Association News From the Board of Directors Our mission as the SCOV Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online. Board meetings are open to residents.

With recent court decisions and pending legislation, it is time to review how we conduct meetings at SCOV. The Board and Administration are firmly committed to obeying all open-meeting laws while robustly protecting the private information of our community members. We update our governing documents as soon as possible when legislation is clarified, but we execute necessary operational updates immediately. All chartered committees and clubs must follow both the law and our SCOV governing documents, some more closely than others Clubs and groups that do not make Board recommendations, do not fall under the open meetings law, but must follow Arizona privacy law as well as the Code of Conduct. Under Arizona law and recent binding court decisions, association Boards must make decisions transparently. This transparency was heavily reinforced by a landmark Arizona Court of Appeals ruling in April 2026 (AZNH v. Sunland Springs), which clarified two massive points for all HOAs: • No Secret Voting: While boards can still enter a closed executive session to discuss sensitive topics (like legal advice or personal member data), absolutely no voting or formal action can happen behind closed doors. These sessions can legally be used to develop and refine motions—critical when member privacy is a factor—but every final vote must take place in an open session where members can observe and speak first. • Specific Agendas: Agendas for closed sessions must provide members with enough clear, reasonable detail to know what is being discussed without violating confidentiality. Cryptic statutory citations are no longer enough. The Board and Management immediately consulted legal counsel to ensure we perfectly meet these rigorous requirements while protecting resident privacy. To be subject to these open meeting requirements, a gathering must involve a quorum of the Board, or be a standing committee charged with developing formal policy recommendations. This explicitly excludes operational working groups assigned to perform administrative tasks (such as gathering vendor bids, reviewing technical specs, or coordi-

nating daily club activities). Because these groups lack the authority to make final decisions, they do not constitute a statutory meeting. At SCOV, our commitment is to keep our processes perfectly aligned with these high standards of transparency, ensuring every member’s voice is protected and heard.

As summer arrives, work at SCOV is certainly not slowing down. We continue to have many important projects moving forward across the community, all aimed at maintaining and improving the amenities and infrastructure that make SCOV such a special place to live. We are finishing the pool projects, which unfortunately experienced some delays while we worked to find an engineer willing to review and stamp the plans so they could be submitted to Pima County and the Town for approval. While delays are never ideal, we are pleased to be moving forward and nearing completion. We are also conducting an evaluation of the golf course cart paths to determine current repair needs and develop a comprehensive 10-year plan, including projected costs. This information will help us properly incorporate future repairs and replacements into the Asset Reserve program and ensure long-term planning for the golf facilities. In addition, we are currently out to bid for work in the Chalk Creek Wash based on the repair recommendations provided by our engineer. This project is an important part of protecting community infrastructure and addressing future drainage concerns proactively.

It’s More Than Living... It’s A Lifestyle! Celebrating America’s 250th Birthday at SCOV By Mariana Corella

On July 4, 1776, our founding fathers declared independence from Great Britain with the adoption of the Declaration of Independence. The 13 American colonies would no longer have political ties with Great Britain, and the colonies became a self-governing entity. This was only the beginning of the long journey for the 13 colonies to become the United States of America we know today. It has now been 250 years since that fateful day and here at SCOV we are excited to celebrate such a historical moment. There are a myriad of events happening all around SCOV for this Fourth of July. Residents will be decorating their golf carts and unique vehicles red, white, and blue for the Annual Fourth of July Golf Cart Parade. Residents will also decorate their doors for the holiday for the Fourth of July Door Decorating Contest (sponsored by the Democratic and Republican clubs) in which prizes will be given to the first, second, and third place winners. Finally, the Sun City Singers will be performing their “Celebration of Freedom” concert this Independence Day. All these free events will take place on Saturday, July 4 so don’t miss out on the fun. SCOV is proud and excited to celebrate this momentous occasion in this country’s history, and we cannot wait to celebrate with you.

