Association News From The Board of Directors

Our MISSION as the SCOVCA Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community.

All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents.

The Year That Was

by Bob Hefner In May each year following the election of two or three new members to our seven member Board of Directors, the Board adopts several specific goals for the coming year. At the time I write this article, the Board has not met to establish this year’s goals, so I will take this opportunity to review last year’s Board goals. Of course the Board undertook many other items on behalf of the community besides the ones listed here. In all of those endeavors, the Board would have been totally unsuccessful were it not for the hundreds of hours of research, study and recommendations provided by scores of volunteer residents through twenty plus committees and task forces and the expert assistance and support of our professional staff. There were seven specific goals adopted by last year’s Board. I will attempt to touch on each one in no particular order, and then leave it up to the reader to decide how well the Board did in achieving those goals.

One was to “Continue to work to improve communications between residents and the Board in all matters.”

The Board chartered and appointed members to a new Communications Committee whose objective was “Develop methods that enable the Association to engage all residents in the communication process thereby gaining their understanding, input and participation.” That committee spent almost it’s entire effort on the Boards AFC (Aquatic & Fitness Center) initiative, devoting the early part of the year to conducting surveys and focus groups seeking residents’ ideas and concerns regarding AFC. Later they devoted many hours communicating updates on the initiative’s progress and developing an informational DVD and accompanying booklet .

Another was to “Establish the process to reach the point of presenting the Aquatic and Fitness Center Project to the community for a vote.” While this goal was met in that a plan was presented and voted on, I leave it to the reader to rule on success or failure of this goal.

In an effort to “Continue to support the long range plan for re-landscaping the Association common areas transitioning to no/low water and maintenance plants”, the Landscape Committee continued to work with architects, staff and the Board to successfully develop a plan and negotiate a contract for completely re-landscaping most of the common areas in the general vicinity of the Mountain Vista complex.

Just under $68,000 was transferred into the Contingency Fund to “Fund the Contingency Fund at the recommended level of 5% of the community’s total revenue.”

A task was completed to “Establish a formal review Sun City Oro Valley Tipster, June 2012

process for the General Manager.”

There were mixed results to “Create the environment to encourage new committee memberships and Board candidacy” in that virtually all committee vacancies were filled, but only three candidates were found to run for what turned out to be three seats on the Board.

Finally, “Mission Accomplished reports for 15 of 25 Strategic Initiatives” the Board had adopted from the 2009 Long Range Plan were submitted and approved by the Board.

Early Summer Projects

By the time that you read this article there will be two significant projects underway, the installation of the AT&T cell site on the Clock Tower and the Mountain Vista landscaping project. You may have a good understanding of both of these projects, but if not, I thought a summary description or explanation of the projects might be helpful.

The Mountain Vista landscaping is part of a twelve year asset reserve plan that was put in place a few years ago to improve common area landscaping. This is the third phase or year of the plan to replace plants that are either very old and have reached their life expectancy, plants that are not used in current desert landscaping or plants that require high maintenance. The end result of the new landscaping will be a very attractive, updated, low water and low maintenance landscaping that I am confident our membership will enjoy and that will greatly enhance the beauty of the common area and facilities.

In addition to replacement of shrubs, a few trees will be replaced and several new trees will be planted. Also, the very dilapidated and leaky irrigation system will be replaced. Along with these improvements, several benches will be placed in the hardscape area and additional landscape lighting will be added.

While the landscape project is in process, AT&T will also be installing the cell site on the Clock Tower. This project entails bringing utilities to an equipment housing that will be built behind the Social Hall by the cart path. The more visible portion of the project will be the removal of the walls on the upper portion of the clock tower which will be replaced by a material that will allow the antennas, which will be installed inside the clock tower, to send signals through the walls. The end result of this project is the AT&T cell phone reception will be improved in the area and the Association will receive $30,000 or more per year through the AT&T lease for the site.

The Active Health Committee is a newly created SCOV committee whose purpose is to identify and develop health and wellness programs in conjunction with SCOV staff.

This month we will be starting a casual walking program in which interested residents can join together, converse, get some exercise and see the community. (See the insert in this Tipster.) We would welcome persons willing to captain a walking program in their neighborhoods as well as residents who would like to coordinate and perhaps facilitate any of various support groups now being organized (See the insert in this Tipster.). As any program concerned with health, we would like to address the role of nutrition and would welcome a resident with a background and interest in nutrition.

