SCOV Financial Strength by Howard Schulz During this summer, my wife and I traveled to the Midwest to be with family. I took the opportunity to investigate some HOAs that were close to where we stayed. I was very surprised as I compared their financial metrics to SCOV. Annual dues were three times higher, special assessments of $1,000 to $3,000 were yearly occurrences, and reserves to fund capital projects or to maintain common elements were small. Granted that these HOAs are newer and amenities are currently being added, their financial situation requires significant annual contributions from residents. When looking at the financial strength of SCOV, the following are key considerations: Asset Reserves: Our master documents require that a fund be established to accumulate financial resources to pay for the major repair or replacement for existing capital assets. To be considered for inclusion in the asset reserve, the item must have a useful life greater than one year and a replacement cost equal to or greater than $1,000. The asset reserve fund is a 30-year outlook for all items that meet this criteria. Annual dues support this fund which is forecast to be 74.3% ($6.35M) of fully funded by YE 2021-2022. Auditors have indicated the risk of a special assessment is low. Capital Fund: According to our master documents, these are funds for purchase, construction or major reconstruction of real property of the Association. The community voted earlier this year to spend up to $4.5M (a combination of Capital and Asset Reserve Funds) for the upgrade of the Activity Center. The Board approved the dog park expansion of $30k, and the upcoming November purchase ($664,413) for the existing solar panels. These projects will use capital fund monies without the need for a special assessment. Monies that go into the Capital Fund are AT&T lease payments, Capital Contribution Fees, Comcast Preferred Provider monies, and other Board-directed funds. In addition, SCOV results of operations for FY 2020-2021 ended with a surplus of over $180k, in a crazy year of Covid. So how is SCOV’s financial strength….in my opinion pretty good.

General Manager - Mark Wade mwade@suncityorovalley.com 520-917-8080

The Glass is Half Full Fall is beginning, and with it we will welcome back those residents who have enjoyed their summer at another location. We have enjoyed a beautiful summer in which we’ve been blessed with much more rainfall than we’ve seen in many years. Charles Dickens wrote, “It was the best of times, it was the worst of times…” He could have been writing about our day. Certainly, for a time we were able to see the Covid virus peak and then calm down significantly. And now the Delta variant of Covid is coming back with a vengeance and protocols have been and are being discussed about the best way to keep our residents at SCOV safe. If it continues, I expect to see more restrictions being recommended/imposed by our federal, state, county and town. We live in times of good and bad, depending on your view. From my perspective of our community as a whole, I see a large part of us have been vaccinated. I see the moisture has helped keep the entire valley greener than in years gone by. I see the golf course and common areas are green and growing. I see fewer local forest fires. I see many residents enjoy the cooler weather. I see our finances for this past year ended up much better off than the budget predicted and this on a year of pandemic. I see many residents doing their best to keep a smile on their lips in spite of the negativity that is going on in the world. I see residents enjoying the use of the facilities and amenities. I hope that as you look at SCOV from your view that you will focus on all the good that comes from being a part of this wonderful and caring community. There are some who always will be looking at a glass half empty. I encourage you to find the good and find the glass half full. I’ll be standing right there beside you.