Continued from Page 3 The Tee Box Task Force continues to work closely with management and the golf course architect to develop the scope of work for upcoming tee renovations. We anticipate going out to bid on that project during the last quarter of the year. Our new CPA firm will also be onsite for two weeks in August to perform field work for the 2025/2026 audit. This transition is a key step as we continue to strengthen our financial oversight and planning processes. We are additionally evaluating patio repairs for the back patio at Catalina Vista to ensure that facility remains safe, functional and enjoyable for residents and guests. If you attended the May Board meeting, you had the opportunity to hear about many of the other initiatives and projects currently underway throughout SCOV. Simply put, things are moving. Finally, as our nation approaches America’s 250th birthday, I hope everyone takes time to reflect on the history, freedoms and opportunities we all share. More importantly, I hope you find ways to celebrate with family, friends and neighbors throughout the coming year. Milestones like this remind us how important community and connection truly are. Let us keep the momentum going and continue building a community we are all proud to call home.

The SCOV mobile app continues to grow with new features designed to make finding resident information easier than ever. The latest update expands directory search capabilities to more closely match those available on the SCOV website. Residents can now take advantage of Advanced Search options within the directory. Searches can be performed by street name, state, or phone number. Entering a house number can help identify homes with the same number on different streets, which may be useful when tracking down a misdelivered package. Searching by street name allows you to see residents living on your street, while phone number searches can locate residents by either home or mobile phone. You can also search by state. The website also includes an occupation search field. Not many of you have entered your occupation (or former occupation), but if you enter that information, you might find some like-minded folks to share a cup of coffee with. This information can be updated in your profile. If you have not already done so, download the SCOV app from the Apple App Store or Google Play Store and explore these enhanced directory features.

Effective July 1, 2026 the Architectural Review Committee (ARC) is implementing a new process to alert residents to projects that have Association approval. With all the projects going on in our community, we receive multiple phone calls and emails asking if there was ARC approval for specific projects. In order to communicate the approval to all, the ARC is issuing permits which must be hung in the street-facing window of a house that has an in-house or ARC written approval associated with the work being done. Once a resident has received approval for their submission, they will pick up the permit at the Welcome Center and post it in the window when the work begins until it is completed. Owners whose projects were approved prior to July 1 should request a permit by contacting Katy Mosier, kmosier@suncityorovalley.com.

In the modern age, people have become a little more conscious when it comes to cleaning gym equipment and disinfecting it after use. Whether you’re going to a fitness class in person or using the equipment, the equipment needs to be cleaned after each workout. If you are in a gym with other people, it is common courtesy to clean the equipment for a variety of reasons. Nobody wants to share sweat. Even if you are the only one who is going to use the equipment, you should definitely wipe it down. Using the wipes that are provided, try to get all the awkward areas such as nooks and crannies as well as the seams around the seat. Also focus on any area of high contact. Please do not use the towel you used to wipe your face with to wipe the machine down.

The SCOV Development Standards are intended to preserve the desert environment and the architectural character of our community. As a reminder, artifacts (ornamental objects showing human workmanship) should not be placed in front yards or street-facing side yards. Instead, artifacts can be placed under a covered porch or along the front or street-facing courtyard walls at a spacing of one per every four linear feet. Residents are also permitted five ceramic, concrete, clay, or decorative resin pots with live plants in front of their home, providing they are placed at least 10 feet from sidewalks. A plant stand for a single pot containing live plants can be included providing the overall height does not exceed six feet. Please see the SCOV Development Standards, Article 1, Section 2.15 (C) and Section 2.18 (C-16) for additional details and exact wording. The 2026-2027 budget process began in the Finance and Budget Committee in March, involving reviewing monthly and year-to-date figures for fiscal year 2025-2026, and forecasts for this new fiscal year, resulting in three drafts. Several board members regularly attend our two-hour monthly meetings to get a better picture of the numerous financial reports and the discussions within the committee. SCOV is experiencing many of the same increases in costs that we face; insurance, wages, fuel, food and maintenance/construction. Each line item for every department is reviewed in detail, to see where costs can be cut, without reducing the quality of services and activities we enjoy in our community. Income and expenditures for the reserve funds (mainly operating, capital, contingency and reserve) are reviewed and projected. The small increase in our HOA dues meets the needs of the new fiscal year and the future needs of the reserve fund. For $7.85/day, we have a wealth of amenities, and most importantly a great community.

