Time is a never-ending constant that affects us each moment of each day of each month and year. It was just three years ago this month that I was a candidate for election for a seat on the SCOV Board of Directors. Today, I am only three months away from completing my term, and there are others standing ready to be elected to fill my seat. Much has changed over these three years here at SCOV. Trying to list all of the changes that have taken place would be virtually impossible. To list a few: the dedication and opening of the AFC, the build-out of the new Pro Shop, many changes in our Café (now Restaurant) and food service staff with wonderful plans to enhance this amenity for our residents during 2016. However, there is one change on our horizon that I would like to focus on. It has been underway for almost two years and will have a measurable effect on the future of our community. It is the work being done by the Government Documents Review Committee chaired by Hal Linden. This committee has been meeting weekly for almost two years reviewing our Articles of Incorporation, Master Declaration and Bylaws and will be recommending many changes to these documents regarding how we govern and manage our community in the future.

Please read carefully the article in the adjacent column written by our General Manager Bob Mariani. Bob outlines several of these changes that will affect how we do our corporate business. Soon additional articles concerning these changes will appear in the Tipster and the SCOV Weekly. Public forums will be held to explain all the changes and why they are being recommended. Please take the time to read and understand them. Change will happen. Please be part of this change. We will all be better for it.

The Board of Directors election and the vote on five governing document amendments, as of the writing of this article, is just around the corner. The most important message of this article is simply a plea to vote. Assuming you’d do that, here are a few thoughts about the issues.

Each year the Membership votes to elect new Board Members. The Board makes numerous decisions every year that mold the direction and character of SCOV. As a result, it is very important for every Association Member to investigate the Board candidates and vote for the person you think will lead the Community in the “right” direction.

One amendment that the membership will vote on is a change in the percentage of votes needed to approve an amendment to the CC&Rs. The proposal is to have the approval percentage for the bylaws and CC&Rs be the same. This percentage is controlled by Arizona state statute for the Bylaws which is a simple majority of the entire membership or 2/3 of the members who vote on a matter. Currently the CC&Rs require a 60% approval of those who vote on a matter.

Restrictions on the Board’s expenditure authority contained in the bylaws is another amendment on the ballot.

The proposal is to increase the Board’s expenditure level from 5% to 10% of the previous year’s revenue for new capital improvements/expenditures and also establish a limit on expenditures for renovations of 10% of the previous year’s revenue where there is none at this time.

A third item on the ballot concerns party walls/fences (walls on the property line) between residential lots and common area. The section of the CC&Rs that deals with this issue is poorly written and can be interpreted in several ways. The proposed amendment makes it very clear that party walls between residentail lots and common area will be treated like all other party walls which is that the owner of the residential lot and the Association will be jointly responsible for party walls.

The last amendment to be considered concerns an increase to the Capital Contribution from an amount equal to the annual dues to an amount equal to 1.5 times the annual dues. In addition, at least 10% of this fee would be allocated to the Asset Reserve Fund, the exact amount to be determined by the Board on an annual basis. If approved, this change will provide more funds for new capital and for replacement of current capital items.

To Remodel or Not To Remodel; That Is the Question!

By Barbara Ross Six years ago my husband and I bought a home here in Sun City Oro Valley. We had rented for two winters before deciding this was where we wanted to be. As we looked at houses for sale, both of us agreed we did not want to have to fix up a house. As seasonal residents we wanted to move in and enjoy the lifestyle right away. We found a house that met our requirements and we became homeowners the end of March 2010.

completely redone and made very functional. The guest bath was completely redone. They waited two years for the second stage which was to completely update the master bath. The soaking tub is gone and they have an easy access, large shower.

There were no bad surprises with either project; they were quite pleased with the results.

Another couple, also seasonal residents from the Upper Midwest, are remodeling out of necessity. There was a significant water problem in late June and July which destroyed both bathrooms and the hall closet. The discovery was made when the water bill was 2.5 times greater than usual. It was then that they learned the value of the AquaHawk program of Oro Valley… a little late!