Asst. General Manager - Robin Coulter rcoulter@suncityorovalley.com 520-917-8070

What You, as a Homeowner, Can Do About Landscape Maintenance in the Common Areas One of the beautiful aspects to our community is the natural landscaping. As a resident of Sun City Oro Valley, you enjoy the 1,000 acres of common area land owned and cared for by the Association. The manager of our Common Area Maintenance (CAM) crew is Mary Kaye Cunningham. Mary has worked for the Association since the beginning of Del Webb days. CAM has many responsibilities with all this land to manage; one exception is the common area that abuts homeowner lots. There is a maintenance schedule where a five-foot buffer is maintained behind homeowner lots on our common area. This schedule takes approximately one-and-a-half years for her staff to cover the estimated 10 miles of lot lines. If you want landscaping work done before the crew comes behind your lot, you can participate in the Pre-Qualified Landscaper program. This group of landscapers have gone through a qualifying process that informs them of what work is allowed in our common areas. It is the responsibility of the homeowner to interface with the Association and apply for the work to be done and to make sure the permit is properly displayed. If your favorite landscaper is not on the list, there is an application process for them to become qualified. The scope of work that can be done, including trimming and removal of trees, may be found on our website under Members > Member Services > For Your Home > Common Area Landscaping Request. The applications need to be submitted to scoroval@ciramail.com. Another type of common area maintenance the Association manages is for lots that qualify as a Golf Course View Lot. The lots that meet the qualification are listed in the Development Standards, Article 5, Appendix E, and the scope of work provided is outlined in policy CAM-002. The services the Association provides behind these lots are opening the golf course view up to a cumulative amount of 50% including desert cleanup and trimming. Please be aware of what this program provides and the guidelines you are required to follow. We all enjoy and appreciate the beautiful landscaping of our natural desert surroundings and our relationship between our homeowners and the Association.

Program/Facilities Director - Pam Sarpalius psarpalius@suncityorovalley.com 520-917-8077 Flexibility Moving many activities to Catalina Vista means fewer available parking spaces at that location. Please consider carpooling if you are attending a large event. The parking lot at the Catalina Vista has 53 spaces for autos, 22 for golf carts and four handicapped auto spaces. Please always check “This Week in SCOV” for any changes or additions to activities, since changes are being made often. We ask for your patience. Please keep in mind that there are many club events each month to provide entertainment for you as well as music on the weekends at The Views Restaurant.

Community Services - Katy Mosier scoroval@ciramail.com 520-917-8058 Let’s Have a War on Weeds this Fall Many of you have expressed an interest in a weed killer that could be used in lieu of Roundup. One of our residents has shared this recipe, and you may want to try it on your weeds. Homemade Weed Killer 1 gallon of white vinegar 2 cups of Epson Salts ¼ cup of original (blue) Dawn dish washing soap Combine the above ingredients and mix well. Spray directly on weeds. Remember, after they die, weeds still need to be removed. You can cut this recipe in half or share it with friends. Your conscientious attention to yard care enhances Sun City Oro Valley and helps make us an appealing community. Kudos to our caring residents. But in the meantime, please remove the weeds that have already graced your yard.

Spurge Reminder Please remove spurge from your yards. Spurge is a creeping, lowgrowing weed that is often found in the cracks of driveways and the gaps between the sidewalk and street. It also grows abundantly in river rock.

Welcome to fall, and to our patrons returning to SCOV. Many new books have been added to the Library in September, and more are on our pre-order list for October including: The Book of Magic by Alice Hoffman, Taste: My Life Through Food by Stanley Tucci and The Lincoln Highway by Amor Towles. This month our featured end caps will focus on mysterious, spine-chilling and out-of-this-world titles. On your next visit to the Library, check out one of these new adventures. Our fabulous volunteers have updated the puzzle section. Please stop by and borrow a new autumn or holiday scene.

Balance Exercises You Can Do Anywhere, Anytime These anytime, anywhere exercises will help you improve your balance. And you can do them as often as you like, as long as you have something sturdy nearby to hold onto if you become unsteady. Walk heel to toe. Position your heel just in front of the toes of the opposite foot each time you take a step. Your heel and toes should touch or almost touch. Practice standing up and sitting down without using your hands. Stand on one foot. You can do this while waiting in line at the grocery store or while brushing your teeth using the timer on your toothbrush as a reminder when to alternate feet. Special Note From the Aquatic and Fitness Center (AFC) Contact Lonnie Davis, AFC Coordinator, to discuss questions or problems with the AFC. AFC and Desert Oasis hours of operation are on page 2. Tuesday, October 12, the AFC pool and spa will be closed for cleaning and shock treatment and will reopen the following morning at the regular time. Wednesday, October 13, the Desert Oasis pool will be closed for cleaning and shock treatment and reopen the following morning at the regular time.

