting an expanded Aquatic and Fitness Center (AFC) in 2012. After that vote, the Board agreed to proceed with a second AFC plan.

tions. In the fall of 2015, the new restaurant and lounge opened and was renamed the “Views Restaurant” to reflect the addition of a lounge and the increased hours and menu items.

In 2014 the Board advised clubs to limit nonresident membership to 20 percent of the total club membership.

The Properties Committee also researched possible new exterior paint colors for homes in SCOV. The 18 proposed colors were displayed in the Activity Center for community comment and approved shortly thereafter.

In June 2015 the Board approved a new Long Range Plan Committee and an ad hoc committee to plan upgrades for the Activity Center. In 2016, solar panel installation began in May and was completed by October. The Views Restaurant reported a 15 percent growth in sales over previous years. Changes to the governing documents to bring them into compliance with state regulations were approved in a community vote that year.

Summary How has the SCOV community changed over the past ten years? Platt noted that the “the outlook of our residents was becoming more open to new ideas, more conscious that we compete with other active adult communities.”

Coleman commented that “the membership has become generally more progressive, understanding that in order for SCOV to be a desirable community it must be in demand by buyers. SCOV must continually update facilities and operations.” Tustison stated there has been a “change in the attitude toward upgrading our facilities and people were gradually convinced that funds need to be set aside to do things.” Evert believed that better budgeting and improved communication have decreased opposition to change.

The community is in much better financial shape than it was ten years ago. Evert noted that “we are now building things out of the bank account,” not through special assessments. Platt commented that SCOV is “fiscally sound and debt free.” The contributions from resident annual dues to the Asset Reserve Fund have grown from $350,000 in 2003-2004 to $1,075,000 in 2016-2017. Today, homeowners contribute 27 percent of annual dues to

long-term asset reserves for future physical projects. The revenues from The Views Restaurant have expanded from $200,000 in 2003-2004 to $750,000 projected for 20162017. SCOV golf produces about the same revenue today as it did in 2003-2004.

Trull said the community is “one thousand percent improved” over ten years ago. Three long-range plans have helped the community to evolve. With strategic planning, he noted, “you know where you’re going.” Evert commented that “we now get in front of issues” with long-range planning.

Excellent staff and involved residents have contributed to SCOV’s continued success. Platt stated that “our members are involved and collaborative; committee membership reflects high levels of commitment and expertise.” Coleman believed that resident participation in governance “is vital if

the current level of excellence is to be maintained.” Trull noted that “volunteers spend hours on end to improve our community,” and that we have an excellent, hard-working staff that keeps initiatives moving.

Sun City Oro Valley has witnessed controversy and substantive change in the past ten years. Buildings have been refurbished, additions have been made and new structures built. Policies have been updated to fit new circumstances and the needs of an ever-changing population. SCOV is fiscally sound and works to plan for its future. We can look forward to continued improvements in the coming years!

Assistant Manager - Robin Coulter rcoulter@suncityorovalley.com 917-8070 Secret Ballot Vote Results The Election Committee would like to report the following results of the special February 2017 vote. In January the Board voted to send to the membership a Bylaw amendment that would allow SCOV to conduct elections without having to sign the ballot. The vote closed at noon on February 21, 2017 and here are the results. The amendment overwhelmingly passed. There were 1,337 votes cast with 1,261 for (94%) and 75 against (6%).

Additionally, this was the community’s first offering of the electronic option to vote. There were 1,211 (91%) votes cast electronically and 126 (9%) votes cast by paper ballot. The electronic voters were provided a place to provide comments and those will be included in the Election Committee’s report to the Board on the Secret Ballot vote in March.

The majority of the comments were favorable of the new electronic option.

There is another vote in process which ends March 23, 2017. This is for our Board of Directors and three initiatives.

One initiative will change two documents (Bylaws and Articles of Incorporation). This initiative is to require a community vote before the Association begins a business venture.

The second initiative is to limit the number of rentals in the community to 10% and that no lot may be rented for less than 30 days. The third section will be the vote for the Board of Directors. Please vote, the community needs input from all of its members.

I recently learned that the Sonoran Desert has five seasons: winter, spring, dry summer, wet summer and fall. The wet summer comes during monsoon season.

I hope that our winter visitors and renters enjoyed all that SCOV had to offer and will return next year. There are so many things to do in SCOV and the community of Oro Valley. If you have children visiting over spring break, be sure to take them to the Oro Valley Aquatic Center. There are splash pads and waterslides that are fun for young kids and teenagers.

If you are removing a tree or bush from your yard, it is not necessary to seek HOA approval. However, if you are planting new bushes or trees, it is important to consult the Development Standards Appendix B Approved and Prohibited Plant List. All plants on a resident’s property shall be from the approved plant list, unless otherwise approved in writing by the ARC. Wildflowers are approved in yards and they are showing their faces earlier this year. Please remember they must be removed once they have died. They will come back next year.