The ARC is currently working with the Association staff and design persons to provide updated roof colors and profiles that will be within Sun City Oro Valley Developmental Standards and will be complementary to the new colors for homes. This process and recommendations will include input from all interested residents and will then be presented to the Board of Directors for comment, changes and approval. The ARC plans to complete this process as soon as possible.

The ARC will discuss this issue at the June meetings and encourages comments from home owners.

Aluminum Can Donations: Put those aluminum cans to work for Sun City Oro Valley. Deposit only empty, clean aluminum cans in the box outside the Social Hall kitchen. For safety reasons do not deposit unrinsed cans which attract bees and may become a hazard.

On May 22 we delivered 480 pounds of aluminum cans which netted the CAC $288.00. Fiscal year-todate, we have received a total income of $3,502.90.

The Loan Room remains open Tuesdays and Thursdays, 8-9 AM throughout the summer. You may make reservations and pick up equipment at the end of the Cart Barn. The Community Assistance Committee does not meet through the summer but emergency requests for financial aid for Sun City needs can be made by contacting George Holthus at geoholth9@aol.com. Emergency requests for medical equipment outside of regular Loan Room hours can be made by contacting Norma at the Administration Office. CAC appreciates your continued recycling of aluminum cans which provides support for the Loan Room.

The newly formed FCC (Fitness Center Committee) purposely includes residents with differing viewpoints (50% each of voters for and against the first proposal).

We listed our own and other resident viewpoints about general perceptions, what we need to do differently, thoughts about physical design and financing. Frequent open, timely, two-way communications and significant resident involvement will be a hallmark of our work. A survey sent to all residents in the May SCOV dues mailing will invite all residents to explain why they voted the way they did and what they would support in a modified design proposal. Because no proposal can satisfy everyone’s needs and wants, we developed a preliminary list of criteria for help in making tough choices. The FCC has read volumes from previous studies and identified resources and information to further enlighten us. We invite all design layout ideas.

• Weeds in cracks of driveways, sidewalks and where the cement meets the asphalt of the street are the responsi bility of the homeowner to remove.

• Cactus and/or bushes in your yard should not extend over the sidewalk to be a danger to walkers.

• Trees must be kept trimmed high enough over the sidewalk to not injure walkers or block visibility of a stop sign.

• Exposed soil or bare dirt on your property needs to be covered by rock.

• On a corner lot, check the street-facing side part of your yard for weeds and/or other possible infractions of the governing documents.

• Artifacts, including empty pots, are not allowed in front yards. Pots should be planted with live plants, as artificial ones are not allowed.

• For safety reasons, trim any vegetation blocking num bers on your house, and be sure the numbers are lit and visible from the street, day and night.

Are newspapers piling up on your neighbor’s driveway and flyers accumulating on their front door? Why not be a good neighbor and fight crime too by getting rid of these things for them? Allowing it to pile up is like hanging a Thieves Welcome sign on their house.

You may have seen more Oro Valley Police Department units patrolling in Sun City Oro Valley. They’ve been looking for speeders and other driving scofflaws. This will continue for a while. Be careful out there!

Most seasonal residents are gone and it’s difficult to staff our patrols. If you aren’t a Posse member, please join. If you are a member, please sign up for more patrols. Posse squad leaders will be grateful.

Leslie Platt

Leslie and her husband Brainard moved to Sun City Oro Valley in August 2002. After getting unpacked and settled, Leslie began her service to the community as Social Director for the Villanellas and as president of the 18-Hole Women’s Golf Club. Leslie has continued to be a member of those clubs along with the 9-Hole Women’s Golf Club, the Rock ‘N Roll Club, Sunriser’s Exercise Club and a lap swimmer.

In 2005 her service to the Association began and we have all benefited greatly by her expertise and the thousands of hours she has selflessly given to numerous committees. Leslie came well prepared for her tasks as a former Senior Business and Strategic Planning Consultant for CACI and Director of Quality Assurance and Engineering for the U S Naval Air Systems Command. As a member of the Crafts Complex Task Force and author of that report, she highlighted the safety and space needs that resulted in its renovation and expansion.

Leslie’s writing skills were again tapped when she served on the Auditorium Improvement Task Force both as a member and author of the report. During that time and until 2011, Leslie served on the Finance and Budget Committee as a member, Vice Chair twice and Chair. She is an active member of the Posse.