SCOV has a dedicated customer service representative with Republic Services. Many of you are aware of the labor challenges the country is currently experiencing, and Republic Services highly encourages residents to email any service issues rather than telephone in order to receive the best service. Our representative can be reached at scov@ republicservices.com. This email is listed on the Republic magnet you received in your annual dues mailing. Visit our web page where you can find the following information: 1) Recycling: View a video and web page on what Republic takes in their recycling bins. Glass is accepted for recycling. 2) Holiday schedule: Check if you need to shift setting your bins out due to a holiday. 3) Report a problem: Missed pickup? Bin damaged? Click the REPORT A PROBLEM tab, fill out our form and Republic will receive a copy.

Fences are our number one submittal for changes. If you are thinking about adding a fence or wall to the perimeter of your yard, you will want to start by talking to your neighbor. Establishing your property lot line is important for you, your neighbor and the Association. Locating the monument, a quarter size marker on top of the wall or a piece of rebar on the wall or in the ground will help identify who owns the wall or if it’s a party wall. If no rebar or monument is found, you need to talk with your neighbor and come to a decision as to the location of your property line. The best way of determining the lot line is to have your property surveyed. Submittals must include a neighbor’s permission for building the wall or fence. You must give length and height, and if there is a gate you must also include the dimension. All fences must be weathered brown; if you are adding on to the height of a brick or block wall, make sure your materials match and provide a sample for the ARC member who visits your home. You can find additional details in the SCOV Development Standards about how to interpret property line markers position in relation to ownership and sole or shared maintenance responsibility. Feel free to contact the ARC for additional assistance.

Artisan Center Renovation Task Force See SCOV calendar for meeting dates, time, and location

The Artisan Center Renovation Task Force (ACRTF) may meet the first and third Tuesdays of the month as needed. The SCOV website will have current meeting notices. The SCOV website (Members > Committees > ACRTF) provides the charter for the task force. The website also provides “A Discussion of the Existing and Future Facility Requirements for the Artisan Clubs of SCOV.” An informal working group comprised of representatives from each of the artisan clubs met over the winter of 2021 to research and write this discussion paper. The ACRTF is now building on the previous work and will identify and work with an architect to develop a comprehensive recommendation for the renovation of the 34-year-old Artisan Center facility.

The annual paper phone book is in production, but we do not yet have shipping and delivery dates. I will provide updates in “This Week in SCOV.” Once the books arrive, we rely on an army of volunteers to deliver them to every house in our community. Each volunteer is assigned part of a neighborhood, averaging about 35 houses. If you’d like to volunteer, email me. Did you miss the deadline for the paper phone book? No worries, you can still update your listing in our online directory. The online version is updated monthly, thus always has the most up-to-date information. To update your listing in the directory, the preferred method is to complete the online form, “To change your directory listing.” Otherwise, you can fill out an orange card at the Welcome Center.

Julie Holtry, left, and Nancy Eckhoff

October brings expanded hours of operation for the Gift Shop, from 10 AM until 4 PM weekdays. We have new and returning artists and a softer atmosphere to welcome

you. Check us out. Featured artists for the month are Julie Holtry and Nancy Eckhoff. Julie makes jewelry and Oriental-themed note cards. Her trademark is her pendant dragonfly which graces the necks of many local residents. Julie says, “I think I have a dragonfly for every outfit I have. They are such fun to wear!” Julie particularly likes to use dichroic glass which has a gem-like shimmering quality. In 2014, Nancy moved to SCOV and discovered the Glass Studio. One of her favorite techniques is called on-edge. This technique requires a lot of strip cutting, designing layout and creating fancy component center pieces, then slumping into a mold. She also makes the popular bird friends plaques with uplifting and humorous quotes.