Luckily, scheduling regular workout sessions helps you increase the total number of calories you burn, helping you maintain a steady, healthy weight. You’ll torch more calories if you add in resistance training to your routine at least a few times a week, since working out with free weights or doing bodyweight exercises helps build muscle mass. The more muscle you have, the higher your calorie burn is and it stays higher all day long, even after you’ve stopped exercising. Never stop the exercise habit, but making adjustments is inevitable. Maybe it is time to change your daily workout in the gym and try one of the many fitness classes offered at SCOV. A list of AFC-sponsored classes is in the Tipster. The flyer included with the Tipster lists all fitness classes, not just those sponsored by the AFC. There are classes for all levels of fitness on all days of the week and at many different times. With some simple changes your workout can be just as effective, more varied and your recovery time will be shorter. Always, keep up the good work.

All the construction you see is evidence of the number of items that are being submitted to ARC for approval. Before you plan to have work or landscaping done to your property, please familiarize yourself with the Development Standards.

The plant list has been amended to contain the height of trees that may be planted. We all want to protect our mountain views. The city of Oro Valley has a 25-foot height restriction on trees except for some indigenous desert varieties. An HOA can be more restrictive than city rules.

Aluminum Can Collection Update In February, 540 pounds of aluminum cans were delivered to the recycler, netting $216.00. Fiscal Y-T-D, we have delivered 2,600 pounds of aluminum cans, and received $1,040.00 for the benefit of the CAC, primarily the Loan Room.

Thank you to all of those who help with the collection of cans and transporting them to the recylcer. Your help is most appreciated, without which, we would not have an ongoing cash flow of dollars into the CAC. Be sure to save your aluminum cans, rinse them, and place them in the container outside the Activity Center kitchen.

Mona Connoy, Co-Chair of the Food and Beverage Committee, with the help of Patt Provencia has recruited, trained and scheduled 22 SCOV residents to be greeters. They cover Friday night Happy Hour, all day Sunday, Tuesday at Noon, Thursday nights and all holidays and special dinners. They greet you, seat you, pour coffee and water and attend to guests’ needs while in the dining room and lounge areas. When this volunteer program began, they were working about 40 hours per month. With the increased restaurant volume they are now working up to 120 hours per month.

Next time you are at The Views and encounter these volunteers, please shake their hand and tell them “thank you.”

Friends of the Library Thanks to everyone who attended the Home Tour in February and helped support our Library. • Trees must be trimmed up at least seven feet over sidewalks.

• Plants should not extend out over sidewalks, and frost damaged parts of shrubs and trees should be cut off and removed.

• Cracks in driveways, sidewalks and where the cement meets the asphalt in the street are the responsibility of homeowners to keep weed-free.

• Hedges, anywhere in the yard, are not to be over six feet tall.

GolfNow.com is not only available to outside guests; it is also available to residents of SCOV. It is internet-based and allows you to book a tee time online. There are limited times available, but you may find a time that is suitable for you.

Superintendent - Michael Kropf scvgolf@suncityorovalley.com 917-8063 March is the beginning of the busy season for golf course maintenance. The weather starts to warm up into the 80s, and the chances of rain go down. These changes in weather lead to many new problems, including a surge in growth of grasses, increased wet and dry areas and Poa Annua seed production.

The warmer weather causes the soil temperatures to rise which releases more nutrients to the grass. The problem is the grass begins to grow faster than it can be mowed. This leads to higher fuel and labor costs for the increased mowing and more grass clippings to clean off the fairways and approaches.

The warmer weather also starts the Poa Annua bloom on the fairways, approaches and greens. One of the ways to slow the grass growth and reduce Poa Annua flowering is by spraying a growth regulator. This chemical offsets the price of continued mowing and provides a higher quality turf.

The biggest issue in the spring is the increase of dry and wet areas in the fairways. These problem areas occur due to large amounts of play during the winter causing compaction combined with warmer temperatures. Fairways have already been deep-tine aerified in January and February and will be done again in March. This process penetrates the soil about seven to nine inches allowing water and air to the roots. The wet areas are alleviated by allowing the water to enter the soil, and the dry spots are less severe with the water reaching the roots.

The folks who have come to SCOV and Tucson for the Gem Show, Rodeo and other events will soon be departing. Tee times will be easier to get, and the course will not be as crowded. This period of peak utilization has once again demonstrated what a terrific job Mike Kropf and his crew do for us as they maintain the course to high standards. Thank you, Mike and the crew.

Congratulations to Jack Breslin on his second Hole-inOne since December 20. On January 29, Jack aced Hole #3 with a 5-hybrid from 125 yards. Witnesses were Joann Breslin, Eileen Buskirk and Jon Olson. Congratulations also to Jerry Moss for his Hole-in-One January 22 on Hole #17.