The first step was hiring a mold remediation company who did a thorough job. Bathrooms were torn out and wallboard was removed. They were left with a clean pallet to start fresh.

However, before they began remodeling, they wanted to confirm there were no additional leaks so they hired a leak detection company. With no further problems, the couple could begin remodeling, a process of choosing new toilets, sinks, a bathtub, tile, trim, countertops, faucets, cabinets and colors to create a new guest bathroom, master bath and a hall closet. None of the repairs could happen quickly, and all new fixtures and parts required lead times.

One only has to read the Tipster or our General Manager’s This Week in SCOV to realize there is so much going on in our community.

Not only are there many activities, but the Association is working on projects that are updating and improving our community. Currently, there are three projects in the works and the status of these projects change frequently.

To better inform our residents on the status of projects, a webpage called Projects has been created, and can be found in the Members Services section of the website. This page will be updated weekly, for you to see the progress of the projects. So, the next time you’re wondering the status of a project, you will now have a place to go and find out.

It is budget time for all Department Managers of SCOV. All managers must figure out how much money is needed to run their department. This is an important part of our jobs since in part it determines if an increase in dues is needed. Many decisions must be made to keep certain services or cut them.

As you know, in running your own household, sometimes you have to eliminate something to cut your monthly costs.

After managers turn in their budget sheets to the General Manager and the Controller, the manager meets with them to once more go over that department’s budget. The budget sheets are reviewed again and sent to the Budget and Finance Committee, and they make recommendation to the Board of Directors for approval. Budgeting is a long process.

Thanks to the new computer system, the library can now keep track of usage statistics. In the month of December, our computer software handled 6,132 events. This included 2,776 items checked in, 2,919 items checked out, and the remainder was a combination of items being renewed or reserved. Of the 135 items renewed, 38 of them were renewed online by patrons. That’s almost thirty percent. It’s exciting to see residents utilizing our new system.

In December $1,068 was spent on purchasing new books and videos, and $43 in new books were obtained in trade from Bookmans. One-hundred percent of these purchases were made with donations by generous residents to the library or Friends of the Library.

New this month: Downton Abbey, Season 6, and Bridge of Spies with Tom Hanks in video; the latest Anne Perry and Stuart Woods novels; Crimson Shore by Preston and Child in audiobook and new releases from both Fern Michaels and James Patterson in large print.

Friends of the Library Here is a fun fact for you if you enjoy statistics. On November 30 there were 186 patron visits to our library, 300 items were checked in, 204 items were checked out. We think you will agree those are fantastic numbers.

Our Friends of the Library Books and Authors Luncheon will be held on Tuesday, March 8, Auditorium.

Ticket sales on Tuesday, Wednesday, and Thursday, February 9, 10, and 11, Activity Center/Lobby, 9 AM-Noon, $25 pp.

Please remember that the library does not receive money from the Association. Rather, we rely on donations and fundraisers.

The luncheon is one of those fundraisers. We appreciate your support.

LF Connect lets you control your own workout experience. For example, you want to do a workout that is not programmed on the machines, simply create, share and personalize your own, manipulating time, speed and intervals.

You can use LF Connect (app or computer) to create your workout at home or even on the way to the gym. When you arrive, your workout is ready to go. The LF Connect App log your strength session as well as record any exercises you do outside the gym. Use the app to record your run or bike ride. Each resistance machine will have a QR barcode to scan, then simply record your sets, reps and weight, keeping your workout logs all in one place.

Board Candidates Answer Questions

hy do you want to serve as a W Board member and what will you specifically contribute to the Board, if elected?

I was a Board member in 20102012 and would like to be reelected to serve a full three-year term. I can contribute expertise, historical perspective and leadership skills because of that prior Board service, the numerous committees on which I have served and because I have lived in our wonderful community for 14 Debra Arrett years.

What do you perceive as the most important issue in SCOV and what is your opinion on the matter?

I do not think SCOV is faced with a major hot button issue, but the 2016-2017 Board of Directors will oversee the completion of the Restaurant/Lounge project and hire a replacement for retiring General Manager, Bob Mariani.