This event Artisan’s Amazing Crafts is designed to highlight the incredible artistic talent here at SCOV. The celebration will include an Art Walk at the Activity Center and Catalina Vista as well as an open house at the Artisan Center. On June 9, by invitation from Government Affairs (GA), our SCOV attendees were treated to a forum showcasing the five candidates running for Oro Valley Town Council. It was a great opportunity to listen to the candidates and their ideas for Oro Valley. Remember ballots will be sent out June 24th, 2026 and the election is July 21st, 2026. Of the five candidates, three will be chosen for the Oro Valley Council. The Government Affairs Committee will be off July and August, returning to our regular meetings Wednesday, September 9. The committee reviewed the final April properties inspection and discussed with staff the items that need to be done as soon as possible. As a reminder, this time of the year, hydration is extremely important during the summer heat. Let’s be prepared for thunderstorms, possible flash floods and lightning. It’s official “Monsoon Season” in Southern Arizona, so we must be careful. Follow the following suggestions to keep yourself safe while heading out on the course during the monsoon season. Check the forecast and check it often. Download a reliable radar app and seek shelter immediately if you cannot get off the golf course quickly. Don’t worry if you can’t finish your round; we will give you a rain check “credit” to complete your round another time. The important thing is to be safe and use your best judgment when the weather is questionable. Golf Clinics continue every Tuesday from 8-9 am. $20/session. Last summer the green side bunkers were renovated. The green side bunkers were the priority of the renovation since most of these bunkers on the golf course are near the green where most balls end up. The new bunkers turned out very nice with sand conditions that are much more playable and consistent. However, this really emphasizes that the fairway bunkers still need to be renovated so they can match the good conditions of the new bunkers. This July the fairway bunkers on the front nine will be renovated with our maintenance staff. There are only fairway bunkers on holes #2 and #5. Following the master plan of the golf course, the first two bunkers on the left side of #2 will be filled in and drainage installed to prevent wet areas in the bottoms. The two bunkers further up the fairway will have the old sand removed and reshaped slightly. Drainage will be installed to remove excess water and then the same liner that was used on the green bunkers will be installed to prevent future contamination of rocks and dirt. Then the same new sand will be installed so they are consistent with the green bunkers. The same process will also occur with the bunker on the left side of #5 tee fairway. The back nine fairway bunkers will be renovated the following summer. There is a possibility of the tees being renovated that summer so we will have access to better equipment which will make the project a little easier for staff.

Golf loyalty is a strange thing. I stay devoted to this game the way a golden retriever stays devoted to a tennis ball, no matter how many times it bounces off a tree and smacks me in the shin. Respect is part of the deal too. I respect the course, even when it swallows my ball like it’s collecting souvenirs. I respect my buddies, especially the ones who politely pretend they didn’t see me blade a wedge into the waiting desert. But mostly, I respect the ridiculous loyalty we all share. We keep believing the next round will be “the one,” even though history suggests otherwise. We talk to our clubs like they’re old friends, apologize to the putter we abandoned last week and swear we’ll never fall for a new driver again…until Saturday. Golf may break my heart regularly, but I keep coming back. That’s loyalty, or madness, it’s hard to tell.

The Views Women’s 18-hole golf league plays every Tuesday morning with the winter season running from November through April and the summer season running from May through October. Each week there is a different team or individual competition. During the season several major competitions are held. One of these is the Presidents Cup. It is our Net Match Play Championship and consists of a Yvette Schulz 2026 32 team single elimination bracket. Presidents Cup Champion Play runs from January through March. This is a fun event where you test your individual match play skills as you try to advance through the bracket. The 2026 Presidents Cup Champion is Yvette Schulz. Clay Club artists use a great variety of design techniques in their work. One technique is sgraffito as shown in the pictured tile. Sgraffito comes from the Italian word “sgraffiare” which means “to scratch.” When using this technique, the artist applies layers of underglaze or colored slip to leather-hard clay. They then scratch through the layers to reveal the natuSgraffito Tile ral clay beneath. With this technique the artist can carve images, patterns and textures, resulting in high-contrast designs. Sgraffito can be used beautifully for both simple and complex clay designs. As always, you are invited to visit the Clay Club windows to see completed work by our artists.

Gayle describes her sculpture as a very content woman who is protected by her friend “the raven.” The picture on the right is an outdoor sculpture completed by Trace Getz. Trace’s eagle is perched on a stone in his sculpture garden. One interesting feature is that Trace molded the foundation, which the eagle stands on, so that it encapsulates to the top of the rock. The Tapestry Hooking and Fiber Arts group meets on Tuesday mornings in the Sewing Room. If you are interested in our group, stop by the Sewing Room on Tuesday mornings between 9-11 am. If you are interested in learning rug hooking, we provide materials and instructions to those interested in learning the art of hooking. Generally, our club posts pictures of rug hooking projects. However, there are other fiber art projects that are also completed by our members. The dishwash cloth on the left was knitted by Anita Gayheart. The potholder on the right was crocheted by Coni Arseneau. Both projects were made with 100% cotton thread. These projects are much quicker to complete than a rug hooking project. Also, these projects are good to give as gifts or very useful around your own home. If you are interested, come see what we do.

