Paying for the Greens Reconstruction Project

by Tim Kelley The funds for the Greens Reconstruction Project (GRP) will come from the Asset Reserve Fund. There will be no special assessment.

The Asset Reserve Fund’s purpose is to pay for the repair or replacement of capital assets that are included on the asset reserve schedule for the community.

Properly funded and managed, this fund helps protect homeowners from special assessments when capital assets on the schedule require repair and/or replacement, when assets reach the end of their useful life.

The Finance-Budget Committee (FBC) at its meeting on November 26 reviewed the scope and the estimated cost of the project. FBC discussed where the funds would be sourced for this project. Among the factors considered were: 1) replacement of the greens has been on the Asset Reserve schedule since 1997, 2) funds from Asset Reserve are intended for repair and replacement options, 3) Capital Funds can be used for renovating and/or constructing new items of a real property nature, 4) Capital Funds can be used for new real property purchases, and 5) Adams – Sterling’s legal opinion on the use of reserve funds for golf course greens, is that “…reserves should be set aside to replace them at the end of their useful life.”

The FBC unanimously recommended that “all funds, including expenses related thereto, for the project should be sourced from the Asset Reserve Fund.”

The Board accepted the recommendation and approved the use of Asset Reserve Funds for the GRP at its meeting on December 11.

No other repair or replacement project (Activity Center Renovation as an example) in which elements of that project are on the Asset Reserve schedule and the funds are anticipated to come from the Asset Reserve Fund, will be adversely affected by the funding for this project. New construction or real property acquisition would be funded by the Capital Fund.

There is no doubt that the many existing amenities within SCOV are important to maintain our active lifestyle, support our property values, and attract new home buyers. The Asset Reserve Fund is the financial tool that allows us to maintain and update the amenities.

When lifestyle or active-adult interests change or expand it is the Capital Fund that is used to acquire or construct these new amenities.

The Board, with the comprehensive planning and recommendations of the Long Range Planning Committee, continues to plan for the future with a commitment to avoid special assessments.

The Asset Reserve Fund – How it Works Here at SCOV, an Asset Reserve Fund has been established to pay for repair and replacement of assets. When properly funded and managed, this fund helps protect the community from a need for special assessments. As our property ages and reaches the end of its useful life, it reaches a point where the cost of maintenance increases and replacement is a better fiscal choice.

The Asset Reserve Fund is a restricted use fund. The dollars allocated to the fund can only be used for the repair or replacement of capital assets that are included in the Asset Reserve Fund schedule.

Items are placed on the Asset Reserve schedule if the original cost is equal to or greater than $1,000, and the initial useful life of the asset is greater than one year. We have over 600 items on our schedule. These range from pools, exercise equipment, roofs, air conditioners, office equipment, posse vehicles, kilns, saws, mowers, etc. Items on the schedule can have a useful life from 1 to 30 years.

In addition to a listing of items, the schedule lists the estimated cost of replacement for each one. As items are replaced, the actual cost for that replacement may indicate the need to update the cost estimates for similar items on the schedule (e.g. air conditioners).

The dollars in the fund are not earmarked for specific items. Rather, the dollars are a pool that is used for repair or replacement of property on the schedule.

The dollars in the fund come primarily from homeowner dues, approximately $1.1 million per year. Additional dollars come from interest earned on investments and 10% of the Capital Contribution Fee from home sales. The fund balance on July 1, 2018, was $5.7 million. The anticipated July 1, 2019, fund balance is $6.3 million. Dollars not needed in the near term are invested.

The current fund balance is approximately 60% of the fully funded balance on the schedule. It is not necessary to totally fund the requirement as all the items on the schedule will not reach the end of their useful lives at the same time.

The risks associated with the items on the schedule are mitigated by: 1) semi-annual Property Committee inspections, 2) the risk management program (insurance), 3) annual review by the Finance-Budget Committee, 4) periodic audit by an outside consultant, 5) ongoing maintenance by SCOV staff, and 6) Board approval of annual scheduled expenditures.