In 2008, Leslie became Chair of the Long Range Planning Committee and embarked on a task that spanned 18 months. Over the course of that time, she lead her committee at weekly meetings, on the visits to competing communities and extensive research that culminated with her writing the Long Range Planning Report. Most of the recommendations in that report became Board initiatives. Today, work continues on the final few initiatives yet to be completed.

The Long Range Planning Report highlighted the renovation and expansion of our fitness facilities as a priority. In support of that project, Leslie devoted hundreds of hours as a member of the Aquatic & Fitness Center Sub-Committee and the first Chair of the newly-created Communications Committee. Today, Leslie continues to serve as a Director of the Sun City Vistoso Foundation and plans to play more golf and have more fun. Leslie Platt has been a hero among us for years and is so deserving of this award.

Our newsletter, Tipster, comes out monthly and it provides excellent information on activities in our community. However, there are often times when information can be shared with residents before the next issue comes out.

There are several ways to supplement the information provided in the Tipster. One is on our community bulletin boards. Another is through the ListServ, In the Know, which is an email blast service. We have now implemented The Buzz. The Buzz is a web page that will be updated with information, kind of like a digital bulletin board. This page will contain information that didn’t make the Tipster, but is of timely importance to residents. When information has been posted to this page a scrolling bar will appear on the home page indicating that new information has been posted. We’ll need to tweak the process a bit to make sure the scrolling bar is not over utilized and that the information is left on the page for the right amount of time, but not too long. We appreciate when residents take the time to read the information and be informed about what is occurring in the community.

Pam Sarpalius - Programs/Facilities Director Changes

Each day as I come to work I see more and more changes in the community: we now have a new name, SCOV (Sun City Oro Valley); the Town of Oro Valley has completed a large portion of street renovations; the landscaping around the facilities is in full swing; AT&T is ready to go ahead with installation in the clock tower. I know that some are frustrated by the inconvenience of these projects. We should remember when we expanded the Craft Rooms and the Café, now everyone wonders how we managed before the renovations. All present projects, and more to come are signs that the Town of Oro Valley and SCOV are keeping our community updated and making it a better place to live for all of us. Please be patient and look forward to what the completions will bring.

In recent months, we have had numerous items in the library collection damaged beyond repair. As you know, residents are asked to reimburse the library for replacement costs of such items. We are very lenient about older items, but it is particularly disturbing when new materials cannot be placed back on the shelves because of their damaged condition. We are preparing printed information for your use in the care and handling of library materials.

Please ask for one when you are in the library. We may choose to include one with your checkout items for awhile.

If you have already received one, please let us know. Your cooperation is appreciated.

Friends of the Library

Your membership in the Friends of the Library will expire at the end of June. Please stop by the Library to rejoin or, if you are not yet a member, please ask a volunteer for a form and join. The Library is one of our community’s treasures but it depends on donations for book and DVD purchases. Thank you to our many members who sign up faithfully every year.

Lonnie Davis - Recreation and Fitness Find Easy Ways to Add More Physical Activity to Your Day

Being active doesn’t have to be limited to your workout times. There are plenty of ways to become more active as you go about your day; always choose stairs over the elevator; park at the far end of the parking lot when arriving at appointments and meetings; walk down every isle of the grocery store while shopping; practice balancing skills while standing in line. Do a set of wall pushups while waiting for water to boil; vigorously vacuum; tend to the garden; sweep the sidewalk.

Rake leaves; lift weights while watching the news and try toe-raises while talking on the phone.

The summer months are a very slow time for most of the activities around the community. Most seasonal residents have left, and the golf clubs really scale back their events.

However, the summer starts the busy season for golf course maintenance. During the winter months there aren’t many opportunities to aerify greens, dethatch fairways or do major projects without interrupting tournaments or impacting play during the peak golfing season.

The heat of the summer isn’t a fun time for golfing, but the Bermuda grass loves growing in the extreme heat.

This heat provides the best time to aerify greens, tees and fairways because the Bermuda grass is able to recover quickly without disturbing as many rounds of golf. Aerification is necessary to provide oxygen, water and nutrients to the roots, remove thatch and relieve compaction developed over a season of daily mowing, watering and golfing.

This process provides a healthier and more playable turf in the long run.

Other projects to be performed this summer include repairing fairways during transition, drainage projects to continue eliminating chronic wet areas, tree trimming and moving of sprinkler heads around greens. The biggest project is going to be re-grassing the fairways. A combination of sodding and sprigging is going to be used to fill in all the weak areas. At the same time, the roughs are being dethatched to decrease grass density and improve playability. Hopefully, all the work will result in the golf course being even better without disrupting many golfers.