Jerry used a pitching wedge from 111 yards. Witnesses were Steve Alverdes, Dick Berry and Rob Ranson. Our club hadn’t had a Hole-in-One in three years and now we’ve had three within a month. There’s always hope.

Following our February 9 meeting, we had our annual barbeque pork luncheon.

Other events included our participation in The Views Women’s Golf Club’s Cure for Cancer Golf Tournament, February 21, and our upcoming annual club tournament is scheduled to begin Thursday, March 23. There will be a lot to look forward to as we begin to wind down the season.

March is a favorite month of mine, maybe because of St. Patrick’s Day, or maybe because my daughter turns three this month. Either way, I’m excited for March, and the restaurant has some fun things planned. On St. Patrick’s Day, we will have some Irish-inspired specials from 11 AM, including corned beef and cabbage, lamb stew, shepherd’s pie and whiskeyglazed salmon. This will be one day only, no reservations.

We hope you will come and celebrate our Irish-American culture.

I would like to thank everyone who attended our Valentine’s Day dinner. It was a huge success. As things progress in the Restaurant, we look forward to doing more events such as this, including dinners featuring wine and beer. These events give our restaurant a fun, creative spirit while supplying our wonderful residents with an evening of entertainment, great food, and good company. Stay tuned for more information.

I would also like to thank everyone for the feedback on our service and food selections though our comments cards.

All comments are carefully considered, and we will be adjusting menus on a monthly basis to improve our offerings to the community. I would like to explain the change from The Views Breakfast to the Mildred’s Breakfast. This was a simple change I made as an attempt to increase the efficiency of the kitchen. With a kitchen, the less the cooks must read, the faster the food comes out. So many options on The Views special created a paragraph for the kitchen to read for each order. It being our most popular breakfast made for a delay in the food getting out to the table. That being said, we are always open to suggestions for improvement. We will continue to work on creating the value per entrée for the community that we all agree is the most important aspect of this restaurant

The Oro Valley Police Department will properly dispose of them for you. They will also accept veterinarian medications. Keep all medications in their original containers. Metal or glass inhalation aerosol containers, syringes and epi-pens are not accepted. This will be the last Dispose-A-Med in SCOV until next fall.

The photo at left was taken at a new company in Tucson, Vector Space Systems, which has a mission of being one of the first commercial dedicated micro satellite launch vehicles to achieve low earth orbit with a three stage rocket. These rockets will cost much less than what is available for satellite launching today.

In addition to showing our latest projects, we also have an educational topic. In January we learned about using Mylar to make our projects really pop.

In February we explored different techniques for making and attaching patches. Members are having fun making in-the-hoop zippered bags. Even the zipper is sewn in with the embroidery machine. The Tucson Gem and Mineral Show has come and gone, but not without many members attending several times. We hope you enjoyed and came away with ideas galore.

With so many new members, there is always clean-up and small jobs to keep the club up to high standards. The PowerPoint presentations of the Astronomy Club’s lecture series have been well attended and have had outstanding speakers. Join us and see “what’s out there in space.”

Our speaker on March 16 is Stephanie Sallum, a doctorial student in the UofA Astronomy Department. Using the Large Binocular Telescope (Mt. Graham) she will tell us about her research using high contrast imaging techniques to search for and characterize forming planets around young stars and her results that have come out of them. Stephanie has been working outreach with Tohono O’odham schools in Astronomy.

The Astronomy club’s lecture series is open and free to all, but we hope you’ll join our club. The club has a variety of CD’s and books at the library (check with Judy Kuhel 818-1232). Folk dancing is more fun than a treadmill and excellent exercise for brain, balance, muscle and mood. For most dances we hold hands in a circle performing nongymnastic steps to the fascinating musical strains and rhythms of diverse cultures, including the USA. No partner or prior experience needed. Joseph Pilates once wrote that, “physical fitness is the first requisite of happiness.” To enjoy and get the full benefits of Pilates, one has to understand the application of the basic principles which takes time and patience. Pilates is different from other forms of exercise and is always enjoyable, interesting, challenging and even addictive. Proper balance, breathing, focusing on your core (abdomen and back muscles) and controlling your movements are taught in our classes. There is also constant movement from one exercise into the next and, as a result, strength and stamina are developed. Your posture is improved, your spine is lengthened and flexibility and mobility of the joints is improved.

Our topic this month is “Relaxation Therapy.” The guest speaker is Philip R. Johnson, Ph.D., CRC, a researcher and rehabilitation counselor at the U of A. He has spent the last 20 years working with anxiety and stress-related problems and just recently found a correlation between relaxation training and movement disorder. However, his protocol is unique in that he uses cue controlled relaxation training procedures. He has just recently started working with several

patients who have Parkinson’s and is finding interesting results applied to their dyskinesia/movement disorders.