It should also be noted that just because an item on the schedule has reached the estimated end of its useful life, it is not automatically replaced. Maintenance records and the anticipated cost of maintenance is also taken into consideration.

The Asset Reserve Fund is an important element for the ongoing maintenance of our real property and contributes greatly to the overall financial health and strength of our community. It is this fund that allows us to maintain and upgrade our facilities and support our lifestyle and property values with desirable amenities.

What’s Up With Activity Center Renovation?

f you’ve lived in Sun City for some time, you know that the Activity Center (AC) has had a number of studies done and recommendations made over the years.

So, it’s no surprise that the Board of Directors (BOD) chartered the Activity Center Renovation Committee (ACRC) last March “to develop a design and plan that, when implemented, would bring the Activity Center up to Sun City quality standards and will best serve the current and future needs of residents.”

Chaired by Ed Zwerling, the committee is currently wrapping up the discovery phase of its mission. Other members include Hal Linton, Al Johnson, Jim Mitchell, Barbara Ross and Don Teiser, along with Board liaison Ted Hood and staff liaisons Mark Wade and Ken Sandrock.

Members have interviewed more than 50 clubs, organizations and monitors to learn how they use the AC, how many attend events, how rooms are set up and, most importantly, what improvements could be made to satisfy their needs.

“Through all the meetings a number of common recommendations stand out,” explain Al Johnson and Don Teiser, who conducted the interviews.

The most common suggestion is that the Auditorium needs to be enlarged. It currently is approved for 350 people with chairs and 250 with tables and chairs. Groups whose events draw the largest number of people – the Rock ‘N Roll Club, SCOV Women’s Auxiliary, Sun City Singers and the Sun City Variety Theater – have all requested more capacity.

Other Auditorium suggestions include more comfortable seating with improved sightlines, all-wood flooring for

dances, a larger stage and state-of-the art audio-visual equipment. Some have suggested changing the orientation of the Auditorium with the stage in now what’s part of the Kiva Patio.

The number one concern for the three Native American rooms is sound-proofing. The committee discovered that while each of those rooms has a capacity of 60 with chairs, typically only 25 or fewer people use a room at one time. So, better flexibility with more room dividers, improved lighting and audio-visual is a goal.

Residents have also requested more restroom capacity with more handicapped accessibility, perhaps more centrally located to avoid congestion at the Auditorium entrances.

Some have questioned the need for the current size of the Kachina Lounge and the Kiva Patio. Both offer potential for Auditorium expansion. Some have also suggested a partial covering for the patio.

Also, some have called for improvement of the kitchens.

However, more than half the groups interviewed never use a kitchen. The committee is assessing whether we need a kitchen in the Auditorium and the Navajo room and if they should be restaurant-style or for catering only.

Storage throughout the building has been a concern. Not all clubs use storage areas, but those who do want to keep them for their items. Our BOD has formed an ad hoc committee to make a recommendation to the ACRC on storage.

A major recommendation from most of those interviewed is that the entire building needs a more modern décor with current wall colors and coverings and a more impressive entrance with higher ceilings.

In October, representatives from W. E. O’Neil were invited to tour the building and learn general priorities for the renovation. SCOV has experience with W. E. O’Neil, who were general contractors on the Aquatic & Fitness Center, Lounge and Pro Shop projects. In November, the committee reviewed detailed recommendations from the clubs and organizations with W.E. O’Neil, who explained that if we sign a contract with them, they will get at least two architectural firms to propose two to three designs each with renderings and a plus/minus 10 percent budget within two to three months of signing. The BOD has already provided funds for this portion of the project.

As Ed Zwerling explains, “Nothing’s been decided yet. The community has given us lots of ideas. The architects will convert those ideas into concrete possibilities and budget numbers. We’ll go from there.”

This month’s topic is the Member Services section and specifically the information available on the Golf Greens Reconstruction Project. There have been several meetings about the greens and as you can see, both the Board of Directors’ and General Manager’s articles this month address this topic and how it will be funded.