We have had several incidents of golf balls breaking windows or damaging property. It is common courtesy to try to inform the homeowner if you know that you have broken a window or caused other damage. However, there is a part of the CC&Rs that I would like people to refer to. Article IV, Section 4, section biii states. “golf balls are not susceptible of being easily controlled and accordingly may land or strike beyond the golf course boundaries. Neither the Association, nor any employee, or agent of the Association, shall be liable, for personal injury or property damage caused by golf balls.”

Having mentioned the disclaimer, it is obvious that we should be aware of the few places on the golf course where balls can go astray and damage homes.

April was a very busy month for the club. The Member/Guest tournament was a great success with 110 participants. A Bash and general membership meeting were held April 25 with The Men’s Club approving a name change to The Views 18-Hole Men’s Club.

At our last meeting we discussed logistics for the November 15 tea. An additional meeting was set for June 12, 9 AM, at Betty Hansen’s home. If you are a member of Emerge! Auxiliary and you are in town on that date, please plan to attend.

Our auxiliary helps and supports Emerge! which is one of the main agencies in Southern Arizona providing shelter for women and children who are victims of abuse.

During the summer Nancy Williams will continue to collect donations which now include used cell phones and chargers. See For Your Information section of this Tipster. Sun City Vistoso Foundation The Sun City Vistoso Community Foundation, a separate and independent organization from the Association, established in 1998, provides a means through which tax-deductible gifts may be channeled to support qualified health, cultural, educational and charitable needs of Sun City Oro Valley and surrounding areas.

The Foundation’s mission is to improve the quality of life for active adults in Sun City Oro Valley and the surrounding areas through a tax-deductible channel.

The Sun City Vistoso Community Foundation held their annual Shred-It Event after the tax filing deadline in April.

Over 6,000 pounds of confidential material was shredded.

In May, in conjunction with the Oro Valley Police Department, the Foundation collected pounds of medical waste and recycled a huge bin of pill containers. The next medical waste event is scheduled for Thursday, July 10.

The Foundation thanks Marge Golombek, Mary Jane Hillman and Gordon Diss for their service and welcomes in-coming board members, Lee Bomar, Eileen Rotman and Gay Russell.

Feature Sun City Oro Valley Resident Gets “Belled”

The Ben’s Bells Project awards a bell weekly to someone who’s created community through kindness.

On May 2nd Jeannette Mare surprised Dick Swain with a bell for his work with the Wheels for Kids program.

She said the organization received 22 nominations from the Sun City community supporting Swain’s selection.

Ben’s Bells began because of the simple kindness of strangers and friends shown to Jeannette Mare, Dean Packard and their son, Matthew, when their son, Ben, died just before his third birthday in 2002. Inspired by these gestures of support, they created a community art project that demonstrates and encourages kindness. Each week someone in Tucson is presented with a bell.

When Swain, a retired teacher, first moved to Sun City, he was impressed with the work of Seniors for Kids who made toys for children.

He thought he could do the same thing by fixing donated Jeannette Mare, left and Resident bikes and giving them to kids. Dick Swain with his new Ben’s Bell.

With the support of Seniors Photo by Earl Cohen. for Kids, Vistoso Cyclists, the Community Foundation, the CAC and the Tennis Club, he began Wheels for Kids to rehab bikes for children in need. To date approximately 500 bicycles have been rehabbed by 17 bike mechanics, all volunteers from Vistoso Cyclists. Swain trains the mechanics, which he calls greasers, by running workshops out of his garage.

Bikes go to Catalina Community Services, Youth on Their Own, Tu Nidito, Casa de Los Ninos, the Ronald McDonald House and individuals upon request.

Swain says, “If the cause is right, it’s a privilege to be asked.” And he’s fearless about recruiting time, talent and monetary resources because he’s asking in the name of kids who might otherwise never have a bike. “Ask any adult if they remember their first bike, and they will undoubtedly say yes, he said. Every kid ought to have a bike.”

Fall Spanish Classes

The advanced class, the INTERjog class and the Beginner (now to be the INTERwalk) class all have enough students (5 minimum) to constitute 2012 classes. In order to maintain the class hours and days for each of these classes, a new beginner class would be held Tuesday 12:30 to 2 PM; the INTERwalk, Tuesday 10-11:30 AM; the Advanced 10 AM-Noon, Thursday; the INTERjog Thursday, 12:30-2 PM. Tuesday classes start October 2 and Thursday classes start October 4. All classes end the week of December 10.