The Holiday Lights Committee is finally finished making our fancy flowers out of lights for this year’s display. We have met with staff about start dates and new displays for this year, and everything looks great at this point. We are working on details for our Holiday House Tour on December 4. We would still like another house or two to participate in this important fundraiser, so if you or someone you know has an exceptional display inside their home, please do let us know. We will require masks on all attendees and hope to limit the number of visitors in each house at one time, just to be on the safe side. We have developed a new website about the Holiday

Loan Room - Community Assistance Chair Gay Russell Third Thu., 3 PM, WC1; Loan Room hours: Tue., Thu., 8-9 AM www.suncityorovalley.com/members/services/loan-room/

October is usually when our SCOV Loan Room gets busier as many of our residents return. Reservations may be made up to two months in advance of when you need an item, either at the Loan Room or on the SCOV website. When using the website, you are making a request which will be confirmed by email once our volunteers have had a chance to be sure what you are requesting is available. Please give us a week for that return email. The Loan Room is open Tuesdays and Thursdays, 8-9 AM, for walk-ins, returns and reservations. Please bring someone with you if you cannot lift or handle your items by yourself. Always bring your SCOV card, and let us know if your address, phone number or email has changed. Thank you for your continued support of your Loan Room and the aluminum can collection program.

Long Range Planning Chair Sharon Kennedy kennesk@comcast.net Second and Fourth Wed., 10 AM, on Zoom

The purpose of our committee is to develop and recommend to the Board a rolling 5-to-10-year plan to maintain and further enhance the quality of life for current residents, while ensuring SCOV remains competitive in attracting additional active, involved people to our community. Committee documents, past agendas, minutes and our Request Project Consideration form are available on the SCOV website. Our meetings are open to all residents.

Neighborhood Pride Chair Tempe Johnson 520-825-6994 Third Tue., 2 PM, WC3 Have You Recently Returned? If you were away for some time, you missed a fantastic monsoon season. The foliage and weeds grew abundantly in your yard. Don’t forget to remove weeds which appear in cracks of your driveway, your sidewalk, and where the cement meets the blacktop of the street. If your plants protrude over sidewalks, they need to be trimmed back so as not to injure passing pedestrians. Suckers under trees should also be cut off, down to the ground. If you have pre-emergent herbicide applied to your yard to stop the germination of seeds, you won’t have as many weeds next year; check with your landscaper or pest control professional. With cooler weather here, take a look at your mailbox, flag and post to see if they need painting. If you can’t do the job yourself, check the Consumer Referral Vendor List on our SCOV website for someone who will paint it for a nominal fee. Welcome back. Please continue to take pride in doing your part to keep up the excellent appearance of our community.

Nominating Why the Board Needs Me and What’s Involved It is the time of year the Sun City Oro Valley Nominating Committee is searching for qualified candidates to fill positions on the Board of Directors. We invite you to attend an informational meeting, “Why the Board Needs Me and What’s Involved,” to be held Thursday, October 28, 1 PM, WC3.

Sun City Oro Valley Tipster, October 2021

This meeting has been informally structured for one hour to include expectations, time commitment, an overview of the community’s financial position, candidate support during campaigns and a question-and-answer segment. All residents are welcome; however, the agenda is geared to those with an interest in serving the community in a Board capacity, either this year or in the future. You are not expected to commit to running for the Board at the meeting. The Nominating Committee will follow up if you request more information. Please plan to attend, as our community needs people who are dedicated to the idea of preserving and improving our quality of life. Regardless of your background and experiences, everyone has something they can bring to the Board. It is an experience of a lifetime and has many positive rewards resulting from Board achievements. Thank you in advance for your interest in this great community.

October is the month of witches, goblins and creepy critters. It’s important that you make sure your garage doors are closed so as not to allow any of these unwanted creatures into your home. Also, remember to keep looking out for your neighbors. A special thanks to everyone who continues to work to keep our community safe, i.e., the Oro Valley Police Department, SCOV staff, family, friends and neighbors. Enjoy Halloween with family and friends. Be healthy and continue to stay safe.