Courtesy Notices Often when residents in our community receive Courtesy Notices in the mail, they become upset. For those who keep their properties in perfect condition, it is an understandable reaction. For others who are away from our community, the idea that weeds and bushes can grow in the desert is a mystery. Sometimes newer residents who are not familiar with the governing documents are amazed. The notice can be interpreted as more than a simple reminder that there is an area on the property which needs attention as referenced by the governing documents. Courtesy Notices are mailed as a service to provide you with information about your property.

Sometimes mistakes are made when identifying a problem or preparing the notice, and for this we appreciate your patience and forgiveness. Other times, there is a lapse of time between the report of the deficiency and the time when the Courtesy Notice reaches the owner of the property. For instance, this can happen when a landscaper corrects the noted item in between the time it was seen and the time a notice was prepared. It can be frustrating for a resident who looks out at his/her yard and sees perfection but is holding a Courtesy Notice about weeds in his/her hands. Ours is not a perfect process, and we encourage you to call our Community Service office if there is a mistake or a question. We know that life sometimes has challenges which demand extra time to complete a correction and extensions are granted if that is the case.

Association Committees

Have you ever found yourself number 183 or higher in line for a book at the public library? This never happens at our library, and yet we stock all the new-release and book club books in demand by residents. When a waiting list reaches about nine or ten, another copy is usually purchased and put on the shelf to reduce the wait time. Looking for a title we don’t have? Come in and add it to the Request List located next to the Catalog Computer in the library. Over 70% of the requested items are purchased. In making purchase decisions, the release date and ratings on sites like Amazon.com, Goodreads.com, and IMDB.com are considered. A book that has a solid five-star rating from only 13 people does not measure up to a book with four stars from over 4,000 people. When making decisions on which movies to get, ratings from people in our age demographic are checked on IMDB.com. This gives us a good idea of how well that movie will circulate. Sometimes residents ask why we rarely buy books or movies over eight years old. The older the book or movie is, the greater the chance that residents will have already read or seen it, but a new release book or movie is new to all. With a limited amount of donated funds, some titles won’t make the cut, but knowing someone has asked for a certain title weighs heavily in its favor. So, keep your suggestions coming.

New Year, New Exercise It’s a new year, and maybe you’ve resolved to start an exercise program. If so, good for you. Getting regular physical activity is one of the most important things you can do. And it’s one of the most common New Year’s resolutions among Americans each year.

Just make sure you start off on the right foot with these helpful tips: Take it slow and set small goals – after all, you’re in this for a lifetime. Talk to your doctor before getting started especially if it’s been 8-12 months or longer since you’ve last exercised, you’ve had a large weight gain or you’ve had a noticeable change in health.

Evaluate your personality. Do you like to exercise alone, in a large group or with a partner? The answer to this question will help you decide what type of exercise will keep you motivated to stick with your new routine.

Be safe. If you’re exercising outside, make safety a priority. Dress for the weather, wear reflectors and light colors if you’ll be out when it’s dark and carry a cell phone with you.

One of the suggestions from the National Institute on Aging for Seniors is to engage in physical exercise. On January 18, in the Activity Center, Robert Klingman, from Athlon Physical Therapy in Oro Valley, will give a presentation of flexibility and strength training. Robert continues to serve as a faculty member and guest lecturer for the Southern California Kaiser Permanente Orthopaedic Residency Program and has served as a guest lecturer for the University of Arizona Medical School Orthopaedic Residency Program. He is a graduate of the Orthopaedic Physical Therapy Residency Program, Kaiser Permanente in Los Angeles, CA, and has a master’s in physical therapy from Mt. St. Mary’s College, Los Angeles, CA. Our Aquatic Fitness Center is a jewel in our community.

Ambassadors comment that visitors are always impressed with this amenity. Long-range planning surveys support the fact that residents are highly satisfied with most aspects of the AFC. It is always staffed and ready for your use.