The work of our many committees has and continues to be the backbone of SCOV. Members’ willingness to share their life and career expertise is priceless and sets us apart from other active adult communities. However, I think direct communication between the Board and committee members has declined in recent years and too often leads to misunderstandings and misdirection. I believe this can be avoided with committee reports at Board meetings, monthly or on a rotating basis.

What goals would you like to help the Board of Directors achieve during your term?

My goals are to maintain our buildings and excellent amenities while keeping our annual dues competitive and affordable. Proper planning and management of the Capital Fund will insure that future capital improvements can be funded

by Capital Contribution Fees and without the need of special assessments.

What do you perceive is the most important issue in SCOV and what is your opinion on the matter?

The selection of the Association’s next General Manager is the most important issue for the next Board. A good start has been made by the current Board of Directors with the appointment of a selection committee who will eventually develop a slate of qualified candidates. The new Board will select the new General Manager from this list. Why do you want to serve as a Board member and what will you specifically contribute to the Board, if elected?

Serving as a Board member is an opportunity for continuing my belief in community service by using my previous experience and skills gained as a Board member and officer in community organizations, including homeowners’ associations.

In my professional life as a Risk Manager, I had to separate fact Ted Hood from fiction, offering a non-judgmental approach to problem solving. I would continue this approach as a Board member.

What do you perceive is the most important issue in SCOV and what is your opinion on the matter?

My goal would be a three-to-five year plan that incorporates the highest and best use of our combined financial, physical and human resources.

What goals would you like to help the BOD achieve during your term?

In the very broadest sense, the most important issue will be how to deal with the rapid technical and social change occurring in our society as a whole, and SCOV specifically.

Our greatest resource is the life experience and spirit of volunteerism that our homeowners bring to SCOV. We must continue the tradition of encouraging the use of our talent and skills within our community. hy do you want to serve as a W Board member and what will you specifically contribute to the Board, if elected?

A positive way to support and contribute to SCOV residents is choosing to stand for election to the Board of Directors. It is my honor and pleasure to do so.

My experiences in education as a team member/leader and administrator have developed my leadership and organizational and communication skills which will enable Nate Norris me to help the SCOV Board and citizens achieve consensus and closure on important issues.

What do you perceive is the most important issue in SCOV and what is your opinion on the matter?

The coming Board will manage the recruitment, hiring and introduction of a General Manager to replace Mr. Mariani who is leaving at the end of 2016, with our thanks for a job well done. The successful completion of this process is critical for the future of SCOV. This, and continued prudent fiscal management along with long-range planning and management of resource development, maintenance and preservation of facilities will continue to enhance the quality of life of all SCOV residents and preserve our invest ments in the community.

The AFC (Aquatic Fitness Center) usage is up 29% over the previous years.

2015 provided the largest gain by over 127,500 visits to our facility. As a reminder, all residents are to swipe their card or fob upon entering. Example: when both spouses arrive at the same time, each individual is to swipe upon entering. This helps in maintaining an accurate count for usage and safety.

The AFC temperature is set to 68° during the day, and set to 70° from 5-9 PM. Staff is assessing the possibility of the implementation of airflow diffusers to avoid some of the direct downward airflow.

Interested in the proper use of equipment at the AFC? Lonnie Davis, Fitness Director, provides an entry level session every Thursday at 1 PM. Each session size is limited to ten, so advanced signup is required.

If you are planning to make any exterior alterations, additions, painting, landscaping changes or any work that might alter the appearance of your home or property, you must first submit plans and receive written approval from the ARC (Architectural Review Committee.) Homeowners are also cautioned that the Town of Oro Valley requires permits for many major and minor alterations or repairs as well as some mundane items. It is wise to check with both the ARC and the Town before undertaking any work.