Life in the sewing room is cool and quiet during the heat of the summer. Cheer Bears members really enjoy sharing stories and laughs as we work on the happy smiling faces. The bears are trying to bust out of their closet, but they always make room for one more and workers always have room for one more SCOV resident to join us at the table to cut, stuff or sew. Our times together make for ripples to spread to children literally all around the world. This year we sent bears to the northwest, the midwest and even to Africa and Mexico. The ripples from our small group put smiles on many, many children’s faces. Come by and sit with us a while, creating bears and you will smile too. Thank you to the support that Seniors for Kids has given to Cheer Bears for so many years.

Is it getting too hot? Cool off in our air conditioned studio to learn how easy it is to create fused glass or stained glass pieces. We’re still offering classes in the summer. Stained Glass art is the term given to art created by cutting out pieces from stained glass sheets and soldering them together using either lead came or copper foil. Stained glass art can be many sizes and designs, from the smallest suncatchers Hummingbird Class to large windows. Fused Glass art refers to pieces of glass that are melted or “fused” together in a glass kiln. Glass fusing can create Christmas ornaments, jewelry, dishes and bowls, vases and glass paintings. In this month’s issue of the woodcarving club news, I would like to discuss the difference between the “tools of the trade.” For myself, when I purchase a carving tool, new or used, I prefer to purchase (knives, gouges, veiners) which have been manufactured by German, Swiss, or Austrian craftsmen. The reason for this decision is very simple, these tools will have a longer resharpening length, as well as being made of high quality steel which will hold an edge better. Feel free to drop in and visit the carvers during one of the times listed above to discuss tools, etc.

July is here, our wonderful country is celebrating its 250th birthday and we are officially in the monsoon season. I personally enjoy the monsoon season and Mother Nature’s displays of her power. For the summer, I will continue to remind everyone that, in the slower months, Wooden Desk Clock monitors are needed to keep the shop open. We ask that all monitors check the sign-up list and volunteer for the open slots. For July, we will highlight a wooden clock that was created by former pilot Ken Rosburg. This desk clock uses three different woods, all fashioned using a table saw. This is followed by glueing, sanding, the application of a finish, and the installation of the clockworks. The clockworks are purchased from a retail seller, and many suppliers can be found on the internet. Clock faces can be made up to 16 inches in diameter.

Signs of distress include trembling, panting, hiding and attempts to escape, which is why July 4 sees a spike in lost pets. Preparation is key: secure your yard, update ID tags and exercise your dog earlier in the day. During the event, keep dogs indoors with music or white noise playing. For severe cases, talk to your vet about medication in advance. With patience and planning, both of you can get through it. The Arthritis Foundation recommends meeting when the air temperature is 77 degrees or warmer. Our club performs gentle exercises which target all muscles. They are used by several health organizations to increase strength and balance, mobility and flexibility. Exercise is helpful in managing arthritis, fibromyalgia, replaced joints, etc. Some new members have expressed surprise at how quickly the first sessions had already increased their abilities to move. Others comment on improved stamina. New members are always welcome. Our members are fun, accepting and welcoming. Now in our summer hiatus, we look back at a very good season of birding. We have had about 30 field trips since October with two being multi-day. Several new members have volunteered to be leaders and so that led to more beginner trips, and a few aimed at those with mobility issues. Our membership continues to expand, now about 180, and our annual potluck dinner attendance is bursting at the seams. We are often asked, “What is the difference between pingpong and table tennis?” The short answer is, “very little.” The difference is mainly in the scoring and more formal rules regarding the serve. Table tennis is usually played to 11 points (win by two) with each player having two serves (not two tries, like in tennis). That change is very easy to handle, but some folks may struggle with the serve that requires the ball to be hit from behind the table end line and being tossed into the air at least six inches by the palm of the hand before contact. If you are a beginner you are forgiven, but you should strive to follow the serve rules as you progress.