Regarding the fitness area, some residents have hoped that more machines would be purchased to accommodate high usage during peak times. With data collection on use of existing equipment, it is clear that our fitness center has times of low use when there would be no problem working out on any machine. Consider working out during low usage hours, between 11 AM and 3 PM, to have better options.

The 2019-2020 SCOV Association budgeting process begins in January. The process starts with department supervisors developing forecasts for operations and capital expenditures. This work is reviewed by the General Manager and Controller to develop a draft budget. The first draft budget is presented at the Finance-Budget Committee’s meeting Monday, February 25, 1:30 PM. Additions/changes recommended during this meeting are used to develop a second draft which will be presented and discussed at the committee’s special meeting Monday, March 4, 1:30 PM. If a third draft is needed, it will be presented and reviewed at the Committee’s regularly scheduled March 25, 1:30 PM, meeting. The budget approved and recommended by the committee will be presented to the Board of Directors at its Thursday, April 11, study session. The budget, with any Board changes, will be placed on the Board’s agenda for approval during its April 23 meeting.

The busy holiday season is officially over, and we settle into the glow of the Arizona winter. Every item in the Gift Shop is made by our own community artists and Jo Wickberg, (left), and Maxine Theusch, (right) craftspeople.

January featured artists are Joanne Wickberg and new consignor, Maxine Theusch. After taking classes in various media, Jo began making cards for sale. “I’m now concentrating on pop-up cards. They’re fun to make. On opening the card, flowers may pop up, maybe a big birthday cake or a large ‘thanks.’”

She also offers sets of smaller cards with coordinating subject matter.

Maxine quilts her own designs, and her work has evolved into the bags and purses she offers today. She also makes woven bead jewelry in the Japanese Kumihimo technique.

What began as a way to use up a collection of excess beads has turned into lively blasts of color to wear and enjoy.

What do you do when you have termites in your house?

Do you wait and hope the problem goes away? Can the wood in your house be weakened by waiting? I think most people would agree that taking termite control action is the best avenue for maintaining the asset they have–their home.

Our greens are in the same situation. We don’t have termites, but we have salts and compacted soils that have killed root growth. In this situation, our grasses have a limited capacity to survive. Agronomists tell us the same thing, the greens will deteriorate and action is required. Sadly we have already seen dead-grass areas and can expect to see more in the near future.

Our golf course is a valuable amenity and asset. Doing maintenance to keep the asset healthy is responsible and important to everyone in the community. The golf course is currently generating more revenue and positive results for the community. Maintaining our golf course is important to keep this trend going.

Greens are the face of a golf course. The science has been reviewed, and the experts agree that green reconstruction is The Views’ best and lowest cost alternative.

The Task Force to Preserve and Enhance Lifestyle and Property Values conducted four focus-group panel discussions, December 6, 8, 10 and 12. This completed the final step of our year-long process researching, drafting and working through issues raised in developing a fair and workable proposal to prevent or mitigate situations where construction of home additions or other structures would substantially obstruct existing scenic views from nearby homes.

Each panel was comprised of 8-10 concerned SCOV residents. A moderator first presented them with summaries of the draft proposed plan, then sought their thoughts on the proposal: their concerns about view obstruction, further information they feel they need and all objections and criticisms they could offer. These group meetings provided the Task Force with valuable insights about residents’ concerns, ideas and opinions.

Since then, the Task Force completed revised final versions of the plan and supporting papers, incorporating many residents’ suggestions and comments in the final recommendations for amendments to the SCOV governing documents implementing this plan. These recommendations will be presented to the Board for approval in January. If approved, the amendments will be submitted to a vote by SCOV residents in March.

The Properties Committee had a very active year during 2018. Activities included regular Chalk Creek Wash and facilities inspections including a special inspection of the golf course cart paths. Studies carried out included parking lot lighting conversion to LED lighting, Activity Center parking lot access, lighting in the AFC plaza and dumpster location alternatives near the WC and SCOV solar system monitoring. The committee looks forward to continuing these and similar efforts in 2019. You may have noticed recently behind the green on Hole #7 we had a post installed with three different video cameras.