The forms necessary for submitting plans and staff assistance may be obtained on our website or through the Administration Office. Hours are Monday-Friday, 9-11 AM. Should there be questions about owner obligations, or for additional information, refer to the CC&Rs, Bylaws, Development Standards and the Tract Declaration you received upon the purchase of your home. Election Committee

Forums, Ballots & Validations

During the month of February the Election Committee will conduct two Board of Director Candidate Forums. These forums will be Thursday, February 4, 6:30 PM; and Friday, February 12, 9 AM, both in the Auditorium. Please attend and be informed about the position these candidates have on issues important to you and the Association.

On Tuesday, February 16, the ballot will be mailed to all homeowners. You will be voting for the Board of Directors.

There are three positions for Board of Director each for a three-year term. You may cast three votes.

Also starting in February and continuing through March, the Election Committee will be validating ballots. The ballot validation process is as follows: • Homeowners receive their ballots, a white BALLOT envelope and a blue envelope. Residents mark their ballots, seal them in the white BALLOT envelope and then seal that envelope in the blue envelope on the outside of which they record their name and unit/lot. This blue envelope is then mailed or placed in the locked ballot box.

• On the ballot validation dates, which are posted on the bulletin boards, the Election Committee checks the unit/lot and name against the membership list of eligible voters. A check is placed beside the eligible voter’s name to indicate a ballot has been received. The ballots are then stored by

unit/lot. If a subsequent ballot is received for the same unit/ lot, both ballots are void as per the governing documents (Bylaws II, 2.2).

• Before the counting begins, the blue envelope is opened and the sealed BALLOT envelope is removed. The white envelopes are placed in bundles of 25 to be counted. The counting will be done on Tuesday, March 22.

This process validates that individuals are eligible to vote (blue envelope with unit/lot and name) and it ensures that the vote is received anonymously (white envelope containing the ballot with no identification). The blue envelopes are kept as per the governing documents for a specified period of time.

All residents are welcome to observe the validation process. See the bulletin board for ballot validation dates.

Loan Room - Community Assistance

The Loan Room is located at the end of the Cart Barn and is open Tuesdays and Thursdays, 8-9 AM. Reservations may be made up to two months in advance and must be made in person at the Loan Room. A current SCOV ID card is required for pickup of items. Medical items including wheelchairs, walkers, shower seats and many others are loaned for two months and most other items are for two weeks. We also have tables and chairs for your group party, roll-away beds and cots, and many children’s items.

Your recycled aluminum cans are used for the purchase of items needed for the Loan Room. Donate aluminum cans by depositing empty, rinsed aluminum ones in the box behind the Activity Center kitchen. For safety reasons, do not deposit unrinsed cans which can attract bees.

Another item that needs mentioning, as it is the responsibility of the homeowner, is raised sidewalks. If the cement is raised where a walker could trip and fall, it needs to be repaired. During the January Golf Advisory Committee meeting there was much discussion about prioritizing projects on the golf course. The subject of the sand trap conditions became the center of the discussion and some of the newer people were unaware of why the traps have a tendency to get hard and wet.

Shortly after the traps were renovated, the brand new sand started holding water and turned into mud. Extensive testing was conducted on both the sand in the bunkers and sand at the shop. The tests showed the sand in the traps had a significantly higher amount of silt as compared to the sand still at the shop. The water was then tested, and the difference between the water coming into the lakes versus the water coming out of the sprinkler heads showed high levels of turbidity. Divers were then sent into the ponds looking for the cause of the high turbidity levels. They discovered between four to five feet of material at the bottom of the ponds that was being drawn directly into the irrigation system and deposited on the golf course.

The immediate solution has been to clean the pond closest to the pump station. The tines on the bunker rake machines were lowered to help stir up the sand to break the silt barriers. Extra sand has been pulled down from the edges to help build up the bottoms. Eventually, the sand will be removed and replaced with fresh, not contaminated sand, as time and budget allow.

Each year, the Golf Advisory Committee updates a list of Improvements for Playability/Enjoyment of the Golfing Experience at The Views. At the committee meeting on January 6 the decision was made to update this list over the next two months so that the recommended improvements could be incorporated into the SCOV budget process.

There are benefits to developing this list and setting priorities. Resource limits, both dollars and human, can be directed to projects that our customers consider the most important.