Properties Chair Rich Oaks richoaks114@gmail.com Third Thu., 9 AM, via Zoom

The Chalk Creek wash is the largest wash in our community. In the past, heavy storms caused damage to the wash and golf course in addition to threatening homes. As a result, a program was established to maintain the wash and minimize the threat from heavy storms. A key element to the ongoing maintenance of the wash is a series of inspections to determine the condition of the creek and identify potential threats to surrounding properties. The Properties Committee, together with HOA staff and experienced experts in these matters, will conduct an inspection during October. The committee works on a variety of tasks like this during the year. Our recent meetings have been in-person and via Zoom. Please see the calendar on the SCOV website for scheduled meeting dates, times and meeting format.

Golfing experience that provides professional and friendly service, mountain views and excellent conditions.

Director of Golf - Rick Price rprice@theviewsgolfclub.com 520-917-8086

With the golf season quickly approaching, it is a great time to clarify how the tee time reservation system works for members and residents. • 9 days in advance: Annual 18-hole resident and nonresident members, corporate members, and member’s guests paying the guest rate (member guest is anyone paying the guest rate and booking outside their classification) • 8 days in advance: Annual 9-hole resident and nonresident members, hybrid members, and smart cards • 7 days in advance: Sun City Oro Valley residents with proof of residency paying the resident rate • 6 days in advance: General public – may book starting times by calling the Pro Shop • 3 days in advance: Anniversary members after Noon. In the past, many residents and guests have booked starting times with annual members nine and eight days in advance. However, now the online reservation system can only recognize booking starting times by the classification you are registered in the system. What this means is annual members can book nine days in advance but will not be able to book anyone else in their group unless they are also an annual member. Members can call the Pro Shop to add a guest that would be playing and paying the members’ guest rate. Members’ and residents’ guests play at the resident guest daily rate when accompanied by a member or resident. Guest rate is based on the resident rate plus an additional $10 for 18 holes and $5 for 9 holes from September 20-May 31. Cart fee will be applied for members or residents when using a club cart. Daily cart fees for 18 holes are $15 and $10 for 9 holes per person. Please contact the Pro Shop if we can assist you in booking a starting time or if you have any questions.

Superintendent - Michael Kropf scvgolf@suncityorovalley.com 520-917-8063

This winter the fairways will not be overseeded. There will be advantages and disadvantages that come with not having ryegrass on the fairways that will impact those playing golf. The biggest advantages will be the playability throughout the next year. The fairways will not be extremely saturated for six weeks by the usual high amounts of irrigation required to germinate rye seed. There will not be cart path restrictions from October to December from the grass being too wet. The fairways will play better with firmer conditions, allowing for better roll out of drives and better lies for approach shots. In mid-to-late October, the mowing frequency will be reduced, and the mowing height will be increased on fairways and green surrounds to allow the Bermuda grass to grow taller before the cold weather. This will help with compaction on the dormant Bermuda grass in January and February.

10

Sun City Vistoso Tipster, Febraury 2011

Conversely, the biggest disadvantage to not overseeding the fairways is golf cart traffic wearing out the dormant Bermuda grass. Depending on temperatures or rain amounts, the fairways could become compacted. Compacted fairways are more difficult to hit shots from and could begin to thin the grass canopy. If the temperatures get very cold, or it is a wet winter, cart path restrictions will have to be implemented to protect the grass. The driving range tee and most of the tees will be overseeded. The divot mix containing seed should only be used on the tee boxes. Sand only will be used on the fairways and roughs.

Your Sun City Vistoso Community Foundation provided a grant for the purchase of POP Tennis equipment for anyone to use. It is stored at Desert Oasis near where the courts are located. POP Tennis is a scaleddown version of regular tennis with a smaller court, shorter, solid paddle and lower compression balls. The rules and scoring of POP Tennis are the same as tennis, except that there is only one serve which can be on the fly, underhand or bounced. A player recently said, “Although there is not much running, POP Tennis really helped my flexibility and stamina.”