It’s a part of a hole-in-one promotion with a company called Swing King. You are invited to participate in The Views Golf Club Swing King ~ Hole-in-One Club by paying an annual fee, or by paying on a per-round basis.

The Hole-in-One Club is only on our signature Hole #7.

Any hole-in-one on #7 receives $2,500 for being in the Club or by purchasing the per-round fee. The annual membership fee is $75. The first 50 memberships sold will receive one complimentary round of golf for yourself or guest and a 15-minute tune-up lesson from one of our golf professionals The lesson is available to annual pass holders and residents of SCOV. Superintendent - Michael Kropf scvgolf@suncityorovalley.com 520-917-8063 January is the time of year when the normal activities in the golf course maintenance department really slow down. The cooler temperatures decrease the growth rate of the grass, so the amount of mowing required is greatly reduced. Less fertilizer and water are required for maintaining good turf health. This allows our department to catch up on other areas of the golf course, such as drainage projects, desert broom removal, tree trimming and landscaping.

Some of the projects that are going to be addressed during this slow maintenance will be thinning the desert around the driving range floor so the Pro Shop can recover lost range balls, fixing the washouts around tee complexes and then covering the area with a new coating of decomposed granite to freshen up the appearance, thinning vegetation in front of tees to open up views and hitting areas and trimming trees around the cart paths and roughs to make it easier to drive under with carts and equipment.

More drainage projects will be completed this year to improve playing conditions. Hole #14 has several areas that have drainage issues. Wet conditions start at the puddle on the cart path in front of the red tee and go all the way to the cart path where carts exit the fairway. The scope of this project is so large it will be divided into several smaller projects that will be completed over the span of a couple of years.

January brings shorter days for golfing and a busier golf course. With most of the winter residents here now, Rick Price and his staff have many opportunities for all levels of golfers. Check with the pro staff, and sign up for your golf interest.

Frost delays are common in January with colder mornings so always check with the frost information number 520-8250322 to see if there is a delay. Pace of play is an important factor in enjoying your round of golf, so keep up with the group in front of you and have a enjoyable round. The Pro Shop and Golf Advisory Committee would encourage you to play 18 holes in four hours or less and playing 9 holes in two hours or less. The player assistant will encourage you to play faster if you are falling behind by using a yellow flag as a warning. Encourage your group to play at a faster pace, so you do not see a red flag which could result in your group skipping a hole. The player assistants are only doing their job, so treat them with respect.

January through April is a busy time for club tournaments.

After a number of years on sabbatical, the 18-Hole Men’s Club fielded a team to compete in the Pima Cup Tournaments. Winners in the first of the tournaments were Art Scala and Paul Topness who captured first place in the B flight.

Second place in the A flight went to Tim Kelley and Bob Bronson.

Closer to home, belated congratulations go to the winners of the President’s Cup, three days of match play, flighted and double elimination event. The low handicap flight winner was Bill Cocanour. Additional flight winners were Howard Schultz, Don Anderson, Jerry Tovatt, Richard Stagg, Dick Shurr and Carl O’Connor.

Pam Labrie and Linda Raymond won the best ball event with a net 58. The club also honored Debbie Allen for her hole-in-one on Hole #7, approximately 130 yards with a seven iron in April. She was the only winner last season, so she received the whole pot.

Friday, January 11, 1 PM Author Rita Connelly Local food journalist and author will speak and sign copies of her latest book, Historic Restaurants of Tucson. Each chapter covers a decade of restaurant history in the Old Pueblo. Her third book, coming out early in 2019, tells the story of Arizona’s chimichangas. Don’t come hungry to this presentation. These photographers represent Levels 1-3 and are a combination of print and digital entries.

In addition to friendly monthly competitions, our club offers educational programs, hosts guest speakers and exhibits members’ winning photos. Visitors are welcome to attend our meeting or competitions.

All SCOV residents are welcome to come by the sculpture studio and view the projects that are in progress.