Developing the list will be more effective if we hear from you, our customers. Provide your suggestions and comments to your women’s and men’s club representatives or send me your suggestions directly.

Newly designed in 2014, and renamed the Smart Driver Course. This classroom course for mature drivers brings new video and updated learning materials for your classroom enjoyment. Learn defensive driving techniques, new laws, how to adjust your driving habits to age-related changes in vision, hearing and reaction time. Many insurance companies provide a multi-year discount for completing this course (check with your insurance provider).

AARP Tax Assistance

Trained and experienced AARP tax counselors will provide free assistance for electronically filed Federal and Arizona state tax returns, by appointment only, Saturdays, February 6-April 9, 9 AM-Noon, Welcome Center. Bring 2014 return; 2015 W-2’s; interest, dividend, broker and pension 1099’s; Social Security 1099’s; receipts and cancelled checks if itemizing deductions; and any other pertinent tax information needed to prepare an accurate return. A Social Security card, photo ID and current checkbook must be presented.

Under a grant from the Arizona Humanities Council, the Astronomy Club is honored to welcome Ken Zoll, Executive Director of the Verde Valley Archaeology Center in Camp Verde, Arizona, as our February 18 speaker. This is the first grant awarded to a speaker at Sun City Oro Valley. The meeting is open to the public.

Mr. Zoll, whose topic will be Ancient Native American Astronomical Practices, is also a site steward with the Arizona State Historic Preservation Office and a volunteer docent at cultural heritage sites in the Coconino National Forest. He is the author of several popular books on cultural astronomy and rock art in Central Arizona.

We meet year-round starting from the Mountain View Plaza parking lot (Rancho Vistoso Blvd. and Sun City Blvd.) to enjoy an unparalleled combination of amazing desert vistas and everimproving infrastructure of bike lanes and dedicated paths. New riders are always welcome .

A monthly schedule of our 20-60 mile rides is available on our website. Our well-tested loop routes support a wide-variety of abilities and usually include a mid-ride coffee stop. We also offer a mountain bike option on Wednesdays, which most often heads out into the Tortolita rangelands.

Tuesday morning our WOW (Women on Wheels) group takes somewhat shorter rides nearer to SCOV. In addition, we hold a number of social events each season.

Jim is Professor of Climate Adaptation in the School of Natural Resources and Environment and is Founding Director of the Climate Adaptation and International Development Program in the Institute of the Environment at the University of Arizona. In 2008 he was awarded the Nobel Peace Prize with approximately 2300 scientists around the world who contributed to the report of the Intergovernmental Panel for Climate Change.

At the 2015 New Year’s Eve event held in the Tucson Mountains, 40 club members, several shown, enjoyed a variety of hikes followed by a potluck style picnic lunch including a culinary surprise dish of Sopapilla Cheesecake.

Appreciation goes to Max Haegele and his committee for a well-executed event resulting in a pleasurable experience for everyone.

A worthy activity is participating in a Wash Clean-Up. Our third clean-up for the season is the Chalk Creek Wash scheduled for Thursday, February 25, 8:30 AM. Additional mileage incentives will be offered to participants. This activity is to our benefit since we often utilize the washes for hiking activities. Your help is needed.

Another important date to enter on your calendar is Tuesday, February 23, the Annual Spring Picnic. As well as good food, mileage awards will be presented, and several brief matters of club business will be conducted. Watch your email for details and sign-up forms.

What are these people looking at? They are just a few of the nearly 200 people who visited the Modelers Room during the four days of an open house during the Holiday season. Club members operated the model trains on the layout and told guests about the other modeling activities conducted in the room.

The Modelers Room will be open on scheduled days for the operation of trains on the layout. Everyone is welcomed.

All SCOV residents are welcome at our monthly meetings and the use of the Modelers Room. The room is open 24/7 to all members. The room provides space to build models and to assist in building and operating the new HO train layout. At our meetings, you will see what we are about, and you may enjoy a cup of coffee and a sweet roll. From time to time, we schedule field trips of interest to modelers.