Photo by Michael Fox Model makers are often inspired by places and events from their own life stories. Michael Fox grew up in La Crosse, Wisconsin, on the upper reaches of the Mississippi River. In this vignette on his model railroad, the river provides both the photographic background and the reason for the railroad action depicted. The local Burlington engine moves grain hoppers into the Cargill Corporation elevators. Wheat and corn will be off-loaded and stored there before being transferred to awaiting barges on the adjacent river, as it has been for 145 years. Michael’s interest in this bit of local history was spurred by curiosity about the Cargill family mansion across the street from his high school. The Modelers Club can help you recreate your memories. Join us for our next monthly meeting on Friday, October 8, 8:30 AM, Catalina Vista.

The Sculpture Club meets on Mondays, Catalina Vista/ Art Studio. If you are interested in becoming a member of our club or learning more about what we do, please stop in Monday mornings, or contact Laurie Lichaa. If you would like to see some of our work, we have sculptures in the display case outside of the Art Studio in Catalina Vista and in the SCOV Library. Most of the sculptures made by club members are made using sculpey clay, which is mounted on a base such as wood, stone, concrete or some other material. However, other materials can be used within a sculpture. Janet Szumlas recently completed the relief sculpture shown in the picture. In the sculpture, Janet used a decorative piece of wood for the background then added clay for the dimensional look of the items. She used acrylic paint to complete her project.

Life is good and spirits are up. We are back to our normal schedule to put all our love in the little bears we create and children love. Sign in and come join us to complete our task. Smiles to everyone. We have found more homes for the bears with the Golder Ranch Fire Department. Our first delivery was made in August. The Tapestry Hooking and Fiber Arts group meets Tuesday mornings in the Sewing Room throughout the year. If you are interested in being part of our group, stop into the Sewing Room on Tuesday mornings or contact Coni Arseneau or Carrie Wiley. A new member, Andrea Lombardo, came to our group with a different technique of rug hooking. The picture at left is her project using a technique called locker hooking. This form of hooking was developed to address the problem of traditional rug hooking where the loops are held in place by the tightness of the materials in the base fabric. If a loop is snagged, there is a potential for the pulling out of a whole line of loops. The next article will describe the difference in materials, tool, and technique that is used in this project. Andrea is making two of these pads that will be used as toppers for benches.

Do you have an unfinished craft project tucked away? Bring it to Show ‘n Share. You bring your supplies; we provide the encouragement. Our featured crafter, Andrea Lombardo, did just that this summer. She had started locker hooking a couple of years ago, but circumstances required Crafter Andrea Lombardo working on locker hooking her to put off completing her project, and they found their way to the back of a closet. Sound familiar? In July, Andrea began attending Show ‘n Share. Within a few weeks, she finished one, and by the end of August, was well on her way on her second piece. They are beautiful. If you are looking for the opportunity to finish projects, we can help. Drop by any Friday, 9-11 AM. Annual dues are $5 pp.

What an awesome show of God’s power in the monsoon storms and much needed rain. We are so excited to begin a short, nine-weeks study of the book of Philippians, “How to Have Joy!” How do I live the Christian life joyfully regardless of people or circumstances? What is the purpose of suffering? Do I have the mind of Christ? Discover true, deep-down joy in your life that the world cannot take away. But Iranian poet Majid Naficy is not roused by nature in this excerpt from his poem, “To a Soldier’s Wife.” “I see you looking at him In a sad mortuary in your town Where the chimneys have darkened the sky And poverty passes whistling In its dirty suit. “There, I became a drop of tear Falling from your beautiful eyes Onto his sutured mouth And his torn body And I became a mournful cry From your tightened throat As his casket was carried away And placed into the shameless ground.” Copyright Majid Naficy, iroon.com.