For residents that are not familiar with clay sculpting, we use a variety of media to create a sculpture, not just clay. Projects begin with an idea Busy creating sculptures of what to sculpture.

Some get their inspirations from pictures, objects, people or animals. Currently we have people sculpting birds, busts, a native American with a bow, shamans and various other items. When you become a member, the club provides the media to begin a project such as various sizes of wire, aluminum foil and finishes to name a few. The club also stocks the sculpey clay for members to purchase. Please feel free to come by the studio on Monday mornings to see what we do.

Drop in at the Sewing or Wood Working rooms and just ask what individuals are making for Seniors For Kids. You might find something that fires up your creative juices or challenges your woodworking or sewing skills. There are also many jobs that are necessary but easy; it is fun to work and visit with other SCOV friends for a good cause.

She enjoys the people in SnS and learning new ideas.

We have grown so fast with 135 members in the same space that we have always had and added molds and equipment and kilns to our inventory, but we have no additional space.

Today, computing is rapidly changing from the desktop and laptops we are familiar with, to tablets and phones. The Windows environment is being replaced with the iOS of Apple phones and iPads or the Android OS on Android devices.

Through these personal devices, the world is getting quickly connected. Now lights, security systems, music, lectures and TV are being accessed through these new devices with more being added daily. This phenomena is being called the Internet of Things (IoT) where everything is connected and your phone or tablet provide that interface.

In November, the computer club started exploring the IoT. Come to the general meeting January 14 to continue our look into IoT via the world of Alexa, Google Home, Cortana and Siri.

Our theme for December was Thai Delights. We started the meal with appetizers such as skewered chicken satay with peanut sauce and spring rolls. Coconut shrimp soup and various salads were featured in the next course. Entrees included red or green curries, Thai seasoned barbecued beef or pork tenderloin, Pad Thai noodles and lemon chicken with aromatic rice. The meal concluded with tasty sticky rice bars, fresh mango, papaya and pineapple or tropical fruit sorbets.

The themes for the rest of the year will be Southern Italian, South America and Food from the Movies. Which movies will be featured in food? It’s up to each group of six to eight diners to decide.

The entire club will gather in February at the Gallery at Dove Mountain for a luncheon where we will trade recipes and stories.

It was a wonderful holiday season for our club. We began our Christmastide festivities with a performance at Santa Catalina Church for their seniors Christmas party and later that week held our Christmas sing-along in the Auditorium to an enthusiastic audience. Aqua Tone is a toning water workout that incorporates a variety of rhythmic body movements performed in the water.

This aquatic exercise class enhances cardiovascular fitness and muscular endurance.

We meet Tuesday, Thursday and Saturday, 9 AM in the winter, 8 AM in the summer at the AFC pool. There is no fee to join the club or the class. The teachers are club member volunteers. Being able to do a basic swim stroke is very helpful. Items used in the class are buoys, board, noodle, ball and fitness band. Most are available at the pool. A band can be purchased from Marcia for $5. We assign an experienced member to a newcomer to help with learning the various movements. You will get a good workout in a fun class.

In May 2018 the rapidlygrowing sport of pickleball joined the Amateur Athletic Union (AAU). The AAU and USA Pickleball Association announced a strategic alliance that provides both youth and Brent and Dan early morning adult programming for athletes across the country. This introduces our sport in elementary and middle schools across the nation. Don’t be surprised when your grandkids visit and ask you to play pickleball with them.

Club play has gotten busier with our seasonal residents returning. The winter courts schedule began on December 1 and can be viewed on our website above. Membership is now at 409 and continues to grow. We provide beginner lessons and have loaner paddles for you to learn this fun game.

You don’t have to be a great athlete to play. It is like playing full-size ping pong on a court that is only one-fourth the size of a tennis court. For more information, contact Dave Burnham.

Some of our partner organizations are Youth on Their Own, El Grupo, Refugee Focus and Tucson Boys and Girls Club. Wheels for Kids is a total volunteer effort. We need mechanics.