Blood Drive - Please Donate; Blood is in Short Supply

The American Red Cross blood inventory is low and to prevent the supply from falling even further, your help is needed. All blood types are required to regain inventory levels.

At the April 12 Sun City Oro Valley blood drive only 30 units of blood were donated. This is well below what we’ve donated in the past. Blood donated by generous volunteers is used daily by cancer patients, victims of trauma, premature babies, organ transplant recipients, and those with various blood disorders.

Dispose-A-Meds Program Comes To SCOV

The OVPD (Oro Valley Police Dept.) and the Sun City Oro Valley Community Foundation are sponsoring the successful Dispose-A-Meds Program in SCOV. This is an effort to make it easier for our residents to dispose of unwanted medications.

This event is scheduled for the second Tuesday of every other month and will be held in the Social Hall, 9-11 AM. The scheduled dates are: July 10 and September 11.

Status of the Villa Fatima Building Development

The partially completed building on the northwest corner of Rancho Vistoso and Sun City Boulevards is the Villa Fatima Development, which is the modification of an existing 5,000 sq. ft. office building into a 22,000 sq.ft. memory care center. Presently, the developer is processing his plans through the Town for approval to continue construction. Once these plans are approved, the Town will issue the balance of the permits needed to complete the project. The site has been sitting vacant because the plans to date have not met the minimum safety and zoning standards required for both public safety as well as community aesthetic standards.

Rides continue from Mountain View Plaza starting at 7 AM. On Wednesday, May 2, Dick Swain was honored with the Ben’s Bell Award for his leadership in establishing the Wheels for Kids program in the Vistoso Cyclists Club. Dick was surprised to walk out into his backyard and see so many neighbors and club members gathered to watch the belling of Dick Swain.

Dick, with the help of fellow cyclists, has been refurbishing bikes for kids for the last five years and has given more then 500 bikes away to children and youth of deserving families who might not otherwise have a bike.

Dick, a master bike mechanic, trained volunteers from the club who took old donated bikes and brought them back to life. The entire Vistoso Bike Club is very proud to have such a kind-hearted man in their midst.

June 4, we’ll examine the first selection on our new reading list, Roman Blood by Steven Saylor. The book is one in a series of historical mysteries, and this one begins on a hot spring morning back in 80 B.C. in the time of Cicero. Politics enters the drama, and as the plot unfolds, the reader becomes enmeshed in the life and times of ancient Rome.

In July, we’ll turn to a true murder-mystery involving an important historical figure, Guglielmo Marconi, the inventor of the first practical radio-signaling system. This non-fiction account of a famous criminal case is ably written by Erik Larson in Thunderstruck.

Newcomers are always welcome to just listen or take part in our dynamic discussions. Our reading list for 2012–2013 is posted at the Sun City Oro Valley library.

Walking dogs becomes more challenging in the hot weather. Early mornings are good as is one hour after sunset. Be sure to bring along water on your walks and watch your dog carefully for signs of heat stress, i.e. excessive panting or weakness. Try to stay in the shade as much as possible. Older dogs, black dogs and obese dogs all have special susceptibility to heat stress. Snubnosed dogs like Boston terriers and pugs have poor panting mechanisms and do not deal well with heat.

Remember that the temperature at sidewalk level can be 10 degrees hotter, and your dog is barefoot. Always be aware of the heat of the surfaces your dog needs to walk on or sit on and protect him from hot surfaces.

Please remember, even with the windows open, a car becomes dangerously hot within minutes after the A/C is turned off.

Poets often work through their feelings about difficult subjects by writing them out in a poem. In Bright Day, poet Stanley Moss begins by greeting the day. He goes on to say “I proclaim the bright day of the soul” but the last three lines deal with death in a way that is unexpected and leaves the reader thinking about how he said what he meant: “I know the dark night of the soul/ does not need God’s eye,/ as a beggar does not need a hand or a bowl.”

In our weekly workshops we tackle a variety of subjects, examining how successfully a poem expresses the author’s intent. Our gentle critiques are meant to enhance the finished poem, though we frequently disagree about how that might best be accomplished. The poet gets to choose which suggestions to use. It’s a lively and engaging process. Join us.
